The coastline of the Gulf of Fonda extends for several hundreds of km, winding from the mountain range in the north-east to the tongue of land in the south that stretches like an arm towards the island of Constantine. It encompasses the entire Gulf of Ligusa, the coast of Fonda and the mountain ranges to the north that mark the border of Remion and the coastlines of the island of Constantine and the hundreds of rocky islands. The mouth of the navigable river of Trev dominates the majestic and elegant gulf of Fonda. Hundreds of ships pass through it in every direction, the womb of Tiburan civilization.

Fonda is one of the largest and most enchanting cities of art in the Meridian Sea. Capital of the Ligusa region, it is the third largest municipality in Remion. The city dominates the gulf of the same name, since its foundation by the Emperor Valerius Fonda, the city is a fundamental hub of trade for Tibur with the outside world. The city was chosen for its particular beauty by the new President Colombo, who did not hide his love for the Mediterranean climate that reigns in this region.

The Forum would be held for several days, in a part of the city reserved for foreign personnel and leaders. There was also a press office set up in case some members wanted to keep the press updated or officially and not only via twatter. Apart from cultural events programmed as theatrical performances, the leaders were free to circulate in the protected area and huddle in common areas or participate directly in the debate inside the forum room.

OOC: To attend the event, you need to reply to the post: If you want to narrate an informal meeting, such as a friendly talk or exchange of ideas between leaders or other characters, you can use [COMMON AREA] at the beginning of the narration. While if you want a formal meeting, with representatives represented and everything documented, use [FORUM ROOM]. I don't think I have to tell you what is [PRESS OFFICE].

PS: The city of Fonda is actually Naples in reality.

Demissionary Minister of Foreign Affairs Dr. Norbert Schmelzer and Demissionary Vice-Chancellor Fritschler had the feeling that they had to appear on the forum low-profile and humble. The question whether Eiffelland attacking Csengia would have pushed the coin the other way was difficult to answer, but the fact that Eiffelland and The Federation hadn't stepped in definitely led to Remion's defeat, and with that to the current situation in Csengia.

They arrived at the forum venue in the black limousine of the Eiffellandian Embassy (Eiffellandian-built; that bit of showing-off was unavoidable). Both had chosen to wear dark grey suits, white shirts, black shoes, black socks and middle grey ties. Their suits were custom-made, so they fitted perfectly. As acting head of government, Fritschler sat on the right side of the back seat. After stepping out of the car, he waited for Schmelzer to walk around it. Together they walked the stairs to greet President Colombo.

The President of the Republic, Roberta Colombo, was waiting for the representatives of Eiffilland at the top of the 700 'marble staircase inside the palace, where a long red carpet had been placed. Behind the president stood a majestic structure in various marbles, reds, local white, yellow from the former colonies and other imported, all them processed in Baroque composition. The vault of the entrance hall, which housed the wide flight of stairs, was also finely decorated with white lime ornaments on a light gray background. The huge windows illuminated the room and highlighted its colors. The majestic building that developed on 2 floors, with the ground floor open with a finely decorated round archs. In the central part of the building, there was a further elevation with the clock tower, which broke the harmonic repetition of the windows and pillars in Corinthian style.


The President of Remion, waited for the two guests to walk up the first flight of stairs, she was waiting for them on the first space landing, where the stairs divide into two distinct flights of stairs. On either side of the stairs there were several journalists, ready to immortalize every moment of this day, every handshake and glance with their cameras.

"Welcome to the first Forum of the Crisis of Rights and modern Democracies in Fonda" said the President, shaking hands with the guests. "[In Perfect German] I hope the trip was smooth and that we could discuss our problems without any worry and prejudice." She added.

Following the usual photos and a quick exchange of comments, President Colombo let the guests continue up the stairs to the central area of the Forum, while she awaited the arrival of other guests.

His footsteps had a muted echo throughout the entrance hall of the palace as he climbed each of the 700 stairs, methodically ascending to meet with the President of @Remion waiting at the top, purposefully ignoring the din of journalists reporting on the arrival of the man that seemed to embody the concept of San José: El Presidente José Constanza. His Occidental tan contrasted brilliantly with both the marble of the hall and the stark white linen business suit he wore, devoid of any official regalia save for the Josefino Presidential Sash draped over his shoulder, the only other significant contrast in color for his outfit. At his side was, as some derided the more official mouthpiece of El Presidente, the Josefino Minister of Foreign Affairs Gabriel Morales. He was conservative in his appearance by wearing a charcoal grey suit, purposefully deflecting attention away from him and back towards El Presidente. It was all a publicity stunt to the nth degree, unashamed and unabashed, and both El Presidente and the press loved it.

The entire affair was somewhat of a publicity stunt after all: a propaganda tactic to show the Josefinos back home and neighboring Occidentian governments that San José took the fight against the Global Exploitation Conspiracy seriously, or at minimum seriously enough to travel across the ocean to the Corrupt Old World to rail against the conspiracy there instead of on Twatter or through diplomatic communiques. It was all about prestige, about projecting the Josefino brand throughout the world, about Making San José Great Again, and El Presidente was rather good at all of these missions for better or for worse.

