Den Faste Verdenskonference (FV), Pysyvä maailmankonferenssi (PM) or The World Permanent Conference (WPC) is an organization that is headquartered in Göötehamina also known as Gothenhamn, Pohjanmaa. The idealism behind the WPC is based upon transparency and dialogue between all parties to the WPC. The foundational idea of the WPC is that the organization functions like a conference. Unlike conferences which occur for the period of some days or weeks, this conference is permanent. The conference never ends and is thus always open for its participants to speak with one another. The WPC is split into two sections, a showroom and an auditorium. The showroom is open for all nations and permanent missions to showcase themselves informally. In the showroom informal talks and other meetings of business can occur. The auditorium is built for the participants to hold speeches, presentations, and debate. It is encouraged that agreements made at the WPC between nations are presented in the auditorium, and signed in the showroom.

The WPC should not, and will not be construed to an idea of one in which world government is aspired to as the WPC is not an institution with aims to hold any agreements as binding by law or punishment. All agreements come to at the WPC are based with the same framework of a bilateral agreement in which the parties that sign on must agree themselves to and hold each other accountable to. Thus agreements do not hold the WPC name attached to it unless there is unanimous agreement by all registered in attendance.* Due to the declared neutral territory of WPC grounds that will be maintained by the Commonwealth of Pohjanmaa, all nations and missions from around the world are allowed to be in attendance.

WPC attendance is limited only by registration. Registration is like any other conference and includes terms and conditions.† Registration allows an attending nation or mission to enter and exit the conference as they please. Entrance is subject to security check. No firearms or items that can be uses to subject bodily harm are allowed within the WPC showroom and auditorium. Actions within the WPC Campus, where all participants may have their own offices and apartments are subject to the terms of Pohjanmaan national law. As is the case with many participants, if they will hold diplomatic credentials they are not subject to Pohjanmaan law and can be expelled for disorderly or unlawful conduct. WPC diplomats are not misconstrued to be representatives of their states or missions to the Commonwealth unless specified as such, and conduct will always be referred to the the appropriate authority.

The WPC Committee is a Pohjanmaan body headed by Lars Møller, President of the Committee. Mr. Møller serves along with six other committee members who establish rules, decorum, and other terms for the WPC. Committee members are selected by the Austwegian Parliament in Waldemarsudde.

*Example agreement: Nations A, B, C, and D agree to a document of universal human rights. Nations E, F, and G refuse to agree. Therefore the universal human rights agreement is signed and put into force by nations A, B, C, and D. As nations E, F, and G, refused to sign it cannot be named the WPC Universal Human Rights agreement, and just as well nothing agreed to here will be considered international law by the WPC Committee nor the Commonwealth of Pohjanmaa.

• Only representatives of nations or permanent missions may be in attendence.
• No weapons or drugs are allowed within the showroom or auditorium.
• Weapons should be checked in with WPC Campus Security or the Göötehamina (Gothenhamn) Police.
• This foundational explanatory document may not be modified by the WPC Committee, and no subsequent agreement can modify the spirit of this original document.
• Separate WPC agreements can be made to add onto the WPC framework, but require uniamous support.
• Terms and conditions may be amended as required by the WPC Committee.

The Federation of Natal, following the guidelines of the Mzuzu Declaration in promoting international cooperation, solidarity and human rights wishes to register into the World Permanent Conference and to be represented by the ex-Premier of Villa Clara, the Honorable Sebastian Darrien. With this we wish to be one of the countries that promotes world peace and cooperation between the nations of Europe so that the inhumane actions seen in the 1950s Decade of War, this years 7 Day War or colonialism may never happen again.

To whom it may concern,

Whereas the Pelasgian Empire applauds the initiative of the Two Kingdoms in creating this organisation, and is indeed quite interested in membership thereto, we must express some reservations. For one, we wonder what "all nations" might mean, as stated in the announcement of the organisation. Does the term "nations" refer to states or does it refer to all ethnic groups, such that the alleged representatives ethnic groups would be admitted to the organisation without the consent of a government which might hold dominion over a territory the group in question are tied to? Moreover, assuming the term "nations" merely refers to states, what mechanism would there be to separate legitimate from illegitimate states, such as puppet states or unrecognised separatist quasi-polities?

