BILATERAL TREATY SIGNED WITH OCCIDENTIA!
Govt. secures Treaty after 3 years of negotiations

• The Martinique Government has secured its first major diplomatic victory following its re-election. It was announced earlier today that Villesen has reached accord with its counterpart in Marsilia and that a Treaty of Harmony and Good-Neighbourliness has been agreed to. The bilateral treaty comes as Serenierre has making overt efforts to solidify its relations with the immediate periphery of Gallian nations and enhance options and possibilities for an increase in trade.
• The treaty, which is said to encompass three dimensions: diplomatic, economic, and strategic, has many points of interest which are presented in summary below:
  • STRATEGIC:
    • The two countries recognize their mutual opposition to Nichstein's territorial claims on the Retalian Sea. Additionally, both countries stand in opposition to any attempt to establish a Pan-Gallian state.
    • The two countries affirm and acknowledge the need for cooperation to resolve regional security issues; such as tackling the international criminal syndicates operating across the Long Sea and the Retalian Sea, including anti-narcotics, anti-terror, and anti-human trafficking operations.
    • The two countries agree to provide mutual defence in a situation where the national sovereignty of either is under threat by offensive steps undertaken by a third party.
  • DIPLOMATIC:
    • The two countries recognize that the Treaty is a bilateral treaty which aims to look at only bilateral and regional affairs, ensuring that the contracting parties may conduct a foreign policy independent of this treaty, in so far as it does not conflict with the obligations and clauses of the Treaty. Both contracting parties, furthermore, stand in solidarity on the principles of national-sovereignty, mutual cooperation, self-defence, and committed to non-interference in each other's internal affairs
  • ECONOMIC:
    • The two countries shall take active steps to reduce barriers to investment and travel for their citizens, focus on enhancing cooperation between the universities in their countries, allow greater opportunities for students to study in the other country, and create a looser visa regime for citizens from either country.
    • The two countries shall allow access through each other's territorial waters for the purposes of trade and supply, the two countries shall furthermore provide reduced tariffs for ships from the contracting parties harboured in their ports.
• The treaty is the first sign of greater cooperation between various Gallian nations in recent years. The Martinique Government is said to be organising a similar treaty with, both, Gallega and Andaluz, while also pushing for stronger ties with Vinedia.

The Grand Duchy reiterates it's commitment to the security and safety of the Retalian Sea, no matter the silent whispers in the dark from our esteemed neighbours.

In the ENGELLEXIAN REPUBLIC PARLEMENT ASSEMBLED the FOREIGN AFFAIRS JOINT COMMITTEE,

The Foreign Affairs Joint Committee has enjoyed long deliberations, on the relations of the Engellexian Republic, the First Republic, with Serenierre.

It appears, that for a considerable time past, I believe since the alarm of infectious revolutionary fever to take root in the Engellexian possession of the Implarian States and, of course, the Andal State violence against the Engellexian Republic so recent, the Serenien government has been emboldened to the collecting of Gallian interests. You have not, however, on the immediate timing, taken a larger consideration sufficient for permanence of harmonious and good neighbourliness between yourself and the Engellexian Republic, a precaution that is decidedly quite necessary, in consequence of the awareness within the Republic of the prevalence of the revolutionary fever and the keen interest of regressive States to its spread.

The Engellexian Republic Parlement has quite demonstrated recently that at the present moment, it was not entirely a matter of indifference, in relation to the situation of affairs in Serenierre, and Gallia, or to that in which our two countries stood towards each other.

There can be no doubt that expectations held by the Serenien Government shall be formed respecting the conclusion of the continued deliberations of the Engellexian Republic Parlement, and especially those within the Foreign Affairs Joint Committee, on the affairs of Serenierre, as well in Gallia as elsewhere - such as North Himyar; and that if the Engellexian Republic Parlement were to not separate, but rather come to conclusive decision on those affairs it was probable that the existing difficulties would be greatly aggravated, and that our two nations might find themselves plunged into diplomatic uncertainty.

The Foreign Affairs Joint Committee desires that the Serenien Government should take into consideration the actual position of the Engellexian Republic in relation to its affairs in Gallia, North Himyar, and the North Thaumantic Ocean; and the hypothesis under which they might, unfortunately, be compelled to the disappointment of war.

I should wish to receive assurances from the Serenien Government on understanding, recognising, and respecting the line, by the Engellexian Republic, in these affairs; the Council of the Republic is quite prepared, in the event the Serenien Government should choose to directly and openly present itself as a belligerent power in Gallia.

The République Populaire is astounded by the level of hostility contained in the statement issued by the Government in Dulwich. Maintaining good relations with all of our neighbours is a hallmark policy of the Martinique government, as we believe that the great injustices of the world shall only be removed by the nations and peoples of the world coming together.

