The Ze He & Zheng Shu arrive in Cantignia
Zhi Erlai; Jinzhen Evening Paper, JUNE 12, 2012

The Ze He and the Zheng Shu both arrived in Vesper harbor today, carrying on-board the right honorable Jinwei Feng; current Minister of the Exterior, and a member of the Prime Chamber. Having been announced almost a week previously now, the voyage of these two Zheng Feng-class destroyers across the width of the Implarian proved to be unremarkable, the cruise consuming the greater part of the previous week as they steamed ever westward.

The Minister's arrival in Cantigny is the consequence of the most recent effort by the currently ruling All-Attais Democratic Congress (AADC) to bring the Federative State out of its long period of general diplomatic isolation and willful neutrality. Whereas the nation has traditionally acted only as a regional power in the southernmost half of Santander-Zulia, both Jinwei Feng and President-for-Life Zhu Li have made it their stated goal as to incorporate the country into the international community in a defined role – joining it as a full and active member.

Opposition to these policies have come primarily from Zhou Cang, who leads the Littoral Group in the People's Chamber, acting in direct challenge to the AADC.

Though it has not been officially by either the Ministry of the Exterior nor technically the Board of Commission of the AADC, it has been speculated by representatives to the People's Chamber – the right honorable Xiaoman Shu of the Littoral Group premier among them – that Minister Feng is bound for Cantigy so as to secure an agreement concerning Implarian security and trade as a whole.

“Cantigny and the Federative State both have vested interests in the southern Implarian region,” she commented, “and though the latter party's particular concerns aren't necessarily clear for the time being, it nonetheless remains sensible for some level of cooperation to be agreed upon.”

Representative Shu argued further that “despite noble intentions,” the delegation was itself an “unnecessary measure.” She, in concord with Zhou Cang, issued a condemnation concerning what she and the Littoral Group views as an “unacceptable” and “unilateral” move on the President's part; it being stated that him sending off a diplomatic team independent of the People's Chamber or the Prime Chamber was an unacceptable breach of traditional procedure. She points out that a bilateral agreement between Cantigny and the Federative State cannot be made without the approval of all the houses of the Colonial Council, and that the President's attempt to negotiate one despite the ignorance of the Colonial Council as to the proceedings and terms is itself both dangerous and potentially in direct violation of the Federative State's constitution.

President Li is at present unavailable for comment concerning the issue, as he's gone in Hlaalu until the 15th, he personally examining several historical sites in the state.
