INTENDED FOR THE RESIDENT DIPLOMAT OF IMPERIAL SUIONIA IN VESPER

THE COVENANT of Her Highness Queen Alice of Cantignia, and the Lord Chancellor Felix Ilchester, has only ever sought to provide for the most peaceful and profitable environment for the Empires of Great Engellex and Suionia. In this eternal interest of apprecation for our Mother and Fatherlands, The Covenant as it exists today has drafted the following proposal to be considered immediately:

1. The Covenant of Cantignia & The Oceanic Realms shall arrange for the accruement of 140,000,000,000 Crossmarks (40 Billion USD) to be paid to the Empire of Suionia over the course of 20 Years.

2. The Empire of Suionia shall arrange for the absolute political, economic, and military exchange of the following Colonies:

Nikkalaokta Island
Nya Dalarnia
Nya Svealand
Nya Vastergotland
Savusavu Island
Tini Heke Island

3. A Grace Period shall be granted to Suionian and North-Centric individuals and entities ignorant to Covenant Policies and Law.

The Covenant is fully willing to negotiate and discuss the terms of this proposition.

Götarike confirms that our office in Vesper as received this notice and it was promptly redirected to my desk here in Hammerbysjöstad. This offer proved to be productive in the sense that a monetary exchange for territories was seen as possibly beneficial to our cash strapped coffers. That said, our continued presence in the Oceanic region is seen as very important to our Government and our Government cannot simply exchange all of these territories on a moments whim. This process will undoubtedly be somewhat lengthy and our monetary demands could become higher depending on the results of our inquiries and discussions in the Riksdag (Parliament). As such we wish to inform Her Majesty's Government of the Covenant, that your offer is to be considered upon the multiple avenues necessary for discussion in not only our Government, but the Governments of the colonies in question. So formally speaking, that such a sale is currently going through the processes required in Götarike and that we will be able to give your Government a better idea of our conditions in the near future. No doubt, this process will be open to the press, and so Vesper will surely be able to follow the process via traditional media outlets.​
