The Ministry of Foreign Affairs is a cabinet-level office of the Government of Corrientes. The Ministry is headed by the Minister of Foreign Affairs, currently Mateo Restrepo and is generally divided into three branches: (I) diplomatic; (II) administrative; and (III) expertise. The Ministry is responsible for Corrientes' international representation and for the advancement and safeguarding of Corrientes' interests, as well as those of its citizens.

Pronunciamiento

Esteemed representatives of the world governments, people of occupied Monterrey, the government in exile of the Estado Libre de Monterrey hereby announces the end of any diplomatic ties with the integralist imperialists of the Republic of Gran Occidentia for their hostile actions against the Free State and against the human dignity of the Regiomontano people inhabiting its territory. Not only that we renounce any ties with Puerto Angeles, we hereby announce that a state of hostility exists between us and the integralist invaders.

The government of the Free State condemns the results of the referendum organised in the nation, many reports stating that the government of Gran Occidentia intimidated any opposition to their annexation proposals, destroying any chance of a real "NO" electoral campaign, with arbitrary arrests of nationalist politicians and campaigners, to raids in the electoral offices meant to destroy the campaign material, to not even organising voting booths in regions they knew to be resistance strongholds, such as Acahay, Ypu and the highlands, literally organising the referendum only in Embarcadero, the coast and the lowlands near the border with Gran Occidentia. Even then, in Embarcadero, there have been numerous occasions of ballot stuffing and of intimidation of voters, going as far as violating the secrecy of the vote. For this, we simply cannot accept the result of this farce of a plebiscite and call all the world governments to put pressure on Gran Occidentia to withdraw from our homeland and to end this exercise in poor taste and oppression.

We are not naive. We know that diplomacy is limited, especially when forcing ideologic fanatics from backing down, that is why, the government of the Free State, together with our partners in the Junta of National Liberation, announces the creation of the National Revolutionary Army (ENR - Ejercito Nacional Revolucionario), whose members will remain a secret for they are deeply infiltrated in the society of still occupied Monterrey, and many of them don't have the privileges of enjoying a free life in the refuge of the United States of Corrientes. Under the leadership of Comandante Roberto, the ENR has been divided into four battlegroups: Grupo 13 de Junio, led by Subcomandante Laura; Grupo San Jose, led by Subcomandante Pablo; Grupo Gaspar Rodrigues, led by Subcomandante Alejandro and Grupo Rafael Franco, led by Subcomandante Fernando. Remember those names, for they will appear in the nightmares of anyone who trespasses on the soil of our motherland with ill intent.

To the government of Gran Occidentia, we say this: Understand, that this is a declaration of war, which you brought upon yourself. Our fight is a holy one, for we fight for our lives, for our children and for our children's children. You may kill one of us, but the martyrisation that comes with the blood spilled on the altar of the motherland sows the dreams of liberty from which one will harvest ten more freedom fighters. You will lose, for you are now waging a war against our people any propaganda of yours will fail. Monterrey rose against the old Thaumantican Empire for its freedom as did Corrientes and Gran Occidentia, back when Puerto Angeles was the bustling heart of freedom loving Occidentia, not the rotten core of western imperialism. It may have missed the train of history then, but nowadays, we will make sure that it will not. We are not afraid to die, but once we start our campaign, your soldiers will live in fear at any moment they spend in Monterrey under arms and their families will cry tears of blood out of desperation to bring them back home.

To the governments of the world, we say this: we know that such a radical pronunciamiento is set to bring concern to you all, considering that the world is quite tense, especially with imperialist wars being waged in Himyar. But understand that we are reached this point because the evil intent of Gran Occidentia and our desire for liberty simply clashed. We thank the government of the United States of Corrientes for remaining a bastion of freedom, democracy and stability in this part of the world and for their support for the national emancipation of Monterrey. We also thank the government of the Federation of Westernesse for their support and calls of mediation, which have been forwarded by el Presidente Jose Constanza of San Jose too. To the nations of the world, we say that we are open to negotiation and mediation, but our conditions are clear: we want our country back!

Esteemed representatives,

The United States of Corrientes is extremely concentred by the turn of events taking place in our neighbourhood and wishes to call out all nations of Occidentia to work out the issues affecting Monterrey and with it, the stability of the whole continent. With nearly a century of European Forum Mandate status, which has been administered through a condominium between Corrientes and Gran Occidentia, it is no surprise that the people of Monterrey now want full independence. If we are to be fully honest, the situation of the nation of Monterrey is also a consequence of Corrientes not doing its duty to administer it so as it would reach political maturity, a guilt it shares with Gran Occidentia.

