In this tense situation, it is not good if too many nations and organisations get involved. Unilateral actions by the Oikawan Empire will not stabilise the situation but destabilise it. Currently, the Security Council of the CoN is discussing out an approach. It would be wise if the Government of the Oikawan Empire waits with taking actions until the discussions in the Security Council have been finished.

Oikawan Empire to guarantee Batavie's independence


The Imperial Ministry of War and Foreign Affairs released a formal press notice in which it stated that it considered the territorial and political integrity of Batavie to be 'non-negotiable' and that the Empire of Greater Oikawa would actively pursue a policy aimed at 'preventing moves to undermine the statehood and sovereignty of the People's Republic of Batavie'.

The notice continued, noting that the 'belligerent and imperialist agitation of Shcherbatskaya and Austurland actively undermine international efforts to secure peace and political independence in Scania in general and Batavie in particular'. It calls upon these parties to 'desist with their divisive scaremongering and return to the table of international negotiations that is the Council of Nations'. Furthermore, the Empire stressed that it was 'committed to uphold its stated goals in the area at all coast and will utilize all means deemed necessary to achieve said goals'.

The 'Tuesday Note' is the most strongly worded official response of the Empire in regards to the growing crisis as of yet and unusually sharp for the Imperial Ministry of War and Foreign affairs, which generally had utilized a more reconciliatory tone in recent times.

Around thirty minutes after the note had been made available to the press, an addendum was released, in which the Imperial government announced that it would consider any and all actions in regards to Batavie outside of the framework of the Council of Nations to be a reason for immediate and unilateral action on behalf of the Imperial Navy to enforce the Oikawan policy in regards to Batavie. Mentioning the Shcherbatskayan intentions to supply rebel forces in Batavie, the note stated that any and all shipments would be subject to interception by Oikawan forces.

The Batavian ambassador was once again summoned by Kihara for private discussions.

Meanwhile a political solution to the crisis comes closer as Representative Takayama formally submitted a final resolution draft in regards to the Batavian issue to the Security Council, which, if it passes, would formalize the involvement of the international community in the Scanian nation in a sanctioned framework.

"It was a difficult process, it was a tedious and probably far too long process..but I believe we have a sound draft here now, something which all parties can agree on. Batavian concerns have been taken into account in this final draft, and I believe that we can now begin to actually help the people of Batavie and leave the process of being bogged down in formalia behind us. I am confident that the resolution, should it pass, will offer a stable and powerful mandate to the international community to prevent a humanitarian and political disaster in Scania", Takayama said.

Security Council resolution sends powerful message


The Security Council, after much deliberation, decided to adopt a solution proposed by the Imperial delegate Takayama, who described it as a "breakthrough" in international negotiations regarding Batavie.

The resolution, which was drafted by the Oikawan delegation to the Council of Nations and endorsed even by the Levantine States, was described by Takayama as "extremely powerful and showing that the Security Council can unite under for a common goal, if necessary". He applauded the stance of the the Levantine representative Verges, labeling him "cooperative" and "pragmatic".

In the resolution which has been adopted by the Security Council, the body is calling for the cessation of all unilateral actions without the endorsement of the Council of Nations in Batavian territory, creating the groundwork for a resolution to come that will likely feature a mandate for an international peacekeeping force.

"The international community has sent a message to the people of the world that it will cooperate for the greater good, that the Council of Nations is working and a powerful tool of international and multilateral conflict resolution and prevention. We now need to build on this success, expand on legislation in regards to Batavie and get working in the spirit we have shown by adopting this resolution", Takayama was quoted. The Security Council is said to be currently in the progress of negotiating a follow-up resolution.

Meanwhile, the Imperial Ministry of War and Foreign Affairs warned the international community that a humanitarian crisis in the Scanian country would be inevitable if at least a humanitarian aid mission was not to be dispatched soon. A spokesperson for the ministry stated that "the Empire of Greater Oikawa continues to be ready to deliver aid with the help of our observatory forces in the area, pending a Security Council mandate or green light by Batavian authorities. The Batavian government has the option to significantly ease the suffering of its population - and in the progress stabilize the political situation in the country - by cooperating with Imperial authorities. Nevertheless, the Empire will refrain from engaging in unilateral relief efforts, as much needed as they are, in respect of international law in the form of the Council of Nations and Batavian sovereignty in the form of the will of the Batavian government, which the Empire vowed to defend at all cost, as it has stated again and again in these past days." The spokesperson also renewed the Imperial criticism of AGE authorities engaging in backdoor diplomacy with the weakened leadership of the communist country, calling them "potentially disruptive and unhelpful to the international crisis resolution process".

We are sceptical as to how the Oikawan Empire can expect the international community to believe its promises to guarantee Batavian independence when it is insisting on dominating the Council of Nations peacekeeping force in Batavia and has unilaterally deployed a carrier group near Batavian waters. We can only hope Oikawa fulfills its promises and does not infringe on the sovereignty of Batavia.

