STATUTE OF THE ASSOCIATION OF PETROLEUM PRODUCING STATES (APPS)

Article 1 – Association and Objectives
1. The Association of Petroleum Producing States (APPS), hereinafter referred to as “the Association”, is created as a permanent intergovernmental organisation by joint agreement of its founding Members.
2. The Association’s objective shall be the coordination of petroleum production and supply on the global market by Member States, with a view to safeguarding their individual and collective interests. In pursuing this objective, the Association shall consider the need for stability in global petroleum prices and availability, as well as the need for adequate returns to Association’s Members.

Article 2 – Membership
1. The membership of the Association shall consist of those States that founded it, as well as any States which acceded to it at a later date.
2. In order to join the Association, a State shall be required: (1) to produce and sell its own petroleum on the international market; (2) to submit its candidacy before all Members of the Association, provided none of them veto it within a period of thirty (30) days; and (3) to fully and properly ratify and enact this Statute into its domestic law as any other Treaty.
3. Any State which does not meet criterion (1) of the previous paragraph may nonetheless apply for Observer status, provided that no Member objects within a period of thirty (30) days. An Observer State may take part in all of the Associations meetings, unless a majority of Members decide to exclude Observers from the meeting in question, without, however, having the right to contribute or to vote.
4. Any Member may renounce membership by notifying the other Members of its intent to do so thirty (30) days before its statement takes effect. If it wishes to rejoin the Association afterward, it shall have to apply as a non-Member State.

Article 3 – Organs
1. The Association shall have three primary organs: (i) the Conference; (ii) the Board; and (iii) the Secretariat.
2. The Conference shall be a meeting of the Governments of all Members, which shall take place once a year to discuss matters of common interest and to ratify decisions made by the other organs. Any decision made by a majority of all Members at a Conference shall override any other decision made by any other organ of the Association.
3. The Board shall consist of the permanent delegations of the Members, which shall meet at the Association’s permanent seat. The Board shall discuss ongoing matters of interest to the Association and its Members, and it shall decide on all matters before it based on an absolute majority of Members.
4. The Secretariat shall consist of all permanent employees of the Association, who shall be hired by the Board on confirmation of the Conference to coordinate its daily tasks and to support the work of the other Organs.
5. All Members have an inviolable right to full and equal participation in all organs of the Association, except as limited pursuant to a valid penalty under Article 4(2) below.

Article 4 – Specialised Organs
1. In special cases, where deemed appropriate, the Board or the Conference may establish specialised organs or bodies with a particular purpose for a set period of time. All Members shall be appropriately represented in such organs, based on their interest.
2. In case of a dispute arising between one or more Members, the Board or the Conference may establish a Special Committee consisting of experts to resolve the dispute. The Special Committee’s findings are subject to validation by the Conference. A Special Committee may impose penalties on a Member, including fines, temporary suspension, or permanent ejection from the Association.

Article 5 – Operative Provisions
1. All Members shall contribute to the Association a sum relative to their economy’s size to ensure the proper maintenance and functioning of the Association.
2. The Association’s permanent headquarters shall provisionally be the city of Hierosolyma in Pelasgia, until such a time as the Members choose another city. If no other city is chosen within a year of the Association’s foundation, Hierosolyma shall be retained as the Association’s seat.
3. All obligations contained in this Statute are equally binding upon all Members, and continued acceptance thereof is a condition of membership. The Members may make amendments to this Statute based on consensus.
4. This Statute is originally concluded in Engellsh, along with official translations in the languages of all Members. The original Statute and the translations shall have equal interpretive value; however, when inconsistency arises between one or more of them on the one hand, and another translation or the original Statute on the other, the original Statute shall always predominate.
