REFORMATION OF THE EUROPEAN FORUM FOR BETTER REPRESENTATION AND EMPOWERMENT
- reformation of the EF membership definition for better national representation and creation of a Security Council -
-designed by Juan Torrez -

PREAMBLE
Recognising
that nations around the world take state and non-state forms, and understanding the importance of the representation of all nations administering a territory on Europe;

Establishing a real power to the European Forum by creating a council to bring forth the world's nations and to empower the European Forum to take action, rather than remain a place where empty resolutions are being voted, with no real way of enforcing them;

THE NATIONS OF EUROPE, assembled in a Forum through their duly empowered Delegates, do hereby decide, decree, and ordain as follows:

The international community through the European Forum request:
  1. The change of the definition of a member of the European Forum from "state of Europe" to "state and non-state polities administering a territory and it's people", so as to fully represent the ideological differences between Post-Delegationist polities and nation-states and opening full membership to both types of nations and polities;
  2. The creation of a Security Council which is to act as an enforcer of the European Forum Resolutions;
  3. The Security Council will administer punitive measures and humanitarian operations. Its powers will include the establishing peacekeeping operations, enacting international sanctions, and authorizing military action.
  4. The no nation is to be a permanent member of the Security Council.
  5. The initial members of the Security Council will be the Federation of Westernesse, the Tianlong Republic, the Union of Ebria, the Rheinbund, and the Anti-State.
  6. Members in the Security Council rotate every year (OOC: or faster, if a member nation isn't RPed anymore).
Conclusion
The importance of the European Forum must be preserved and it must be done by ensuring proper representation and the creation of an instrument of enforcement of its resolutions.

After having casted his vote, Walsrode wrote a note to the Pelasgian representative:

"Take into account that membership of the security council is not permanent. Next year it might be Pelasgia's turn."

With incoherent haste the views and values of non-state cartels such as the Gutarike will soon enter these halls meant for order among nation-states. Voters in the affirmative will rue the day when in due time Pirate Lairds reign on the security council of this fair forum. We urge a pause, a bookmark for this conceptual security framework, until the world is not so held hostage by the frenzy of danger and conflict of the present moment.

As a non-voting member of the European Forum, lo Stato d'Oltremare registers itself as an Abstain per the terms of its membership in this Venerable Body.

We do, however, unofficially support this resolution put forth by the Honorable Representative from Ebria, and hereby publicly advise the Honorable Representative from Radilo to vote In Favor of this resolution.

The Hanseatic Republics have officially voted to abstain on Resolution 10/2023 as our delegation has qualms with the decided representatives on this Security Council and how they will be rotated on whichever mysterious basis. Not wishing to outright block the reform, this would hopefully elaborate the basis in which we have voted.

The Kingdom of Neustria votes against this resolution: firstly, because we are unsure of what the vague criterion of "non-state polities administering a territory and it's (sic) people" is supposed to mean, and therefore fear that it might be extended to criminal or terroristic group, as stated by our colleagues from @Thaumantica ; and, secondly, because we are concerned by the prospect of a random selection of nations being granted a monopoly to decide on the lawful use of force on the international scale. In so far as Neustria is concerned, and according to long-established principles of international law, war is a sovereign right reserved to sovereign States and not to any "world police."

At any rate, this should not be perceived as a hostile position to @Touzen , whose admission to the Forum we favour. Moreover, we are determined to continue working with this organization irrespective of the final outcome of this vote.

"The Karzasy People's Republic abstains. We are not opposed to Resolution 10/2023 and the strengthening of the European Forum, on the contrary. However the Government and People of Karzask are convinced that ambiguous formulations in this resolution should be altered. Article 1) for instance: 'state and non-state polities administering a territory and its people', where it should specify that this term applies to sovereign recognised polities only; no sub-national entity has the right to apply for membership."

The Angliarique Empire approves in principle for Resolution 10/2023.
However, observing that questions regarding the points of reform in relation to criteria of forum membership and the proposed security council's member selection system have been raised, I am compelled by the Angliarique Permanent Government's prioritised policy of national security, to ultimately vote an official position of Abstention.
