Esteemed counterparts,
As I write, the Royal Vrijpoort Expeditionary Force is launching a military campaign to secure the majority German-speaking region of Thalgau, which borders the Principality of Vrijpoort. This region is economically and culturally deeply linked to Vrijpoort and has been so for many centuries. The suburbs that ring Vrijpoort in Thalgau feed our city with hundreds of thousands of daily commuters. There are factories, warehouses, offices, schools, hospitals, shopping malls and more in this area. Thalgau is a unique region of Pannonia, to say the least.
In recent weeks we in Vrijpoort have looked on at events in Pannonia with increased sadness. Our closest and most important neighbour is suffering from total collapse. While we disagree with the way in which the breaking up of Pannonia is proceeding, we understand the desire for many ethnic communities in the country of greater autonomy or outright independence.
We view your three countries' efforts as morally right, even though we do not necessarily enjoy seeing such increased foreign military presences so close to our home.
I wish to make it very clear to you that the RVEF mission is to secure Thalgau from ZLA and Eugenian forces. Vrijpoort cannot and will not risk this critical region to fall under the control of terrorists or unknown forces. The RVEF will not engage any Federation, Remian or Eiffellander forces. Our Sky Force is not entering Thalgau airspace as we intend to respect the imposed NFZ.
We wish to cooperate with you wherever possible to ensure that Thalgau remains safe and secure. Beyond Thalgau we have no interests. If Eugenia wishes to endeavour to reach the sea at San Lucia, we will not stand in the way. If the people of Thalgau wish to vote to join one group or another, we will encourage them to exercise their democratic right.
Certainly you can understand our position. We are a small country with no hinterland. We have greatly benefited from the economic and cultural union with Thalgau as have they. The situation in Pannonia is volatile and unpredictable and we felt given the intelligence we have gathered that there was no other way to ensure security for Vrijpoort and for Thalgau without sending in forces to secure the region.
If the European Forum finally is able to create a peacekeeping force for Pannonia and Thalgau were to be included in this, the RVEF would leave the region once EF peacekeeping forces arrived.
I remain ready to work together with your great countries to ensure peace for the area and to discuss any other common threats, such as those much larger and further in the East.
I wish you every good fortune,
Sir Archibald Pistorius Larchmont, Minister of Overseas Relations and Cooperation Vrijpoort

REPUBBLICA DI REMION ~ REMION REPUBLIC
Communication #0019; Public: ■ │ Reserved: □ │ Top Secret: □

Remion Ministry of Foreign Affairs

Subject: @Vrijpoort inside Zaran region.

Vrijpoort's behavior is unacceptable for a nation that describes itself as "collaborative". For the umpteenth time we are faced with an already accomplished fact, of which we can only take note and nod.

No reference to the recent terrorist attacks of which the victims are the Zaran population living in those regions, only delirium about how fundamental the area is for Vrijpoort and its economy. On the lips of the diplomats of Vrijpoort there is always money before human life. At least we now know what the priorities are for your little state.

Comparing Eugenia's regular forces and a ZLA terrorist group on the same level is somewhat offensive. Especially since Eugenia actively collaborates to report the illegal activity of the ZLA group, which led to the arrest of two out of three leaders of ZLA thanks to the Remion's special forces. The same collaboration that is struggling to arrive from the city-state of Vrijpoort, which instead conducts large-scale operations in full Rus' style and awaits our approval? I wonder what we should understand, I only see your insatiable appetite for occupying colonies and lands to be exploited economically and enrich the city-state.

The NFZ will remain operational until otherwise ordered, and the engagement policy is identical for the forces in Vrijpoort as for others operating in the Zaran area. I invite you next time to use the diplomatic channel before moving on to military action, I would not want our armed forces to mistake your next "cooperation" gesture as hostile.

We enclose the original communication:
They will be considered hostile and consequently engaged;
  1. all flying activities not allowed within the NFL,
  2. [active] radar positions, depots, artillery positions, military command and control centers, anti-aircraft positions,
  3. military aircraft ready on the take-off runway,
  4. military activities against civilian forces.

Dear Sir Minister Larchmont,

Let me step in shortly for Minister Dr. Schmelzer.

