The Free State of Trivodnia wishes to restate its desire to avoid war over the situation in Crotobaltislavonia, which we again want to reiterate we had no involvement in.

For the sake of peace, we are willing to ignore the previous provocations of the regime of Raoul Farrago and recognise its continued legitimacy. However can only agree to this if we are given formal assurances Kadikistan will have no established military presence in Crotobaltislavonia.

A permanent armed contingent in Crotobaltislavonia would pose an unacceptable threat to our national security while also undermining the spirit of the 1921 peace treaty between our two nations.

The Kadikistani Union will continue its operations in Crotobaltislavonia until such a point where the threat of the Radek Faction is undone. We are committed to our bilateral agreements with the legitimate government of Raoul Farrago and will not stand idly by as it is overthrown by foreign-sponsored reactionaries. In no way do we wish to break with the Peace Accords of 1921, but in no way can we see Crotobaltislavonia fall into the hands of our enemies. If your words are truthful there will be no repercussions for the Free State and we will issue a formal apology for insinuating your involvement in the crisis. At this time we are gathering more and more intelligence indicating that Radek didn't stand alone. Should Trivodnia have overstepped the 1921 Accords themselves we will find economic sanctions as a sufficient measure. While such a throw for dominance in Germania could be perceived as a casus belli, we trust the economic penalties will be enough. Depending on the actions of Trivodnia, we on our end will what is in our power to do in order to avoid armed conflict between our nations.

If the Trivodnian administration was, however, involved with General Radek and his putchists, we urge them to turn him in to the Crotobaltislavonian authorities so he can face justice. Such an act would greatly show repent and will be held into account when recalculating the exact need of Kadikistani manpower in Crotobaltislavonia.

The Free State is heartened to see Kadikistan is at least superficially commited to peace, however the continuing insinuation that Trivodnia was behind the alleged coup attempt in Banja Luka leads us to doubt Ivar has any intention of abandoning plans for a military presence in Crotobaltislavonia and still wants to press ahead with economic sanctions.

In fact, we are increasingly convinced the so called coup was little more than a propaganda exercise designed to justify the intervention of Kadikistan, and if certain news reports are to believed, Xinhai, in Crotobaltislavonia. For obvious reasons, this is deeply disconcerting for Trivodnia.

The secret defensive alliance between Kadikistan and Crotobaltislavonia has also undermined our trust in Ivar, and while you regularly accuse us of violating the 1921 peace treaty by cooperating closely with the Trier Concordat economically and militarily, you'll note there is no mutual defence agreement between Trivodnia or any other nation.

We will keep diplomatic channels open, but we are preparing for the worst.

At 0100 on the 30th of December 2017, forces of the Kadikistani Revolutionary Army and the Revolutionary Air Force will be operational in accordance and cooperation with Slavonian government forces at the Trivodnian border. We guarantee that there will be no violation of the Trivodnian sovereignty and that we are conducting military operations at the request of the legitimate government of the Free Canton of Crotobaltislavonia against an illegal armed force.

Are determined and we will not let the proud nation of Crotobaltislavonia fall in the hands of our enemies. In a show of magnanimity the Kadikistani Union will offer the involved parties the following terms to prevent further bloodshed.
- General Aleksandr Radek and 259 of his officers and close associates are to be delivered to the Slavonian authorities at once.
- The mutinous forces of General Radek must disarm and will be given a one-time chance for full amnesty, potentially misled by foreign powers
- Kadikistani military personnel will remain present in Crotobaltislavonia for the duration of no less than one year, in order to ensure stabilization and the full restoration of legitimate rule

Firstly let me thank you for your honesty and forewarning in terms of what military operations you are planning in Crotobaltislavonia.

Secondly let me contest some of the claims you are making. We have not, and never have been, supportive of General Alexander Radek, who has propagated the same foul rumours of "Yiddish gangsterism" as Raoul Farrago. While we are deeply disturbed by the latter's own anti-Semitism and erratic behaviour, we can tolerate his regime provided cast iron assurances can be given about the future of cross border traffic.

