To the attention of the petroleum-exporting states of Europe.

To whom it may concern,

Being one of the major exporters of of petroleum and petroleum-derived products in Europe, the Pelasgian Empire has observed, in recent years, the expansion of the global petroleum industry and the increasing complexity thereof. Whereas this has been a source of immense benefit to both exporting and importing countries, the increasingly globalised and delicate European economy has seen an increasingly complex and delicate petroleum market, where competition between countries is subject to all sorts of regulations, restrictions and delicate mechanics.

It is thus the distinct belief of the Empire that the exporters of petroleum of Europe should form an association to permit them to discuss on matters of common concern regarding the international petroleum market, and to cooperate for their common benefit and in pursuit of their common interests. To this end, we would like to invite all interested oil producing states to dispatch their delegations to a conference in Propontis to discuss the makeup, formation and organisation of such an association.


All interested parties are invited to fill out the following form:

(†) The Two Kingdoms do not wish to subscribe to this organization as a full member due to a desire to avoid entangling organizations and alliances. Observer membership is as far as the Two Kingdoms desire at this moment, but composition and goals of the organization could change this outlook.

The delegates of the assembled states met in the Megaron Kaliandrou, a large neoclassical edifice located in the banking and business district of Propontis called Nomismatokopeion, after the Imperial Mint which was located there. Originally constructed as the home of a family of Propontine businessmen who had since gone extinct, it had served as the Propontine Chamber of Commerce between 1923 and 1955, having been used as a conference centre by the Pelasgian state since. Outside the building proper, in its fenced courtyard, the flags of the nine states that had dispatched delegations to the meeting flew, with the Pelasgian Banner of Saint George at the centre. Inside, under the dome at the centre of the building, stood the large main conference room.

Inside the delegates sat around a circular table, with little flags and name placards before them to identify their person and country of origin. The delegates had been brought there with considerable pomp, having been treated to every available luxury. First class hotel accomodation had been provided, and an elegant banquet awaited that night. For the moment, however, they would have to get down to working on forming a permanent association of oil-producing countries. The Pelasgian delegate, Minister of Natural Resources and Energy Valentios Athanasiadīs, started the meeting proper with some introductory remarks. Once those formalities were done with, he submitted the first draft proposal of the Pelasgian side for the Charter of the organisation, making it clear that it was entirely up to debate and amendment based on the will of the assembled delegates. The organisation was to be an international, not a Pelasgian body, even if the Pelasgians were willing to offer the current meeting venue as its permanent headquarters entirely free of charge, as a symbolic gesture.

CHARTER OF THE ORGANISATION OF OIL-PRODUCING STATES (O.O.P.S)
The Oil-Producing States of Europe, consisting of [the names of those countries which agree to the Charter]

Recognising the the expansion of the global petroleum industry and the increasing complexity thereof;

Further recognising the need for a closer cooperation between themselves;


Committed to cooperation to safeguard their own interests as well as promote the benefit of Europe as a whole;

Have agreed thus:

1. Basic form
1.1 The Organisation of Oil-Producing States ("O.O.P.S.", "The Association") shall be an inter-governmental entity not subject to any one state, meant to serve the common will of its members, as expressed by them through their participation in the organisation.
1.2 The Association's purview shall be strictly limited to activities related to the global petroleum industry. Within this restriction, the member states shall be free to pursue whatever subject they wish, including the supply, regulation, deregulation, price and other matters related to petroleum.
1.3 The Association shall be headquartered in Megaron Kaliandrou, in the Pelasgian capital of Propontis. It shall not be a Pelasgian entity, but shall merely be hosted by the Pelasgian Empire for the purpose of promoting global trade in petroleum.

2. Membership
2.1 Admission to the Association is limited to all sovereign states with proven oil reserves which export produce and export petroleum or petroleum-products.
2.2 Application for admission of a sovereign state meeting the criteria listed under 2.1 is subject to the veto of any of the current member states.
2.3 All member-states delegates to the Association must have valid diplomatic accreditation to be granted diplomatic protections and privileges by the local authorities. These privileges shall not be affected at all and at any point by the relations between the delegate's country and the Pelasgian Empire, since the diplomats will be assigned to represent their country in the Association and not to the Pelasgian Empire.
2.4 Any member state may, at any point, leave the organisation of its own will. However, no member state may be obliged to leave the organisation, except in the circumstances provided for under article 4.
2.5 Non-member states may choose, subject to the unanimous will of all member states, to join the Association as observer states. These states shall have the right to observe all meetings and functions of the Association, but shall have no voting rights on both substantive and procedural matters.
2.6 All signatories of the present agreement are full member states be default, unless they have otherwised indicated the preference to be observer states, and none of the other states have objected to their membership as such.