Imperial submarine Kuroshio anchors in Ijad


The imperial submarine Kuroshio earlier this day anchored in the harbor of the Wazistani capital of Ijad for a scheduled visit. The vessel of the Koi-class belongs to a number of vessels that control the waters west to the Volga Sea and has been in service since 1999. It has been the first visit of an Oikawan military vessel in a Wazistani harbor since 1985.

"I am proud to be able to call myself the first captain to steer my men towards a visit in Wazistan in a long time", said captain Yamamoto Taro. "International military exchanges are an important part of building bilateral trust between the nations of the world, and I am glad to be doing my part."

The Kuroshio, which is currently anchored in Bay #1 of Ijad harbor, has become a major tourist attraction. Although entering the vessels is restricted due to security concerns, the citizens of Ijad have the unique chance to get a view of a foreign submarine from nearby. Captain Yamamoto has invited Wazi counterparts for a meet and greet on the vessel later this evening and the crew will be granted shore leave beginning tomorrow. "Of course me and my men are concerned, who wouldn't be? But I think we are sending a message of trust, of respect. And of course the Wazi authorities have been more than helpful in assuring our security", the captain said when asked whether he was worried about security concerns in light of recent domestic and international events.

A spokesman of the Oikawan embassy described the event as a "rare moment of tranquility in a nervous world." Ambassador Shiroshima will inspect the vessel sometime later this week and announced he would host a banquette in the embassy, with the captain and crew explicitly invited. He said that he hoped that they would be able and willing to give "valuable insight to the assembled guests about life at sea and service in the Imperial Navy", the official invitation read.

While in harbor, the Kuroshio will also refill supplies and undergo basic routine maintenance. The caboose chef especially has been delighted about the prospect of restocking on exotic fruits.

The Kuroshio is scheduled to stay in Ijad till Saturday.

Bashiristan to host European Center for Political Leadership


After months of ongoing negotiations a treaty has now been signed by high-ranking delegations to formalize the process of establishing the European Center for Political Leadership (ECPL), a project the Imperial government has been working on for the past two years and that will now begin to see implementation in cooperation with a number of regional allies.

The Center is to serve as a training camp, information center and educational institute for promising individuals from all over Europe. The curriculum of the ECPL will seek to prepare attendants for political work in their respective home countries and will give them the know-how to build up, maintain and expand political and other resources to advance progress in their countries of origin. Courses will include a curriculum based on the latest methods in political sciences, economics, engineering and maintenance, collective and individual self-defense as well as interpersonal communications management. Depending on the respective individual schedule, attendees will usually graduate after 1 1/2-4 years and will then be ready to implement the methods in practical terms.

Students will be picked based on a series of various criteria that were not immediately available to the public. "Needless to say, the ECPL will keep a very close look on potential candidates and will ensure that the institute will adhere to the high quality standard guidelines that we are expected to uphold", designed Director Fukazawa Hiro said. Fukazawa can look back on a successful career in the Imperial Navy and has served as ambassador to Polotsk, Frescania and the Levantine States before becoming an independent economic advisor.

Bashiri authorities said that they were "delighted" at the prospect of hosting the ECPL, calling it a "huge sign of trust by our Nokanawan allies". The Bashiri government also announced its intention to pledge additional funds towards the construction, maintenance and security of the site that is to be constructed outside of the north-western town of Makrud, in a valley near the Sea of Eight Nations. Construction is said to begin later in March.

Terror shakes Polatsk as terrorists attack school


In a dramatic series of events, terrorists have brought the renown Kurusk International Integrated School under their control, possibly holding hundreds of national and international pupils and staff hostage.

Smoke could be seen emerging from the school building


Information on the exact events at the scene are still sketchy and contradictional, but it seems to be established that around 12:47 PM, several terrorists gained access to the school compound in the disguise of plumbers, according to a guard who regulates access to the school compound.


Kurusk International Integrated School is said to have one of the most comprehensive security concepts of any educational institute in the country due to its international curriculum that provides children of foreign nationals working and living in the Greater Rus Cooperative of Polatsk with a comprehensive curriculum while being schooled together with locals from Polatsk, allowing all pupils involved to gain key language skills in a multinational environment.


Eye witnesses report that smoke has been seen emerging from the school building, and shooting and explosions could be heard from within. Two pupils have been hit by the attackers in the yard of the compound, with one having died immediately and the other fighting for his life in the intensive care unit of the Kurusk City Hospital.


At the time this article is published, police units have surrounded the compound. The identity and numbers of the terrorists are completely unknown, but are suspected to be between 3-10, as they approached the compound with a van, according to the guard. The attackers also have thus far not released a statement or issued demands, nor have they tried to get into contact with authorities in any shape or form. Police negotiators present at the attack site have been trying to contact the terrorists for hours without success.


