II Declaration of Permanent Neutrality of the Ionian Confederacy​

IONIAN CONFEDERACY
ΙΩΝΙΚΗ ΣΥΝΟΜΟΣΠΟΝΔΙΑ​

On this day of Thursday the 6th of June of 1954 the Crown and Government of the Ionian Confederacy hereby announce the adoption of an updated version of the Declaration of Neutrality of the Ionian Confederacy.

I. The Ionian Confederacy shall retain a steadily and firmly neutral position in international matters, no matter how small or unimportant, save for when the territorial, diplomatic, financial or humanitarian integrity of a nation allied to the Ionian Confederacy is in danger.

II. The Armed Forces Ionian Confederacy shall not engage in offensive operations unless attacked first. They shall only act in a defensive manner to defend the Ionian Confederacy's sovereign borders, people and assets after being attacked first or after an offensive declaration of war against the Ionian Confederacy. They may only mobilize without being attacked first when an allied nation has been attacked, to help defend the allied nation and neutralize any threats to the Ionian Confederacy and its allies.

III. The Armed Forces of the Ionian Confederacy may take part in international peacekeeping, humanitarian or other operations and interventions provided that at least one allied nation and two non allied nations are already taking part, along with the approval of 2/3 of both the Senate and National Assembly.

IV. The Navy of the Ionian Confederacy will not prevent any vessel from crossing the bottleneck of the Long Sea unless such a vessel is engaged in activities which endanger other vessels in the area, breach International and Ionian law or belong to a nation which is engaged in active warfare against the Ionian Confederacy.

V.Personnel of the Armed Forces of the Ionian Confederacy are not only allowed but obliged to disobey any order whcih they feel violates human rights and dignity.

VI. The Ionian Confederacy may not engage in Offensive Alliances with other nations. It may only engage in Mutual Defence and Trade Agreements.

VII. The Ionian Confederacy may take part in an international organization or event provided it does not position itself diplomatically, politically or militarily.

VIII. The Ionian Confederacy may not reject any deposit or withdrawal from its banks by any nation on diplomatic, political or military grounds, unless engaged in active warfare against such a nation and only to receive reparations.

IX. This Declaration may not be breached by any person or institution in or of the Ionian Confederacy. Such a breach would be considered unconstitutional and an act of High Treason.

X. The Ionian Confederacy shall respect the rights of all persons regardless of Physical or Mental Characteristics, Sex, Race, Nationality, Religion and Political or other beliefs.

XI. The Ionian Confederacy hereby ingrates this act in its constitution and swears to abide by it until such a time that its Constitution is changed or that time itself ends, with the Divine Father as our witness, so help us God.

The Commonwealth of Ommeroth stands witness in recognition of this declaration, and vows to hold the Ionian Confederacy accountable to their noble claim.

The Rzeczpospolita Wendziema wishes to convey its cautious optimism of this declaration by the Ionian Confederacy, a laudable effort, one the Wendowie wishes could be expressed and maintained by all peoples of the world so as to achieve international peace, prosperity and partnership. Recent Ionian actions and declarations, however, especially in response to Arrentine belligerence bring doubt to our optimism, and we implore the Ionians to always remember their solemn vow, made to the international world, in every word and every action that comes thereafter.

We cannot do anything but see this so called declaration as being null and void. Yesterday that Confederation of Ionia is declaring permanent neutrality, today it says that it signed military alliances with Eiffelland and Nichstein, it mobilized its army, organizes military exercises and presents a naval modernization program worth billions. But what actually happened in the night before those two days? Last night, some citizens from Lesbos, sent a letter asking the Arretine Empire to liberate them from the Ionians. Then the scandal followed. We find it so suspect that when just a bunch of disgruntled citizens send some letter to another country crying for help, should one immediately enter a state or war in all but name.

How come the Ionian news presents that the naval modernization program actually started a while ago? Why would a neutral state spend more money for its military budget than the majority of countries on this planet? Why does it need cutting edge technology for the military, when the country is neutral? Why are they in a military alliance, they dub as being a defense pact, when they declare themselves neutral? Why are they doing military exercises?

Those are the questions that make us ask one final question: Is this whole neutrality declaration, true? We find it hardly to believe it, when we see that they didn't even try to find explanations what was with the whole letter, or even so negotiate with the said citizens or the Arretine Empire. Instead of that, the Ionians immediately took their swords in hands and are ready to cut the head of anyone who stands in their way. Currently, we are saddened to say it, but we see this whole declaration as a mask to hide the true intentions of this Confederation.

Your Excellencies,

We fidn it well within our rights to defend our territory from Imperialist neighbors. The Arrentine government falsely claimed that the ancestry of the Lesbian population was Arrentine and that they somehow requested an Arrentien intervention in response to some nonexistent made up breaches of human rights. We ask you this: If the Arrentines truly have no desire for war then why did an entire Battle Group of their Navy just enter our Exclusive Economic Zone? We both know the answer to that question. The citizens of Lesbos are not and never have been citizens of the Arrentine Empire and we would ask that you refrain form calling them that. The recent Arrentine movements only serve to prove our actions right.