He finally reached the top of the stairs where President Colombo was waiting, and flashing a made-for-TV smile to her, he extended his hand for a gentle handshake, stating, "Buen dia Señora Presidenta Colombo. Thank you for hosting such an important international event."

The normally talkative Minister Morales remained silent, only giving a polite, muted smile and offering his own quiet handshake. He knew who the center of attention was, and was more than happy to let El Presidente hog the spotlight at this moment.

In Cayabocan, all peoples were equal. The noble farmer was no more or less worthy than the Secretary-General of the Permanent Secretariat to represent the interests of the People before the global community. Certainly, Miguel Jacobo Ruiz was a man of the people. His presence here came not by status of his birth, but instead through the cunning of his mind and his service to his nation. His appearance was that of a man who long ago had taken comfort over style. He wore a tan checkered suit with no tie. The suit itself had seen better, in fact was made for earlier days, but it was fine for Ruiz.

While a seasoned diplomat who had made several rounds over the years as the Commissar for Foreign Affairs and Coordination, Ruiz wanted nothing more than to live out the rest of his days in peace and solitude on his homestead on the the shore in rural Estibador. An odd location for a man of his stature to retire, but he had hoped the mountains would shield him from the prying and every needy FNT Permanent Secretariat. Clearly, in the era of rapid telecommunication, they had not. Ruiz’s sense of duty to his nation always outweighed his personal interests.

So here he found himself, among the Old World’s most dignified and developed democracies. In the typical fashion of the Old World, they had assembled themselves in some lavish palace far away from the peoples who’s destiny they would determine. While the New World was a favorite pastime, it was by no means the exclusive treasure trove of Old World exploitation. Whether or not they were aware, the leaders of these developed democracies have once again gathered to partake in furthering the status quo and cementing themselves as the benefactors of the Global Exploitation Conspiracy. Membership of the Human Race compelled the Cayabocani to act. An injustice anywhere, even across the Thaumantic, may as well be an injustice to the Cayabocani. Simply, it couldn’t be allowed.

The Palace had certainly lived up to…all of Miguel’s expectations. It’s grandeur had lined up perfectly with the magnificence of the successor state to the Tiburan Empire, itself one of the greatest examples of human civilization. He noticed as many of the art pieces as he could, in particular the pieces of art from civilizations the Tiburans had conquered.

He sighed to himself. Coming from a nation that had been a victim of the Old World’s taste for the exotic and disregard for those who cultivated it, he couldn’t help but feel in his bones the sufferings of all the peoples who’s collective labor contributed to the magnificent structure he found himself in today. A structure that they would be beyond lucky to even see, let alone step foot in.

However, the more pressing matter that presented itself to the Cayabocani Delegate - and one which his aides were frantically working to resolve - was the magnificent, 700 step marble staircase with which the Remion President was positioned. Miguel crossed his hands over his lap as the wheels of his chair met with the red carpet of the the staircase, fully aware of the field day the press must be having.

She shook the president's hand, turned to the crowd of photographers for the photo, and let the guest continue up the stairs.

@Cayabocan Upon the arrival of the next guest, the ceremony was changed out of obvious necessity. It would no longer be the guest to reach President Colombo, for this occasion it was president to go down the short section of steps and join the guest. "Honorable Miguel Jacobo, welcome to Remion, if I'm not mistaken this is your first trip to this country, we hope not to disappoint your expectations." Said the Remion President, reaching out his hand in the direction of the host to shake it. "To reach the other members we will have to take the elevator that has been created in place of the service stairs. It is a structure of more than 290 years and some services were not foreseen in those times. We have made sure to make it accessible to all citizens, regardless of their physical condition, when the structure is open to the public as a museum." The woman said pointing to the side door with her hand. "I will accompany you in person if you have no problem with that."

It was Eidman's decision to personally take part to the 1st Forum of the Crisis of Rights and Modern Democracies in Fonda, Second Republic of Remion, and take it as a chance to meet many foreign leaders and important figureheads and give Ostmark the image of a modern country projected towards a future of mutual and international cooperation. In fact it was Eidman's first appearance in a foreign country, and the first foreign travel of a Chancellor of the tiny germanian state since the fall of the National-Syndicalist regime.

Eidman reached palace on a black OMW-4078 limousine, the same car used by Grasser during institutional events. This time however there is no Sword and Hammer, only the Ostmarkian tricolour flag and a black eagle on a yellow background painted on the back doors. He stepped out of the vehicle and allowed photographers to take a picture of that moment. The Kanzler walked up the stairs, from which he could see San Jose's President Costanza, Eiffelland's Dr. Schmelzer and Fritschler, Miguel Jacobo Ruiz and, of course, Remion's Roberta Colombo. Less than a year ago, Ostmark and Remion diplomatic relations were at an all time low. Today, both countries share the same values and the same ideals.