The death of the last Correntine Governor General in Monterrey, his excellency Eduardo Schaerer, exactly a year ago has made the recent Herrera administration change its position and fully withdraw from Monterrey. This is sadly not the golden ticket out of this crisis, as we can truly see that what was left behind was a power void, that the People's State of Gran Occidentia tried to fill, but which in reality was filled by drug cartels and all sorts of political factions.

We call out all interested parties, the Federation of Westernesse, the Archipelagic People's Republic of San José and even our neighbours and siblings from the People's State of Gran Occidentia, even if recently we clashed a few times, so that we can work together to see Monterrey return to peace, so that the stability of Occidentia and the Western Hemisphere in general will not be affected by this crisis.

Monterrey has already been affected by the Embarcaderazo, the bloody riots from last summer which left over a hundred dead and nearly five hundred wounded. If the circle of violence is allowed to continue, the region will truly be thrown into a war and I will say our duty is to see it done.

As said before, the Federation is willing to help mediate a peaceful resolution to the status of Monterrey between Corrientes and Gran Occidentia. However if the violence continues then other steps may need to be taken. The recent violence that has taken twenty three lives is unacceptable and the Federation will be closely monitoring the situation in Monterrey. We hope that both sides can agree to end hostilities and bring peace back to southern Westernesse once again.

Ministro Restrepo,

On behalf of Su Excelencia, El Presidente José David Constanza, San José is ready to host and mediate a diplomatic conference between representatives of our brotherly Occidentian states of Gran Occidentia and Corrientes, our northern Westernesse brothers in the Federation, and the Junta of National Liberation in order to bring peace, prosperity, and partnership back to Occidentia. Vicepresidente Gabriel Morales would be honored to mediate and host these talks of peace in Palmira, San José, but only after a ceasefire is declared and honored by both sides in this regrettable and unnecessary conflict. There will be no progress made if the rifles remain firing while diplomats speak of peace.

We therefore call upon both the Regiomontanos and Gran Occidentians to take this first, crucial step by agreeing to a ceasefire and halting all military action. Only once the weapons of war are lowered can the hands of peace be raised, and the plans of the Global Exploitation Conspiracy to take advantage of Occidentian disunity can be halted.

Government in Exile of the Free State of Monterrey​

The Free People of Monterrey thanks the governments of the Federation of Westernesse and The Archipelagic People's Republic of San José for their support in bringing our homeland to peace and stability. We wish to make it known that in the current situation, we are not aggressors, but we are forced to fight by the situation we found ourselves in, as victims of imperialism, as the Sylvanian minutemen of old and the Josefino revolutionaries that created the modern Archipelagic People's Republic, we are but patriots who would gladly live peaceful civilian lives, love our families, raise our kids and so on, but are forced to fight to make it so.​

We will thus gladly accept Josefino mediation and we understand the need of a ceasefire as negotiations take place. To show that we are open to this, we will announce an initial ceasefire, with the National Revolutionary Army ceasing all offensive operations, to leave way for dialogue. This won't mean that we will allow ourselves to fall victims of attacks, and we will fight back. At the same time, should the collaborationist government in Embarcadero try to use this to receive more soldiers and units from Gran Occidentia, we will consider the ceasefire violated and revert to the initial status.​

Ministry of Foreign Affairs for the People's State of Gran-Occidentia​

We commend the governments of San Jose and The Federation for their efforts towards ensuring a peaceful resolution to this crisis. However we must reiterate that the People's State of Gran-Occidentia is not the aggressor here, we have been attacked most savagely by anti-democratic forces who refuse to except the results of a just and fair referendum on the future of the region of Monterrey. And while of course we would be prepared to lay down our arms the fact is that we cannot trust that our enemies would also do so, in fact any proposed ceasefire would only play into the hands of these violent agitators. If this so called Junta of national salvation is prepared to lay down its arms and surrender to the legitimate government of Tapenagá then we are prepared to show leniency.

Last night's events have shown that Gran Occidentia and its collaborationist forces in Monterrey are a rogue state, ruled by criminals and monsters, hating human life and dignity. As our forces have approved and even began a unilateral ceasefire, as it has been ordered by the governments of the Federation and San Jose, we have been savagely attacked in Embarcadero, our own capital, by the savage integralist hordes of our enemy, whom have raped, pillaged and destroyed the historical districts of Pueblo Verde and La Candelaria.

The savage attacks from the last days have utterly destroyed the Embarcadero Auto-Defence Groups, which were made out of concerned citizens whom have taken out guns to defend their homesteads and houses, as the collaborationist forces used even rocket attacks from helicopters to rain fire and destruction upon not only our forces, but our citizens too, the people the Auto-Defence Groups were there to defend.

Let this be understood fully, the government of the Province of Tapenaga, together with its sponsors in Puerto Angeles have outright started a genocide against the Regiomontano people, destroying everything in their path to dominate and destroy our homeland. More than 500 people have died in a single night, out of which only about 200 were armed fighters.

