Given the tumultuous events that had transpired yesterday, it was perhaps surprising to most representatives that President José Constanza remained reserved, at least thus far, throughout the beginnings of Day Two of the Forum. After all, a man as egotistical and pompous as someone who enthusiastically carried the title El Presidente could easily be expected to thump his chest in triumph over the forces of corruption and agents of the Global Exploitation Conspiracy in Eugenia and the proclamation of a much friendlier and hopefully more responsive Socialist Republic of Zara. Yet, it was primarily because of the man sitting next to President Constanza, Foreign Minister Gabriel Morales, that the impulsive Josefino Head of State retained a polite silence.

Following a stern and mostly private rebuke by the Remi President Colombo, El Presidente had retired to his quarters to confer with his Foreign Minister about how to go forward. Unlike his boss, Minister Morales was level-headed, calculating and strategic, and he recognized that the situation was delicate at best, on a knife's edge at worst. Many of the more conservative nations present would have been willing to tolerate a bumbling, ineffective Congress of Eugenia, likely so they could manipulate the entity to their own selfish ends. But thanks to President Constanza, the situation had been complicated and a much more proactive, less compliant Socialist Zara had been born through El Presidente's demagoguery and impulsiveness, and though this was a striking victory against the Global Exploitation Conspiracy, the gains needed to be consolidated. This was where Minister Morales came in, as he always did, to put a more professional and diplomatic face to San José. It was subsequently agreed that, to reacquire some good graces of Remion and to prevent further exacerbation of a fragile situation, President Constanza would refrain once more from most public speaking and would instead leave it to his Minister to protect the progress made thus far. After all, El Presidente already achieved his victory in a trademark fashion, his immediate desires were satiated for the time being and he could resign himself to sipping coffee, observing the proceedings.

Nonetheless, he could not help but nod in obvious approval to President Colombo's accusation of hypocrisy towards Foreign Secretary Amélia Dubois regarding her refusal to recognize the Socialist Republic of Zara. The delegation of San José's distrust of Guienny's intentions at this Forum was growing with every hour that passed. Their lack of commitment to opposing Tarusan aggression was increasingly troubling, and this latest declaration to not acknowledge real progress in the region for democracy seemed to be a personal insult to President Constanza. Nonetheless, he held his tongue, sending a knowing look to President Colombo to reassure her no further trouble would come from him for the immediate future. Despite his continued conviction that his actions yesterday were completely justified, he respected the delicate situation President Colombo was in, as well as acknowledgement of her tact in keeping her rebuke private rather than public. He also was sure to express quiet approval of Eiffelland's willingness to recognize Socialist Zara as the true representatives of the Zaran people, implying he would make efforts to cooperate more closely with their intentions. Such was the nature of international diplomacy at its core.

Meanwhile, Minister Morales activated his microphone to respond. "San José expresses its severe misgivings over the current refusal, or perhaps charitably the present inability, of this body to come to a consensus regarding which successor entities shall be recognized as legitimate and which shall not from the ashes of the Pannonian region, especially given the clear differences between the openly democratic entities of Confederate Bourdignie and Socialist Zara versus the Tarusan vassal kingdoms of Csgenia and Pojazerna, as such a refusal projects inconsistency and internal division. These are weaknesses that agents of the Global Exploitation Conspiracy are eager to exploit in their quest to spread their vile oppression throughout Europe, and we must lodge a formal warning that such inconsistency must be resolved sooner rather than later. Nonetheless, out of respect towards both Dr. Schmelzer and President Colombo, we shall refrain from commenting any further on this for the immediate future in a collaborative effort to keep the discussion progressing. We do this, however, under official protest, and let such be noted for the record."

"In regards to the main topic for today's discussion at this Forum, San José supports the establishment of a strictly defensive alliance arising from this body, and agrees with President Colombo's wishes that this treaty of international military defense be simple, straightforward, and focused in its purpose. Namely, the containment of any and all aggression originating from or aligned with Tarusa, an entity that over the past few months has clearly established itself as dangerous, imperialistic, and rarely if ever receptive to diplomatic reasoning and restraint. The breaking news that it is the Tarusan Navy who was responsible for the barbaric attack on the merchant ship Oyleric and the subsequent detainment of its surviving crew over undoubtedly trumped up suspicions and charges should be reason enough to recognize that no other entity, state or non-state, is as grave a threat as is the Tsardom of Tarusa, at least none that requires such a Forum to be organized."

