As of this moment, my executive office has prepared an aid package from part of the remainders created from the charitable donations of the pay-per-view combat with my cousin. HAAGA, Pohjanmaa — The Free Navy reports that the Aurarian Navy attacked without cause and sunk a vessel of the Free Navy of the Commonwealth. This report has been confirmed by the Presidential Office. The Aurarian frigate Amusco attacked the FNS Espoo, a frigate which was carrying out a freedom-of-the-seas mission in the Pitkä Sea (Lång Sea). The surviving crew of the Espoo have been detained by the Aurarians.

President Lepomäki has condemned the uncalled for assault and demanded the release of the Pohjanmaan crew. “The Free Navy has the right of transit in the Long Sea region. Our vessel violated no norms, and identified itself as demanded by the Aurarian Navy. The FNS Espoo was suddenly attacked and sunk by the Aurarian Navy regardless. There has been a blatant disregard for the safety of stateless individuals on the seas, with the attack and detention of stateless declared individuals in the Retalian Sea, and now the sinking of the FNS Espoo.”

The news from the region also suggests that Serenien aircraft may have been involved in the conflict. This development would not be surprising understanding the recent close ties and cooperation held between the Aurarian and Serenien governments.

Both the Commonwealth and the Anti-State have stressed the importance of vessels from any region being able to have free and unimpeded access to the Pitkä Sea. The increase in naval warfare vessel activity in this region has prompted more activity from other nations, the Commonwealth included, as a response to the so-called increase of piracy plaguing the region. Thus far, there have been no pirates apprehended in the region. The lack of pirates has given several entities, the Anti-State and Commonwealth in particular the high-ground when claiming there are nefarious ambitions leading to these anti-piracy missions.

Sinking the FNS Espoo has confirmed the aggressive posture of these Socialist Republics in the Pitkä Sea Region.

Thus far the Presidency has only demanded the release of the crew of the FNS Espoo, although it is widely believed that should this drama stretch out, the Free Navy may begin unbridled submarine warfare against Aurarian vessels. Additionally, since the Commonwealth holds that the Aurarians shot first, there is an obvious casus belli or justifaction for war. All things considered, it is assumed that the President wants to avoid war if it cannot be assured that the various Anti-State forces won’t also commit to the defense of the Commonwealth and its vessels.

Despite the desire to possibly avoid a war that the Commonwealth may not have the ability to win, there is a sense that the Commonwealth is owed something. The FNS Espoo was an old ship and set to be decommissioned, but its value is higher in port than it is as the bottom of the sea. Additionally, there may be deaths from the attack, and human loss can be difficult to put a value on. The diplomatic struggle that Haaga and Solis will now embark upon is likely to scale up to the possibility of immediate armed conflict, and it may also drag in others in Gallia. ✦

Over the past year the West Engell Republic has not only witnessed but fallen victim to aggressive acts perpetrated without any formal declaration of war. This is a frightful trend for smaller and younger nations or peoples who neither possess the means or desire for martial conflict.

The West Engell Lodge of Legislators has duly voted to create a Maritime Conflict Investigation Commission to study the facts surrounding these recent sea killings, what led up to the murders, and how West Engell vessels can avoid entanglement with the violence. We shall not seek to pick a side or cast judgement on any party involved here until all facts concerning Post-Delegationist Vessels and the reasons why they are being fired upon by Old World States are crystallized by our investigators.

Regardless if this was a sad accident, an act of defense, or wicked aggression, the West Engell Republic regrets the loss of human life and especially that of patriots serving their respective people.

The Federation of the Natal is dishearten to hear about the recent tensions along the Long Sea, especially in a point where stability is so necessary to keep the world economy afloat by keeping the shipping lanes open for trade and commerce.

