POLICIES:

Religious Freedom: Complete, with the restriction that the freedom of religion stops where discrimination and violence begin.

On average 40% (counting up everything, like income tax, property revenue tax, VAT, road tax and so on; percentage of income tax plus social security fees is on average 30%). In return, education is free, daytime childcare for working women is subsidized, the uninsurable part of healthcare is subsidized and there is social security.

Foreign Aid: Is given when needed and when possible.
Abortion Policy: Legal until 12 weeks pregancy duration for any reason; after 12 weeks pregnancy duration only in the case of rape, severe fetal anomalies leading to either imminent death or severe handicaps of the newborn, when the life of the mother is in danger, when the mother is under 18 years of age or when continuation of the pregnancy will lead to handicaps of the mother.

Tobacco use is severely discouraged, alcohol use is allowed but accompanied with education programmes to stimulate people to use it in a responsible way, all other drugs are only allowed for medical use (this is strongly enforced). Legalisation of weed is under discussion. Drinking age is 16 years for beer and wine, and 18 years for liquors.
Government Surveillance: Is allowed in the case of indications that the object of surveillance is committing crimes or plans to commit crimes, and is allowed for solving crimes. Of course traffic is monitored as well.
Labor Unions: Allowed.

VITALS:

Nation Name: Pelasgian Empire (Pelasgia)
Demonym:
Pelasgian, Imperial
Official Language: Pelasgian (Greek)
Currency: Hyperpyron
Government Type: Constitutional Monarchy
Estimated Population: 157 million
Religions by Percentage:
  • Orthodox Christian – 86%
  • Jewish - 5.5%
  • Tiburan Catholic - 4%
  • Muslim – 1.5%
  • Other Christian – 1%
  • Other – 2%
Top Leaders: Attalos I Laskaris-Komnenos (Emperor), Eugenios Chalkondyles (Head of Government & Lord of Syra), Herakleios Artopoiopoulos (Imperial Marshal of the Army & Chief of the General Staff of the Imperial Armed Forces), Eustathios I of Propontis (Ecumenical Patriarch)
POLICIES:

