My personal secretary should have informed you about our nation's interests in this partnership, the project must be completed in time for the delivery of the aircraft carriers. your nation's technology and experience in aircraft manufacturing would be a key factor in reducing time, and assureing the S/VTOL prototype will be of the quality level we hope to achieve.
What I understood is that you are indeed interested, so what we need now is to agree on how to implement this partnership.
The Fàlthaikshadom wants a leading role in the project, the government council clearly stated that any progress will be made on Shaeoiumlan soil, what we want from you is skilled researchers, engineers, software and technology for the actual final prototype.
I know It's a lot to ask, but we will be sure to pay as much as you need. what remains to be debated from our side, is what access you will have on the final product; whether you will be legally allowed to build the plane for yourself, or whether you would only have access to buy it, has not yet been decided.
Let us know what are your demands, so we can find an agreement that can satisfy both of us.

First of all, I would like to inform you about the fact Dr. Stephan Röpke retired in the beginning of the month. My name is Roland Rheinfeld; I am the successor of Dr. Stephan Röpke.

I can tell you on behalf or Raimer und Rathenau Flugzeugwerke (RRF) that they are interested in cooperating with you to develop a fighter plane with VTOL/STOL capabilities. They also have the approval of the Government of Eiffelland-Retalia to take this job. We do have a question though. Would it be possible if the design team does the design work in Eiffelland-Retalia? Of course the production of the first prototype will be done in Shaeoiumlah, and a team of our designers will be there to support it. We will also send a team of engineers to help you with setting up a factory for these planes.

Under the current circumstances we cannot agree to your request, as the stability of the Long Sea seems too fragile.
Leaving the designing work to you, would imply the possibility of losing the progress to what is currently not our enemy, but is part of a dangerous block that shares a border with us, and with whom we do not share a very solid trust relationship; this plane will give us a tactical advantage we don't want to lose.

However, if your government finds this absolutely necessary we can work on a solution: the Council Of International Affairs and the government council agree that a strictly defensive alliance would reduce the risk of instability and therefore allow us to approve your request.
On this note, if an alliance is not achieved, considering the recent new rise of tensions in the Long Sea I would be more in favour of, once the project is complete and we can start the production, keeping the factories on Shaeoiumlan soil, you would be allowed to buy the planes at the same price as my government of course.