While the notion of spheres of influence is not unknown to us, we do believe that we have done nothing that is not within the power of a sovereign nation-state. Approaching the independent nations of Gallega and Andaluz, solely to enhance the sentiments of harmony and good-neighbourliness should be seen in light of some grand conspiracy to harm or threaten anyone.

The République Populaire is committed to diplomatic relations with all nations of the world - be they Bourgogne or Nichstein, Borovanger or Occitania, Telora or Kadikistan. We believe in fostering the air of camaraderie among the brother states of the world. The language of war is a relic of the past and we urge the nations of the world, wherever they may be, to step forward into a brighter future of peace.

In the ENGELLEXIAN REPUBLIC PARLEMENT ASSEMBLED the FOREIGN AFFAIRS JOINT COMMITTEE,

A moment's reflection upon the relative power of Gallega and Andaluz will show, that the real difficulty and threat of war to which the Serenien people are most exposed, is that resulting from the determination of Serenien political-military expansions upon the neighbouring and periphery nations of Serenierre; against which the peaceful and indifferent measures that the Engellexian Republic had previous adopted are now certainly agreed not well calculated to preserve it.

Even revolutionary madness would not be able to sufficiently calculate upon the probability of a serious violence by Gallega upon the Engellexian Republic, under any circumstances, which it is possible to suppose to exist at present in the former country.

The attention of the Gallegan Government has been occupied by the system of justice within the Republic, our system of Capital Duties, to which they unreasonably find disagreement to a most disappointing degree, the position of which certainly justify the formation of a submarine fleet of observation and protection in the Republic for operation in the Sea of Andals; and it is not very probable that they would, at this moment, not be found in a situation of provoked aggression by Gallega.

The Engellexian Republic therefore considers any rupture by Gallega, or any measure on their part which may render necessary the immediate discontinuance of diplomatic relations to the severest degree, very probable; and as the Engellexian Republic Parlement is quite unacquainted with what has passed between Gallega, Andaluz and Serenierre; and that the Engellexian Republic Parlement cannot know upon what conditions, legal or otherwise, the Serenien Government may think proper to discontinue the diplomatic relations of Serenierre with the Engellexian Republic; or upon what grounds war may break out between the two countries.

It is impossible for the Foreign Affairs Joint Committee to now pronounce what advice it should consider within its duty to deliver to the Engellexian Republic Parlement and his Mightiness, the Lord Protector, in the event those disappointing circumstances should occur.

The Engellexian Republic most anxiously wishes that such extremities may be avoided.

Despite official assurances to the contrary, it is rumoured that the Government has been in correspondence with a number of neutral nations across the region, which have exhibited alarm and concern at the proposition of a fully armed member of the Ruriksgard Pact to be found in Ost-Marken. Sources in the Commissariat for External Relations have informed us that the Government has been battling hard to calm the sentiments of several leading neutral and important powers, who have urged the Villesen Government to provide perspective into the matter.

It is known that despite not being a member of the Kadikistani-led Ruriksgard Pact, the Government of Serenierre has close relations with the main members of the military alliance, namely Kadikistan and Xinhai. It is thought that if foreign governments have invoked the counsel of Villesen, they have done so by also factoring in the robust commitment Serenierre has demonstrated historically in voicing support for the non-aligned and neutral powers of the western continents.

The news comes as Premier Martinique answered questions from Political Commissars in the Commissariat of People's Deputies on the nature of our nation's diplomatic ties with the Ruriksgard Pact and whether there was any credence to the rumours that a month ago a highly confidential summit was hosted in Yi'an discussing the possibility of Serenierre joining the organisation which has increasingly come to be referred as simply "the Pact".

Premier Martinique reiterated the long-established government stance that Villesen valued its Marxist brethren as partners, however, the question of greater cooperation than the already close partnership established since the 20th century required further deliberation. It is to be noted that this deliberation has been ongoing since the 1980s and has achieved no real fruit.

Ideological hard-liners in Villesen remain sceptical about the feasibility of a Serenierre in Ruriksgard, as the fundamental differences between Sérazinism and Leninovism are rather plain to see and could provide possible points of internal conflict. More moderate Political Commissars also stated that such a diplomatic move would hurt the efforts of establishing a pan-Gallian cooperation council, which has been a hallmark policy of successive governments, but particularly so of the current Martinique Government. However, the Revolutionary Guards issued a statement in consequence to the proceedings in which they stated that the Ruriksgard Pact should not be seen in light of historical divisions and should be viewed as a robust, alternative foreign policy avenue to achieve strategic goals.