Religious Freedom: Orthodox Christianity is the state religion and is fused with the Monarchy; religious minorities are allowed accommodations such as independent schools and their own oaths of office. Any person might follow any religion they wish, may freely convert or proselitize and may openly practice their faith. Tiburan Catholics and Jews have both been granted Chrysoboula (Binding Imperial Decrees) in the past, which grant them a wide range of minority rights and the status of recognised religious minorities.
Freedom of Speech: Blasphemy (for the state religion) is prohibited, as is hate speech against recognised religious minorities (Catholics and Jews, as per Imperial Decree); according to the constitution, the Bible may not be translated from Koine Pelasgia without permission from the Orthodox Church; sedition laws are in effect in "sensitive areas" (e.g. places like Philistaea which saw recent anti-Imperial revolts). Officially, all other freedom of speech is guaranteed, though openly anti-establishment individuals, especially on the left might face non-official sanctions (being turned down for state jobs, intimidated by police etc.)
Tax Policies: Progressive tax, ranging from 10% to 15%; tax exemptions for all merchant ships under a Pelasgian flag and for religious institutions of the state religion and recognised minority religions.
LGBT Policy: Homosexuality is not prohibited, though openly homosexual individuals are treated with extreme hostility. The dissemination of "sexually abnormal propaganda" to youths is a felony. Transgender and other non-heterosexual or non-homosexual individuals are forcibly admitted to psychiatric institutions.
Firearm Policy: Compulsory firearm registry; blades over 9mm must be registered with police and require a licence, with an exception for rural areas. Civilians are only allowed pistols and hunting shotguns/rifles, all of which require permits. Military-grade weapons from surplus are distributed only to members of the TEPA state-organised loyalist militia/paramilitary formations.
Foreign Aid: Large amounts of aid have been distributed in the past and programmes are present across poor regions of Europe, largely through the local missions of the Orthodox Church, since state charity is seen as a spiritual duty of the Sovereign.
Abortion Policy: Prohibited except in cases of rape or danger to the mother's life; illegal abortions are considered first-degree murder and are actively prosecuted.
Healthcare Availability: Though technically not public, it is provided under the auspices of the Orthodox Church, which is essentially fused with the Imperial apparatus, and other religious institutions.
Energy Policy: Focused on coal power, with coal being mined in various regions of the Empire. Oil fields also being exploited in the Empire's arid areas and EEZ. Renewable forms of power are being explored in the Empire's wealthier regions, though the process is somewhat slow.
Immigration Policy: Strictly controlled; citizenship after a minimum ten year integration period, with failure to integrate resulting in deportation and/or loss of citizenship even after the naturalisation period. Nationality (not citizenship) attainable only through inheritance as per jus sanguinis. Contracts with specified residence periods and no path to citizenship available for unskilled foreign workers. Since the Augousto-Septemvriana in Philistaea, the Semitic Migration Decree is in effect, with the express goal of limiting the migration of foreign Jews and Muslims to prevent another insurgency.
Drug Policy: All recreational narcotics are explicitly banned, with stiff penalties for trafficking, possession, production and/or use. Medicine strictly controlled and prescriptions are required and strictly monitored. Medical marijuana and similar substances are not seen as medicine and are banned under the same provisions as other narcotics.
Government Surveillance: Largely minimal to completely non-existent for most citizens, though separatists, union leaders, anti-government activists and leftists are routinely monitored.
Labor Unions: Free and common, dominated by leftist factions, though increasingly brought under state control.
International Trade: Free trade agreements with Eiffelland, Neichtstein, Engellex, Bourgogne and Trivodnia; seeks to promote free trade internationally, especially in Himyar, the Long Sea and the Kalahari.
Military Service: Mandatory for all male Pelasgian nationals at 18 years of age for a 2 year duration. After the 2 year period persons from border and other sensitive areas of the Empire are made part of the National Guard (the process is mandatory, not voluntary) until they are reach the upper drafting age limit for all Pelasgians. National Guard units fall under the regular armed forces and do not differ much from other conscript units.

Government Type: semi-presidential (con)federal republic retaining some elements of the former constitutional-parliamentary monarchy de facto abolished in 1954, officially recognized in 1959

Estimated Population: 70-75 million +/- 5 or so (or so, Arrety and other ethnic minority population figures are usually and quite intentionally under-exaggerated by the state and these populations themselves)

Religions by Percentage: Vyhoric Rite Orthodoxy 60%, Arrety Paganism ?, Zoroastrianism 10%, Manichean Sects 10-13%, Qissarim Judaeo-Manichean syncretic faith 5%, Rabbinic Judaism 2%, Agnostic/Atheistic 5-8%

Top Leaders: Radomer Krutop, Regent (chief executive); Nataniyel’ IX, Metropolitan of Radagora and Patriarch of the Vyhoric Rite Orthodox Church(es); Venkles Andreyevek, ‘Foreign Affairs Minister;’ Vadomer Krutop, Chief of Staff (Regency); Artem Ryko, magnate and vinter; Marshal Yefgeny Kouznyetsov, (commanding) General of the Army; Col. (ret.) Sadko Oryolov, 'Defense Minister;' Admiral Grigoriy "Grischa" Bogatenkov, Chairman of the Sovereignty Special Communications ((Intelligence)) Service & Senior Deputy Director of the Primary Directorate for State Defense and Intelligence of the 'Ministry of Defense'

POLICIES:

Religious Freedom: Vyhoric Rite recognized as official religion of state in most of the Sovereignty, holding a duality with Arrety "paganism" in the Arrety Autonomous Okrug, and a duality with Zoroastrianism in Venkleskoye, Tivuna and far NE Chernovy, where it shares a plurality with the various Manichean sects native to the region.

Freedom of Speech: "Every natural born subject ((later, citizen)) and permanent legal resident ((typically Engellexic, Kadiki or Ostrovak - though the definiton has broadened)) may, accordingly, speak, write, and print with freedom, but shall be responsible for such abuses of this freedom as shall be defined by law."