The Foreign Ministry of Polatsk issued a statement, saying that it could of the moment not confirm whether foreign nationals have been affected by the attacks, but considers it a “highly likely and unfortunate probability” and that the government would put its full weight behind the "resolution of the crisis". Media reports in Polatsk suggested that at least Franken, Belmontian, Ziv, Ratomkiran and Cassiopeian nationals attended the school. The Imperial Ministry of War and Foreign Affairs confirmed that Imperial Oikawan citizens attended the school. “Needless to say we will do everything we can to save the lives of as many of the victims as possible”, Imperial Minister of War and Foreign Affairs Kihara said in a rushed statement before departing for Kurusk to meet with local crisis management authorities. Safety regulations across all public buildings and airports have been increased and several flights have been delayed as an effect of the increase in security measures.

Terrorists issue demands, threaten execution of child hostages


The terrorists that have taken control Kurusk International Integrated School have for the first time since the beginning of the hostage crisis established contact with authorities, issuing demands and threatening the execution of hostages if their demands were not met.

In a message that was attached to the body of an executed hostage that could be retrieved by forces at the scene, the terrorists describe themselves as the “Saint Nikolaus Martyr Brigades for the Unification of the Motherland”, a previously unknown group. Labeling the government of the Greater Rus Cooperative as a “traitorous clique of collaborates" and the treaties ending the war between what now constitutes the Commandery of Kyiv and the Empire of Greater Oikawa to be “fraudulent”, they demanded the extradition of all Polatsk government officials to Kyvan authorities and the return of Polatsk to Kyvan control within 24 hours. The terrorists further stated that starting midnight, they would execute one hostage per hour until their demands were met.

The statement claimed that nationals from Oltremare, in addition to the nationalities already identified by the media, were amongst the hostages, a claim that is currently under investigation by authorities. Both the government of Polatsk and the Imperial government have stated that they would not “give in to terrorist demands” and issued a joint-statement calling for the terrorists to release hostages and prevent further violence against innocent civilians.


Levantine States provoke Humanitarian Crisis in Batavie, seek to neuter Council of Nations

The Levantine States have drawn criticism upon themselves as being an unreliable and destabilizing factor in international politics after the veto of the Levantine representative in the Council of Nations Security Council on a resolution that would have authorized a multinational peacekeeping and relief force to pave the way for the general Council of Nations operations in the country to come, operations that seem to be all but dead now.

Security Council Resolution 5, which called for a multinational force to begin direly-needed initial relief operations in Batavie, was vetoed by the Levantine States on grounds of including League of Free States members, a notion that has been called “outrageous” by Imperial representative to the Council of Nations Takayama. Not stopping with this diplomatic insult, the Levantine representative then announced that it would not only veto Security Council Resolution 5, but in fact all future Imperial involvement in efforts to help the Batavian people, despite the fact that the Empire had already shown its great willingness to compromise with even stubborn and dogmatic demands, having crafted the resolution in such a way that it explicitly called for the Big Three (The Empire of Greater Oikawa, The Kingdom of Franken and the Levantine States) to not deploy troops to the country.

“We consider this an attack on the Empire, a diplomatic attack, […] and we will take appropriate measures to ensure that these efforts will not go unpunished”, Takayama was quoted. He also announced that the Empire would now seek multinational majorities outside of the Council of Nations, having received letters of intent by the LFS states that would have been involved in the efforts under Security Council Resolution 5, indicating their willingness to partake in an immediate humanitarian relief effort in cooperation with the Kingdom of Franken and the Kingdom of Montelimar, pending talks with representatives of these states.

“It is now an unfortunate reality that the people of Batavie will have to ensure their own security, that there will be no peacekeepers on the ground to ensure the proper customs are adhered to during the elections process and that insurgents will continue to pose a security problem in Batavie. This is the reality the Levantine States have created, and this is the reality we will have to work with. And while we cannot provide security for the people of Batavie that have been so selfishly left alone by the Levantine government, we will work to at least make sure that the standard of living in the country shall be maintained”, Imperial Minister of War and Foreign Affairs Kihara Itsuki said from his temporary office at the Kurusk standoff site.

“We will have to look into future actions to take to counter Levantine belligerence, and we are looking into a variety of options, including applying our veto powers on the Security Council until the Levantine States revise their policy”, Kihara continued.

The Imperial ambassador to the Levantine States has been recalled for consultations and the Levantine ambassador to Nokanawa has been summoned for an eight hours inquiry in the Ministry of War and Foreign Affairs, scheduled to begin at midnight.