We feel that many of the incidents hat have happened in the region are being pushed under the rug, being called as non-existing or not of real concern, but only recently a freighter was sunk by a submarine in what could have been a point of tension which could have started a second Serenierre-Eiffellander War, then a freighter loaded with explosives was set on course to hit the port of Tauritania and now the Pohjan frigate Espoo has been sunk. We cannot but feel the tension rising in the Long Sea and why so many adjacent nations are ready to do anything to protect themselves.

Regarding all of this, we must state that should the Aurarian version of the story be correct, the Commonwealth of Pohjanmaa could be condemned of threatening world peace and voiding the Treaty of Camp Hill, which has brought an end to the 7 Day War and of state sponsored terrorism. At the same time, we cannot but see that the frigate Espoo was disabled by the Aurarian frigate, but it was later destroyed by an explosion thought to be originating from a torpedo fired by an unknown submarine.

As of yet, we do believe that there is a way of deescalation, as war might not be in the interest of no one involved, especially when such a critical trade route as the Long Sea is threatened. Let us not forget that in the late autumn, winter and early spring months, even the Anti-State uses this route to reach Pohjanmaa, as the northern corridor is too treacherous in the long winter months.

Hence, the Federation, as an Engellkin state and thus as of yet neutral, proposes the creation of an international commission, made of neutral states to investigate the happenings in the Long Sea, especially to investigate the mission logs captured by Auraria from the Espoo and to organise a summit meant to find a way out of the disruptions brought forward by a world war between the Gallo-Germanian states and the Anti-State.

The AURARINE REPUBLIC maintains that it has shown transparency and honesty in its own investigation into the incident that sunk the FNS Espoo. The REPUBLIC further maintains that the actions of the ARA Amusco did not sink the vessel, but instead a strike from a submarine of unknown origin initiated the final hit.

The interest of the REPUBLIC is now, and forever will be, the maintenance of unbridled economic commerce through the Long Sea. The REPUBLIC does not seek nor prefer war with the POHJANMAAN COMMONWEALTH but, at the conclusion of our own investigation find that the interest in peace may not be shared.

Therefore, the REPUBLIC agrees to and will join in the call for a neutral, international commission to evaluate the evidence as presented to judge it on its validity. We will cooperate, fully, with the investigation.

As Nicosia is a neutral nation and we take great strides in the interest of peace and compassion, we offer all nations the option of having Nicosia conduct an independent investigation into the incident. While we remain certain that parties may have already considered a party or parties to conduct such an investigation, Nicosia stands on its decades of humanitarian efforts and peacekeeping missions. Nicosia stands ready to shoulder this monumental task.

Our conditions are as follows and are non-negotiable.
1. As arbiter and investigator, Nicosia would have the concerned parties commit to de-escalation immediately.
2. Investigators must have access to witnesses, documents, and any other evidence regarding the incident. Should a request for any of the above be denied, the investigation will immediately petition the government a final time. If this fails, a press release will be issued stating the lack of cooperation
3. The investigation must be free to conduct itself in the manner it sees fit- providing it remains professional and ethical.
4. Final findings will be released publicly. However, governments will receive the findings in advance. Confidential or secret information will be redacted when necessary.
5. Regardless of the findings, Nicosia as a sovereign state will not be held politically responsible for the findings of the investigation.

The commission of investigators will be led by a knight appointed by the Grandmaster, subject to approval unanimously by Pohljanmaa, Auraria, and Serenierre. If the appointed knight is not satisfactory, another will be selected by the Grandmaster.

For many weeks, after the Serenien merchant ship Hyacinthe was sunk by unknown assailants, the Anti-State has, again and again, thought to peacefully, in cooperation with the delegationist entities along the Long and Retalian Seas, resolve the issues plaguing the security of the high seas. We were rudely rebuked, as the chimera of piracy was used to pursue the construction of a multinational militarist regime in the Long Sea thought to strangle all anti-statist naval traffic traversing that body of water, a state of affairs we have publicly condemned as intolerable to the effect of a stern silence by the statist powers complicit in this unprecedented challenge to Long Sea peace and stability.