Less than a year ago Ostmark was considered almost as a pariah state by the majority of Europe, with the only exception being its former socialist and marxist-leninovist allies. Soon after the death of Grasser and Bohmer's decision to dissolve the regime and pave the way for new democratic elections, Ostmark reemerged from years of despair and oppression, giving tangible proof of its immense resilience and spirit. Ostmark had finally recovered from the dramatic and devastating events of the last decade.

He used the formal greet that was usually used in the Southern-Eiffellandian provinces Rhön and Tirol. “Thank you for taking the initiative to organise this forum, and thank you for the hospitality. We will have a lot to discuss, I’m afraid.”

Guten Tag, Frau Präsidentin,” Dr. Schmelzer said in his usual friendly way. From the Eiffellandian perspective, he had no accent in his German. “Also many thanks from my side for organising this forum. Let’s find a way out of the crisis.”

Then Fritschler and Dr. Schmelzer walked further. They kept themselves relatively low-profile; they politely answered questions from journalists and talked to the other guests, but didn’t seek the attention of the people.

The entourage from Guienny arrived and co-mingled with a variety of guests, but for the most part they also kept to themselves. They spoke briefly with the interim President from Eugenia who insisted that they be recognized. There was a smile and a shake of hands between him and the First Minister of Alberche as well as the Foreign Secretary who was there as the nation's top representative. Along with them were several of their own guests, which included some political professors from universities in Guienny and in Remion which they invited along with them. This group was glamorous, well dressed in tuxedoes and dresses. As they made their way up to President Colombo they all shook her hand and exchanged pleasantries.

It was a group that clearly was there to show clout and support. Yet did not seem to have closer bonds of those who perhaps participated in the conflict in some manner as Eiffelland and to a degree San Jose did. Even still Foreign Secretary Amélia Dubois made the most of her limited time with President Colombo and spoke to her somewhat arrogantly in French, "I am pleased to be part of this Forum. I thank you for your hospitality and I, as well Prime Minister Howe look forward to meeting you on a more bilateral level in the near future. I do not wish to take up much of your time, I am sure you are quite busy with all of these guests. I look forward to today's events. Thank you." Photos were taken and they departed after some brief reciprocal words from the President. They all waited in the central area of the Forum for the proceedings to begin.

@Ostmark When Chancellor Eidman joined President Colombo for the customary handshake, the President took the opportunity to congratulate Eidman in personal. "I am happy that you have had the opportunity to join us in Fonda, this will be a fundamental forum for promoting the new image of Ostmark, Chancellor." Stock photos were taken of the handshake. Francesca Colombo let Eidman go, to join the other guests.

@Bajorország As for the Foreign Secretary Amélia Dubois, President Colombo had a slight difficulty in keeping up with the French language. It wasn't a language he knew quite as well as German or Pelasgian, but he still managed to follow the thread. "Thank you, I'm sure there will be an opportunity in the future to organize a billateral meeting." Madame President replied to Dubois, letting her continue up the stairs.

The conference room was located in a modern building, reachable in a few minutes on foot by all the forum guest. The building, in addition to being equipped with the conference room, there is a restaurant area with cooks available, a bar always open and the press room on the other side of the building, open to the public only for communications.


During the first day of the Forum of the Crisis of Rights and modern Democracies, the organizing country, Remion, would introduce the topic of the day. The first part of the conference concerns the exposition of the rule of law in united Pannonia, and the situation following the fall of Pannonia and the birth of the single states of Csgenia, Eugenia and Bourdignie. The exhibition focused on the weaknesses of the European Forum in impore the voted decisions and the unilateral intervention of Tarusan Empire.


"Ladies and gentlemen, you have the right to speak, you can express your opinion on the matter or propose a different topic at the end of the day. Each day will have a chairman of the session, who will be able to introduce a topic of his choice connected to the forum. Today I had the honor, tomorrow it will be a member randomly drawn by a computer.

Returning to today's discussion, the Second Republic of Remion does not hide its concern for the growing threat of the Tarusa armed menace that lies a few kilometers from our borders. Our intervention, even if motivated and legitimized by the European Forum and Verdugo Peace Plan, did not find the necessary support and with the support of Serbovia in favor of Tarusan, we could not help but withdraw.

We currently believe it is more important to consolidate Eugenia's security and her international status. In this regard, a normalization of the relations between Vrijpoort-Eugenia and the consequent recognition of the Republic of Eugenia would be welcome, as well as a unanimous condemnation of the inhuman policies applied by the Kingdom of Csgenia towards the Zaran population residing within them."

