Great and Good Friends of Civility,

The Confédération des Petites-Pays (Confederation of the Small Lands) has witnessed the continued escalation of the conflict in our neighboring state of Bourgogne (Burgundy). With both shock and disappointment, the Engell forces have invaded a nation and created a situation worse than existed prior. It would be keen to remind oneself that Bourgogne existed in a state of civil war prior. This expansion of complete chaos has created a great deal of strain on the region, most notably in the form of refugees.

Our hope for peace in the creation of CONPROFOR has been gutted due to the continued Engell operations in the region. Petites-Pays wishes to advocate for the mission of CONPROFOR, although the entity is a strictly Germanian one. Département fédéral des affaires étrangères has received notice of our neighbors the République Séraziniste and their ultimatum. We stand with our Gallian brothers and sisters and their display of pan-Gallianism. With this in mind, Petites-Pays will not embark on a similar ultimatum, but instead find it fit to work in the best interests of our Gallian brothers and sisters.

The Federal Department of Foreign Affairs wishes to make it known that in the next 12-24 hours an exclusion zone will be drawn in which forces from Petites-Pays will intervene in Burgundy in order to assure a safe region in Burgundy for the civilian population. In this safe exclusion zone, refugees will be accommodated with the help of international organizations from around the world, as well explicit aid from the government of Petites-Pays. This exclusion zone will be maintained by the Defense Department, and will be open to other nations which wish to send peacekeepers to this region once cleared with the Low Gallian Federal Council. Attacks of any party into this zone will not be tolerated, and will be considered an attack upon the Gallian people as a collective.

When this department is able to release the extent of the exclusion zone in the coming day, we may be able to address specific questions on that issue. Our operations should not be construed as an aggressive or invading force. Petites-Pays operates for the Gallians which currently have no protector and currently gather on the borders of our nation. To extend our reach to their lawless side of the border for their protection is of our utmost concern. The status of the civilians within the exclusion zone will be considered that of refugees and will fall under the protection of Smallander forces.

We are welcoming of this endeavor and we wholeheartedly extend our support to the humanitarian initiative proposed by the Government of Petites Pays. We have directed our own ongoing humanitarian efforts to coordinate with the matter being proposed by them.

However, we must request that the Government first seek permission from the Government in Pillau prior to conducting any operation which might otherwise be interpreted as jeopardizing the sovereignty of the Burgundian People's Republic.

The Confédération des Petites-Pays (Confederation of the Small Lands) has in confirmation of its prior «obligation to protect» will embark on a zone of control designated as seen in EXAMPLE A.

This zone of control will be maintained by the military, and have maintained checkpoints. Peacekeepers may apply to join our troops in following through with this «obligation to protect» that we believe the entire world has to ensure. Applying to join can be done via simple communications to the Federal Department of Foreign Affairs.

As can be witnessed by EXAMPLE A, the zone is not large and designed to be a region that is both accessible to refugees, but also away from the current front, and preventing the creation of a new front in the state of war that now exists between Serenierre and the Engell domain. As such, the Confederation affirms its «active neutrality» and «obligation to protect» innocents.

In response to concerns of the territorial integrity of the Burgundian People’s Republic, this is a difficult concept. Thus far, no treaty exists between Petites-Pays and the Burgundian People’s Republic as currently the Neustrian entity is the official government and actor in this region. Upon the cessation of combat operations, whichever is deemed the legal entity successor state to the Burgundian people will be allowed to assume control of this zone of control with due process and hand over procedures.

The Sovereign State of Zhorya heartily welcomes this humanitarian effort as it has welcomed other initiatives with humanitarian intentions. In our view, nothing else is more necessary in Burgundy to ensure the security of civilians, those escaping from the depravity and deprivation of war, while the conflict the threatens to continue to claim the lives of the innocent, those. be it nations or people, engaging in humanitarian efforts such as this must not lose stride but instead strengthen their resolve.

While our country has limited capabilities to be involved in peacekeeping operations in a foreign country we nonetheless wish to support this humanitarian mission in any way possible. The transportation of supplies necessary, be it food, water, clothes or medical supplies, will be ensured by the Zhoryan Air Force to the Petites Pays. Additionally, we will provide a well trained and equipped team of twelve medical professionals serving with our armed forces.

If further assistence is required the Zhoryan government is open to any request, though at this time we believe that sending a military detachement as part of the peacekeeping force is not a possible due to not only logistical issues but also due to its political implications. but should the need arise, we are willing to evaluate this matter again.

In the interest of peace and humanity we hope that our aid is welcomed.

The Confederation thanks your people for their support to our humanitarian efforts. This conflict in Bourgogne impacts the many people around the world with only stories of tragedy. Quite recently the story of Amarte Hamedinne made the news here in Petites-Pays and my condolences are given to his family and his friends. In his honor we will name the first newly built refugee camp, Camp d’Amarte. At this location, Zhoryan medical officers can have the honor of working to care for the injured and sick under in the name of their own countrymen who wished to see a brighter future for these Gallian people.

Additionally the Small lands wish to thank the Zhoryan people for this offer of aid. Water, food, blankets, clothes, and medical supplies can always be put to good use.

We thank the Sovereign State for their assistance and promise to «pay it forward» whenever the time may come. Our doors are always open for Zhoryan citizens should they require assistance near this conflict.

The Anti-State applauds the Confederation's move to secure a safe haven from the fighting for Burgundian civilians that will provide much-needed respite during this tragic ongoing conflict. We also applaud the announcement by the authorities in Zhorya to contribute to the humanitarian efforts in Western Gallia. In the absence of effectively exercised sovereign statehood by either the recognized Neustrian or Imperial governments in the area, the Smalllander plan provides a semblance of order amidst chaos.

The Confederation thanks you for your concern; however, no foreign relations exist with the Burgundian People’s Republic. The sovereignty of the territory in question rested with the now defunct Neustrian Government, but ultimately rests with the Burgundian people. Assurance has been given that the region in question will be transferred over to the successor government of Neustria via due process and jointly agreed upon hand over procedures. When the conflict is resolved and refugees may return to their homes this process may begin.

The tone in which the Serenien Government approaches a fellow Gallian Government is insulting and an affront to the so-called pan-Gallian values espoused. Louisiane is insulted by this affront and blatant accusation. No question was given towards Serenien actions, but nothing but disrespect comes from the Serenien Government.