The Most Serene Kingdom of Oltremare gives its most heartfelt and sincere condemnation of the barbaric actions and threats coming from this terrorist group that claims to be fighting for noble causes. No noble cause can include the execution of children, no matter their ethnicity, sex, or faith. While we hope their claims that Oltremaren children are amongst their hostages are unfounded, nevertheless we demand that action be taken by the Empire of Greater Oikawa and the Greater Rus Cooperative of Polotsk, and swiftly, before this turns into an international tragedy rarely seen and, we hope, is never seen again.

Clearly this group of simple psycopaths don't realise that these children being held have done nothing to prevent these criminals from fulfilling their terrorist duties therefor they, of all people, should not be held accountable for the sins of a father. We hope that this band of villains will be severly stopped before any serious damagae is done to these younglings and their families.

We are confident that the joint forces of the Greater Rus Cooperative of Polatsk and the Greater Oikawan Empire have the ability to resolve this despicable act in a way that future terrorists will refrain from committing such horrible crimes again. Until now we have no clear information about the exact number of Ratomkiran nationals affected by this tragic event, but are in good contact with the very helpful authorities of Kurusk.

Joint Nuclear Command to withdraw from
Większy Sarmatska; Strategical Redeployment of Medium-Range Missiles to Polotsk


The Supreme Command of the Imperial Armed Forces released a statement this morning that it had agreed together with the League of Free States Nuclear Advisory Council, the primary body concerned with civilian and military nuclear matters of League members, that it would withdraw the Joint Nuclear Command from Większy Sarmatska, effectively immediately.

The move comes at no surprise after the announcement of the withdrawal of the Sarmatian state from the League of Free States last week and has been widely anticipated by political analysts across the political divide. The Joint Nuclear Command (JNC) is the name for what is commonly known as the League of Freestates Nuclear Sharehold, which provides states within the alliance framework, that have no access to nuclear weaponry themselves, with nuclear weapons stationed on Imperial bases within their territory, to provide them with a retaliatory ability in the event of a nuclear attack. The bases are joint-administered, but the Oikawan armed forces retain ultimate authority over the launch codes.

The short statement by the Supreme Command said that all nuclear forces would be withdrawn by the end of June, citing the 1967 Ratomkira Protocols to explain the actions it had decided to take. The Ratomkira Protocols established the Joint Nuclear Command and also stated that in the case of a withdrawal from the League, states would forfeit their right for participation in the program.

Imperial Minister of War and Foreign Affairs Kihara was unavailable for comment. His ministry however released a statement indicating that his government was "exploring the possibility of redeploying medium-ranged nuclear assets to the Polotsk region", citing strategical considerations resulting out of the instability that shook the Sarmatian region following the upheaval in Cassiopeia. "We are talking about an increase in assets of around 5-10%", a ministry spokesman was quoted when asked about the scope of the planned redeployments.

Kihara slams Vangalan decision to join Revolutionary Defense Treaty; initiates responses


Imperial Minister of War and Foreign Affairs Kihara denounced the foreign policy of the Republic of Vangala after the Ministry of External Affairs of the People's Republic announced the intention of the Touyou-based socialist state to apply for membership in the so-called "Revolutionary Defense Treaty", a socialist network only recently established by Carentania in coordination with such notorious regimes as the one in West Volga, which continues to be under communist occupation even after decades of honest efforts of the government in Karma to bring about reunification in a peaceful and cooperative fashion.

Calling the intention to join the RDT a "provocation", Kihara said that the step was "throwing the regime in Vangala back by 20 years, back into a status quo of confrontation and armed tensions" that existed before the "Eastern Turn".

The Eastern Turn is a term that has come to encompass the process of normalizing relations between the Empire and Vangala that began in the 90's and continues to this day.

"The Revolutionary Defense Treaty seeks to aggressively expand its influence across the globe and coordinate efforts against the Empire and all free nations in Touyou. As such it is entirely unacceptable to see two of these entities, Volga and Vangala, ascend to this network", the statesman said.

Speaking to members of Reuters and Associated Press, Kihara said that the Empire would coordinate efforts with its allies in the area to "significantly" increase military presence at the inner-Volgan border, at the Vangalan borders and in the bodies of water affected. The minister stressed that the deployments were entirely of a defensive nature. "There are attempts, futile attempts, at threatening the people of Touyou, and we are taking the appropriate countermeasures. We are open to talks, but the entities in question will have to take the first steps", he said before withdrawing to a private meeting with representatives from Transpurgistan regarding the expansion of economic ties between the two nations.

The People's Republic's decision to request membership in the Revolutionary Defence Treaty Organisation was motivated by the murderous actions of the Sinhai Union and the bellicose rhetoric of the puppet regime in Jizhou and the Communist Party will also do its utmost to ensure the integrity and security of the Motherland. Furthermore, as an independent nation, Vangala asserts the right to pursue its own foreign policy decisions without undue outside interference or pressure.