Remco Mahbubani, Vice Minister of Gallo-Germanian Affairs with Overseas Relations and Cooperation Vrijpoort, had arrived a tad late with his small delegation of aides. A senior diplomat with decades of experience, Senior Minister Weldaad had chosen him herself to ensure that Vrijpoort would have one of its most experienced and strategic thinkers and speakers at this congress of nations. His charm, wit and warm smile easily broke the ice and made quick friends, especially at after-hours functions and dinners. But today, on the first day of the proceedings, he had a calm air of seriousness about him. He had quietly slipped into the chamber while President Colombo was speaking and took his seat at the table where a little sign labelled 'Principality of Vrijpoort' marked his spot. Two of his aides sat behind him against the wall with the other assistants from around the world.

Mahbubani took a sip of sparkling water and pressed the button on his microphone, thereby illuminating the small red ring of a light around the device to indicate that it was on. He nodded respectfully to President Colombo as bowing was the Vrijpoorter custom of showing respect and greeting someone, and he began to speak in German, knowing from experience that on this continent it would be the easiest language for the live interpreters behind the glass windows to switch into the variety of tongues spoken here.

'Your Excellency President Colombo, may I first apologise for my delegation's tardiness. Our KLM flight was delayed due to some strong thunderstorms off the coast of Vrijpoort. Naturally I would have liked to have arrived earlier to greet you appropriately, but I am sure there will be plenty of time for informal discussions and conversations over the coming days.' He gave a genuine and warm smile before proceeding.

Mahbubani gently rested his hands over each other as he continued.

'Indeed, figuring out the course of rebuilding and stabilising the new countries of the former Pannonia is why we are all gathered here today. It is well known across the world why Vrijpoort has, from day one, refused to recognise breakaway states from the former Pannonia. It is, simply put, due to the fact that the rule of law and democracy were not engaged to make these decisions and we, as a country built on legal institutions that allow society and trade to flourish, are extremely nervous of a dangerous precedent being set. Secessions were declared and war broke out. Granted, the circumstances that led to this tragic civil war perhaps explain more than a little on why the de facto leadership of these breakaway states chose that faster and undemocratic route. Violence and a brutal regime led by the late PM Kovács contributed to a climate and environment not best suited to the lengthier course of democratising the future course a people should take.'

'Under the law, as far as we see it, Csegnia is the legitimate successor state to Pannonia as it holds the former Pannonian capital of Kispest and retained many of the institutions of the former Pannonian government.'

He paused here to take another sip of water and allow his words thus far uttered to settle slightly.

'That, however, does not mean that the breakaway states are at this point to be classified as illegitimate or wrong in their pursuit of independence and prosperity. As I have said, circumstances were and are influential in their creation as well as the methods of such creation. It also does not wash clean the slate for the current Csegnian government and former Pannonian government and military commanders who may have been complicit in war crimes or other illicit actions. While my government does indeed recognise Csegnia as a sovereign entity, that does not mean that we approve of all of its actions. And as the most multicultural country on this planet, Vrijpoort would be the last to condone the persecution of an ethnic minority. I myself am the child of poor immigrants from Madaray and know what it is like first-hand to grow up as a minority.'

'Madam President, you opened this forum with the hope that Eugenia could normalise diplomatic relations with the world, including with Vrijpoort. I say to you now in front of all gathered here today that Vrijpoort is not against doing this and is even prepared to recognise Eugenia and Bourdignie and other new states. We want nothing more than to align the continent back on the path towards stability and prosperity. Yet to do so we feel it important to discuss elements of democracy that have so far been largely ignored. And, to be perfectly fair, we understand why these elements have been ignored. For in the throws of war the very survival and existence of oneself takes precedence over the formalities, however important and critical, of a democratic society.'

'It is my sincere hope that here, together, we can all engage in important discussions on how to solidify the current state of affairs in a bed of democratic concrete, even if poured and cured after the foundations have already been laid.'

The Deputy Minister switched off his microphone and gave a respectful nod of his head first to President Colombo and then to the representatives from Eugenia.

OOC: I am writing now to clarify that: There are no representatives of Csgenia and Bourdigne. @Vrijpoort
At present there are: Remion, eugenia, Ostmark, Eiffelland, Kingdom of Guienny, Cayabocan, Natal, Vrijpoort and San José. These are safe, other nations are afk, so I don't know.

"Unfortunately, the governments of Csengia and Bourdignie are not here. But let me speak in Bourdignie's favour. Mr. Mahbubani, no matter how the states of Bourdignie, Bécs-Altstadt and Eugenia emerged, they are there, and they have to move on. The best way for them to move on, is that they are recognised. You are already voicing Vrijpoort's willingness to recognise Eugenia, which is something I would laud. I would like to ask the government of Vrijpoort to recognise Bourdignie and Bécs-Altstadt as well."

The dialogue between the various parties already seemed a bit tense as there were natural disagreements that likely stemmed from tragic circumstances in which Pannonia found itself over the previous year. More of less that these tragic circumstances were of course brought on by the neighboring parties all together, but this was just how the end of a democracy happens. Monarchies have succession crises, Republic will have civil wars. Both usually succumb to foreign influence. Not all outsiders would find the ending of the story proper. That said, Amélia's own feelings toward these infantile babbles of supremacy we not of much importance to what she had to say and so she'd deviate a bit when beginning her own introductory speech. This was a forum, not a debate.