Minister Morales paused to look squarely and coldly at Foreign Secretary Dubois. "Make no mistake Señora Dubois, that concern over insulting the Tsar should be the very least of our concerns, as the Tsar insults all of us daily through his direction of aggression towards our peoples, our economies, and our very way of life. To dilute the scope and capabilities of this alliance leaves us vulnerable to a clear and present danger, and we in San José do not understand how certain powers do not recognize the gravity of the situation as clearly as the Remi Republic, Eiffellander Kingdom, or Ostmarker Republic among others gathered here. Even the Grand Archipelagic Republic of San José, so far removed geographically from the front lines of this battle against the forces of absolutism and corruption, recognizes this fact, which is why we are gathered here yesterday and today. At least, that was our understanding. Perhaps Guienny has a different understanding as to why we are here."

He then refocused his gaze to the group as a whole. "Regardless, again in the interest of not derailing progress, San José is open to modifying the vocabulary of such a pact so that its goals remain focused but not tunnel-visioned. For instance, regarding membership, we propose modifying Dr. Schmelzer's proposal in a way that, while its primary purpose is a strictly defensive military pact to all interested parties present in this Forum, it shall have a secondary purpose of guaranteeing and protecting the current territorial and political integrity of Bourdignie, Bécs-Altstadt, and Zara from all powers and entities who are not members of this pact. Such protection and guarantees can be extended Thalgau, should its referendum be completed on the 1st of October with no further undue interference and to the satisfaction of those assembled here, though that may require further discussion depending on the timing of the creation of this pact."

"Through this two-layered structure, San José believes that the pact shall have the flexibility of resisting all potential and hypothetical aggressive forces we have not foreseen instead of exclusively Tarusa, and committing firmly to the development and nurturing of democratic successor states to Pannonia, free from malicious interference by the forces of tyranny and exploitation. We hope that such a proposal meets the approval of all assembled here."

Minister Morales then switched his microphone off, and El Presidente continued to hold his tongue despite his visible, though mild, irritation. He was not happy with the idea of compromise, with the very idea of pragmatism trumping ideals, yet he now had a much clearer personal goal aside from the spreading of Josefino, and more specifically his, prestige. He now had a personal commitment to the protection of the spread of socialism to the Zaran people. He made a public pledge to not abandon Socialist Zara, and a private pledge to President Colombo to provide military assistance should Zaran independence be threatened once more, and those were promises President Constanza was going to keep.

Ada Valen was caught between two main ideas. She wasn't a fan of socialism and all the revolutionary rhetoric, but at the same time she was all for the empowerment of the worker and the righteous reward for labour. She was unsure what to say in regards to Presidente Constanza's short trip to Gonzaga that ended up with the replacement of a Republic of Eugenia whose congress forgot that it was interim and had to organise elections, end ended up with a military coup that declared itself socialist. While she wasn't a fan of socialism, she could respect the soft power el Presidente and San Jose had. A part of her was even jealous of it.
"I am all for it. It is clear that the European Forum was constructed to keep the peace post the Great War, and this status quo must be respected. While we, the Crown of Ebria are quite ambivalent towards the current developments, it must be made clear, that the long peace that gave us a good life up until now was set up by the EF and its status quo. The Empire of Tarusa has upset this status quo, the same can be said of Serbovia. It is easy for them to call upon changes of the status quo, as they are revisionist powers, flourishing on ideas that the status of the world ought to be changed, with them at the helm of the people of the world. Let us not be fooled by that. It's clear that the world view of the Tarusan Tsardom and its allies is one based on the right of might and thus everything they can conquer is fair game for them. The EF should be there to stop it, but its impossible it seems. The Crown of Ebria is all for a defensive alliance that can bring the free world together so that we can stop this onslaught," stated Ada Valen i Codony.

For the 2nd day, Ada Valen and the Ebrian delegation has managed to invite the Josefino President to a private meeting. Probably as it was imagined, the day didn't go as it hoped and any views of grand alliances flew off, hence it was all about personal diplomacy. The room was typical for the representatives present in Fonda. The Ebrian delegation invited the Josefino one at the end of the day.

Ada Valen took the bottle of rum she had in the room, an Ebrian made one. She mixed it with some ice, mint and tonic water to make up a homemade mojito. It wasn't something as fancy as a bar made one, but it was the best she could do, and she hoped El Presidente loved it.