Finally, the fact that the presidium of the proposed esteemed body would be selected by the Austwegian government is somewhat concerning; though we have long recognised the Two Kingdoms for their impartiality and neutrality, this does not mean we are prepared to recognise their ability to somehow impartially determine for all of Europe who is fit to be the head of an international forum. It is, in our opinion, fitting that the participant states themselves should choose their own secretariat, all the while graciously recognising the generosity of the Two Kingdom in hosting them, perhaps by even helping to cover the expenses of the World Permanent Conference's operation in the Two Kingdoms. The statement that "The WPC Committee is a Jysk-Austwegian body headed by Lars Møller" is thus concerning on two fronts; for one in that it renders what is supposed to be an open forum for all states to debate and discuss policy a mere organ of one such state, despite the well-known neutrality and impartiality of the particular state in this case, and for another in that it then makes a citizen of that state the head of the organisation on completely unknown and potentially even arbitrary grounds.

As a whole, the Pelasgian Empire does not reject the initiative of the Two Kingdoms. Instead, we perceive it as a positive and solid basis for fruitful discussions and negotiations to create a body that can actually serve the ends of the proposed World Permanent Conference (WPC). Though we will abstain from entering the WPC as is currently proposed, we would be most glad to participate in open talks to establish a body of similar traits but without the drawbacks and concerns we mentioned above. The Two Kingdoms are entirely free to have the honour of hosting such talks, as well as the headquarters of the proposed body, in so far as we are concerned and if they so wish.

It will be the new government that will sign the papers, but we would already like to apply for membership of the World Permanent Conference. Dr. Norbert Schmelzer will be our representative. He will operate from the Embassy of Eiffelland-Retalia in Gøthehavn.
Regarding the membership of the World Zionist Congress, we feel the need to remark that we consider Dr. Norbert Schmelzer to be the representative of all citizens of Eiffelland-Retalia, both the Jewish and the non-Jewish ones. Despite the fact that the Eiffelloretalian Jews are full-fledged citizens of Eiffelland-Retalia, we realise that the Jews are in a precarious situation at the moment. We also consider the situation of the Jews a topic to be discussed. However, we consider the internal stability of the Pelasgian Empire an important matter as well. Eiffelland-Retalia becoming a member of an organisation granting membership to the World Zionist Congress does not mean that Eiffelland-Retalia agrees with creating a Jewish nation on Pelasgian soil.

The WPC Committee with guidance from the Austwegian Parliament has come to a conclusion in the understanding of membership, attendance, and voting rights within the World Permanent Conference.

Whilst the WPC Charter is simplistic in the definition of what nations may join in the WPC the Committee has determined that it cannot bar the entry of any group that may consider itself a nation. Therefore according to the definition of a nation, as cited from the White & Elephant Engellexic English Dictionary, henceforth defined permanently as:

“a large body of people united by common descent, history, culture, or language, inhabiting a particular country or territory.”
This definition precludes in our judgement the ability for the WPC to refuse the membership of the “Zionist World Congress” as it inhabits a specific set of territory within the Seoran peninsula within the recognized territorial bounds of the Anti-State.

This definition of the term allows for limitless entry of all nations upon this planet or even within this universe. This is not within the spirit of the writing of this Charter document, where dialogue and subsequently potential votes are collected, counted, and applied to potential agreements. The spirit of this Charter is to indeed include all nations; however, it is not to apply non-recognized and not widely accepted international entities from having additional powers or formal recognition adjudicated to them.

As such it is in our judgement that not all nations may have the right to vote within the WPC’s voting process; although, all nations may have a voice in their drafting or discussion. As the nature of the WPC does not allow for the WPC to confirm any agreement, treaty, or document as fully-internationally accepted without 100% approval of all members, any disputed nation would find themselves unable to create a fully-internationally accepted agreement, treaty, or document (etc). Thus it is in the interests of all potential nations to be in attendance to block any nation from working against their interests. Our opinion in more brash terms identifies the process of voting and entry as:

“Potential members need membership more than the WPC needs potential members as the interests of the WPC are none, other than providing a forum, and the interests of potential members are limitless.”
As such all nations need to claim their membership in order to prevent a minority of nations from “running amuck.” —This is despite the inability of some nations from voting.

Determination of which nations may vote are to be taken from the neutral parent of the WPC. This process is based upon which nations maintain embassies to the Two Kingdoms of Jyskerige and Østveg OR which nations embassies the Two Kingdoms of Jyskerige and Østveg recognize as official representatives as a nation-state.