We put our hopes in the governments of Corrientes, San Jose and the Federation, to understand that that we were open to negotiations and mediation, as we even announced the ceasefire, but this is what we received instead from the occupiers. From this moment on, we will not trust the Integralists with anything and we will do anything possible to fight for our independence. After this nightmare of a night, our new war chant will truly be "Remember La Candelaria!".​

Public Statement

The United States of Corrientes fully condemns the events from last night in Embarcadero, where the Tapenagan authorities have used every gun they had to fully destroy the districts of La Candelaria and Pueblo Verde, outright destroying tens of thousands of lives as they created a huge refugee crisis, destroying centuries old patrimony of Monterrey and went so low as to use sexual violence, pillaging, and extrajudicial killings against the civilians and the Embarcadero Auto-Defence Groups. The reports from the event are extremely hard to read for any civilised man.

We have stated that peace in Monterrey is our first priority and we must make it understood that once the Junta of National Liberation has announced the ceasefire, the ball was in Tapenaga's field, so as they are to do the necessary steps to ensure that a negotiated and mediated end to this war can be observed. Sadly, they decided to go all in and decided to declare a war against the whole people of the land. The government in Callao hereby announced that it sees the event in Embarcadero from last night to be literally a genocide against the Monterrey people.

We warn the government of Gran Occidentia to not send more weapons or soldiers in Monterrey, so as to not escalate this war even more. Our duty is to reach a peace agreement that will see stability and prosperity return to the lands of Occidentia.

The people and government of the United States of Corrientes have been extremely happy to see that Charleroi has been active in the whole situation in Monterrey and has followed the same line as we did, namely to see the emancipation and sovereignty of the people respected and to see peace prevail.

We hope that Callao and Charleroi will continue to cooperate and even enhance their cooperation through trade. There might be some scuffles here and there, but in general there is peace in Occidentia, and it's huge markets, with decent purchasing power yet very rich in natural resources would provide for a quality trade partner with the Federation of Westernesse.

As part of this enhancement, the United States of Corrientes is interested in achieving a fuel security through a contract which would greatly increase the market share of oil imported from the Federation of Westernesse on our markets, as it is imperative to see a reduction in fuel prices to keep the economy from hitting a recession as a result of the colonialist wars in Himyar. At the same time, the Ministry of External Affairs will cooperate with the Ministry of Trade to ease the bureaucratic and fiscal burden, so that investors from Westernesse will see Corrientes with new eyes and will understand that what happened between 1975 and 1984 is in the past, and nowadays the country is safe, stable and prospering.

Public Statement

The government of the Estados Unidos recognizes the vote of the Katharinans and their alleged aspiration to join the Empire of Tarusa, but at the same time, we cannot but condemn the strategy of turning the islands into a naval base, capable of striking the continents of Westernesse and Occidentia. We have long cooperated with the Government of the Empire of Tarusa, but we simply cannot accept this, so much after we have long been told that spheres of influences need to respected. The Whitaker Plan saw the end of western support for Zara and as a responce for our cooperation, we see the Herrera-Constanza Doctrine violated by Tarusan hostile intent towards us, stemming from the Katharina Archipelago, which was recently annexed.

One cannot but wonder, what will be Tarusa's next victim. A war in Himyar which will not see the liberation of the Uroduah, from the alleged EF stooges, but rather would see the expansion of the Noks Free State, a true country-sized rubber plantation, a state-wide prison of the Black men, which will now include the Uroduah too. Is Tarusa planning an attack on the western hemisphere now? Natal, Oneida, Ottawas, the Federation, Implaria, Gran Occidentia or Corrientes?

If the Empire still has an iota of decency left, something that we can't see, as we see only increased militarism, increased hostility and an unending effort to wage an economic war not on its enemies, but rather on its critics. We call the Tarusan Tsardom to return to a peaceful foreign policy and to respect its promises. At the very least, if it is impossible, to at least leave the current path, as it only aids in raising tensions more and more, to the detriment of all human beings on the globe.

The Herrera-Constanza Doctrine stated clearly that the western hemisphere is owned by the western nations and neo-colonialism is not tolerated. We applied the same position for Gallo-Germania when we supported the Whitaker Peace Plan for Zara. Now, we see that our goodwill gesture has been seen as a weakness by the Empire, which not only integrated Zara into Csengia, it then integrated Katharina into the Empire too, turning it into a military base ready to strike the west.

