Declaration of the Autonomous Valkanian Eastern Cape Colony​

On this day of Friday, February the 14th of 1954, the Imperial Valkanian Government and the Temporarily Elected Colonial Administration of the Eastern Cape Colony hereby declare the Eastern Cape an autonomous, not independent, Valkanian Colony. In two months time new elections will take place where all citizens of the Eastern Cape, native or not, will be able to vote.

I. All persons living in the Eastern Cape are equal regardless of race, ethnicity and religious or other views and they may not be subject to any discrimination of any kind. All persons born within the Eastern Cape's borders are to be and Citizens of the Empire of Valkany. All persons born within the Eastern Cape Colony's borders by parents who have Valkanian or Eastern Cape Colonial citizenship are to have the Eastern Cape Colonial Nationality.

II. All constitutional powers come from the people and are enforced for the people's benefit. The Eastern Cape is to be officially called the Valkanian Eastern Cape Colony. All Eastern Cape nationals have Valkanian citizenship and as such may be refereed to as Valkanians or Eastern Cape Valkanians. The Colonial Capital City of the Eastern Cape Colony is to be Port Victoria.

III. The Eastern Cape is to elect a Colonial Parliament every four years to vote for its own laws. The Eastern Cape shall have its own constitution and legal system. The only way for the Empire of Valkany to pass a law concerning the Eastern Cape is to have the approval of both the mainland Valkanian Parliament and Emperor and the Colonial Parliament and Colonial Government of the Eastern Cape Colony. The Eastern Cape's Colonial Parliament is to consist of the Colonial Assembly and the Colonial Senate. Members of the Colonial Assembly shall be publicly elected while members of the Senate are all Eastern Cape nationals with Valkanian Titles of Nobility. For a law to be passed it needs to have the approval of both the Senate and Assembly via a majority vote.

IV. The Head of Government of the Eastern Cape Colony is to be the Colonial Prime Minister who shall be publicly elected by the people of the Eastern Cape. The Ceremonial Head of State of the Eastern Cape is to be His Imperial Majesty, the Valkanian Emperor, who since His Imperial Majesty is unable to personally be present at the Eastern Cape at all times shall appoint a Governor-General to deal with his strictly ceremonial powers.

V. The Eastern Cape shall have its own courts whose judges and other officials are to be publicly elected.

VI. The Eastern Cape Colony shall have its own colonial flag (

) which is to always fly alongside the Valknian flag on government buildings but may fly on its own on private property. The Eastern Cape Colony shall have its own Colonial Emblem (

) which is to always be displayed alongside the imperial Valkanian Coat of Arms.

VII. All mines and other resource producing plants in the Eastern Cape owned by the Empire Valkany shall pass to the control of the Eastern Cape Colony. However 25% of their profits shall go directly to the Valkanian Crown. They may not be sold to third parties. All mines or other resource producing plants in the Eastern Cape owned by private companies and entities shall remain under their control.

VIII. The Eastern Cape shall have its own Colonial Defence Force, under the name of the Valkanian Eastern Cape Colonial Defence Force. The VECDF shall have its own command appointed by the Eastern Cape's government. All bases in the Eastern Cape currently under Valkanian Military Control are to remain under that control and not pass on to VECDF control. The Valkanian Military may be deployed to Eastern Cape should an emergency situation be declared by the Imperial Valkanian Government or at the request of the Eastern Cape's Colonial Government.

IX. The Eastern Cape may not have it sown embassies and diplomatic relations or stuff. The Imperial Valkanian Ministry of Foreign Affairs shall be in control of all of Eastern Cape's diplomacy which shall be considered part of Valkany's diplomacy. As such All persons bearing Valkanian citizenship and Eastern Cape nationality may use Valkany's embassies and diplomatic offices. All of the Eastern Cape's subjects are subject to possible Valkanian Conscription.

X. This constitution may be modified only after a majority vote of the Eastern Cape's Colonial Parliament. Articles 1-10 may not be modified.

This "declaration of autonomy" is a sad parody. A constitution which cannot be revised, the forcible extraction of surplus capital, the impressing of the native population to fight in Valkanian wars and an upper house stuffed with imperial stooges. What else is left to take away? What does this "declaration" even serve? To remind the world again that the East Cape has not, does not and will not ever control their own destiny as long as they are under the Valkanian heel? If so, I personally congratulate the Valkanian government. You have succeeded marvelously.

The KNRR will not recognize this declaration. It is not worth the paper it is written on.

Public Statement

Carentania echoes the sentiment of its Kyivan comrades. The extradition of wealth to Valkany is written into this constitution; the small improvement of rights of the natives comes at the expense of being forced to fight Valkanian wars; the creation of an upper house consisting entirely of white Valkanian nobility whose agreement is necessary for any law to pass in parliament; the fact that these articles of the constitution can never be revised - this all constitutes a thorough enslavement of the people of the Eastern Cape.

A constitution failing to meet fundamental requirements can not be justified by casting smoke-screens over it. This constitution does not grant autonomy to the Eastern Cape, it is a mockery of the international community and the formalization of perpetual Valkanian rule over Himyari lands.

We would advise both Kyiv and Carentania to study the deference between independence and autonomy before ridiculing itself again with such outrageous statements.

The statements and the so called constitution of what Valkany presents as being for the Easters Cape state are just showing the mendacity to the whole world. This shows exactly the fact that for the Valkanians, the Eastern Cape is just a territory full of resources that are to be taken for the "glory" of the "Empire" while its population just some manpower, if not even worse, cannon fodder for the Valkanian expansionism. The commissions on the constitution saying that the Valkanian nobility have right to hold any law hostage in the territory's parliament, a quarter of its resources taken and its men obliged to fight in the Valkanian military, shows that actually autonomy is just a word that the Valkanian clique likes to use to try to misinform, if not mock the international community. Tyrrhenia will not stand down until the Eastern Cape will see the sunlight after this long night in which Valkany has brought it into.

Then Tyrrhenia will have to wait forever for we will never relinquish our divine right to the Eastern Cape. The upper house, or house of lords is also present in the Valkanian parliament and its introduction in the Colony was in fact an idea of the Elected Colonial Administration. Without those articles there would be no reason for Valkany to have this colony whatsoever and the colony would be unable to defend itself in times of war.

Such rhetoric and ideas are what brings Valkany onto a path of destruction and death. Such ways of seeing the modern world is a reactionary, fascistic thing. Valkany really has no place in the modern world with this kind of rhetoric. That colony SHOULD not be a colony. It should be a free country. Valkany has no place in Himyar and God has nothing to do with Valkany's imperialist territorial actions.

We hope that we can also assist in the rebuilding process of our Native and Settler brothers and sisters who live in the war-torn Eastern Cape, in hopes of creeating a better and brighter future for all Himyari States. We in the IHC would be interested in meeting with delegates from the Eastern Cape Government in talks of creating economic independence, the most important step towards a prosperous nation of the Lowever.
We would also wish to speak with you of your personal position and the personal nation feelings towards the Valkany Empire, and extending an invitation in the future to enter the Himyari Commonwealth.
