Subject: Extradition Treaty

To whom it may concern,

The Free Canton of Crotobaltislavonia wishes to negotiate an extradition treaty between our two countries to strengthen our borders, to ensure that fugitives cannot evade the law by crossing international frontiers, to respect each other's laws, and to see that justice is done. If you agree, please reply to the Crotobaltislavonian embassy or instruct your ambassador in Banja Luka to reply to our Foreign Ministery so that a time and place can be decided upon for our plenipotentiaries can meet and finalize such a treaty.

The Grand Duchy agrees,in broad principle, to an extradition treaty. However, we wish to note that if criminals commit a crime in Bourgogne after entering the nation, we reserve the right to prosecute and punish before extraditing. It should be noted that any person attempting to enter Bourgogne who is found to have an arrest warrant will be barred entry, However, those accused of "political crimes" are to be reviewed on a case-by-case basis prior to extradition.

Free Canton of Crotobaltislavonia

We acknowledge all sovereign nations' right to prosecute and punish all persons within their jurisdictions. The Grand Duchy's practice of barring entry to any person with an arrest warrant is noted. We ask the Grand Duchy if that practice applies to those accused of "political crimes". Or are those persons allowed entry into the Grand Duchy so that their extraditions can be reviewed on a case-by-case basis?

Generally speaking for political crimes, a request for political asylum can be made. These are reviewed on a case-by-case basis. If asylum is denied, they may either return to their country of origin or to their previous origin of travel.

Regarding extradition

We look forward to an amicable discussion on such a bilateral treaty. The Kingdom of Elben would of course retain its prerogative regarding whom His Majesty chooses to allow to be extradited, though in the past common criminals have always been extradited as a matter of courtesy.

Tell your Foreign Minister to fax me the details or something, I'll sign the Extradition treaty when I'm on my next Lunch Break. Wait, I don't have the authority for that. Um...When the House of Burghers next convenes, I'll mention to the Arch Chancellor that its probably a good idea.

But yes, I'm sure we can do this. Eventually. Maybe?

The Republic of Bergenheim is cautiously interested in Crotobaltoslavonia's proposals. Regrettably our Foreign Minister is indisposed at present, however a more appropriate representative on behalf of the Administration could be sent to discuss the matter in more detail with your ambassador. We cannot however, -sign anything, on a lunch break or otherwise- at this time.

We ask our neighbors in Bourgogne and Elben if their stated positions on this issue are absolute and final? The Free Canton is looking for ways to be able to draw down its border defenses. But if Bourgogne and Elben are unwilling to agree to extradite ALL accused criminals, a treaty codifying common courtesy is unnecessary.

The Free Canton looks forward to discussing this matter at Bergenheim's convenience.

[For public release.] General Radek: I have instructed our ambassador in Banja Luka to sign an extradition treaty that will make it a matter of course to return all those accused of crimes in Crotobaltislavonia to face justice there, in return for equal treatment. Caveats would be (1) those accused of weightier crimes committed in Gunnland, (2) exceptional cases where the Inn of Advocates determines our own citizens or non-Slavonian foreign nationals deserve special treatment, and (3) Tiburan Catholic religious and clergy.

The Free State is not opposed to the idea of an extradition treaty with neighbouring countries, but in the particular case of Crotobaltislavonia we want to see more concrete evidence of bilateral cooperation before committing to any formal, legal framework. The recent border closure has given us great cause for concern, and Crotobaltislavonia will have to do more to restore trust between our two nations.

We also want the reserve the right to prosecute and incarcerate certain types of criminal by Trivodnian law enforcement, without having to hand them over to the Crotobaltislavonian authorities.

We are willing to negotiate the specific categories of criminal that would be exempt from such a treaty. Elben remains steadfast in its support for Christians and counter-revolutionaries.

We are happy that the Kingdom of Gunnland is willing to sign a treaty of extradition with the Free Canon. Your caveats at face value do not pose a problem. We concede your first caveat as long as you agree that such persons will be immediately extradited when their charges are resolved and/or sentences served. We concede your second caveat; Crotobaltislavonia understands wanting to protect your own citizens and third-party nationals in exceptional cases. And we concede your third caveat.

We understand the Free State of Trivodnia's concern for its brothers and sisters who happen to live on Crotobaltislavonia's side of the border. We would like to resolve the disposition of these persons and any other specific concerns Trivodnia may have in the interest of better relations.

We look foward to discussing the specifics of any treaty with Elben's ambassador in Banja Luka.

Our concern does not lie with the treatment of Trivodnian citizens in Crotobaltislavonia, or with those Jewish or Slavian descent residing with its borders, although the wording of your most recent statement does give us worry that we might have reason to.

Our main priority is to ensure the kind of irrational behaviour that to drove the closed border does not happen again. It undermines trust, creates ill will and disrupts crucial commerce and trade. Some form of legal guarantee and established forum for bilateral dialogue would help assure us such erratic decision-making won't happen again. However, the efficacy of both institutions would be have to be test before we made any commitment to an extradition treaty.

The anti-Semitic undertones from certain sections of the Crotobaltislavonian media also disturbs as, such as repeated mislabeling Trivodnia as the 'Yiddish Free Statec and frequent references to 'Yid gangsters'.

Fundamentally, there has to be a reset of relations before we progress.