"Bonjour mes amis..." —she continued as the translators would be forced to work harder. "I am certainly pleased and honoured to be here in Fonda today. It is not often we are all together in one place to discuss one topic of such great importance. As you all know, my country elected not to partake in the calamity that was the dissolution of the Pannonian Republic. It was not that this issue was not important, instead that it was an issue that had to be solved by the people that were part of Pannonia. Almost uniquely among the participants here, my country has yet to send materials, men, or anything so much as a diplomatic letter to this region. I believe that gives us a certain je ne sais quoi at this forum. My words are to be carefully considered.

"Ladies and gentlemen, let us not trifle with the past and instead look to a more pleasing future. Csengia is a Kingdom, it has a junior partner in a different sense, that being Pojazerná. My government looks to recognize them. They exist. Equally so, it would be ignorant to not consider this Eugenian Republic and the Bourdignique as existing as well. The sooner we come to terms to this, the sooner we may make progress. It is my belief that Eugenia exists by sheer luck, or perhaps a total lack of desire on the Imperial forces of Tarusa. This will not be something that will be permanent. What we must ask instead of whether or not to recognize these entities is instead, how do we care for them? Do we care for them?

"The last question is important to consider. For if my country is not to care for them, surely they are weaker moving forward. As such it is important to understand if, and if so, how we must bridge any problem.

"There was a definitive question at hand here and it is best we not stray from it. How do we assist Eugenia. Mister Mahbubani you may posit the law and lean into your greater sensibilities for it. I will not. Here, I am the law. I will ask again, how we must bridge any problem here? The question is democratic legitimacy if I recall Mister Mahbubani's words correctly. Then we must establish it here and now. There is no other answer, there is no other time table. We set forth the path in which democracy may flourish. If we do not achieve that here, this endeavour is but a failure.

"That means but one thing. We all must leave this Forum some days from now, recognizing the future democracies in this region. Those same democracies must have elections, referendums, and constitutions this year, no... before the next month if possible. The autocracies of former Pannonia, they must be tacitly acknowledged or as Guienny shall do, recognize them as well. From here, we know what exists and what they shall become. From here, we may decide whether or not we stand with Eugenia both militaristically and economically. This process is not difficult, and anything less than this draft process is a non-commitment to democracy. Guienny is willing to stand for these new democracies should we come to terms together, but without mutual friendship in this endeavour, we are better not committing to any of this at all.

Which leaves me with again one of my original statements, no, questions... Do we care for them? Yes? Then we commit. No? Then we best prepare to acknowledge what it is we do care about. Guienny knows her the answer to this question and is prepared for your answers."

She turned off her microphone, and waited. It was a direct way with words. Maybe good, maybe bad, but it had purpose. Her aides were scribbling down some notes and exchanged some with her on the variety of points she could have made or should think about later. She would turn to them and nod. Beside her the First Minister of Alberche sat stoically. He would most likely not speak at this conference on this topic, but was there to carefully acknowledge and oversee the commitments that might be made.

The Ebrian delegation was present, as it was a democratic state that even neighboured and held a long history of friendship with Remion, with slight exceptions, especially when it came to the Remis handling of the Papacy. Even so, Ebria usually positioned itself as a bridge between the Tiburan nations to the north western coast of Gallia, such as Guienny, Alberche, Oesgallia and the Holy Frankish Empire, and also with the nations in the south east, such as Remion. For many decades, if not approaching a century by now, the main direction of Ebria's foreign policy was to foster and develop a sense of Pan-Tiburan unity with the successor nations of the Tiburan Empire in Gallia and Germania. The Ebrian delegation was led by Ada Valen i Codony, a small and frail woman, into her 70s, but one of the most experienced Ebrian diplomats. When one looked at her, one could see that she did her best to look as chic as possible, and used a liberal amount of cosmetics and hydrating cremes to hide her age, something that made her look slightly younger, as if she was mid 60s. Even so, she had a strong and quite authoritative voice, and she knew that when she spoke, she had enough energy to turn people towards her.

She already left a sense of antagonism towards the representative of Vrijpoort, but she did her best to hide it, as she felt that he acted as if it was his duty to legitimise a Csengian hegemony over Pannonia, something that not even Tarusa had the audacity to do, especially as they knew it was impossible. She then turned her eyes towards the Eiffellander representative. She wasn't impressed. She knew Eiffelland was a rich country, with a powerful military, but its people and politicians were always too eager to please others, and taking too much time thinking and being concerned before acting. She was happy that the Eiffellanders started to show some pro-active approach, especially now with the Tarusans being overly active, but she was the happiest knowing that at least the Franks from the Holy Empire were more hot-tempered and hot headed and took that from their Tiburan blood, leaving behind the Germanic cautious approach. Amelia Dubois was a surprise for her. She liked her, as she seemed feisty, having a no-nonsense approach. She could literally see herself as a younger diplomat in her.

