Esteemed sovereign states of Europe,

Almost two years have passed since the first session of the International Open Forum. Two years in which we have seen dramatic changes in the European balance of power, with governments overthrown, states extinguished, new ones born.

When the first session of the International Open House opened, it was a great victory for global diplomacy. For the first time in history, a plurality of the world's states had assembled to discuss a vision of the future to formally deal with their differences in words as equals, not with weapons.

At the time, our international community postponed an agreement on a framework that would be satisfactory for the plurality of those in attendance to move forward with this format on a regular base. Yet the fact that we have talked about this framework at all shows that there was, and as we maintain, continues to be a historic chance of creating a greater unity among our peoples across political divides.

As we did back the, the Independent Democratic Republic puts forward this notion to the nations of Europe, that they,

"shall meet, in a bimonthly rhythm, in a different location hosted by one member of the international community each time, to discuss in an open forum all the concerns that might exist between them. Whether it be a dispute about trade, cooperation on matters of international relevance or the strengthening of cultural ties, no issue shall be too small to be brought up as the concert assembles, in the hope that an atmosphere of dialogue and understanding will make us excel in our greatness and bring understanding where mistrust might have the chance to arise, fostering greater understanding in spite of the matters that divide us from one another."

We feel that this format is promising particularly at a time where it appears certain forces are entertaining the empowerment of formats that would seek to undermine national sovereignty and risk the international fabric of diplomacy by questioning the primacy of the state as the main vehicle for the maintenance of peace and diplomatic civility between peoples.

We call upon the nations of the planet to once more meet in Shigö, where we shall seek to realize the greater future that is promised by this assembly of sovereign states.

The WER-TAC recognizes the absolute necessity for diplomacy with the Thaumantic Horizon at this time, and will heed the IDR’s call to confer in Shigö at an Open Forum.

We hope that a distant setting can permit our regional neighbors, Pohjanmaa and Sylvania specifically, to engage in long overdue discussion concerning many issues that this Committee is willing to dialogue with our regional partners at their convenience here, there, or elsewhere.

Finally we wish to share our experience and evidence from direct participation in Operation Domain of Democracy, a mission to end interstate violence in Gallia that can only be achieved by diplomatic understanding with world actors who can either continue to fan the flames of Ouistreham’s inferno, or support the Thaumantic Domain’s decisive firefight against chaotic misrule. These finer points can be discussed in open forum rather than open battlefield we believe, but let it be known that Thaumanticans are prepared to meet our counterparts vigorously over either medium.

Public Communiqué

The Sovereign State of Zhorya heartily welcomes this initiative and invitation. We believe it is of upmost importance that new avenues for dialogue in the current diplomatic climate are necessary if outcomes that can benefit all nations that are involved are to be reached and we maintain our steadfast belief in diplomatic agreement over confrontation as the main course to build an international consensus.

Our government will dispatch a special diplomatic mission to Shigö to participate in the International Open Forum and endeavour to positively represent Zhorya, which firmly stands as a positive influnce today, in the coming assembly of international delegations, and we look forward to build new agreements between world nations represented there, which we hope are plenty.

May this be an assembly of not just diplomats but also of goodwill.

We applaud the renewed initiative of our partners in the Far East who have chosen yet again to facilitate international dialogue and conflict resolution through diplomacy. As the Government of Pelasgia has stated many a time before, the great issues of our time can only be resolved through the might of the pen and of intellect, not of the sword and of brute strength.

Once more, the Republic shall be represented in the International Open Forum by a delegation of professional diplomats and advisors. Moreover, delegates of the Administration of the Far Southern Territories of the Pelasgian Southern Himyari Company will be attached to our delegation to voice their own opinions and concerns. Regards from the Natalian folk and government,

The people of Central Himyar applaud the Independent and Democratic Republic of Kashtan for organising this conference, as we remember the reverberating success of the previous one. The Federation of Natal believes that only though peace can the state of humanity evolve and that we must push for the better development of the quality of life rather than imperialistic wars.

We sadly observe that in this year of heightened violence and political radicalism, there will be quite enough countries which will boycott the meeting so as to push their own agendas, without caring of their international standing, thus we plead the Shigo government to do it's best to attract most of the nations in Europe, as only through peace can we prevail and create a better world through all our citizens.

The delegation of the Federation of Natal will be headed by Chief Minister Percy Emmett Kachipande and will be joined by it's allies from the Eastern Himyari Treaty Organisation, the delegation of Cabaon, led by Sheikh Muhammat Tafari and the delegation of Loago, led by Mwene Kanyembo Ntemena. We hope that we will bring the issues Himyar faces to the knowledge of the world and also put our weight behind the push for global peace and cooperation.