As we have warned, many times, against the lies and agitation spread by the army of propagandists of those that envy our accomplishments and resent our freedoms, against the falsehood that the non-existent issue of piracy is a post-delegationist plot, we were fully aware of the dark flower that could eventually grow from this seed of discontent, were this barrage of antagonizing lies not stopped and the reckless military posturing and acts of aggression in the Long Sea not ceased. Our actions were motivated by due foresight that an increase in aggressive language and reckless posturing with military forces would eventually lead to an intentional or unintentional major confrontation between the powers with stakes in the area.

This dark flower has now matured. A line has been crossed. Even the most gentle and compassionate of peoples, who are willing to bear the most ignoble of dishonors and hardships for the preservation of peace, have a breaking point, a point at which they can no longer take the beatings, the malice and aggression, but must, for the sake of the preservation of their ancient freedoms and defense of their allies, draw their sword in anger.

The actions perpetrated against the FNS Espoo and the resulting death of innocent Free Navy service personnel, our brothers and sisters, at the hands of naval and air forces of the Aurarine Republic and its accomplices constitute an unprovoked act of aggression against the Commonwealth of Pohjanmaa. As such, they constitute an attack on the Anti-State - on Touzen, Jurchen, Siyang, Boliatur and the Unincorporated Territories. The Aurarine attack is an attack on all liberty-loving peoples everywhere, an attack on democracy itself. The attack was planned in the highest echelons of the Aurarine government, as evidenced by the preparation of salvage equipment on site and the breathtaking speed at which these operations were conducted, in violation of Commonwealth sovereignty.

This attack will not go unanswered. I, as Commander in Chief of the Arsenal of Democracy, issue the following ultimatum:

• All Aurarine and aligned military vessels, craft and personnel involved in Long Sea activities must immediately return to their ports, airfields and bases
• The Free Navy service personnel taken prisoner must be released, immediately. The bodies of those killed and potentially recovered from the wreck site must be released as well
• The Aurarine Republic and aligned forces must guarantee free passage through the Long Sea for all vessels, regardless of port of origin
• The attack on free trade by the seizure of Pohjanmaan assets in Auraria, an action which likes were witnessed previously only in other parts of the world, is unacceptable and threatens the world economic order. This decision must be reversed
• Full compensation must be rendered for the destroyed assets and loss of life

Should these terms not be met, in full, within 24 hours, I will instruct the organs of the Anti-State to prepare decisive retaliatory action against the aggressor. Finally, I call on the governments of the world to work towards the establishment of an independent, global commission committed to the permanent settlement of the Long Sea crisis that has gripped the region for many months, with the goal of permanent demilitarization and collective administration for the sake of free passage and peaceful commercial exploitation for all.

The road to peace is open. It is time for a decision.

Dear Dictator Hayabusa,

Historically, the Long Sea has always lent itself to a hotbed of conflict and military posturing. The last several weeks have proved to be a continuation of the region’s unfortunate curse. The Regional Powers of the Long Sea have insisted on hegemony over cooperation and, at times, acted militarily upon that desire. The Aurarine Republic does not wish to continue the trend of hostility and belligerence. In this, we believe that the interests of the Anti-State and the Republic align.

It should not be forgotten that Auraria was the first nation to call for the cessation of military operations in the Long Sea, which was rejected by both Pohjanmaa and the Anti-State. It cannot be further stressed that the escalation of military activity in the Long Sea came in response to the Commonwealth of Pohjanmaa’s public announcement that it maintained regular military sorties in the Long and Retalian Seas. This announcement came after the sinking of the HS Hyacinthe where it is agreed that a yet-to-be-identified submarine was involved in the attack. Tensions further increased when, following Auraria’s lead, the Anti-State and several other nations announced their own military deployments into the Long Sea under their own justifications. For the Republic, the interception of a clear act of terror on Tauritania by sending a cargo vessel rigged with explosives to our biggest port was a sign of the insecurity of the Long Sea and a validation of our mission there. Calls for cooperation were made, but never acted upon, and the escalation far outpaced the slow-moving bureaucracy of nations and non-nations. The escalation in the Long Sea has seen Serenierre, Auraria, and Pohjanmaa attacked.

