Legal status of alcohol: Legal. The sale of alcohol is restricted to supermarkets (only the sale of beer and wine allowed), dedicated beer shops (only beer), dedicated wine shops (only wine), liquor stores (beer, wine and liquors) and of course in hotels, restaurants, cafés, pubs and night clubs (beer, wine and liquors).
It has to be mentioned that Eiffellandians generally frown upon getting drunk. Getting drunk is OK when you are between 18 and 30 years old, but after your 30th birthday you loose your face and dignity when getting drunk. But also before 30 years of age, Eiffellandians tend to not drink very much, because they generally don't like to loose control. As a result, Eiffellandians are generally not really alcohol-resistant.
There is also a special situation regarding alcohol during the Lenten season (the period between Ash Wednesday and Easter). During that period, Eiffellandians only drink alcohol on Sundays, when they do not have to fast. From Monday to Saturday, bars, pubs, cafés, restaurants, hotels and clubs don't serve alcohol. The bars, pubs, cafés and clubs in Köln have a tradition to usher in the Sunday during the Lenten season: The bartenders already accept orders for alcoholic beverages five minutes before midnight, so that everyone who wishes so has something alcoholic at midnight. Then at midnight, everybody yells “Happy Sunday”, toasts with each other and takes a nip of their beverages.

The High Kingdom of Warre

Legal status of drugs: Marijuana is Legalized within select municipalities at the discretion of the local municipality, province, or kingdom, and is despite this strictly regulated to only be allowed within personal residences or strictly regulated clubs for its use, and it is even more strictly regulated to those who are both above the age of majority and who have gained citizenship (or otherwise gained an exception), though those within national service are banned from use of it or other drugs. Cocaine is strictly illegal and Warre (and its realm) are one of the few nations which actually fought a war over the matter when indigenous warlords within Arthalan's interior were producing it and flooding Arthalan, Warre, Siu Wui and beyond with it. Their fields and work have since been confiscated with the Warreic government and while their people allowed to work on it and control it, this 'tax evasion' gained the kingpins sentences, and the only reason the fields weren't razed is for export to places such as the Southern Constitutional Republics of the Engellexic Republic. Other drugs are generally tolerated but government controlled, and the purity of these drugs are controlled as well, though one is only allowed to use them in their personal domicile. No person in government service or seeking to participate in government service within the next year may take narcotics, marijuana, or any other 'controlled' substance. Public substance abuse recovery programs are government funded as opposed to fighting drugs with the balled fist.

Cocaine remains illegal, and all other rules that Warre have are technically enforced, but the provincial police regularly fight internally over striking out at the various tongs which are believed to run 'underground' smoking clubs or clubs for other drugs. While White Gold was once the king in much of Warre, in Siu Wui the very rich still use it so regularly that news outlets rarely bother to report it.