"I know it's not fancy, but it's not as weird as Cremat," she said as she greeted El Presidente Jose Constanza, referring to a traditional Ebrian rum based cocktail, with cinnamon, rum, lemon and coffee beans, typical of Ebria. "I know I am not that fancy as to keep up small talk, but we need to discuss serious stuff. The Pope Arrived in Ebria and will ensure a new era is upon the Catholic Church. I want San Jose to be a Part of it. If I managed Remion to calm down and accept the rights and duties of the church, I hope I can do the same with San Jose, with your help," Ada Valen said as she pointed to El Presidente wih her drink and taking a sip.

"Just imagine, the Pope supporting syndicalism, trade unionism, everything that represents welfare socialism..." she said waiting to see what Jose Constanza has to say. "A Concordat that aids San Jose as much as it aids the interests of the Holy See," she said enticing him even more.

This time it was Vice-Chancellor Fritschler who took the floor.

"Minister Morales, Minister Dr. Schmelzer and I consider your proposal for a defensive alliance a very good one. Eiffelland agrees with this proposal. Minister Valen already phrased very well why we should go with this proposal to keep Tarusa and its ally slash puppets at bay. We have nothing to add to her words," Demissionary vice-chancellor Fritschler said.

A satisfied sigh escaped President José Constanza's lips as he took his first sip of Señora Ada Valen's homemade mojito, savoring its refreshing taste and the subsequent warmth that spread through his torso. Ebrian rum could not compare to rum grown and brewed in San José, but it still had its charms with its distinct flavoring, and at least wasn't a watered down, overly sweetened and ultimately unpalatable rum from the neighboring Georgia colony. Besides, El Presidente could not help but respect the drinks from anyone that were homemade, as they were works of art from amateurs who loved their creations and wished to share them with the world. Also, his curiosity was peaked by the mention of Cremat, as he was always eager to try exotic concoctions, and the mention of diplomatic developments with Il Papa secured his attention.

San José, for all its revolutionary bluster, remained a staunchly Tiburan Catholic nation, albeit one centered around what was locally known as
. Centuries of heritage was a difficult thing to dislodge, and the Josefino's reverence for Il Papa and the Church could not be ignored by even the most ardent Collectivist. President Constanza was no exception, for he firmly believed that Communionist Catholicism was essential to the San José way of life and, more specifically, his popularity with the faithful. His private, personal reverence in regards to the faith was ultimately irrelevant in such a calculation, he was a publicly reverent Tiburan Catholic through and through, and it kept the Church and its congregations at least tolerant of his tendencies towards hedonistic debauchery and other impulsive statements.

As Ada Valen described a potential Pope supportive of Collectivist tenets and Communionist doctrine, El Presidente immediately began visualizing the reaction of the Josefino people to the news that he took a major role in, essentially, officiating a wedding between Collectivism and Catholicism. His popularity among the faithful by that point would be nigh impregnable, and his legitimacy to Tiburan Catholics abroad would be ever more unassailable. And at what cost, really? Increased presence and voice of the Church in San José? A Church grateful to President Constanza for their increased inclusion in the affairs of Josefinos and Josefinas? He would pay a much higher price for such an opportunity, this was a bargain in comparison.

Therefore, as Ada Valen trailed off, President Constanza picked up where she left off. "You perceive correctly that San José is a devout nation, Señora Ada Valen, given our history and heritage. We rejoice that Il Papa is active upon the global stage once more, not a moment too soon given current events. It is clear the flock is in need of guidance, and even I can only do so much to inspire the faithful to action against the Global Exploitation Conspiracy. Therefore, I would gladly embrace His Holiness and assist him were he to bless the people of San José in their struggle."

He paused to take another healthy gulp of his mojito, expressing his approval with a small smile. "The main sticking point, which you have correctly inferred, is our Communionist Catholic doctrine, a belief that up to now has been at best quietly ignored by the Holy See, and at times in the past annoyingly condemned by certain clergymen. Securing His Holiness' acceptance of this doctrine as canon and in teaching of the One True Church would make it far easier to myself and the Archipelagic Congress grant the Church more of a role in charity for the poor, education for the illiterate, food for the hungry, and a voice of God to those who waver in the faith."

The smile then became more mischievous as he finished the remainder of his mojito, pulling out a small stash of Josefino marijuana from his breast pocket and two crystal pipes in the process. "It is increasingly sounding like, shortly after this Forum concludes for better or for worse, on the way back to Palmira I will need to make a brief stop in Valls. It's been some time since my last confession, and who better to speak to than Il Papa himself about my sins? I would very much like to take a visible role in the strengthening of the Church in San José, if you'll have me of course."