The Federation, Remion and Eiffelland intervened in the situation after Eugenia, Bourdignie and Bécs-Altstadt declared themselves independent due to Prime-Minister Kovács ordering war-like actions against the Zarans. Meaning: When Remion, The Federation and Eiffelland stepped in, there was already a clear indication of the will of the Zarans, the Bécsers and the Bourdignians. There were already governments to cooperate with. And that is what we do: Cooperating with existing governments. The Federation, Remion and Eiffelland are supporting Eugenia, Bourdignie and Bécs-Altstadt upon request by the governments of these countries.
Vrijpoort's action in Thalgau looks a bit different from our perspective. The people in Thalgau did not indicate that they want to secede from the Pannonian rump state. Indeed, here the facts are not created by the Thalgauers, but by you. It is absolutely not clear at the moment what the Thalgauers want. It would have been good if Vrijpoort would have waited with intervening until the will of the Thalgauers would be clear.

Roland Rheinfeld, Chancellor

OOC: Dr. Schmelzer is currently in Pelasgia, so that's why my Chancellor reacts.

FROM: Sir Archibald Pistorius Larchmont, Minister of Overseas Relations and Cooperation Vrijpoort
TO: Foreign ministries of The Federation, Remion and Eiffelland

Dear Sirs,

Firstly to reply to the concerns from Remion.

The Sky Force, as stated, will not be flying within the NFZ, including over the skies of Thalgau. The RVEF will not be installing or stationing any anti-aircraft equipment in Thalgau. Our troops are there for the protection of the Thalgäuer people and of course will not pose a danger to them, but rather protection from ZLA actions, which have been proven to be far-reaching and unpredictable.

Chancellor Rheinfeld also poses legitimate concerns. Please understand that Vrijpoort does not have an established working relationship with the new government ruling over Eugenia. We do not know the people in power there. We do not know their true intentions. With Pannonia we had centuries of peace and cooperation and knew our neighbour. We knew how they would act and behave until the events of the past months began to unfold.

I fully agree that the desires and wishes of the people of Thalgau must be respected. That is why, as I have already stated, when they are ready to democratically choose their path, we will not only step aside to ensure this can happen, but we will actively encourage this. When Thalgau is able to take stock of the situation and discuss and debate the options they have, we in Vrijpoort will stand ready to respect the decisions of their free and fair referenda.

Until the situation in Pannonia is calm enough and we can be assured that Thalgau, whichever direction it chooses to go in, is not at risk of becoming lawless and destabilised, our forces need to provide protection to this region that currently has no protector. The Pannonian Army in Thalgau is incapable of defending the Thalgäuers and as we have seen anyway, the Pannonian Army is not necessarily the ideal force to provide civilian protection these days.

Vrijpoort is prepared and ready to share intelligence and work together with your countries to ensure Thalgau remains stable and peaceful during these trying times. In the meantime, we have no intention of stopping civilian aid groups from entering Thalgau to assist them in their next steps. Organising free and fair referenda will first require time to debate the options once those options become clear. We want Thalgau to continue to thrive as it has for many years. Of course, it is understandable that the benevolence of our operation may not be clear or may be in doubt, but I ask you to observe the facts on the ground in Thalgau and see for yourselves.

In fact, I encourage you to send military attachés to both Thalgau and to Vrijpoort Home Front Command so that your governments can see first-hand how this operation is focused one hundred per cent on civilian protection and regional stability.

If there are any other concerns, please be in touch at your convenience.

I wish you every good fortune,
Sir Archibald Pistorius Larchmont, Minister of Overseas Relations and Cooperation Vrijpoort

TO: Minister Sir Archibald Pistorius Larchmont

The Federation is appalled at the actions of Vrijpoort and condemns them in the strongest terms possible. While we act in the name of those who would seek freedom, the Vrijpoort government acts for what is best for their pocketbooks. Make no mistake, should your military in any way interfere with our operations in the area, we will consider this a declaration of war against the Federation. It would be best if your forces withdraw from the area immediately before you do any further damage.

We wonder what you had hoped to gain here, I will tell you that you have only damaged our relations and we must now consider a course of action in partnership with our allies that will most certainly not bode well for your people.

Federation Secretary of State