"Bon dia, senyores i senyors," she first greeted in Ebrian, and then again in Remi as a way to acknowledge the hosts. "I would say it is my duty, first and foremost to congratulate the Senate and People of Remion for organising this forum that brought together democratic nations," she then took a glance towards the Gran-Occidentian and Josefino delegations, "and anti-imperialistic ones. The bad news is that we really had to go through a tragedy like the Pannonian one to truly understand the need of this coming together.

But now, I would say we must get to business. I for one commend the Guiennese representative's viewpoint. We are not archaeologists or historians trying to build a narrative out of scarce documents. We are here as diplomats and politicians and for that, we need to understand that the past is the past and we must sort the issues of the present to offer the best version of the future. The truth is, that Pannonia is down and we have two republics, and two absolute monarchies that replace it. There's also Thalgau, but that is a special case. But, it must be made clear that we have an imperative duty to aid the peoples of Eugenia and Bourdignie in building up viable and efficient nation states that can defend themselves. I must say with sadness that we have let down the people of Pannonia, as we ended up seeing the demise of a democratic republic and the rise of absolutism in half of its territory. Politics aside, it should be our duty to aid the peoples in regions devastated by war, especially when we see cabals that took over the area and are threatening the region with totalitarianism and war.

Sadly, there is nothing to be done currently but accepting the status quo, and recognising Csengia and Pojazerna for what they are. That is, because if we want to lend a helping hand to the people living in the two newly proclaimed kingdoms, we must not antagonise their authorities. At the same time, we must guarantee the territorial integrity of the nations of Eugenia and Bourdignie, and make the world understand it, so as to not repeat the chaos, destruction and suffering of the Pannonian Crisis and its subsequent war. We do not condone what is happening in Csengia or Pojazerna, but we must also not be stubborn about accepting reality and the errors that have taken place and we must move forward in aiding the Pannonians.

As for Senyor Mahbubani, I have just one thing to comment. Under the law that I see and follow, Csengia and Pannonia are two separate entities, and Csengia has no right to represent itself as the legitimate successor of Pannonia. The latter was a multi-cultural, multi-confesional democratic republic, where legally, even others than the Bajorans could have had the right to rise to power. Something like that cannot be seen and won't happen in Csengia, which is now a unitarian mono-ethnic absolute monarchy. In my eyes, the Csengian government is nothing more than a petty Tarusa, too weak to be the bully it truly wants to be, too cheap to present itself as an Empire, even if it dreams to be like that. But the thing with Catholic Empires is that one needs the Pope to crown the monarch, to truly be an empire. Csengia is its own entity which has Kispest as its capital and uses Bajoran as a language, that's pretty much the common ground it has with Pannonia. In the same way, we can say that Remion too is all but the legitimate successor of the Tiburan Empire. It has the city of Tibur within its borders, but still, is a liberal and secular republic, completely different from the Tiburan Empire, especially in its latter days, when it was Christian and much of the political authority it had came to be seen as emanating from the Church and God. No! No! No! Csengia is as much a breakaway state from Pannonia as is Bourdignie or Eugenia, it just has the geographic accident of having Kispest within its borders. To claim it as emanating from the late Pannonia is a dangerous rhetoric, as it can fuel irredentism even more."

She turned off her microphone and waited for the others.

Fritschler and Dr. Schmelzer were both trilingual German-French-Engellish. As a result, they did not need the translators to understand Foreign Secretary Amélia Dubois. Furthermore, Schmelzer spoke Pelasgian and Spanish. He could make something from the Ebrian diplomat Ada Valen i Codony, but decided that it would be better to rely on the translations.

This time it was Fritschler who started to talk. He realised that the translators might have a bit of a problem with his Southern-Eiffellandian accent, so he talked a bit slower than he would normally do.

"I agree with Mrs. Codony that we have to be realistic. No matter what our opinions on the types of government in Csengia and Pojazerna are, those countries are there. That is also the reason why Eiffelland recognised Csengia and Pojazerna, while having recognised Bourdignie and Eugenia earlier in the conflict. But like Mr. Mahbubani said, our recognition of Csengia and Pojazerna does not mean that we condone the way the governments of Csengia and Pojazerna rule their countries.
I also have to mention that we consider all four countries eligible to claim the inheritance of former Pannonia, in the form of assets, possessions and diplomatic representation. Indeed, Pannonia is dead, and Bourdignie, Eugenia, Csengia and Pojazerna are the heir apparents. I am not talking about Thalgäu yet, because its status is still in the process of materialising. Should that become an independent country as well, then it will get its share from the inheritance. That is how the situation will be dealt with in Eiffelland. And I think that this is also the way we should look at the problem.
Eiffelland has already guaranteed Bourdignie's safety, and that is something that has already been decided upon by Parliament. We also set up an economic cooperation package with Bourdignie, and are willing to do the same for Eugenia.
Last but not least, I want to turn your focus to Tarusa's threats towards Ostmark. Remember that Tarusa cut off the natural gas deliveries to Ostmark last Christmas, while the country was in the middle of a revolution. Since then, Tarusa has repeatedly threatened to invade Ostmark. The problems we are facing, not only take place in Former Pannonia.

