Despite being the center and cause of the primary and contemporary rift of Engellexic Civilization - Cantignia hopes to also be responsible for welding it together, even if it means being directly under the flame at the time being. Should our Covenant not be excommunicated by Natalia, we wish to pursue further relations than currently exist in the form of cultural exchange before formal or entangling arrangements are even proposed by us - who Natalia has fair reason to distrust and distance from.

The following cultural exchanges are hereby proposed:
  • Considering the success of the Rugby World Invitational, we propose a friendly match between national teams
  • With keen interest in aboriginal Himyari culture, the Vesper Cultural Council wishes to host art pieces and invite orators to expand our understanding of negro culture
  • The Vesper Metropolitan Ballet may visit Natal to perform and offer classes to youth interested in the art

All such exchanges would be contingent on terms imposed by Natalia with respect to fears of public health and political repercussions for association with Cantignia.

As I write we are at the mere beginning of many months of ice and snow, so it would be no miserable adventure for any Cannie to escape the cold for any length for a mutually friendly visit to Natalia. Again however, I understand that any association with our previously peaceful country at this time is a risk for all.

Your Excellency,

As our federation is now nearing a century of existence, it might have already created a tradition of an unruly child in the Engellkin that also plays the role of the good kid. We are the farthest away from the nucleus of our inernational family and we are also region where Engell Catholics have first escaped during the Revolution that created the First Republic. While today, Natalia shares many cultural elements regarding the approach towards religion, communism and monarchism with the other Engellkin nations, our unique past made us base our politics more around the idea of "Freedom of Religion" rather than "Freedom from Religion". Hence, we feel that Natalia might be a bit of a prodigal child of the Engellkin, but it still is loving towards her family and would really enjoy to represent a bridge that helps welding back up the crack that appeared in the last weeks between the First Republic and the Grand Covenant.

While we will gladly accept opening up to Cantignia, we need to make you understand that should this opening up be followed by stern criticism and calls to cease and desist from the Engellkin, we are obliged to back down, as we currently have our very own security concerns with a certain state down south and we need the support of the Engellkin more than ever.

But I must state, the the Federal Rugby Union of Natalia will be delighted to organise a friendly match between us and your national team which we would ask to be played in Camp Hill, at a date of your decision. Also, the Federal Government will request the regional Parliaments of the Rozvi Kingdom, the Pondo and Loda Chiefdoms and Yao and Mbunda States to visit the Cantignian embassy in Camp Hill to organise talks with the Vesper Cultural Centre. And while it is usually the biggest honour for a Ballet, Opera or Theatre, when they tour Himyar to play at one of the Theatres on Coogee Street in Harton, we believe that the current squedule of those theatres is set in stone for the following year, so we might offer the Vesper Metropolitan Ballet the chance to perform at theatres in Camp Hill, Parow and Blackmere. We believe that the School of Fine Arts from the Harton based Sunbelt University will be delighted to organise workshops for the students where the Vesper Metropolitan Ballet will be invited.

The Grand Covenant fully respects the pressure that can be applied to an Engellsphere State that operates their sovereign state out of the order of larger and more powerful Engellkin States. Considering security concerns the Natal currently faces it would not serve any of our interests for this disunity to separate Natalia from economic and defensive allies that could ensure Natal’s integrity from growing threats.

Over the course of the months and years ahead we intend to prove to the Natal and all others that the Covenant and its Engellexic majority are no less committed to the perennial blossom of our common people than any other petal comprised of the Engell thereof.

Representatives from the diverse Kingdoms, Tribes, and states of aboriginal origin will be graciously welcomed at our embassy in Camp Hill, where I will personally order that air conditioning is powered down to raise the freezing temperature Cannie embassies are famous for around the world. And should any orators or artists choose to make the trip to Vesper, we shall guarantee their billets and expenses are covered beyond any donations they should surely receive from a cultural scene desperately seeking something new and different in these trying times.

Concerning the Rugby Friendly, we believe announcing the match early as scheduled for a month from today would give sufficient time for criticism to arise and be heeded, or politely soothed by the prospect of friendly sport and ballet before the New Year.

You Minister Tanner have provided my first opportunity to converse and coordinate common affairs for goodwill, rather than the foreign affairs of avoiding war and cascading relations around the Engellsphere in my short tenure as Chief Officer for Foreign Affairs. For this I will be eternally grateful to you and Natal regardless of what fate has in store for relations between our faraway nations.
