President Ordenes sat in the holding room, flipping through the giant packet of briefing materials the Foreign Ministry had prepared. He chuckled to himself when he crossed over the sections outlining Queen Marie-Charlotte as only half an hour ago he was given a tour of the summit location and pointed out that the Ministry had used the wrong flag to represent the Imperial and Royal Confederation. He had never seen a face so red as the staffer who had coordinated the room. With the reputation of the Aurarians as a people obsessed with appearances, such a mistake would have been quite embarrassing.

He smiled and closed his notebook, taking off his glasses he found himself needing to read, and gazed out at the snow-capped Adriannes Mountains in the distance that formed the northern border with Serenierre and the Burgundian People’s Republic. The beauty of the mountains was only a slight distraction from the reality that kilometers away, the Grand Duchy of Frulaine - the same regime that was supportive of the Caudillo - was constructing permanent military encampments along its border with the unstable BPR. His thoughts soon drifted to the Serenien Premier Elisabeth Martinique, a powerful woman who never shied from ensuring that Serenien Dominance of the continent was unquestioned. Trusting them was a risky venture, but he’d be foolish to forget that she was one of the few who supported the Alliance in restoring Auraria’s democracy. Less on his mind was the Madurjans*, considered a constant throne in Auraria’s side since the 1500s as a military rival then to an economic one now.

A knock came to his door as an aide came in without his approval.

“Señor President,” the aid began “it’s time. The Delegates have assembled.”

The President nodded and rose from his chair, quickly grabbing his cane to support himself. He made his way to the aid and smiled at her as he walked by. On the outside of the room, the usual entourage of advisors, security detail, and aids that he could never escape were waiting. Each of them taking their turn to catch his ear and give their final briefs. “Mhm,” “Thank you,” “good work” he’d mumble to each one to give them the affirmation they desired. At the end of the long hallway was Foreign Minister Cabello, holding a blue hard stock folder with a golden seal of the President.

“Your finalized remarks, sir,” he handed the folder “We made all the edits you requested. The flags were rearranged as well..all good to go.”

“Is she okay?” The President handed his cane to the closest staffer and started reviewing his remarks. “The poor girl, it seemed her whole world had ended.”

“Yes,” the foreign minister chuckled “She’s fine. Properly disciplined but informed the sun will rise again.”

“That it will,” the President closed the folder and entered the room.

The room was in the Grand Cathedral of the Palace of the Honored. The upper dome was adorned in a much larger portrait of the one that sat above the tomb of King Matteo II. A mural of the world with vessels leaving from Auraria at the direction of the King to conquer new territories and unite them under the Crown. President Ordenes had wondered what sort of message that would send. The Ministry was convinced it would be one of power, Ordenes was convinced it would be a reminder of a power Auraria had not possessed for centuries.

The President made his rounds, introducing himself to each of the Delegates and addressing them properly concerning their rank. The small talk was quick as the President was insistent on making his opening remarks and beginning the summit. In due time, the gathered were assembled at a large circular table. The media was permitted to a taped off section surrounding the table so that the historic moment could be properly documented. As the room got situated, the President of the Republic rose from his chair to address the room.

“Brothers of Gallia,” he made out pushing through the pain caused to his knees by standing and walking around for so long without the support of his cane “History shall not shy away from mentioning the gravity of this day. Long has it been since the countries of Gallia have come together under the same roof to discuss matters of perpetual peace and prosperity on this continent.”

“We are gathered in the Aurarian Palace of the Honored,” he continued “Originally built as a Royal Palace to the Catamarcan Kings during the wars with Tauritania. Matteo the Great, the first King of a Unified Auraria, transformed this palace into a military hospital and living space for those who have given their lives fighting for Auraria. This palace once honored Kings, then it honored the warriors who fought the King’s war - now it will honor a continental commitment to peace.”

“Our countries have struggled each in our own ways. Auraria, only six years removed from the regime of a dictator, continues to rebuild and instate those ideals. This country has shown that the values of our people - enshrined in the Universal Declaration of Human Values - are intrinsically linked to our people and cannot be undone by the actions of any man. The Caudillo of Auraria, and his regime, was supported by the isolation he forced Auraria to undergo. That isolation inherently leads to mistrust and resentment. Mistrust and resentment - these are the feelings that have fostered all the terrors of Gallia. These are the feelings that will continue to haunt the serenity of our lands and the prosperity of our people.”

“I have asked each of you here today because I am of the firm belief that for all the things that separate our countries, for all the centuries-long history that defines where our borders lie, there is nevertheless more that binds us than divides us. We are the leaders of Gallia, we are the ones our countries entrust to protect them and I believe we will protect them and Gallia. I believe we’ll do it together.”

“In the spirit of cooperation, in the aspiration of perpetual peace - I, Bartolome Ordenes, President of the Aurarine Republic, formally welcome you to this country and formally announce the commencement of the Gallian Summit.”


*On Discord, Copper had assured Madurja would be represented, just RL is preventing a post.