After having patiently waited for his turn, Chancellor Walter Eidman stood up from his chair and cleared his throat. He briefly looked down to his papers, where he had carefully taken notes of all the things that have been said, aswell as a few words and topics that he had previously planned to put forward during the ongoing meeting. He checked if his microphone was active, by tapping it a couple times. He then proceeded to deliver his speech, the first of his speeches in an international meeting.

"Guten morgen Ladies and Gentlemen,


The Republic of Ostmark has up until the very last moment hoped for a political, if not peaceful resolution, of the Pannonian Crisis. Up to the very last moment my government had hoped for a preservation of the integrity and sovereignty of the Pannonian State in its former borders so as to defend the status quo that for a long time had preserved peace and stability in Germania. I think it would be superflous, by now, to recall all the events that led to the ultimate and irreversible disintegration of Pannonia and the emergence of all the break-away entities that have been mentioned so far.

In fact, Ostmark was one of the last countries to recognize the sovereignty and independence of the aforementioned polities, but we have pragmatically recognized them in the end because refusing to accept or even outrightly deny the existence of de facto independent and sovereign nations was simply irrealistic and completely detatched from the reality of facts. It is for this reason that, as of today, Ostmark fully recognized the existence and independence of the Pannonian successor states, so as to facilitate the democratic and national development of the new nations, so that they may recover from the devastating crisis they have been facing, with the help of the international communit. It is a situation that my country, Ostmark, is sadly accustomed to.

But if we can say that Ostmark has only recently reemerged from over a decade of economic recession, of social and political upheavals, of state coups and revolutions, we cannot deny the fact that little or no foreign influence has played a role in the events that have occured in my nation, as opposed to the dissolution of Pannonia where many foreign actors have played a role, sometimes for the good, sometimes for the worse, in shaping the current situation in central Germania. It is a situation that needs to be addressed, constantly, by the international community so that it does not provide new fuel for further escalations and tensions in times when we need peace, stability and international cooperation, more than ever before.

It is true, as wisely stated by Eiffellander representatives in this forum, that Ostmark has repeatedly received threats from the Tarusan empire, not to mention the cessation of gas supplies in the midst of a national revolution and an extremely complicated transition of power from the National-Syndicalist regime to the democratically elected legislative body of the newly reformed Republic of Ostmark.

While we do believe that most of said threats seem to be more directed towards the Kingdom of Eiffelland and its foreign policy, rather than genuine threats against my nation, we do not deny that the Tarusan expansionist sphere of influence puts us in a rather unpleasant situation. How will we defend ourselves if the international community does not reach an agreement in time, before a real invasion takes place, should it ever take place? I represent a small nation, that in no way is capable of defending itself against forces that outnumber us 1 to 20, should ther ever be a military confrontation. Who will defend the hardly achieved democratic freedoms and rights of the Ostmarkian people, and of all the free peoples of Germania and Europe, should the international community lack the strenght to prevent another crisis from taking place, this time in the remote north-eastern corners of Germania?

Next to the, for a lack of better descriptor, peacock that was El Presidente, Foreign Affairs Minister Gabriel Morales was almost invisible, yet he was the one who to the trained eye exuded more gravitas and statesmanship compared to his boss. He was a career diplomat and bureaucrat after all, a consummate professional who had mastered the ability to filter some of the more... excessive statements uttered by President José Constanza into more diplomatic language while maintaining the overall message that more often than not included some mention of the Global Exploitation Conspiracy. Moreover, he was a true believer in said messaging, which made him all the more formidable to others.

There was a tacit agreement between President Constanza and Minister Morales that, for the most part, the latter would do most of the talking in order to minimize the gaffes that would otherwise occur if El Presidente was given the microphone for too long. He was bombastic, pompous, and utterly egotistical, but President Constanza was no fool, and he trusted his Minister completely to represent the interests of El Presidente and, by extension, the Josefino people perfectly. Besides, President Constanza was too busy glaring at both the First Minister of Alberche and Señora Ada Valen i Codony, the latter because of her pointed exclusion of San José from the ranks of 'democratic nations', consigned instead to that of 'anti-imperialistic ones', the former because he had a long history of... disagreements regarding the proper amount of respect Alberche was due for its role as a former colonial master.

Therefore, while El Presidente sat and wisely resigned himself to simmering with annoyance, Minister Morales waited for Ostmarker Chancellor Walter Eidmann to finish speaking, then turned the Josefino delegation's microphone on, an act some in the Forum were likely dreading, and began to speak:

"Señoras y señores, buenos días.