The People's Federal Socialist Republic of Kadikistan and its Workers' Government have always been on the forefront of defending the diplomatic mechanisms that have organically grown from centuries of disastrous armed conflicts. Such mechanisms have proven to be most succesfull when organised within regionally defined regions such as Himyar, Germania and the Hamar Sea Region. This is an obvious consequence of the fact that those regional partners have equally regional interests and it is in both parties interest to preserve the peace due to proximity.

This 'International Open Forum' exposes all regions of the world. What will stop far away nations from abusing such an institution, regardless of how little power it officially contains, to stir conflicts while ensuring their own safety? Why must there be an organization in which for example forces from across the Thaumatic can interfere in Germanian internal affairs? Most of all, what is the purpose of such a gathering if all matters need to be resolved through bilateral treaties or regional agreements as they have been for centuries? The All-Union has no interest in the internal matters of the West, nor does it feel the need to be subjected to a form of forced communication concerning its own affairs.

Another manner of principle is the attendance of the Implarian Social-Capitalist State who's self-proclaimed name is a reflection of their arrogance and a sign of hostility to the socialist world. We refuse to take part in any endeavours that would directly or indirectly legitimize the aggressive claims made by the regime in Deliverance.

In the present era, as recent actions have displayed, disagreements and tension between the nations of the Earth more often than not ignores the possibility of sensible dialogue and instead aims to pit the brutish, military power of nations against one another. Should such behavior continue to persist, only time stands between us and a war of unprecedented scale.

Acknowledging the terrible situation with which the future appears to be heading, the Commonwealth of Clarenthia applauds the Independent Democratic Republic of Kashtan for its willingness to summon the nations of the world to once again gather in Shigö to allow civilized processes to prevail.

Undoubtedly, the Commonwealth will send a delegation to this must important of summits.

The Ulkoministeriö in representation of the inhabitants of Pohjanmaa are skeptical in the reasoning for a Second International Open Forum with the opening of the World Permanent Conference, and the progress made there. Much like the WPC, the Second IOF faces the refusal of the Kadikistani Union to join in multilateral international diplomacy and dialogue leaving this body in a position not unlike the WPC, fractured.

Additionally the lack of a formal agenda is concerning as the potential to have this conference misused for other nefarious egotistical desires is a possibility.
Our skepticism aside, the world needs reasonable discussion and discourse and this Commonwealth will not stand in its way, nor watch idly from the touch line.

I will be in attendance to offer the official policy of the Commonwealth and potentially offer its consent to any agreement reached in Kashtan. It is my sincere hope that an agreement can be arranged to offer de-escalation to the many conflict zones in action today, but no such possibility can be imagined with several key participants gone missing.

Regardless of such opinions, o
n behalf of the inhabitants of Pohjanmaa I will offer my eternal gratitude to the people of Kashtan for their positive initiative and temperament during this dangerous time we live in.

Also we are asking ourselves to which extent a kind of competitor-organisation of the World Permanent Conference is needed. On the other hand, when the International Open Forum can develop itself into an addition to the World Permanent Conference, it could help turn the world into a more peaceful place. We will send a delegation, led by Former Chancellor of Eiffelland Matthias Graf von Seydewitz.

On behalf of this Office for the Administration of Government, the Confederated Republic and the Cussian people, I must first commend and thank you and your office, as well as those other forward-thinking minds Shigö responsible for the fortunes of ancient Kashtan, for the initiative demonstrated with the organization of a new session of the International Open Forum. Beyond our more general commitments to right action and thought, as expanded upon hereafter, I am compelled to note that This Office finds opportunities to engage with the Independent Democratic Republic of Kashtan a regrettably - nay, unfortunately - irregular occurrence. As such, I feel it would be unacceptable for Beautancus to refuse your most gracious invitation. Therefore, and with no further delay, I acknowledge the formal recognition and acceptance of this invitation to and on behalf of the Confederated Republic of Beautancus.

Though it ought need pass unsaid that the Confederated Republic - and all our partners in the League of Four Nations of the Thaumantic Domain - have always been, are and ever shall remain committed to the process of forthright and honest diplomacy, let this reiteration serve as intended here and now. In those, however unlikely, cases where our resolve to match principle to action in this matter are encountered, it is ever the delight and very reason for being of This Office to ameliorate those miscommunications and misconceptions informing such erroneous beliefs.