As a compromise, may we suggest that Trivodnian forces, which are better placed at capturing Radek and his cronies, are deployed to apprehend him. We believe, despite his rhetoric of "Yiddish gangsterism", are responsible for international criminality such as arms, drugs and human trafficking. We would subject Radek and his associates to a free and fair trial in Trivodnia before passing him onto the Crotobaltislavonian authorities for their own prosecutions.

In return, we'd expect the swift removal of Kadikistani forces from Crotobaltislavonia, as their presence would no longer be required.

As made clear in multiple public and private communications, Trivodnia has never had any dealings with the General and no involvement whatsoever with the attempted coup in Crotobaltislavonia. I do not know how many times I need to reiterate these facts.

Instead, our own intelligence analyses suggests the coup attempt was little more than a propaganda stunt designed to bolster support for Raoul Farrago - who came to power in a couple of his own - and justify the deployment of your forces in Crotobaltislavonia.

There is no axis between Chagny, Trier and Amstov, despite your allegations to the contrary. We are constitutionally committed to neutrality. But it is increasingly obvious there is a conspiracy between Banja Luka and Ivar to encircle and threaten Trivodnia.

The invite was genuine and sincere, but an official trip, which no doubt will have bad optics for both of us in our respective nations, can be avoided if we agree on the initial below terms:

1. A gradual and phased demobilisation on both sides, with Trivodnia taking the first step. Once we are satisfied the Western Direction is fully demobilised, we will lift the state of emergency here. The process could be observed by a neutral third party nation

2. Xinhai keeps its forces in Kadikistan out of striking range of the Free State and firmly away from our shared border

3. I personally promise to veto any attempt to abandon constitutional neutrality by the incoming Social Democratic administration, which I have convinced enough opposition politicians not to support anyway

This will not fully resolve tensions over Crotobaltislavonia, but it demonstrates a true commitment to peace from both our nations to the world.

1. Agreed. We motion to select the High Kingdom of Caledonia to act as the neutral observer. This nation has a tradition of neutrality and its commitment to the Status Quo in the region has been proven throughout history.

2. As per agreement with other regional partners external Rurikgrad Pact forces are committed to stay east of the 80th meridian. Since an even more eastern deployment greatly compromises our strategic interests we will not deviate from these accords. The Kadikistani Union is a member of the Rurikgrad Pact and we will have the transnational movement of allied forces maintained as it is writen in our charter. This must not be a problem, however, as you are well-aware that our striking capabilities against Trivodnia are more than able to stand on our own feet. The Xinhaiese deployment is also a part of a joint Rurikgrad Pact training effort as per official agreement with the People's Republic of Xinhai.

3. The Kadikistani Union remains committed in its guarantee for Trivodnia's constitutional neutrality. A veto against any move to abandon said neutrality will be considered as a gesture of goodwill by the People's Government and the Party.

Every death of a Kadikistani soldier is a tragedy to me, but sadly it is a sacrifice that our people must make to preserve the world from further incursions by Trier Concordat and a long-term fate much worse than death. Responsibility for this horrible conflict lies not with us, but with you. From high-standing members of your party calling for the unilateral abandonment of the constitutional neutrality to the dubious role played by Trivodnia in two subsequent Crotobaltislavonian crises just to name a few. We have given Trivodnia and Eiffelland dozens of chances to resolve our disputes diplomatically.

After the Trivodnian, in co-operation with the Elbener naval forces, seizing of Crotobaltislavonian territorial waters, in itself considered an act of war, we even invited the leadership of the Trier Concordat for a meeting in Ivar. This last attempt to reach a lasting peace was insultingly ignored and Trier responded with a geopolitical ambush by secretly enlisting Occitania into the military alliance, encircling our allies in Gallia. For as long as you still control the media in Trivodnia you may spread these lies and create the illusion that the Rurikgrad Pact is the aggressor in this conflict, but history will stand on our side.

The Trier Concordat mistook our commitment to stability and to conserving the status quo as weakness. After decades of desperately trying to find compromises and establish a lasting world order it is clear to us that the Trier Concordat is not interested in sharing power. But if it is the world that the alliance wants, than we will fight you for it even when the statistics go from the thousands into the millions. We owe that much to the future generation, so that they might rebuild a better world and the West learns from its mistakes.