I begin with a necessary preface: San José prides itself on enshrining and prioritizing its principles, even at the short-term cost of pragmatism, specifically those related to combating imperialism, colonialism, exploitation, and oppression whenever and wherever it appears. This preface is deemed necessary for the following statement: San José at this time will not agree to recognize the declared Kingdoms of Csgenia or Pojazerna as sovereign and independent states, regardless of what the rest of the Forum declares itself to do.

Our reasoning is simple: we do not believe that these declared kingdoms are, in fact, sovereign or independent. Far from what Señora Ada Valen i Codony states, that 'we must also not be stubborn about accepting reality,' we counter that it is she and others thus far in this Forum who are not accepting reality. These are puppet entities, brought into existence through naked imperialism from the Tarusan Empire and propped up by the same. Remind us, if you please: who installed the current declared Queen of Csgenia? It was certainly not the Csgenian people. Who turned the declared Republic of Pojazerna into a vassal kingdom to Csgenia? We Josefinos doubt the people there had much say in the matter. They are, at best, vassals to the Tarusan Tsar, at the very least Pojazerna is indisputably a vassal to Csgenia given they share the same monarch. We are curious: what kind of sovereign and independent entity is that? Perhaps an argument could be made during medieval or baroque times, as some in the Old World may wish to revive, but this is the twenty-first century, and this form of imperialism has no place here, especially amongst those proclaiming themselves to be in defense of democracy.

Contrast that with the Bourdignian Confederation and Eugenian Republic, whose governments were created by and for the people seeking to protect themselves from Csgenian exploitation and violence, and despite the best efforts of some in Eugenia to be annexed by neighboring powers, such did not happen. Neighboring states such as Eiffelland and Remion did not conduct themselves as imperialist powers like the Tarusans, but instead as supporters of freedom and democracy, bringing true sovereignty and independence to these successor states to the Pannonian region.

Señoras y señores, there is no equivalency here; Bourdignie and Eugenia are sovereign, independent states dedicated to democracy, Csgenia and Pojazerna are not. And to say that there is a difference between recognition and condoning as Vice Minister Remco Mahbubani or Vice-Chancellor Fritschler would argue, we state that such a difference is tenuous at best, and instead encourages further Tarusan imperialism against other powers such as that of Ostmark, which Chancellor Walter Eidman so correctly fears. Therefore, San José warns this Forum that, should we give the Global Exploitation Conspiracy a centimeter by recognizing the Tarusan vassal kingdoms of Csgenia and Pojazerna, they shall take a kilometer, and we will be back here discussing whether or not we should recognize a Tarusan vassal kingdom of Ostmark.

It is only through a collective show of strength, of resistance to the imperialism of the Global Exploitation Conspiracy based in Tarusa and extending its malicious tendrils westward as we speak that we shall protect those like Ostmark, or the newly independent states of Bourdignie and Eugenia, or established powers such as Eiffelland and Remion from further aggression and advancement of this insidious cause. That is what San José believes fully and completely, and we encourage those assembled here to reconsider their priorities of pragmatism versus principles before we go any further in this discussion."

The microphone was switched off, and Minister Morales leaned back into his chair, with El Presidente taking time off from his icy stares towards his antagonists to nod approvingly at his minister's statement. San José had finally made its presence known, for better or for worse, and it would be interesting to see how those assembled would react to such a presence.

Eugenia was led by interim President Armando Fontana. He was becoming an older man but was known for his exploits in the the restaurant and movie industries. He was beloved for the fact he scored a goal for Pannonia's football team in 1973 that took them to the World Championships. Never mind the fact that he was a rubbish player, he was there to tap in a goal on the far post. His legend was cemented among the Eugenians. Nowadays the man was routinely seen smoking strange looking objects, getting drunk out of his mind, and having parties with women well too young for him. None of this matter, he was interim President because his wealth allowed him a seat in Congress and everyone else hated each other so much in Congress he was seen as a great compromise. Now he sat in Fonda enjoying conversation with world leaders, sipping all kinds of alcohols and occasionally pointing out that they should do something good for Eugenia. He turned on his microphone after some fidgeting. He knew he had to speak, else the Congressmen back home would be disappointed.

"My dearest friends! I am overjoyed that you are here to celebrate democracy in Eugenia. I have spoken to many of you about the virtues of democracy in Eugenia and the guilt you would feel if my poor nation were not to have your military assistance on our borders should we be invaded. Snuffed out like a candle in the wind. Democracy is precious!"

"As you might notice, I am not fully a President. I was elected by Congress, but not the people. This is a tragedy for some, but I must admit I enjoy your company. The drinks are tasty, and the people delightful. Eugenia finds itself among friends, even if they do not realize it yet."

Fontana didn't have too much to say really, but knew what he had said while whimsical, polite, and perhaps funny, wouldn't cut it. So he took a gulp of his martini dragged on...

"Eugenia wants your help. We need recognition, we need your military assistance. We have a very large frontier, and we need help to dissuade anyone from crossing it. Pledge your assistance here at this Forum and you'll have our love, but also your back in anything your own peoples need from us. Thank you."