For the example of the Zionist World Congress, the Two Kingdoms do not recognize the Zionist World Congress as surpreme representatives of their nation. Instead, they are recognized as a nation within a nation, and matters of their representation are conducted through higher levels or government or statehood. Therefore, the Zionist World Congress would not be deemed a satisfactory nation to maintain a voting interest within the WPC.

Further questions or definition can be referred to the WPC Committee for concrete definition as to what the record of a nation may have within the Two Kingdoms for clarification.

The World Zionist Congress is disappointed by the WPC Committee's decision and does not agree with the assertion that the World Zionist Congress is "a nation within a nation" - the definition not correctly reflecting the status the World Zionist Congress has as regards the Anti-State as a supranational entity or even the Constitutional State of Touzen as a federal subject of said entity.

The World Zionist Congress represents the Jewish nation, which has a territory in the Holy Land, Zion, but which it is currently unable to execute administrative functions over. The relationship of the WZC to the aforementioned other two entities is one of a guest and a host, which we are deeply grateful to the Touzen people for, but which in no way implies the subordination of the Jewish nation to the Touzen nation, nor does it mean that the World Zionist Congress seeks admission to the Anti-State now or in the future. We represent the legally independent subject of international law that defines the Jewish nation.

The decision to base admission criteria on the status of diplomatic relations maintained by Gotehavn is problematic because it necessitates the goodwill of the Two Kingdoms towards any subject that might seek admission, inevitably calling into question the noble founding ideals of pure neutrality on all international matters.

It is with this in mind that the World Zionist Congress declares four things:

- That it calls upon the World Permanent Conference Committee to revisit the issue at hand in the context of the information now provided regarding the Jewish nation's relationship to Touzen and the Anti-State,

- That the World Permanent Conference needs to address the issue of sovereignty and neutrality being impaired through the act of chaining admission criteria to the diplomatic relations that the Two Kingdoms maintains, which it is not a legal body of,

- That the World Zionist Congress protests the denial of our voting rights, which it considers to be as of now without legal basis, and that it will join the World Peace Conference while maintaining this protest and contesting the legality of this administrative act, considering it non-binding as of the present moment,

- That the recognition of the sovereignty of the Jewish nation is, in spite of these setbacks, a major victory for the Jewish people in the international arena.

It has been determined that this body would look into the concerns on a point by point basis.

Originally submitted by Samuel Goldbaum, point one:

to which this body has now done so and wishes to announce its conclusion. As the World Zionist Congress is not part of the Anti-State, but only guests there, and not in control of the territory of which it states is its territorial domain. The WPC Committee has determined that the World Zionist Congress can only be described as a government-in-exile. Such status grants this body the ability to recognize it fully with full membership. This shall be an initial admission, and future governments that may be in exile, may occur. A new government-in-exile would not be able to petition for full admission, as such, a war or catastrophic event would require a current member to become in-exile. In light of this, the World Zionist Congress will be admitted with full rights.

has been concluded in agreement with Samuel Goldbaum. This body, the WPC, may subject the Two Kingdoms to a situation in which they can no longer be consider neutral due to their potentially arbitrary recognition of nations, peoples, or states. As a result, the WPC Committee recommends that the members of the WPC together determine the appropriate solution for voting right privileges. Until such a solution is found, this committee will determine voting rights on a case by case basis determined by the legal argumentation given by each admission. This body will only give judgement on a case when petitioned to do so by any member state.

has reached conclusion via the prior points addressed. We further more urge other points of contention to be addressed with the diplomatic aptitude and tact delivered by the World Zionist Congress. That being continued participation, lodged complaint, and protest to the decisions made. Proper argumentation and legality can be the only solution to the problems of which the world may find themselves in.

it is the humble opinion of the WPC Committee that international cooperation is a cause for celebration, and our good blessings be upon your people for their continued pressure on this body to produce a proper decision based on all the evidence that can be provided.

Furthermore, that this body will open beginning 4 February 2019. It has been determined that it’s opening speech will be delivered by the Jysk-Austwegian Queen, and will allow for an open floor subsequently after to allow for talking points and discourse.

To whom it may concern,

The Pelasgian Empire is most concerned at the recent proclamations of the World Permanent Conference. The Zionist World Congress, a self-proclaimed and wholly illegitimate body which has no standing to represent the global Jewry on any legal basis, has been granted the status of a "Government-in-exile" by the Conference. To this we ask: from where does the Conference consider the Congress to be exiled, and of what territory is it the exiled government?