Tax Policies: marginally deductive flat tax rate

LGBT Policy: no state policy on marriage, “gay” marriage generally restricted due to Church policy (cultural attitudes have undergone a noted transition in the past decade, but there are still large parts of the country where an admission of homosexuality might well equate to endangering one's life)

Firearm Policy: all firearms must be registered with ‘state’ governments, no ‘automatic weapons ban’ within the oblasts of the Sovereignty; all firearms must be registered with autonomous zone governate, weapons are generally restricted to bolt or single action with a magazine capacity of no more than 10 - though exemptions are far from difficult to obtain (up to the Drugenai Crisis)

Foreign Aid: NGOs (that are sometimes even not fronts for Chernovic intelligence services, honest)

Abortion Policy: NO. Barring the most severe of medical necessities, not even rape-abortions are permissible.

Healthcare Availability: Generally private with an advanced and fairly extensive "world-class" network of Church-operated healthcare in support, the five largest and most urban oblasts have had public healthcare systems in place for quite some time (decades) but it is very much a matter of basic/primary and bare-bones emergency care.

Energy Policy: Robust, reliance upon “sanitized” coal and other fossil fuels are still the norm but private investment in “alternative energy sources” is likewise at an all-time high. The degree to which there is a rotating door between the petrochemical/fossil fuels industry and the upper tiers of non-elected government "service" is noteworthy, and well noted in modern Chernovic society, but has generally served everyone involved at least well enough. Until Drugenai. Expect some business wars.

Immigration Policy: Generally restrictive, largely based upon creed and culture, with a preference for Slavian peoples, Trivodnic Jews, and vetted former "voluntary indentures" from the Engellexic world-realm

Drug Policy: distribution, sale or possession of large quantities of non-pharmaceutical ‘synthetics’ are scheduled as felony offenses, ‘organic drugs’ such as cannabis (various derivatives and forms), entheogens (non-synthetic psychedelic substances - with some history of incorporation into ecclesiastical service), diluted/distilled poppy products (fortified arak/absinthe, milk of poppy/laudanum) are restricted only to legal majority in all oblasts and okrugs...the production and/or sale of cocaine (imported/introduced in the 17th/18th century and finding a nearly native fertility in the arid highlands of northern Chernovy), heroin/opium* and methamphetamine(s) are scheduled felony offenses - in some cases carrying a sentence of summary execution upon repeated arrests for narco-violence.

Government Surveillance: Monitoring of targeted individuals and organizations, as per “operational or territorial integrity and security” otherwise.

Labor Unions: Legal, largely dominated by the Christian Syndicalist Federation (political party) in the modern era - out of the radicalizing sphere of Ivar's influence with the Marxist-Leninovist PDPD.

International Trade: largest trading partners are Ostrovakia, Engellex, Trivodnia, Kadikistan, Warre, Touzen/Kashtan - with an eye towards expansion as and when possible.

Military Service: some form of “national service” is compulsory upon completion of secondary education, ‘proper’ military service is voluntarily professional.

Nation Name: Southern Tiburan Empire (Tiburia / Pelasgia)
Demonym:
Tiburian, Pelasgian, Imperial
Official Language: Koine Pelasgian (Koine Greek)
Currency: Hyperpyron
Government Type: Federal Constitutional Monarchy, Personal & State Union of the Six Realms
Estimated Population: 157 million
Religions by Percentage:
  • Orthodox Christian – 86%
  • Jewish - 5.5%
  • Tiburan Catholic - 4%
  • Muslim – 1.5%
  • Other Christian – 1%
  • Other – 2%
Top Leaders: Gregorios V Dragoumes (Emperor), Theophrastos Anastasiades (Great Intermediary/Head of Government), Theodoros Vatatzes (Imperial Marshal of the Army & Chief of the General Staff of the Imperial Armed Forces), Methodius III of Christoupolis (Ecumenical Patriarch)

