With a view towards understanding and defining the rights of neutral parties in conflicts and war, this treaty aims to fully recognize the neutrality of the Two Kingdoms of Jyskerige-Østveg and the rights that are defined by such a status. Furthermore is can be inferred that other nations which which to have their neutrality declared may be expectant of similar rights and definitions.

1. The territory of neutral powers is inviolable.

2. Belligerents are forbidden to move troops or convoys of either munitions of war or supplies across the territory of a neutral Power.

3. Corps of combatants cannot be formed nor recruiting agencies opened on the territory of a neutral Power to assist the belligerents.

4.
A neutral Power must not allow any of the acts referred to in Articles 2 and 3 to occur on its territory. It is not called upon to punish acts in violation of its neutrality unless the said acts have been committed on its own territory. Such punishable actions are not recognizable acts of war in themselves and cannot be seen as a legitimate casus belli. Thus, the fact of a neutral Power resisting, even by force, attempts to violate its neutrality cannot be regarded as a hostile act.

5. The responsibility of a neutral Power is not engaged by the fact of persons crossing the frontier separately to offer their services to one of the belligerents.

6. A neutral Power is not called upon to prevent the export or transport, on behalf of one or other of the belligerents, of arms, munitions of war, or, in general, of anything which can be of use to an army or a fleet.

7. Every measure of restriction or prohibition taken by a neutral Power in regard to the matters referred to in this treaty must be impartially applied by it to both or all belligerents.

8. This treaty does not


Done at Gothenhagen, 7 November 1828, in a single copy, which shall remain deposited in the archives of the Jyskerige-Østveg Government and duly certified copies of which shall be sent, through the diplomatic channel, to the Powers which have been signatories.

[OOC: This is for a sense of history, and to allow all players the chance to formally recognize Jysk-Austwegian neutrality. Additionally, a vague understanding of what is expected of neutral countries, lifted from The Hague.]

The Two Kingdoms of Jyskerige and Østveg find it truly regretful that our nations could be considered potential enemies in conflict. Our greatest hope is to improve relations and trade with the Engellexic Republic and it is a great belief in Gøternhavn that any disagreement our great nations may find themselves with could be managed without guns and bullets.

While no offense is taken from the Engellexic failure to recognize our neutrality, we reaffirm our own commitment to peace with the Engellexic nation and her peoples and territories.
