To the kind attention of the Kingdoms of Occitan and Eiffelland-Retalia.

Observed the commercial and social nature that our great nations have in common.
Take into consideration the current international agreements that unite us.

The Grand Duchy of Lars invites the two friendly kingdoms, that of Occitania and Eiffelland-Retalia, to sign a common charter that unites the pre-existing agreements:




The new agreement between the three kingdoms will be called: The Lars agreements or the Lars Charter.
The Grand Duchy is willing to include further points in the Lars agreements by unanimous vote.

We totally agree with you that the agreements closed with you by our ally Occitania as well as by us in parallel should be combined in one charter. We will sign and ratify this combined charter.

Colleagues, the proposed draft agreement below may be the beginning of something bigger. It is not a secret that the Trier agreement is currently the shadow of what it was. If there are intentions and goodwill, we may perhaps witness a next step of the Trier agreements, here and today.

If the honorable colleagues wish to build something new for future generations, I invite you to change the draft of the agreement. Otherwise, the agreement is already perfect at present for signature.


Lars

Article I
All High Contracting Parties are required and obligated to abstain from aggressive military attacks, actions or threats against each other.
Instead, the sharing of sensitive information between the various intelligence agencies is encouraged with a view to safeguarding the national security and integrity of the signatory members. (Terrorism, sabotage by foreign nations, espionage etc ...)

Article II
Contracting Governments undertake to create a free trade zone for persons and commodities in their territories under their control.


Article III
The contracting countries undertake to eliminate customs duties on goods in transit between their two countries.


Article IV
The contracting countries undertake to realize exchange programs for students, Ph.D. candidates and scientists, and cultural exchange programs.


Article V
The contracting countries, feeling the need to build an infrastructure capable of supporting commerce in the years to come.
Each country will take charge of renewing its infrastructures in order to create a single infrastructure system in all the contracting parties. (Road signs, railway pass, emergency number etc ...)

OSCR / RSCO

Article I
The High Contracting Parties are required to creation an Regional Security and Cooperation Observatory "RSCO" / Osservatorio per La Sicurezza e Collaborazione Regionale "OSCR" office on the respective national territories. All OSCR observers will be unarmed personnel.
Article II
OSCR / RSCO has the task of working to ensure stabilityand peace through political dialogue on shared values and concrete initiatives aimed at fostering lasting progress.
Article III
The Contracting Parties are invited to cooperate with the OSCR / RSCO in order to achieve the established goals of stability and peace.
Article IV
All OSCR / RSCO participating States agree in stating that there can be no lasting security without respect for human rights.

Your Excellency Mr. Primato, we thank you for drafting this document. We agree with it. My successor Julia Leverkühn will sign it on behalf of Eiffelland-Retalia, after ratification by all parliaments of Eiffelland-Retalia can take place.
