"Following recent events in Thrakia and Philistaea, it has become evident that the EF Mandate System has become redundant and dysfunctional. Of the half a dozen or so Mandates presently in existence across Europe, none are substantially closer to independent nationhood and socio-economic independence than they were sixty years ago. Indeed, most resemble more closely colonies than nation-states in any meaningful sense; their economies are wholly dependent on foreign intervention and management, their administration is under the tutorship of foreign powers, and their soil is occupied either by foreign troops or by forces funded, trained, and equipped by foreign or international sources.
"In short, the EF Mandate System has failed completely in ensuring the maturity and independence of its Mandates, which is, need I remind this esteemed Forum, its goal. It has, however, succeeded quite well in creating a series of dysfunctional colonies. And I dare say dysfunctional, esteemed colleagues, because even by the standards of a colony these parts of the world are in a sad state. The Isphilistines, the Mandate closest to Pelasgia, has been plagued by decades of ethnic strife and now faces an active terror campaign, as the Pelasgian Orthodox ethnic majority find their wishes to voice their democratic will for reunification with Pelasgia suppressed (sometimes violently) by Mandate authorities staffed almost entirely by minorities and foreigners--an apartheid, dear colleagues, if I ever saw one.
"Thrakia's state is well known to all--though the Serbovians and Tarusans have made noble efforts to ensure Thrakia's development, the country itself is in no shape to stand on its own two feet, and it requires external supervision in one form or another to continue to survive--support which the Serbovians and Tarusans have been more than glad to provide. Yet, one cannot pretend that this is a success story of the EF Mandate, more than the result of the Serbovians and Tarusans' own noble efforts in spite of the Mandate System.
"For Al-Magrab, the verdict is much the same: whatever development has come is not the result of the locals' own progress toward nationhood, but of Eiffelland's own successful administration of Al-Magrab as an overseas dependency. We are certain that Al-Magrab could continue in this way without the need for something as farcical as an EF costume to give the arrangement the appearance of Al-Magrab's independence. Once again, this is not meant to disparage our colleagues from Eiffelland, but to point to the absolute divorce from reality of the EF Mandate System.
"In short, dear colleagues, we propose that the EF Mandate System be abolished. In its stead, we would recommend that all territories under a Mandate either revert to their pre-Mandate holder, or fall to the direct administration of the power currently controlling them, when such a return would be impracticable. If any of these states has reached the point of being able to achieve independence--which we sincerely doubt--we urge that that independence be granted to it, though we do not believe many such cases will arise.
"With that, I would like to open the floor to discussion of the proposed motion by my colleagues, before tabling it for a vote."

"My fellow representatives,

As pointed out by my Pelasgian counterpart, this current system of the European Forum Mandates has been in existence for over sixty years. The system arose in a different time to answer to the needs of that particular time, to provide stability in those parts of the world where the Great War resulted in transfers of powers. These were the original mandatory territories. The viability of that system came, for the most part, from the spirit of agreement and diplomacy that resulted from the horrors of the Great War. Diplomacy carried that system for over sixty years and prevented power politics from intervening in the fates of the people in the mandates.

As you all know, Thrakia was never a part of these mandates. Its current situation rises from the country's sectarian strife which eventually grew into a full-blown civil war. When Serbovia and Tarusa intervened, and circumstances arose which prevented Thrakia from reunifying, Thrakia was retroactively added to the mandate system to permit stabilization of the situation. The European Forum then acted in a mediatory role between the Serbovian and Tarusan governments and our respective Thrakian partners and to provide an assurance of peace.

Since then, diplomatic conditions have changed in a fundamental manner. First, we can safely say that the aforementioned spirit of agreement no longer exists between the great European powers. Since the Pannonian crisis we have been on the brink of a global war several times, and as you all know another conflict is in the works in the Pannonian successor states. It can even be argued that the European Forum is becoming a vehicle for states to drive their own power politics, as evidenced by the recent Remionese campaign against our country and our ally of Tarusa.

From a moral standpoint, it cannot be acceptable that the lives and fates of the people in the mandatory territories would be dependent on the politics of the power blocs which are now starting to dominate these once-great halls. As my Pelasgian counterpart has so astutely pointed out, the success stories of these mandatory territories have largely occurred in spite of - and not because - of the European Forum. Therefore, we will second the argument that the mandatory system is no longer necessary.

In Thrakia, the largest challenge to that territory's social, political and economic development has been its partition, which has also been the largest factor necessitating the presence of the European Forum in the area. With the new situation in Thrakia and the elimination of the internal Thrakian border, the Serbovian government is committed to engaging with the Thrakian provisional authorities in order to develop new instruments of governance and national reconciliation for all Thrakians regardless of ethnic and religious affiliations. This commitment will never be abandoned and we will continue to fulfill our duties in Thrakia.

Honorable representatives,

I repeat my declaration in a separate discussion regarding the mandates of the European Forum: they are a sham, a thin and tattered veil obscuring the truth of neo-colonialism and neo-imperialism. I have nothing else to add other than the following: end the farce.

San Jose will vote in favor of any resolution that requires all guaranteeing powers of mandates to announce free and fair referendums in their respective mandates offering independence from, autonomy under, or annexation by their guaranteeing powers.

"This assault on the mandate system is fraudulent rubbish. There is nothing that indicates a lack of progress in the mandates system and it is quite the contrary. This system has produced stability in Europe for decades now. Additionally there is clear economic progress in these regions that once existed as lawless bastions for banditry and human rights violations. Today the mandates system has never been stronger. Could it improve? Of course. But to abolish the system is pure lunacy and nothing more than an argument for communism and a return to traditional colonialism. His Majesty’s Government will not support the removal of the mandate system and the abolishment of the system will be seen as our right to assert our demands for law and order where necessary. Be that as near to us as Franken, as distant as the Hajr, or as exotic as the Monterrey! We will pursue our rights where we have placed resources within this system!”

At the mention of threatened Guyanesque intervention in Monterrey, a clear challenge to the Herrera-Constanza Doctrine and Occidentian freedom from Old World colonialism and imperialism, Representative Demetrio Verdugo prepared to take the floor to angrily denounce this metaphorical slap to the face of Josefino interests. An aide, however, pulled Verdugo to the side and quickly whispered that the Palacio Presidencial had called.

Representative Verdugo was to, under no circumstances, antagonize the Guyanesque any further, as their cooperation in future conflicts was considered vital by El Presidente. Direct diplomatic communication would be established later should the vote succeed in abolishing the mandates, in order to smooth out misunderstandings and come to consensus regarding a post-mandate world. All Verdugo had to do now was sit silently, watch the debate pan out, then vote as intended, nothing more. A promotion was on the horizon, but only if he followed these orders.

His temper subsided enough to consider the instructions carefully, then nodded tersely and sat back down in his seat, letting the Guyanesque challenge go unanswered for the time being. He didn't like it, but what El Presidente wanted, he got.

Besides, a future job in the Josefino government outside of this farcical organization was worth temporary annoyance.