3. Function
3.1 Each state shall be represented in the Association by a permanent delegation, which shall sit at the Permanent General Committee. That Committee shall be an open floor for countries to discuss whatever matters they please, and all member states shall be represented equally.
3.2 Lesser and temporary committees may also be formed by member states, open to all member states' delegates, to discuss specific topics in more detail. All substantive decisions of these committees shall have to be approved by the Permanent General Committee.
3.3 The Permanent General Committee shall require a simple majority of member states' delegates for all procedural matters. Unanimity shall be required for all substantive matters.
3.4 The Association as a whole, and any of its committees, is only required to release information of any kind to member states. The member states may choose to withhold information or hold meetings in secret from non-members at any point, but may not do against one another. If the Permanent General Committee decides to conduct a meeting or otherwise act in secrecy, this secrecy may not be breached by any member state.


4. Enforcement

4.1 If any member state violates the provisions of this agreement, including but not limited to clause 3.4, it shall be subject to disciplinary action by the remaining member states.
4.2 For the purposes of clause 4.1, member states may hold a Special Disciplinary Session. There, all delegations except the accused member state's delegation may vote on whether the accused member state in fact breached the agreement. Such a Session must be held in the presence of the accused member state's delegation, even if it will not have voting rights therein.
4.3 Unlike all other substantive matters, the decisions of Special Disciplinary Session require a simple majority vote.
4.4 If a state is found to have violated the agreement, it may be punished with temporary or permanent expansion, the length of which is to be determined by in the Special Disciplinary Session. Other sanctions may also be imposed by the member states, as they see fit.

5. Definitions and Procedure
5.1 Precise definitions of all the terms used in this agreement are to be found in Annex A of the agreement.
5.2 The Association is to follow the Third International Standard Code of Procedure in all its meetings.
5.3 The Association's formal languages shall be those of all its member states.

This agreement has been signed by the duly authorised representatives of the assembled states, listed below, and is binding on all signatory states. The agreement is effective immediately upon signature.

Done in the City of Propontis, in the Theme of the Optimatoi, on the 12th day of the Month of January of the Year of our Lord MMXIX, or of that same year of the Common Era.

"If I'm entitled to speak... the point I'd like to discuss is article 4 subparagraph 4: while it is important to have a functioning mechanism to prevent the breach of the agreement, I think expulsion, even temporary, is definitely the wrong approach.
If we plan to create a real community of oil producing nations, we must ensure an open and safe environment for the members, if a nation does produce oil, then it would be wrong to exclude it from the organization completely.
The change I propose is to have the voting rights suspended instead, and let the roles breacher participate to the debates with the same level of power as an observer.

Our delegation is prepared to enter this agreement enthusiastically and in good faith, however we wish to clarify the status of Jyskerige-Østveg as either a committed member or tepid observer. If the Two Kingdoms and Nord Oil are given the opportunity to shirk responsibility, or betray the confidence of this organization for profit as observers then we duly warn that they will do so almost certainly.

This is not to say we accuse our partners in the Two Kingdoms of oath or contract breaking, for we are also certain they will uphold their commitment if bound to it, however we seek this clarification with respect for their inherent abilities as clever businessmen and women.

Oskar Ståhlberg was a tall man with long enough blonde hair to have slicked back and waxed to perfection. His tall features were accentuated by his tightly tailored royal blue suit, and pastel orange bow tie. He had round glasses that could remind some of a likeness to the Engellexic childhood book, Harry Potter. In fact, no doubt this was a man who would be bullied in a Cussian school, have his lunch money stolen, and been frightened for dear life. Instead he was raised in a private school and travelled the world with his well endowed parents.

Here Oskar sat and observed the Cannie delegation seek clarifaction on the status of the representation he led. Oskar was a smug brat and genuinely believed he’d be Prime Minister one day. “Would like to ask if everyone here shared the opinion of our friends from the far reaches of Markland? Maybe so? May I reposit another question... or maybe two? What oaths are to be taken here? I surely hope we don’t plan to become blood brothers. I always wanted to feel the rush of being in a gang, but I don’t think there are any responsibilities to be shirked. Do you catch my meaning? Or maybe I am out of touch? Either way I don’t think we can say much about the commitment needed for my Kingdoms. This discussion is still early is it not?”

As long as the purpose of this institution is to provide equal rules and outline specific regulations - in the interest of all member organizations and companies - we will support it." says Director General Ludolf Meissner.

"Of course, if we're to strip a country of their voting rights, one might wonder why we would give them the benefit of remaining within our organisation and having access to it, potentially further undermining it. However, in any case, we would be completely open to that amendment, provided all the other delegates are open to it too."

"On the matter of the Two Kingdoms participation, the concerns of participation without equal responsibility put forth by the Cantignian delegation are valid. Though it is indeed rather early to make demands of the Two Kingdoms, the membership of observers is conditional upon the consent of all the permanent members, at least in our current draft, so working out the responsibilities and powers of such observers is important before we get to the actual membership stage."

"Finally, as to the impartiality of the organisation, a point raised by our partners from Ostmark, I can say with safety that Pelasgia has no intent to make this a national body, as clearly set out in the current draft of the Charter. This body is to be purely international and beyond the manipulation of any one member. Though Ostmark is entirely free to propose further mechanisms to ensure this impartiality, which we would be glad to incorporate in the Charter, with the consent of all the other delegations, of course."