Neither party is interested in a further retelling of well-known history. Therefore, to the point at hand: how do we resolve this? Having received the ultimatum of the Anti-State, including its threat of a military attack in 24hrs, the Aurarine Republic issues the following:

1) Observing the above, the Aurarine Republic will agree to withdraw its naval forces from the Long Sea and return them to the territorial waters of the Republic under the condition that the Anti-State agree to pull its own forces out of the Long Sea.
2) As previously stated, the Republic will ensure the expedient and safe return of all detained Pohjanmaan military personnel. The Republic will also ensure that bodies recovered from the wreckage of the FNS Espoo will be returned as well.
3) As previously stated, the Republic has issued no order to contrary of free passage of civilian vessels, regardless of port of origin, through the Straits of Zephyr and this will remain so. To clarify the prior statement: No Pohjanmaan ship will be permitted to dock in Auraria but their movement through the Straits will not be infringed.
4) The Aurarine Republic will hand seized assets to the Anti-State will agree to work separately with counterparts in the Commonwealth of Pohjanmaa to restore normalized trade relations at a time when tensions have calmed and commerce can again be normalized. This will be done in accordance to terms found acceptable to both entities.
5) The Republic will agree to this term.

Additionally, Eiffelland-Retalia, Serenierre, Nicosia, the West Engell Repulbic, and Sylvania have all called for a neutral investigation into the unfortunate incident that resulted in the Espoo’s sinking. Auraria was quick to agree to such an investigation and we ask that the Anti-State agree to it as well. The Republic also agrees that an independent commission comprised of a number of entities is essential toward ensuring that such an incident does not occur again.

It is the opinion of the Republic that that the proposed terms above will guarantee peace in our time and put an end to the chaos that stands to devastate the lives of so many. There is no doubt that, despite the happenings, the historic relationship of cooperation and mutual understanding between the Anti-State and Auraria can rise above the current hardship to guarantee peace in our time.

We look forward to the Anti-State’s reply.

The absolute embrace of the terms rendered upon the Aurarine Republic for the preservation of the peace that we have thought to maintain throughout the continuation of this crisis comes from a commendable place of fortitude as concerns the character of the man who is ushering these words. With this acceptance, a pathway has been opened that forgoes the path of destruction and gives fair assumptions of a potential lasting settlement of the designs of domination over the Long Sea that have cast the shadow of war over this region for the longest time.

The Anti-State has no desire to maintain a force aggressively postured against the Aurarian Republic and its co-belligerents. As a sign of our goodwill, the friendship our polities have long enjoyed, of our responsibility towards the community of Europe and most importantly, towards our own citizens that are offering their lives on the altar of freedom, I shall instruct a comprehensive standstill of the anti-statist revolutionary forces now operating in the theater as to facilitate the immediate resumption of the free flow of commerce that has now afflicted the body of water for far too long a time. This action follows in the spirit of, and good faith in, the conclusion of a lasting settlement that will make the resumption of overwhelming displays of military prowess unnecessary throughout the Long Sea for the longest time.

As such, the establishment of the Long Sea Commission is now the order of the day. The powers involved in this affair must now gather to establish this Commission, to establish its framework for the control of Long Sea affairs at the hands of the global community, to investigate truthfully and impartially the affairs leading up to this egregious assault on freedom, and to make sure that such events may never transpire again, lest there be an outcome of enormous consequence to all of us who have now lived through and witnessed these events.

I suggest that the Independent Democratic Republic of Kashtan shall have the esteemed honor of being the place remembered where our futures were cast into iron resolve.