At that, he offered Ada Valen a pipe and some of the stash, the mischievous grin never leaving his face. The future seemed too bright to him for the moment to express otherwise. Also, it had been awhile since his last hit, and he hadn't the opportunity to partake all day, so that he could be on his best behavior for the Remis.

The President made a quick intervention, she did not think it necessary to bring the discussion into a theatrical way.

"The Republic of Remion is not opposed to the purely aesthetic modification of the agreement requested by my colleagues.We believe that it is only a more delicate form, as long as our intention remains clear not to accept further divisions of Burdogne, Eugenia and other territories by not so peaceful neighbors."

Amélia was not particularly sure how to express her opinion on the defence pact proposal. She needed a bit more from the agreement, but in theory, this compromise was good. It would not single-handedly point out Tarusa and broadly focus on defence of democracies. It would not specifically state the nation that is what the rest of the forum recognized as Zara, but instead recognized the territory instead. However, she knew that would likely still be a sticking point. If the Socialist Republic was to survive, Guienny would still be stuck defending it. She wanted to elevate the Congress of Gonzaga, but really could not find a way to do so. The most important part was that she did not want to allow nations to attack the proper borders of the powers of Gallo-Germania. Having tiers in the system perhaps allowed for that to be quite solid.

"My friends, I think this agreement is quite a good compromise but I would like to make certain things clear in writing. First, that we look directly at the situation and refer to region as Eugenia. It is referenced this way at the European Forum, although I am flexible in the long formatting of this place name with the term Zara or Zaras. I also wish to have the relationships between the two tiers of this agreement solidified. Is there a commitment to station military assets in the second tier states for example? I am not sure Guyenny would be comfortable with this. It is not our intention to have our forces standing to the opposite of Tarusa, Csengia, or potentially Serbovia. Instead, I want to make clear that we have a commitment to defending this region's integrity as defined by the European Forum. As such, I want to make it known that the Kingdom of Guyenny believes that the Verdugo Peace Plan, should be seen as law in accordance with the borders as they are now. Guyenny will see it as such."

Amélia had more to say, but she felt that agreeing to basic terms was more important now. It would be the official document where she would be a stickler on terminology most likely. So thus an agreement was reached in theory between all parties.

Minister Morales pondered the questions raised by Foreign Secretary Dubois, before he endeavored to respond. "Regarding your first point, Señora Dubois, San José is willing to modify terminology in the following manner: 'this alliance guarantees the current territorial and political integrity of the following Pannonian Successor States: Bécs-Altstadt, Bourdignie, and Eugenia (AKA Zara), from all powers and entities who are not members of this alliance.' I trust that satisfies your legal concerns?"

"As for your second point of order, San José would argue yes, a commitment of a certain percentage of military forces from all member states of this pact to stationing within these Pannonian successor states would be ideal, on the grounds that this would provide the most effective deterrent against all potentially hostile forces to these states, regardless of if they are Tarusa or the Holy Frankish Empire or even revolutionary or counter-revolutionary forces within these successor states. Such a stationing would, as you stated, 'make clear that we have a commitment to defending this region's integrity as defined by the European Forum.' To not commit the ground forces of at least some soldiers weakens the message this pact sends to all powers that would seek to further violate and nullify the Verdugo Peace Plan. An additional deterrence would be to state that 'an attack against any of the successor states is to be legally considered an attack on all members of this pact,' but again, the most effective deterrence is the deployment of military forces from member states. I am curious if you have an equally effective alternative to this more direct method of establishing deterrence."

Amélia retorted quickly with her own vision immediately drawn from the hip, "I believe it is not constructive to be having guns immediately drawn at what we know will be de facto the Tsar's men. Effective peace building is perhaps not done from the tip of the sword, but instead simply knowing that a large sword is at the ready. Guienny is willing to station additional troops in any tier one nation."

In truth, she preferred Eugenia or Zara as a buffer to Remion. It was Remion that she cared about, not whatever was in between.

She paused, remembering that she needed to also agree with the change, "—and yes, the modification is suffice..."

Something else that bothered Amélia for awhile also needed to be addressed though. "—but, I also want to have this pact officially named, and rather than declaring it something as vague as an alliance, I would like to have it known as the Fonda Agreement Pact. I believe it will be known as something quite less aggressive this way." Either her Franco sensibilities let her astray on the naming process, or perhaps she was just a funny girl. The Forum would have to determine that themselves.