Premier Elisabeth Martinique and Commissar Bernard Lavosnier sat in their designated seats and heard the President speak. Premier Martinique spoke, obviously someone with her illustrious reputation would speak first, "Monsieur President, I wholeheartedly concur. The role of Gallian cooperation is essential in securing a peaceful and prosperous tomorrow for our children. Indeed, for too long our nations have squabbled and this is most unbecoming for a region as beautiful as ours. I commend your efforts, Monsieur President, and I sincerely hope that our other Gallian nations have truly understood the majestic wisdom in the Gallian cooperation doctrine, as both of us."

This was Aerlene Bouchard's first time out of the country as Provisional Foreign Minister, she'd been to Auraria previously but only ever on holiday. She and the rest of the Burgundian delegation took their seats. " I wholeheartedly concur with Premier Martinique, for too long we have remained chained to the past, fighting over the past, we must all unite as a region to build a better future".

Jao Dimasio's arrival had been sloppy if not downright unfortunate. The state plane had broken down on the runway in Redondo. A decision was taken to summon the second aircraft only to discover it was under maintenance. So Dimasio arrived on a commercial airliner, riding in coach. It was not upsetting for Dimasio aside from a last second arrival. To be late would be a sin in Dimasio's eyes. His unkempt hair and cheap eyeglasses were in direct opposition to his tailored suit. He listened to the preliminary address and discussion, jotting down notes in what most considered to be totally illegible handwriting. Sitting back, Dimasio spoke in a flat tone "I see we have come here in good spirit. Though, I think we must remember some things. Some issues are not merely squabbles and are legitimate grievances. We must tread carefully among the lofty rhetoric. Cooperation. That term is important to remember and stay anchored to". Dimasio paused to sip water before sitting upright to continue. "Cooperating and uniting can be the same thing, but are more often....not. We must establish firm boundaries. That is all I wish to point out. Rhetoric will only get us into this room". He sat back, cup of water in hand. Dimasio would wait to see who understood his message to be what it was instead of a simple statement of concern.

Jacum Sordèl was working in the Foreign Office as Vice Minister of Edelvîs Pelârs during the Caudillo period of Auraria, the dictator was considered a stabilising authority that would secure the north-western planes that divided Auraria from the Grand Duchy from military and cultural frictions, albeit the experiment didn't last long, and the revolution that followed forced the third and last Dagârm government to resign.
Sordèl was chosen by the new Confenonîr as a better choice, although he himself was a supporter of the Caudillo, he always kept a low profile, and now, having a good net of connections in Grau and some links in Auraria, he had the competence and ability to take the role for himself.
His mission in Navales was to keep an aye on the rest of Gallia, and show the good intentions of Furlanìe towards peace and cooperation. it was, indeed, just rhetoric, Furlanìe was a militaristic state under an adorned romantic blanket. but in the end, he didn't expect anything less from the other participants.

Minister of Foreign Affairs Gianluigi di Gravesano-Carone, descendant of one of the Lords of Retalia, had some ambitions. During his months as Minister, he had managed to build up a certain power basis. The coming constitutional change would reshape Retalia's political landscape as well. Retalia was about to abandon th first-past-the-post system and exchange it for Eiffelland's complex version of proportional representation. That would effectively end the de-facto dual-party system of Retalia. As it looked now, the political parties in Retalia would reorganise themselves into the same factions that were present in Eiffelland. Gianluigi di Gravesano-Carone's star was rising in Eiffelland's social-liberal party, and he was convincing members of the Retalian Liberal Reformist Party to join him in the social-liberal LDP.

The 70 year old Louis Duc de Chambéry was the head of the Chambéry family, and with that he was one of the Lords of Retalia. That made him a very influential man behind the scenes. Maybe that was the reason why King Albrecht had appointed him Extraordinary Ambassador of the Francophone Community in Eiffelland-Retalia. He himself had ambitious plans as well, but then for his son. The Eiffellandian market-liberal party FDV was currently headless. Maximilian Schrempf was a bit colourless as political leader; Jacques de Chambéry would definitely be better suited.

These two gentlemen sat on the table as well, to represent the Francophone community of Eiffelland-Retalia. Or better said, Eiffelland-Retalia used its Francophone community as an excuse to attend this summit. Geographically, Eiffelland-Retalia only bordered Gallia. But because it bordered Gallia, any events in Gallia would have repercussions to Eiffelland-Retalia. There was a reason to stay informed. And there was a reason to keep the relations with Gallia friendly. Eiffelland-Retalia didn't have any ambitions to dominate anything or anyone, but did have the ambition to become a facilitator of dialogue. Gravesano-Carone and Chambéry would stick to a low-profile presence as representants of the Francophone community in Eiffelland-Retalia, and would support President Ordenes as much as possible.

"Your Excellency President Ordenes, I wish to thank you for your hospitality, and to commend you for this initiative. The Francophone and Italophone communities of Eiffelland-Retalia, as cultural brothers of the people of Gallia, wish to contribute to your vision of peace and prosperity in Gallia. For that, mutual understanding is needed, and that makes this summit important. We wish to be part of the dialogue, and to facilitate it," Minister di Gravesano-Carone said.

