Declaration of the Autonomous Valkanian Eastern Cape Colony
On this day of Friday, February the 14th of 1954, the Imperial Valkanian Government and the Temporarily Elected Colonial Administration of the Eastern Cape Colony hereby declare the Eastern Cape an autonomous, not independent, Valkanian Colony. In two months time new elections will take place where all citizens of the Eastern Cape, native or not, will be able to vote.
I. All persons living in the Eastern Cape are equal regardless of race, ethnicity and religious or other views and they may not be subject to any discrimination of any kind. All persons born within the Eastern Cape's borders are to be and Citizens of the Empire of Valkany. All persons born within the Eastern Cape Colony's borders by parents who have Valkanian or Eastern Cape Colonial citizenship are to have the Eastern Cape Colonial Nationality.
II. All constitutional powers come from the people and are enforced for the people's benefit. The Eastern Cape is to be officially called the Valkanian Eastern Cape Colony. All Eastern Cape nationals have Valkanian citizenship and as such may be refereed to as Valkanians or Eastern Cape Valkanians. The Colonial Capital City of the Eastern Cape Colony is to be Port Victoria.
III. The Eastern Cape is to elect a Colonial Parliament every four years to vote for its own laws. The Eastern Cape shall have its own constitution and legal system. The only way for the Empire of Valkany to pass a law concerning the Eastern Cape is to have the approval of both the mainland Valkanian Parliament and Emperor and the Colonial Parliament and Colonial Government of the Eastern Cape Colony. The Eastern Cape's Colonial Parliament is to consist of the Colonial Assembly and the Colonial Senate. Members of the Colonial Assembly shall be publicly elected while members of the Senate are all Eastern Cape nationals with Valkanian Titles of Nobility. For a law to be passed it needs to have the approval of both the Senate and Assembly via a majority vote.
IV. The Head of Government of the Eastern Cape Colony is to be the Colonial Prime Minister who shall be publicly elected by the people of the Eastern Cape. The Ceremonial Head of State of the Eastern Cape is to be His Imperial Majesty, the Valkanian Emperor, who since His Imperial Majesty is unable to personally be present at the Eastern Cape at all times shall appoint a Governor-General to deal with his strictly ceremonial powers.
V. The Eastern Cape shall have its own courts whose judges and other officials are to be publicly elected.

) which is to always fly alongside the Valknian flag on government buildings but may fly on its own on private property. The Eastern Cape Colony shall have its own Colonial Emblem (

) which is to always be displayed alongside the imperial Valkanian Coat of Arms.VII. All mines and other resource producing plants in the Eastern Cape owned by the Empire Valkany shall pass to the control of the Eastern Cape Colony. However 25% of their profits shall go directly to the Valkanian Crown. They may not be sold to third parties. All mines or other resource producing plants in the Eastern Cape owned by private companies and entities shall remain under their control.
VIII. The Eastern Cape shall have its own Colonial Defence Force, under the name of the Valkanian Eastern Cape Colonial Defence Force. The VECDF shall have its own command appointed by the Eastern Cape's government. All bases in the Eastern Cape currently under Valkanian Military Control are to remain under that control and not pass on to VECDF control. The Valkanian Military may be deployed to Eastern Cape should an emergency situation be declared by the Imperial Valkanian Government or at the request of the Eastern Cape's Colonial Government.
IX. The Eastern Cape may not have it sown embassies and diplomatic relations or stuff. The Imperial Valkanian Ministry of Foreign Affairs shall be in control of all of Eastern Cape's diplomacy which shall be considered part of Valkany's diplomacy. As such All persons bearing Valkanian citizenship and Eastern Cape nationality may use Valkany's embassies and diplomatic offices. All of the Eastern Cape's subjects are subject to possible Valkanian Conscription.
X. This constitution may be modified only after a majority vote of the Eastern Cape's Colonial Parliament. Articles 1-10 may not be modified.