The room became silent for the briefest second, as those assembled within the Forum Room processed the proposed name for this defensive pact in the making to varying degrees of incredulity. The deafening quiet did not last long however, as what could be possibly described as a snort of contained laughter followed by semi-strenuous coughing erupted from President José Constanza, who fortunately had a half-consumed glass of water in his hand to provide plausible deniability for the eruption of sound. In between coughs he managed a "Disculpe, tubo equivocado." Minister Morales, meanwhile stared blankly at Foreign Secretary Dubois, his expression its usual cold yet unreadable aura. If one looked closely enough, he seemed to be fingering a knife that from a certain angle looked vaguely like a box cutter, though that image quickly dissipated as he switched on his microphone to move the discussion along as quickly as possible.

"Against any other entity, Señora Dubois, your argument would be more agreeable, but given the extremely aggressive actions of the Tarusan Empire as of late, which to continue your metaphor is akin to a dueling opponent with their sword already half-drawn and advancing, I feel that such an approach to peace building is appropriate. Ask President Colombo, I am certain she would agree with my assessment. That being said, if you insist on this being a red line for your government, the proposition of allowing for the stationing of military forces within tier one nations is potentially acceptable to San José, but only if the following clause is included in the text of this pact: 'an attack against any of the Pannonian successor states previously defined...' which as previously described consists of Bécs-Altstadt, Bourdignie, and Eugenia, AKA Zara, '... is to be legally considered an attack on all members of this pact.'" Does this compromise satisfy you and others assembled here?"

"As for the... proposed name," Mercifully El Presidente held his humor this time, but there seemed to be an air of barely contained snickering during the pregnant pause, "... it will do as a working title for now, unless other nations here have other ideas. It is our hope that should all find themselves in agreement with what we have forged that a draft document can be written by the end of today's meeting."

Fritschler did not know what the term "fap" meant, but Dr. Schmelzer did. Fritschler had a baffled expression on his face, Dr. Schmelzer kept his face stiff, like he always did when he heard or saw a referral to something sexual.

After Dr. Schmelzer provided a bit of an explanation, Fritschler said amused: "Sakrrament, die Dame ist a kleines Flittchen." [My goodness, the lady is a little hussy.]

Then Dr. Schmelzer turned his microphone on, and said: "We agree with the modifications to mention the successor states of Pannonia in the agreement, and to mention that an attack on any of the Pannonian successor states is an attack on all members of this pact.
For the name of this pact, would 'Fonda agreement' or 'Fonda Pact' be an acceptable alternative? There is already animosity about the name 'Fonda Agreement Pact' in this room; I fear that such animosity about this name outside this room will not contribute to the credibility of this pact."

The Guyenasque delegation laughed to themselves all night. No one would really know if Amélia's name was to be taken seriously or not, but the delegation laughed all night nonetheless. Unfortunately the Eiffellanders ruined the fun, and a name was not really settled on. Amélia did not mingle with her delegation however. She had to open the third day with her own speech and topic. This would be somewhat difficult because nobody really knew what or why Guienny was at the Fonda Forum. It was obvious that they were a democracy, but they sat out of the whole affair that was the crisis in Pannonia.

It was true, Guienny did not see itself as too closely attached to the problems of the interior of Gallo-Germania. This proved true historically as well. The commonly referred to Alexandrian Wars which occurred in the 19th century largely took its course without much Guyenasque input or opposition. Although to be fair, this may be large in part because the war did not take place on the high seas. Despite this, there has been a great deal of literature that commented on the failures of Guyenasque policy during the period of time and it was perhaps because of this literature that Guienny was at this conference at all. The scholars through the ages would have their commentary put into action.

The third day for all the nations to gather at the Forum at Fonda was now beginning. She stood up on this occasion before her colleagues ready to open discussion on something new. The previous day had accomplished something profound, and now the more academic representatives were in the backrooms drawing up what they discussed and agreed to on day two in document form. Taking a sip of coffee before she began, she felt honored to be able to open the third day. Speaking directly after the two main players in her mind, both Remion and Eiffelland seemed to place Guienny in a key position. Not that the order likely had much meaning to anyone and likely had been random, but in the prideful mind of the Guyenasque, it did.