Further, we must make the following statement: of what nation does the Conference see the Congress as the representative? Surely it cannot be the Jewish 'nation', if such a concept exists, for we know too well that our own Empire's Jews do not consider themselves to be represented by the Congress, and they are the closest people to the ancient Hebrews currently in Europe. Indeed, the Zionist Congress, as indicated by its name, is an ideological organisation and not a government or national body.

We formally protest this decision of the World Permanent Congress. We maintain our objection that stateless bodies, including terroristic organisations such as the World Zionist Congress, cannot be admitted to an international forum on the same footing as sovereign states. We find the setting of such precedent to be most unfortunate and perilous for customary international law, and for the sovereignty of states across Europe.

I wish to use this opportunity to thank the WPC Committee for addressing our petition for redress in the dignified and professional manner now witnessed by the international community at large and with such openness and courage as to be willing to recognize the situation in its true nation in the light of the clarifying information brought to the table. Rest assured it is my promise to the international community and my firm belief that the World Zionist Congress will conduct itself with the honor, spirit of cooperation and fierce belief in the self-determination of peoples that is expected of it when conducting its dealings within the context of the World Permanent Conference. The Jewish nation will be a reliable partner in the concert of nations now assembling in Gothehavn.

With regards to the statement made by Mr. Avgiros, I call for restraint and the upholding of proper conduct in the diplomatic sphere and not the perpetuation of disappointingly antagonistic behavior evidenced by the labeling of the World Zionist Congress as "terroristic". I encourage Mr. Avgiros to enter into a constructive dialogue regarding issues of mutual concern, as previously offered by this body.

The WPC Committee with guidance from the Austwegian Parliament has taken note of the complaint and protest of the WPC Committee’s decision by the Pelasgian Empire. Despite this protest, no real argument has been presented to counter the arguments brought forth by the World Zionist Congress. Questions to the hypothetical are not considered an actual appropriate line of argumentation.

The World Zionst Congress lodged formal complaint and argument towards the decisions of the WPC and the WPC released a verdict on that information. If so desired the Pelasgian Empire may publish a counter-argument to the World Zionist Congress and thus a full rebuttal of argumentation to the decision of the WPC Committee. Upon receiption of such a full counter-argument, an opinion of this committee will be drafted upon consideration and deliberation of the full WPC Committee.

Further questions or concerns may be addressed to the World Permanent Conference Committee and will be responded to with proper analysis and due time.

We are disappointed, but not surprised at the Pelasgian response to our earnest overture for dialogue. Rest assured our doors will always stay open should Propontis reverse it’s decision and decide to become willing to engage in constructive steps to resolve the issues that stand between the harmony of our peoples.

History will, I am confident, judge us benevolently as the side that pursued its cause with dignity and determination.

There is a homeland for the Jews if they so desire to leave their host state. However it does not exist in the Seoran Peninsula or in the Holy Land but on the shores of the Polesian Sea, in the Polesian People's Republic.

If the World Permanent Conference is to be a genuine force for peace and dialogue in global affairs it would not entertain the delusional fantasies of the World Zionist Congress, which is little more than a puppet for the so called Anti-State, a cruel entity that uses the plight of the Jews to inflict suffering on the Seorans as part of its own twisted neo-colonialist foreign policy.

The WPC Committee must issue a correction in the statement by the Polesyan Folkrepublic. The World Permanent Conference does not desire to be a force for any agenda. The World Permanent Conference is a stage for open dialogue. The correction certainly needed is that dialogue is not possible should the World Zionist Congress be rejected outright. When doors are closed, that is not dialogue.

Furthermore, a newly created homeland by name is not a homeland by practice when having not consulted the party without a home. The key in the argument of the Polesyan Folkrepublic is that the World Zionist Congress is indeed without a homeland, and are hosted in a foreign land. With this key understanding of the circumstances, it is the belief of the WPC Committee that the World Zionist Congress classification as a government-in-exile is affirmed. Any counter-argument must address this critical understanding in foreign policy practice.

Lastly, the Polesyan Folkrepublic has not formally submitted their place at the WPC. If the Folkrepublic finds itself so concerned in the questions of dialogue and peace, it would be wise to submit notice of their involvement in the WPC.

Further questions or concerns may be addressed to the World Permanent Conference Committee and will be responded to with proper analysis and due time.

