It has recently come to the attention of the Andal Commonwealth that elements of the Constitutional State of Touzen's Continental Navy are en route to the isles formerly known as Danish Implaria, with the stated intention to "receive the acceptance of Implarian independence by the former colonial authorities and oversee the self-empowerment of the Implarian people."
The Andal Commonwealth would thus first commend the zeal and integrity displayed in this declaration, and the goal stated therein.
Having recently signed the Treaty of Albay, the Kingdom of Danmark--when it was last a functioning entity--placed the majority of its Implarian holdings under Andal protection. For the sake of the Constitutional State, we feel it prudent to clarify the Andal Commonwealth's position and goals relative to the isles as such:
1. The government of the Andal Commonwealth has no territorial aspirations as concerns Danish Implaria. It possesses no desire to annex, reorganize, or otherwise alter or infringe upon the territorial integrity or sovereignty of the isles. The arrangement which presently exists is one wherein the Andal Commonwealth currently serves as guarantor of government, and operates towards the international greater good as outlined in the following point:

The government of the Andal Commonwealth has entered into this arrangement with the explicit purpose of guaranteeing and safeguarding its own, as well as numerous international, tradelanes--with whom those with the Constitutional State are among the most premier--in the Implarian. It is the goal of the Commonwealth Navy and the government of the Andal Commonwealth to remove disruptions from this route by eliminating the threat which pirates and brigands, which have been verifiably based from the colonial territory of the unstable and now erstwhile Kingdom of Danmark, present to it.
3. The government of the Andal Commonwealth wishes just as much as the Constitutional State that the people of these islands assert their own independence, sovereignty, and operate in conjunction with the international community in pursuit of stability and prosperity.

Thus, we would welcome the peaceful cooperation and participation of the Constitutional State and her government in providing for the creation of an Implarian state on the basis of the goals stated in position three. The isles lie in as much a strategic position as the Faroerne do, and are as relevant to both the Constitutional State and the Commonwealth in regards to our mutual trade, economics, and geopolitical concerns. They lie just as far away from both our core territories, and so the Commonwealth would thus suggest that an arrangement and solution is reached as to their status in concert.