Tax Policies: Progressive tax, ranging from 10% to 15%; tax exemptions for all merchant ships under an Imperial flag and for religious institutions of the state religion and recognised minority religions.
International Trade: Free trade agreements with Eiffelland, Neichtstein, Engellex, Bourgogne and ; seeks to promote free trade internationally, especially in Himyar, the and the Kalahari.
Military Service: Mandatory for all male Imperial nationals at 18 years of age for a 2 year duration. After the 2 year period persons from border and other sensitive areas of the Empire are made part of the National Guard (the process is mandatory, not voluntary) until they are reach the upper drafting age limit for all citizens. National Guard units fall under the regular armed forces and do not differ much from other conscript units. Imperial subjects (ie. citizens of colonial territories without full rights) are exempt from military service, though they can be drafted or join the army.

(Basically the same as Pelasgia 1.0 but adjusted)

Religions by Percentage: 80% Tiburan Catholic, 15% Non-Religious, 5% Nonconformist, 5% other
Top Leader: Arch-Chancellor Sigrid Vogt

POLICIES:

Religious Freedom: Complete, with the restriction that the freedom of religion stops where discrimination and violence begin. However, some discriminatory laws against Islamic practices have begun to enter the legal canon.

Freedom of Speech: Free, with the strong notion that freedom of speech also comes with a responsibility. People are allowed to express themselves freely in all public spheres, but the right to seek redress through legal action for libel is upheld strongly.

Tax Policies: Staunchly conservative. On average 15% (there is no income or property tax) In return, citizens are expected to serve in the national defence forces or national labour reserve, to defend or maintain public utilities such as roads, bridges, clinics for the elderly, etc.

LGBT Policy: Homosexuality is allowed, but discriminated against. Age of consent is 15 years for straight sex, and 21 for gay sex. Same-sex marriage is hotly contested. Tolerance for homosexuality is high in the larger cities (80,000 inhabitants and above) and low in rural areas. Merchant dynasty families often do not accept homosexuality within their own class.
Firearm Policy: Firearms are freely available to all age of majority civillians. Citizenship guarantees the right to bare arms, but it also carries the responsibility of service. Non-citizens are not permitted firearms.

Energy Policy: Nuclear, coal, oil, wind, and hydropower.
Immigration Policy: Asylum possible when the applicant's life is in danger; highly skilled people are always welcome. Political refugees must pay an Asylum Fee every year of residence, and cannot seek citizenship.

Government Surveillance: Is allowed in the case of indications that the object of surveillance is committing crimes or plans to commit crimes, and is allowed for solving crimes. Of course traffic is monitored as well. Private surveillance for community watches is permitted where consent has been obtained from the majority affected.
Labor Unions: Allowed.
International Trade: Trade agreements with Eiffeland, Srbija, Firesea Union , Bourgogne, Nichtstein and . Eiffeland is considered the most important trade partner.
Military Service: 1 year initial service from the age of 18 compulsory, with a mandatory 2 weeks of service per year every year until the age of 55. This consists of a choice of military service or civil service. People who are unfit to fulfil either obligation are excused.

Official Language: Eiffellander, Harkaner
Currency: Imperial Mark
Government Type: Dual Constitutional Monarchy
Estimated Population: 56,200,000
Religions by Percentage: Tiburan Catholic (65%), Protestant Christian (15%), Non-Religious (15%), Other (5%)
Top Leaders: Kaiser Joseph III (Head of State, King of Carinthia and Harkány), Chancellor Stefan Furst (Head of Government), Prime Minister Thomas Halle (Carinthia), Prime Minister Emànuel Nándor (Harkány)

POLICIES:

Due to the level of autonomy that Carinthia and Harkány have, their laws can vary significantly with no over-riding Imperial Law.