As much as we were open to cooperation with the Empire, we fear that the laws of nature are simple: every action has a reaction. The United States of Corrientes hereby declares that the Empire of Tarusa is to be seen as a country with hostile intent towards the liberty loving people of the world and whose agreements and promises cannot be trusted, as it is a rogue state ready to violate anything it can, feeling that it can go away with it thanks to opportunistic deals with other powers. Because of this, the United States hereby announces that it will align itself to the CETO powers and calls for the @The Federation to aid us, so that we can form a common continental front together with Gran Occidentia and San Jose in this situation.

Hostile intent can only be read if there is a clear reason to fear such hostility. It is within the right of the Empire to establish defensive capabilities in even the farthest reaches of its territories. If there is malicious intent in the Silk Seas, namely around Sankt Katherina, it is not from the Empire but from the alliance sprung upon the world by The Republic of Tianlong to hide behind while carrying out provocative actions outside of its sphere of influence. Two members of the anti-tarusan alliance are within striking distance of our isolated Islands, it is only logical that moves are made to secure our borders.

The Herrera-Constanza Doctrine could easily be twisted as an attack by the nearest member of CETO to justify an attempt to seize the Islands. If the United States of Corrientes needs somewhere to look for blaming of the militarization of the island chain it should begin pointing a finger at its neighbors who joined the Tianese led alliance. It should point its finger at the Tianese who have acted unilaterally in attempting to not only destabilize our economy, but the global economy as well as having positioned a carrier strike group near Scanian Hajr.

You are correct, every action has a reaction. The Empire is reacting to the aggressive posturing by the leader of CETO, The Republic of Tianlong, who has acted unilaterally in a multitude of ways for the moment, in an attempt to drag the rest of its alliance along with it. One cannot expect us to sit idle to leave our territories defenseless against the threat facing us.

Such levels of tensions and a collapse to the communications framework that kept the world powers connected cannot but push Europe into a world war through something as superficial as a mistake or a miscommunication. We call all world powers to try and take a step back from this, as it is clear for everyone that with the morn day weapons and the proliferation of chemical and biological weapons, civilisation as we know it and humanity won't survive a total war which would easily reach world war status because of the current network of alliances.

The United States thus calls for peace and wishes to invite nations back into the European Forum, especially Tarusa and the Holy Frankish Empire, as it is only with an open dialogue that peace can be won and kept.

We also announce the creation of the Organisation of Non-Aligned Nations, open to nations ready to strive for peace, keeping ties open to both blocks, while also being ready to become a bridge between the two alliances, the Gothic Sea Pact and CETO, always ready to aid in keeping world peace. The NAO (Non-Aligned Organisation) is open to any nation not a member of CETO or the Gothic Sea Pact, irrespective of their ideology, form of government, religion or geographic situation, the only condition is to not be a member of CETO or the Gothic Sea Pact. The NAO is here to aid pragmatic nations non-aligned to any block in creating a joint position for all of them so that they can better navigate the current very tense world, and foster peace, solidarity, stability, trade and the exchange of ideas.

The Government of the United States of Corrientes wishes to invite in the NAO the following nations: @The Federation @Ostmark , Metsamaa, The Ottawas, @Azraq, @Kvisa, @Great Engellex, Central Himyar, @Karzask, @Touzen, @Pelasgia, @Nieveland; while CETO and Gothic Sea Pact nations are invited in the Organisation as observed members.

The NAO is here to aid pragmatic nations non-aligned to any block in creating a joint position for all of them so that they can better navigate the current very tense world, and foster peace, solidarity, stability, trade and the exchange of ideas.

The Government of the United States of Corrientes wishes to invite in the NAO the following nations: @The Federation @Ostmark , Metsamaa, The Ottawas, @Azraq, @Kvisa, @Great Engellex, Central Himyar, @Karzask, @Touzen, @Pelasgia, @Nieveland; while CETO and Gothic Sea Pact nations are invited in the Organisation as observed members.

Honourable Sir,

The Pelasgian Empire applauds this initiative of the United States', which would enable countries committed to a policy of neutrality and peaceful dialogue to cooperate toward common security and prosperity, without being intimidated into joining any one conflicting bloc.

Having been long committed to a policy of official neutrality, Pelasgia intends to join this organisation. To that end, we will be dispatching a delegation to Corrientes to take part in the initial deliberations of this new Organisation of Non-Aligned Nations.

Su Excelencia, El Presidente José David Constanza, observes this latest development from los Estados Unidos de Corrientes with great interest. The argument it has put forward is eloquently put and gives the people of San José pause in their efforts to combat la Conspiracion Global de Explotacion. The current path is leading towards inevitable war, which will fill the coffers of the warmongers and enrich the global elite who profit off of pain and suffering of the masses.

With all this in mind, this office is authorized by Su Excelencia to accept the invitation to send an observer to this organization and ensure that la República Popular Archipelágica de San José is officially counted and recognized as an observer member.