Should the need arise to perform this most humble function on behalf of the Confederated Republic in the course of the forthcoming session of the IOF, it will be of critical import and and value that the Cussian people be represented in the most effective manner possible. As such, and as it is the shared belief of both His Excellency the First Citizen, and This Office that my esteemed colleague and predecessor, Dr. Josef Koscialkowsky is best equipped and informed to represent the interests of our native land to the world at the IOF.

The Confederated Republic of Beautancus was itself born in a moment of near terminal despair, in a time when the Cussian people no longer had control of the institutions of their own government. The struggle to Resurrect the Cause of Liberty in our country is already well known, and it would be inappropriate to waste your time with its retelling here. Suffice it then to say that everything we now are, that we have grown to achieve and become are owed to these years.

While they have long since slipped from living memory, the works and wisdom of the Great Men that snatched our future from the jaws of the abyss in them [those years] live on through the Cussian people and the institutions that serve us, defining so much about very identity as to be inseparable from the thing itself - us. As a direct result of this living memory, the lessons my country was forced to learn in that darkest and most dire time have ensured our appreciation and respect for the unparalleled benefits provided to a society reformed and reconstituted to champion the progress of Civilization still abide and endure.

Were Beautancus to fail to engage with our neighbors and other, admittedly less advanced and/or civilized powers and principalities in this session of the IOF, and I would in turn fail in upholding my oath-bound obligation to those who came before, and will come after me. Let is be clear that as long as Domain Nations won't end their commodification of human life, and their illegal imperialist wars, we feel that civilised and free governments have nothing to say to them, let alone accept them in a forum in which by it's definition it's voice is equal. As long as First Republicanism and Nativism is a feature of the politics of Engellex and Beautancus, let it be known that those regime as simply unable to speak to non-Engells on equal basis as they are blinded by their sense of religious and political superiority; a supperiority which in the end brought them only blinded rage and fury that destroyed their own histories and even their respect towards the dignity of the human being and human life in itself, something that we can see from the existence of "capital duties" and their overwhelming militarism.

We have seen the way Engells do diplomacy and how prone they are to violence: Al-Kez, Vesper and now Bourgogne. We will not be a part of a forum in which those countries will be attending as a matter of respect to the victims of their imperialist wars, to the death of Engellachian Democracy, to the victims of religious persecution and misrule in Engellex and to the hundreds of thousands, if not millions that were sacrificed upon the altar of commodification since the infamous time that this wicked institution has been created.

Let is be known, that we weep when we think upon the state of the world, and we ask for all civilised nations of Europe to join us in holding a minute of silence to all that has been lost, is still lost and will still be, if nothing is changed.

While I am sure that some nations would find the implicit hypocrisy of your statements at best troubling, perhaps even dangerously offensive at the level medium - I choose to accept them here in the spirit they were intended: as a comedy of folly.

How else is it that a nation locked 'neath the hem of the great iron dress of the Prison of Nations might think itself equipped to discern the level of freedom enjoyed by another nation. Especially one not burdened under the yoke of the disingenuous doublespeak of Communism. Doubly and especially so, one not beholden to the nihilistic perversions of Marxism and the savagery of Bronze Age mysticism.

I appreciate that the view from down there, in the mire and murk of dueling superstition and materialistic jealousy, might indeed lead one to make such wrongheaded assessments. That you would arrive at a position where you feel nothing would be gained by our presence and proper representation at the IOF is, however, merely disappointing when taken in any light, with whatever levity you may or may not have intended.

You must know that we are able to prove that you are barely more than a literal caveman, and yet we are still willing to engage with you, despite the threat of contamination by fleas, lice and other lowly pests and vermin might be lurking within or under your shabby vestments. We have not even excluded the, admitteditly highly unlikely, chance that you might have something worthwhile to share. That some monosyllabically inclined Kadiki thug did not first stencil on the bottom of your boot for you.

We regret that the governments of Kadikistan and Nitra won't attend the International Open Forum. There are a lot of things that need to be discussed, among others the situation in Gallo-Germania. Like Dr. Schmelzer mentioned at the World Permanent Conference, in order to achieve peace and stability in Gallo-Germania, it is needed that Kadikistan, Beautancus, Engellex, the Holy TIburan Empire, Lars, Crotobaltislavonia, Ostmark, Nitra, the Anti-State, Eiffelland-Retalia and Serenierre discuss matters out. We need to address the safety concerns that exist in Gallo-Germania. Former Chancellor Graf von Seydewitz will talk about such a conference at the International Open Forum.