« "Bonjour mes amis..." She broke into her speech for the third day in her traditional Franco-Gallian manner. "As you know Guienny is a prideful nation, and so it brings me much honour to be able to speak to you all here today. You all may not know it, but Guienny believes that she has a great role to play in Gallo-Germanian affairs. As we sit safely tucked along the western shores of the continent, we may have never really had to endure the same hardships that the interior has. Even still, we watch... we listen... we also feel. We have felt the difficulties of the past half year alongside you all. The world's sufferings do not exist in a vacuum. Instead we endure together. Together we can stand up for democracies not just in Gallo-Germania, but also across the world."

"However, global ambition for this 'Traité de Fonda' is not why I come to speak before you all today. Instead I wish to consider how our bonds are still so weak. Prior to the fall of Pannonia there was a relationship in which the nations of Gallo-Germania worked to lessen the economic barriers between themselves. I believe this was too complicated, too much, too quickly. Yet the ambition was right."

"The rebuilding of the former Pannonian nations is paramount to their success. If we cannot fix their economies, they will suffer a sad fate regardless of how long any military project is maintained. So I prose that together we work on building economic opportunities for the former Pannonian nations. It is my belief that by opening their markets to our industries we can put them back to work. It will be cheap, economic labor for the Fonda Group nations while providing stable employment and economic growth within their nations. This is but one of many solutions to the problem of economy. So today I wish to move the discourse to one where our wallets are located. I wish to make day three's topic on the economy of the democratic world." »

President Colombo's personal cell phone rang as some staff entered the room and headed towards her. They approached her and reported something in her ear before taking a few steps away.

"Honorable colleague Amélia, I am sorry to interrupt the current agenda, but we have to suspend it. The Holy Franko Empire has crossed the border into Bordogne and started invading the nation as we speak." The president had the Projector turned on and connected to the news channel, with the report on Bordogne.

The Guyenasque delegation nodded in acknowledgment of the situation that was now unfolding. The entire delegation picking up all their belongings and packing their computers and other gear away. It was noisy and that was perhaps the point. The news was not good for those that had gathered at Fonda and while the third day at begun, at least the second day had provided the basis in which the common defence could be agreed upon. Already Amélia's phone has been buzzing, indicating that Remion and Ebria had already mobilized. Now it was a matter of understanding where everyone stood and if they'd adhere to the agreement made on the second day.

As everyone quite visibly began to walk out, Amélia wanted to make sure it did not look like a symbol of anything in particular and took the microphone.

"It is unfortunate that the Forum should end like this. We must return to our government and seek instruction for the next 48 hours. Guyenny is proud of what we have accomplished here at this Forum and thank President Colombo for hosting us. His Majesty's Government will be in contact with all your Governments in the hours to come to reflect on the events in Bourdignie, and what the response should be from the nations that gathered here in Fonda. Thank you."

She switched off the microphone, took her briefcase, and walked out. The first delegation to depart Fonda, and a clear reflection on the seriousness of the situation.

Presidente José Constanza was, for once, speechless, and his demeanor was visibly agitated as the room bustled about him. The Josefino delegation was methodically and quickly packing up its own equipment and paperwork, with Minister Morales retaining his calm exterior as he refrained from giving any sort of visible reaction to the bombshell news of the Holy Frankish Empire invading the Bourdignie Confederation. El Presidente was very aware of the gravity of the situation, and his usually confident, cheerful exterior was slipping into something more pensive and worried. All this time they had been focused on Tarusa, Csgenia, and even Serbovia, but this news had clearly taken those assembled off-guard.

A hand on his shoulder broke his reflective thoughts, and he turned to look at Morales. Nothing was said, but the man's blank expression stiffened Presidente Constanza's resolve, and he visibly reinflated with some of his usual confident aura. He was El Presidente, he had a job to do, and it could not be done here in Fonda, but back home in Palmira. Already he could see one of his aides taking a call on a cellphone designated for the Minister of Defense, likely asking for orders on what to do with the Archipelagic Armed Forces.

Given what was tentatively agreed to yesterday afternoon, by the time he'd receive the cell phone it'd likely be to put the military on high alert and cancel all leave and furlough, the annoyance of the soldiers be damned. He'd next need to bring the Archipelagic Congress together, which itself would take some time, time to see what the nations here would do next. Most likely though, war was on the horizon, against an unexpected foe.

Indeed, the Global Exploitation Conspiracy had struck back following the visible progress made to dismantle it, a clever move to be sure. But thanks to Morales' quiet reassurance, Presidente Constanza knew the Free World would prevail, and San José would be involved.

"We must prevail..." the Josefino thought to himself as he and his delegation filed out of the room silently, "We cannot afford to fail."