To Whom It May Concern,

The Anti-State, due to the nature of the state-less political entity, offers itself a unique opportunity to give voice to communities which are ostracized, repressed, and discouraged from giving open expression or celebrating their cultures within other political jurisdictions. It is no surprise, then, that the World Zionist Congress has found safe haven in the Anti-State.

The Jewish Peoples, which have found significant hardship across the entirety of a war-torn Germanian Continent, as well as other parts of the world, deserve to have their voice heard on the international stage. Since its inception, the World Zionist Congress has used its voice to advocate for the Jewish population in parts of the world where it is inconceivable that such peoples would have a voice.

It is the sincerely held belief that the source of sovereignty comes from the people. So long as Europe’s Jewish peoples recognize the World Zionist Congress as a voice, the Aurarian Republic deems it imperative that the entity be included in any such organization that seeks to be a forum for the global community.

To whom it may concern,

The is forced to restate its own very clear position, which has adressed all the statements of the so-called "World Zionist Congress".

1. The World Zionist Congress is not a government of any sort, and lacks the inherent characteristics of a government, namely the monopoly on the use of legitimate force within a defined territory. It has never held control over any territory, and is therefore incapable of being a government in exile, since it has not been exiled from anywhere. It is therefore factually wrong to characterise the World Zionist Congress as a government, in exile or otherwise.

2. We submit that there is no Jewish nation, because the European Jewry lacks the inherent characteristics of such a body: common ethnicity (since Europe's Jews range from the palest of Germanians to the darkest of Aethiopian Himyaris), common language (Europe's Jews speak a variety of languages belonging to distinct linguistic groups, including Semitic, Germanic, Pelasgic, Romance, Slavic and others which do not display any elements of meaningful common ancestry whatsoever), and a common religion (Europe's Jews follow a number of quite distinct branches of Judaism, ranging from Talmudic Judaism to Torah-focused Karaite Judaism, as well as other faiths such as Christianity and Islam; some even espouse the complete lack of religion). Any distant links between various Jewish groups across the world are not enough for them to constitute a nation, in the same way that all Slavic peoples in the world do not constitute a single nation.

3. The World Zionist Congress does not have a legitimate claim to representing the Jewish "nation", even if such a nation were to exist. The elected and lawful representatives of Europe's Jews have, at no point, delegated their authority to the Congress to represent the sovereign aspirations of their constituents. Indeed, the Polesian People's Republic and the Pelasgian Karaite Council have explicitly denounced the Congress as illegitimate and incompetent to represent their constituents in any way or fashion, and in any forum.

4. The World Zionist Congress claims the authority to represent people who belong to the Pelasgian Nation, namely the Jewish Karaites. This is a conflict which, in our mind, cannot permit them membership to this organisation unless it is first resolved. The same people cannot be represented by two governments in the same forum, both for reasons of law and reasons of practicality.

5. The World Zionist Congress actively endorses the terrorist movement which seeks to partition Pelasgia. The Zionist movement has, in the past, conducted campaigns of terror costing thousands of lives to achieve that end. Indeed, the World Zionist Congress's leadership has put an emphasis on "Jewish martial strength", showcasing their continued support for this ideology. In our view, this non-government entity can therefore be rightly called a terrorist group, and has no place in the World Permanent Conference.

The Pelasgian Empire does not negotiate with terrorists. The Pelasgian Empire does not recognise terrorists as its equals in any capacity. Therefore, the Pelasgian Empire, as a Sovereign State, cannot demean itself by holding equal membership in the same organisation as a stateless terrorist group. Unless these issues are resolved, the Pelasgian Empire shall have no choice but to withdraw from the World Permanent Conference. This is not a threat; it is a statement of legal fact. The World Zionist Congress can wax poetic, claiming that we are tyrants who have no wish to use diplomatic avenues to resolve conflicts. States only engage in diplomacy with states and bodies to whom authority has been delegated by states. The World Zionist Congress is not a state, much less a government.

We shall not entertain participation in the World Permanent Conference while it gives legitimacy to terrorist organisations such as the World Zionist Congress, which claims authority over all Jews, including those in the Polesian People's Republic, which is a clear violation of our sovereignty and territorial integrity.

We see no reason, logic or credible rationale behind the idea that the World Zionist Congress represents a 'government-in-exile' given it was never a genuine government to begin with. If the World Permanent Conference wants to be seen as an honest, neutral venue for dialogue, it would reconsider its welcoming attitude to this rabble of agitators immediately.
