The summit wasn't really publicised in the press, as the authorities didn't really want the Council of the North to feel that Virumaa, as the newest adition to the alliance was forming external bonds to a series of nations that weren't part of it, and while they were part of the 3rd position, they were as thoroughly conservative and clerical as the Council of the North. A day before, in the late evening, the delegation from Ostmark, led by no one else but Horst Grasser and the joint delegation of the Vaquero Free State and the Tapenagá Republic, led by Venustiano Mendoza and Aapo Vicente have arrived at the Kuressare International Airport and have been driven by motorcade, the Ostmarkers to Hotel Boreal, where the delegation has been given the topmost floor, and the Westerners to Hotel Viimsi, each being given a floor, with the Vaquero the top one and the Tapenagá the one underneath.
The summit was to take place in the council room of the Palace. Kadriorg was probably the smallest of the administrative buildings that held such an important position in all of Europe. Officially it was the royal palace of Virumaa, but as in the last 60 years, the country lacked a king, the government was moved there. Mihkel Vaino, wearing civilian clothing, even though he held the position of Marshall and Supreme Commander of the White Army, was welcoming the delegates, with Koit Sokk, to his right and Einar Saar on his left. There will be many comments on their positioning, thought Vaino, as the press will start gambling on it. Of course, the journalists from Haal Pohja were present and were the only ones allowed to take photos. Vaino, a man in his mid 60s, very tall with pale skin, dark green eyes and short white hair, wearing a short moustache too, was a pragmatic, but controlling man. He was a perfectionist and all the stress of always trying to be in control put strong pressure on his body as he had frequent health problems. On his right, Koit Sokk was young, being only 33. He was usually a taciturn man with a military background, like many of the higher ups of the National People's Action. He was wearing civilian clothing and had very short blonde hair, with his face clean shaven and blue eyes. While much of the international press was presenting him as the head of the more liberal faction of the party, it wasn't a position that he advocated for, but rather, criticising more conservative policies while keeping political and economical comments to a minimum, pushed him into this position. On his left, Einar Saar was the General and commander of the White Guard, the elite units of the Virunian Army, functioning mostly as a parallel institution for defence. He was wearing the black uniform of the Guard. Compared to the other two, he was shorter, his hair, once pitch black, graying as he was in his early 60s but his body was showing what a life of military style fitness meant as it was felt that he was much more energetic than the State Elder, though they were of similar age.
The council room was furnished to give a sense of the Virunian north, with pine wood from the taiga and traditional nordic decorative motifs. Vaino and the others invited the guests into the room, as they entered through the main door guarded by two soldiers from the White Guard. They had a label on the table, in front of each of them, first in Virunian and on the second line in their languages. Horst Grasser was seated behind the label named Idamärk Rahvavabariigi and underneath, Volksrepublik Ostmark. The westerners were seated behind the labels saying Karjane Vabariik/Vaquero Estado Libre and Tapenagá Vabariik/Republica Tapenagá. The table was a round one, with each representative having behind them a smaller desk where translators were seated.
"Gentlemen, honoured sirs, your excellencies, I am happy to see that you have honoured our invitation. I do hope that this meeting will only be the first one of many. The scope of this meeting isn't as much as to create far reaching bonds between our nations... not yet, that is, but to rather create at the beginning a sense of understand that we do have common goals and that we should forward them, first towards our peoples, as we are their servants but also their guides and secondly to reach out to potential allies," started his speech, Mihkel Vaino, the State Elder, but he was interrupted by a cough attack. He managed to calm it down by drinking some water and then he continued.
"I for one, want to congratulate both Caudillo Ramon Ignacio Reyes of the Vaquero Free State and Chancellar Horst Grasser of Ostmark for managing to defeat the forces of capitalism and marxism-feudalism and thus pushing their countries on a path of glory, economic prosperity and also of moral cleanliness. I want, your excelencies, for you to understand that while the Council of the North is the premier alliance of nations politically positioned on the 3rd way, it is sometimes hard to see faraway nations like yourselves joining it, but, I must state, that Virumaa will forever be your friend and ally. That is why I want to also welcome härra Vincent Aapo from the Tapenaga Republic in our midst.
This brings me to the first subject that I want to present, and that is the recreation of the Corporatist Brotherhood; the organisation set up by our forefathers such as Koit Sisask in the 1950s, when the National People's Action was called National-Syndicalist Party, before the 1985 reform of the government of Virumaa. Through this organisation, the Virunian National Syndicalists used to invite and come together all corporatist, nationalist or any other form of political group whose tenets included the resistance against anarchic egalitarianism, apocalyptic atheism or marxism-feudalism. While the organisation was disbanded in 1985 because of the lack of members, the government of the Kingdom of Virumaa has decided to push again for its recreation, this time sharing it with you. The difference between the first Brotherhood and the second that we want to create is that the current one needs to be secret. The Kingdom believes that Europe stands in a precarious balance between three main groups, the Engell Civilisation on one side, the Post Delegationist Non-State States on the other and the Communist Block, on the other side of the red barrier. We do believe that if we publicly acknowledge the existence of this second brotherhood, we will do nothing but trip the balance and make more problems than we should.
As currently we do not intend to invite others to is, similar to the First Brotherhood, we wish to set up a fund, which will be created through donations from corporatist countries, corporations, political parties and even simple civilians which would be redistributed, as loans of development, interest free, to countries like yourselves. Those funds can help for a better stabilisation of the integralist government in the Free State, a better setup of the Tapenaga Republic and for the final push to see the end of the consequences of the capitalist anti-austerity measures that plagued the people of Ostmark so much... too much," said the State Elder, waiting afterwards to see the reaction of the guests.

The next morning, they have arrived at the Kadriorg Palace, situated on the eponymous hill in the northern part of the city, over viewing downtown Kuressaare and the Gothic Sea. It was said that in the clearest of days, even Gunnland could be seen from there. The palace was build in a classicist Virunian style, surrounded by a flower garden. Even if it was mid april, temperatures were still close to zero or even negative during the night and they were expected to go up to only 3 or 4 degrees during the day, even if there were no clouds to be seen.