MILITARY EXERCISES TO BE HELD!
The Commissariat for Defence has announced that the national military shall commence a long-planned winter exercise which shall encompass all three services and shall be the first exercise held in accord with the new military doctrine, which was adopted last year. The spokesman for the Military announced that the exercises shall simulate several contingencies that are expected and remaining vigilant was essential for the purposes of national defence. Across the country, reservists, along with active personnel will engage in certain activities designed to sharpen the doctrine and fine-tune it.

The spokesman stated that all regional stakeholders have been informed in advance through the usual consular channels and that the République Populaire would remain committed to the advancing of regional peace. It is possible, however no official confirmation has been made that, the exercises will witness the presence of delegations from Kadikistan or Xinhai, in reciprocity to the Serenien presence at the Ruriksgard naval exercises earlier in the month.

Cooperation with Gothic Sea countries
The Government has announced that in the coming year, it shall embark on a venture of reaching out to the countries across the Gothic Sea and determine whether there are avenues of cooperation open between Villesen and the wider Gothic region on the point of economic and trade partnerships. It is expected that the Government will use its strong credentials as a bridge with the leftist world to provide a sort of counterbalance to the perceived threat of Kadikistan.

The Defence Ministry of the Grand Duchy of Nichtstein wishes their counterparts in the People's Republic of Serenierre all the best of luck and enjoyment out of the upcoming military exercises, and wishes for them to be most productive for the military of Serenierre. As a matter of precaution, and as is standard protocol to ensure the readiness of the Grand Ducal Armed Forces during periods of military activity in neighbouring states, the Grand Ducal Armed Forces shall be monitoring the events and developments and shall maintain a state of alert.

Yes, we did not quite understand why two Serenien fishing boats were ramming each other in the Serenien part of the Retalian.

We understand fish was hurled from one boat to the other.

But it is within the remit of thr People's Republic, our own Coast Guard simply observed and remained on stand by within the Nichtsteiner part. Although we understand friendly bets were placed.

The République Populaire wishes it to be made known that the incident reported by the L'Evenement publication relates to the instance of a Nichsteiner and Serenien fishing vessel ramming into one another in the Retalian Sea in disputed waters. The levity in the official statement issued by the Altburg Government is quite disappointing as it serves to mask the truth of the incident.

The plight of fishing communities in Ardeche is rendered much worse by the cavalier attitudes of the Altburg Government. We are disappointed by the reckless statements and actions of the Nichtsteiner Government and its unprofessional coast guard. In addition to that, we question the presence of Nichtsteiner paramilitary vessels in international waters and their role in restricting the movement of Serenien fishing vessels. We condemn the Nichtsteiner attempt to claim the Retalian Sea - in toto.

"My fellow comrades in the Sérazinist Revolution, I am happy to once again have an opportunity to speak to the many peoples of the République Populaire, across the provinces of our proud Gallian nation. This speech has been a hallmark of Serenien television broadcasting since the very first days of the technology of television was introduced into our society and I, every time I have had the honour to address you all, remember well that I follow in the footsteps of the great Comrade Generalissimo Sérazin, himself, who was the first of our nation's presidents to speak to the people on this occasion.

This past year began with the celebrations for the eightieth anniversary of our 1927 revolution, which saw many events organised by volunteers and party members alike across the country, culminating in the Festival of the Revolution on the 21st of August. I shall remember that day for the rest of my life. Our country, this year, additionally saw the peaceful exercise of the people's mandate occur during the elections for the national politburos and commissariats. The tradition of Sérazinist democracy within one party is a hallmark of our civilised society - a society which has stood tall and proud against the naysayers who doubted the Revolution.

However, on this blessed day, as I find myself speaking to you, it is with great sadness I, along with most of you, note that our brothers and sisters in Borovanger, this year, mark Christmas with sadness and remembrance. When barbarians attack the innocents, we all, no matter our creed or nationality, must stand in unison to oppose their barbarity. Premier Martinique informed me that the Government has offered to spare no expense in assisting our friends in Treviso in tackling the menace of extremism in their lands.

And while moments of trauma colour the day - this day most special - we must not forget that as the year comes to a close, I carry forth the lessons of hope and faith with myself into the new dawn that approaches. In good times and bad, it has been Jesus Christ's generous love and example that has guided me and taught me lessons which have served me well. And it is that I hope we all learn as well.

No matter what the experience of this year past was for you, wherever or whenever you find yourselves watching or listening this broadcast, I wish you a peaceful and happy Christmas."

PM Martinique: Diplomacy is the solution
During an emergency press conference, Premier Martinique spoke to a gaggle of international reporters and answered a number of questions concerning the situation in Crotobaltoslavonia and the heightening tensions in Germania, involving Kadikistan and Bourgogne, along with a number of minor nations.
