NOTE: The Varanasese diplomatic corps can be very particular and ridged and complicated. The State Ministry maintains four (4) levels of diplomatic missions.

The first level is an Embassy headed by an Ambassador and is accredited by the Head of State to other Heads of State and is reserved for nations holding important economic and/or political ties with Varanasi.

The second level is a Legation headed by an Envoy and is accredited by the Head of Government to other Heads of Government and is the most common type of mission to other nations and denotes a regular diplomatic mission by Varanasi.

The third level is a Mission headed by an Minister Resident and is accredited by the Head of Government to other Heads of Government and is used mainly for new missions and for mission where the climate may not allow for the arrival of a higher lever of diplomatic officer.

The fourth level is also a Mission, but headed by a Chargé d'affairs en pied and is accredited by the Mininster of State to other Foreign Affairs Departments and is reserved for nations holding negative view by the government, but does not wish to break ties with that nation.

Every mission has a Chargé d'affairs serving as a deputy Head of Mission and may be the Head of Mission ad interim (a. i.) in the absence of another diplomatic officer and in absence of receiving "en pied" (e. p.).

Every diplomatic also has several Attachés to assist and advise their missions on issues under their purview. Attachés exists on: Legal, Military, Press, Cultural, Commerce, Agricultural, and Science.

Varanasi also maintains representatives to international organizations in the form of Permanent Representatives with various responsibilities, and entertains representatives from these organizations in the form of Resident Representatives.


Each Head of Mission shall be accredited with various statuses and responsibilities that affect their ability to conduct diplomatic affairs. Extraordinary status denotes that the diplomat is a permanent representative. Ordinary status denotes a diplomat is not a permanent representative and is used for diplomats appointed or those representative serving at large and in ad hoc situations. Diplomats with Plenipotentiary responsibility has the full power to make agreements that will be honored by the Government of the Empire of Varanasi.

"Out of respect for the prestige of the Varanasi Empire and for the sake of preserving the status quo in the Kalahari Sea we will consider joining one last attempt to bring a lasting peace to the region. Naturally we do have certain terms that need fulfilling before we can sit back at the same table as the representatives of the Justinian regime. First and foremost we refuse to attend any meeting where the Justinian Minister of Foreign Affairs Marghêri or any other member from her cabinet is present. We believe this will face no opposition from our Varanasi hosts as it is evident that a reckless person with a taste for physical violence and personal vendetta has no place in a peace conference. Second we will not lift the embargo while the meeting is taking place. Friends of the rogue nation might see this as an unbalancing element, but we remind them that we agreed to start the last conference in Bourgogne while Justiza was holding an innocent Kadikistani citizen hostage together with a state owned transport ship. We remind them that they still hold this poor man until today. We also remind the international community that according to Justinian media Marghêri will be welcomed back with full honours as a hero in Justiza; This is yet another demonstration of said nation's backwardness.

Last but not least, should the rogue state of Justiza accept the first two terms, we will attend but not tolerate any more insults. In the eyes of many we have been far to generous already and we will not lose any more face too this pirating thug-state.

As a response to the esteemed foreign offices of Veniasufia and Eiffelland our Glorious Leader Nikolai Leninov himself made a statement wherein he said that Kadikistan wants nothing more then a normalisation of the relations. But both Veniasufia and Eiffelland should be aware that supporting the rogue nation of Justiza will have grave consequences. Our nation would be forced to conclude that Veniasufia and/or Eiffelland openly and potentially even militarily supports a pirating regime of hot-headed thugs. Such conclusions will undoubtedly affect our relations in a negative way and all attempts to interfere in the affairs of the Kalahari Sea will be answered accordingly."

Any such break in decorum will be see as an insult by that nation against the Empire of Varanasi. As for the preconditions of the meeting. The Empire sees no reason to object and will acquiesce to the first condition and that at present Minister Marghêri has not received an invitation to this meeting and this request has been forwarded to the government of Justiza. As for the second request, we cannot accept this condition. The Democratic Republic is not engaging in an embargo, but a blockade of the island to every other nation. It is this blockade, an Act-of-War in our eyes, which distresses us to act. It is to our present understanding that the Kadikistani "embargo" is yet to be enacted. We understand if Ivar continues with an embargo, a true embargo as recognized by the international community, as we support the right of any sovereign nation to control who has access to their domestic markets. However, we strongly request that Kadikistan delay the execution of their blockade for the duration of these talks. The continued patience of the Democratic Republic is not lost upon the empire nor the international community, but the international community cannot abide by the blockade. If Ivar accepts our request and stays the blockade, this will be remembered in the minds of Varanasi and the international community. "The Revolutionary Southern Fleet has taken positions around the island of Justiza, especially around harbours, ports and maritime trade routes. As soon as the final order is given our fleet will seal off the island from any external trade and confine the Justiza navy to their respective naval bases. But as a last show of goodwill we will postpone the embargo until the peace conference in Varanasi has been concluded. We do wish to stress that this is the last concession that we will make. Further concessions will be a clear sign of weakness and we have already endured enough insults. Not so many years ago the brutality of Justiza's crimes would have been enough to justify a full-scale invasion. Luckily for the uncivilized Justinian regime these times are over.

We trust in the abilities of the Varanasi Empire to organise this meeting with haste and careful, respectful moderation."