Religious Freedom:
Carinthia: Guarantee of freedom of worship with no government recognition of one faith over another. However, Tiburan Catholic remains the dominant religion.
Harkány: Tiburan Catholicism is the official religion, but people are free to practice religions of their choice.
Imperial: The Empire recognizes the Tiburan Catholic Church as the official church of the Empire, but does nothing beyond that.
Freedom of Speech:
Carinthia: Complete Freedom of Speech with the exception of speech with the intent to disrupt the peace.
Harkány: Complete Freedom of Speech with the exception of speech with the intent to disrupt the peace.
Imperial: No Imperial laws address freedom of speech
Tax Policies:
Carinthia: On average, taxes are higher in Carinthia than Harkány as the Kingdom supports a much more expansive government with a strong social safety net.
Harkány: The Government has maintained that lower taxes and social services provided by the church rather than state, is a preferable organization.
Imperial: the Empire has limited taxation powers over Carinthia and Harkány and broader powers over companies that cross interstate borders.
LGBT Policy:
Carinthia: With changing attitudes, society views Homosexuality far more liberally than it did even ten years ago, but actual legislative guarantees of equal rights/non-discrimination have been met with varied success with the strongest laws coming from major cities. Same-sex marriage is a hotly debated topic.
Harkány: Homosexuality is legal, but highly discriminated against. Some large cities have passed progressive non-discrimination laws, but on the whole it is shunned.
Imperial: No imperial laws address LGBT rights or non-discrimination laws in general
Firearm Policy:
Imperial: Imperial Law supersedes the Kingdoms. Imperial citizens are permitted to purchase firearms with most semi-automatic and automatic weapons prohibited. All weapons must be registered with the Ministry of Defense, along with a variety of other weapons that meet certain criteria.
Foreign Aid:
Imperial: The Empire provides a negligible amount of foreign aid.
Abortion Policy:
Carinthia: Legal only in the cases of rape, incest, or danger to the mother's health
Harkány: Legal only in the cases of danger to the mother's health
Imperial: No imperial laws address abortion
Healthcare Availability:
Carinthia: Provides basic healthcare as a privilege of citizenship with numerous private supplement plans.
Harkány: A mix of private/church based organizations run the healthcare system in Harkány.
Imperial: No imperial law addresses healthcare
Energy Policy:
Carinthia: strong pro-energy policies with an "all of the above" solution
Harkány: strong pro-energy policies with an "all of the above" solution
Imperial: In areas where a facility can impact Carinthia and Harkány, Parliament has intervened. However, there has never been an Empire-wide energy policy.
Immigration Policy:
Imperial: Imperial law supersedes immigration policy with Carinthia and Harkány needing to subject to imperial guidelines. Immigration is handled by the Ministry of Foreign Affairs and is a notoriously difficult process with numerous applicants being rejected.
Drug Policy:
Carinthia: Marijuana legalization/decriminalization is picking up speed in numerous parts of the Kingdom and addiction is being seen as a public health concern, not a criminal one.
Harkány: Marijuana legalization/decriminalization is picking up speed in numerous parts of the Kingdom and addiction is being seen as a public health concern, not a criminal one.
Imperial: No imperial laws address drug-use with the exception of drugs originating in foreign countries.
Government Surveillance:
Carinthia: Yes, in matters of public safety
Harkány: Yes, in matters of public safety
Imperial: Yes, in matters of public safety
Labor Unions:
Carinthia: Carinthia has robust laws protecting labor unions and a laborer's right to join them
Harkány: Permitted, but under much higher scrutiny than Carinthia
Imperial: No Imperial laws address labor unions
International Trade:
Imperial: the Empire has been dependent on international trade for a long time and as a result, has broken from rather xenophobic/moralistic foreign policies in order to secure beneficial trade deals.
Military Service:
Imperial: 16 and 17 year olds may enlist with parental permission, 18+ can enlist on their own fruition. No one younger than 18 can be deployed overseas. Men and Women are permitted to serve in all three branches. Carinthia and Harkány are responsible for the recruitment of soldiers, but the Imperial Ministry of Defense has the exclusive right to military governance.
Harkány: as part of compulsory schooling, all students must complete a "national civil service" project, of which military service is an option.
