Millerand entered the limo and sat in usual seat. He turned and saw that his guest had taken her seat in the second limo, which was to follow Millerand's in the motorcade. Millerand relaxed and started speaking to his secretary, who was sitting just to his side, "Mark" he began "Lets review once again what we have to get done."

"Yes, Premier Millerand." Mark Lemois said under his breath and opened his file and skimmed through it and started to speak, this time more clearly. "The foremost matter on the agenda is to talk about importing gas and oil from Skånskige Statsunionen, followed by loosening of trade restrictions and dropping of tariffs and then granting Skånskige Statsunionen with full access to our arms industry."

"Hmm... good." Millerand became silent. His face was turned towards the window. The car began to move and slowly it pulled out of the airport's gates and had turned on to Rue de la Royaume, the main road of Paris. Today, it was filled with police, paramilitary officers and all access points on to the road were blocked by four feet thick concrete blocks. Millerand hardly noticed all that, since the motorcade was moving very fast, as it usually did.

Executive Chancellor Clark-Mallström was abruptly woken up by the landing of the Scanian Two jet at the airport at Paris. She was so exhausted from the whirlwind talks she had been engaged in. Today she was in Paris, tomorrow in Lusitiania, then the Nordic Summit and then the AGE Summit. On top of that, it was budget time in Scania.

The jet pulled up to the apron and she took a quick drink of an energy drink. Straighted out her red pant suit and fixed her hair and grabbed her portfolios and walked out of the plane to the warm Parisien air.

She walked on the red carpet that was at the end of the stairs to the jet and greeted the Belmontien Prime Minister.

Millerand guided his Skånskige counterpart into the Blue Room - his favorite - and one of the ushers closed the oak doors behind the two leaders. Both took their seat on one of the comfortable, and large, sofas facing each other. On the table in front of them, biscuits, pastries, sandwiches and patties were laid out. On a trolley, to the left of Millerand, the ushers had put a pot of tea, a pot of coffee, cups and saucers and sugar. A young butler stood behind the trolley waiting to serve the two.

Millerand spoke in French "A cup of tea for me" He turned his attention to his guest "Madame Chancellor" in English, "what would you like? Tea or coffee?" he smiled.

Once the Chancellor had been served, the butler quietly retreated to the corner of the room, from where he could not hear the proceedings of the meeting but would be close enough if the Prime Minister needed him.

Millerand took a sip of his hot tea and started, "Madame, I am happy that you accepted my invitation. We have a lot to discuss and, seeing you are only here for a day, we have to go through a lot of things in very little time. By the way, how's your... your, uh- " he had trouble remembering what the Chancellor was drinking and fumbled trying to remember what she was drinking.

Executive Chancellor Clark-Mallström took a seat and asked the aide for a glass of Akvavit if they had, if not a coffee would suffice and relaxed. She smiled as the Belmontien Prime Minister tried to speak English. While it was her first language, she was more than capable of conducting herself in French.

''The flight was very good though I am a bit tired. It has been a very busy couple weeks for me. I apologise that I could not meet you longer but my schedule until the new year is very tight. I really don't know how I will survive. I guess with a kiss from an old friend in Akvavit,'' said Clark-Mallström in French.

She then continued, ''What can Scania do for Belmont?''

Millerand dipped a biscuit in his tea and looked away from Mallström. He knew she was in a rush, he didn't want to keep her any longer than was needed but at the same time he felt slightly insulted. Was Belmont not an important enough country for at least a two day visit? Millerand exhaled, sharply, and, eventually, smiled. "Madame Mallström," he broke the silence in the two hundred year old room, "since you have asked I will answer... plainly and honestly." he engaged her gaze "We see that Scania is fast becoming an energy hub. Arendaal, Batavie and Skånskige seem to have been sitting on large deposits of oil and gas." He paused, inhaled and formulated his thoughts for a few seconds. "Belmont is a nation, where energy needs are rising... our economy requires more... our people require more. The primary reason of this meeting, Madame, is energy."

The Executive Chancellor listened to the requests on energy from her Belmontien colleague. She thought about it for a few second and then made her reply:
'Well, on energy, we are a liberal democracy with a free market. I see no issues of selling natural gas and oil to Belmont at market rates. Possibly, we can work out a deal to construct a pipeline between our hub just outside of Målmöholm and a point within Belmont to make the gas flow easier. We would be willing to pay for most of the costs, but would then request the ownership to be under Skånskoil. What do you think?'

Millerand thought for a second. Parliament would never allow that. "Madame" he began "Instead of you taking on the full cost of the project, I propose that we make a 50-50 partnership."