The Queen of Tyskonia and Empress of Petits-Pays sat silently with the representatives from the Duchy of Montagne and the Duchy of Louisiane-Maine. She did not know the representatives very well. They had in fact just met for the first time the previous day. Prime Minister Emmanuel Arnaud from Montagne was a thin man and quite young for the position flanked her left. On her right was Prime Minister Hélène Leroux representing Louisiane. She was a bit older than Arnaud, and did her time within the Socialist Party there to be able to finally reach the pinnacle of her political career. The two respective Prime Ministers represented different political backgrounds and philosophies and for all intents did not get along ideologically. Personally, they seemed to a do a wonderful job to at least look the part as friends and partners within Petits-Pays.

Her Imperial and Royal Highness would address everyone first, with the hope to make herself visible. Afterwards, she rather hoped the respective partners she brought with her would make themselves useful and negotiate a good deal for everyone. Of course she had the ability to block any deal reached though.

“Ladies and Gentlemen, I am most pleased to meet you all here today. President Ordenes, I am happy that you have been so kind to host us and take on the task that is Gallian peace and prosperity. It is my hope that the future of Gallia includes Petits-Pays, and by natural extension Tyskonia may embrace peace in this region as well. While I am a monarch in this region, I do not expect to impose upon the delegates of this conference with any sort of imaginable authority. I do hold the ability to block any agreement reached here today by the delegation that represents Petits-Pays, but that is not my intention. It is instead this power which I believe requires a great and mature mind to take this process seriously. Maturity and my own lack there of is not lost upon me. I know for I am the child that has ascended to the crown in what can only be considered a teenage dream at the age of eighteen. I never expected to get here at this age. I never desired it. I know that there is responsibility for the people of two nations of people and I am counted on to make the correct judgment with the help of those who are elected from which my authority comes from. None of that is lost upon me and for that very reason I present myself firsthand to bear witness to the process. I implore you all to ask me any questions and I will answer as honestly as I am able. Yet I must urge you instead to confer with my representatives in the duchies: The Honorable Prime Minister Mister Arnaud of Montagne and the Honorable Prime Minister Miss Leroux of Louisiane-Maine. I thank you for considering my words, and wish upon every delegation here and pleasant conference.”

Once the introductions were over Aerlene Bouchard spoke" If I may I would like to put forward a motion asking that the People's Republic of Bourgogne be recognized by the nations present as the sole legitimate government of the Burgundian people. The government in Chagny does not hold best interests of the Burgundian people at heart, instead they are little more than an appendage of the Northern Empire. Now some of the nations present have extended official recognition to the People's Republic" at this Aerlene gestured at the Serenien and Aurarian delegations." Others here continue to remain silent and for the People's Republic to play any part in any Pan-Gallian movement hinges on our government being recognized as legitimate".

There were some whispers visibly seen among the delegation behind the Petits-Pays placard, but no obvious intention to speak about the Burgundian People’s Republic. There was not an intention to recognize the new People’s Republic yet for reasons that might have seemed a bit difficult to understand, but easy to misjudge as a simple refusal to recognize a far leftist socialist republic. The reality was far from. There just was not a good reason to recognize the new regime. It was new, and this was its first action of international affairs. The fact that Petits-Pays was at the convention was a sign of willingness to hold discussion to the new BPR, but it was of the opinion of Chancellor von Lütke that full recognition ought to serve a greater purpose. Tyskonia and by association Petits-Pays stood much more to gain by withholding recognition until something constructive in association came along with it. Her Imperial and Royal Majesty agreed with the assessment, and there was no dissent from Petits-Pays. Thus it became policy.

As such, nobody spoke. The group of three behind their placard decided that while they were so to say ‘called out’ because they were not yet recognizing BPR, it was not really an urgent matter yet. They wanted to wait to hear the reactions of others and the results of the conference.

OOC: Nobody here is speaking, but I wanted to make the current policy and actions clear as we don’t have much background RP to work from.

Bourgogne used to be an important ally to Eiffelland and Retalia. But then the Grand-Duke died, and Bourgogne fell into civil war. The end result was the Burgundian People's Republic and a Burgundian rump state that fell to the Throne of Elben. Eiffelland-Retalia wasn't in the position to prevent this from happening, so it accepted a divided Bourgogne.
Also because it did not really trust communist countries. Eiffelland-Retalia and the Rurikgrad Pact were on speaking terms again after the 2018 war, but the current Eiffelloretalian government was of the opinion that Kadikistan was very keen on spreading The Revolution. Furthermore, when complete Bourgogne would have turned communist, Eiffelland-Retalia and Lars would not have had a smooth connection to Northern Gallia with the Northern TIburan Empire. Then it was better that Chagny-Bourgogne was "an appendage of the Northern Tiburan Republic" than part of the Burgundian People's Republic.

"Minister Bouchard, Eiffelland-Retalia already recognised the Burgundian People's Republic as a sovereign state. We did the same to Chagny-Bourgogne, because we do not want to make a statement on which country would be the legitimate ruler over Bourgogne. I think that this summit should refrain from such a statement as well. It will be up to the Burgundians to decide whether they want to reunite or not, and if yes, under which flag. Let's leave that issue there and not try to influence it," Minister Di Gravesano-Carone said.
