TO THE STATE OF CARENTANIA.

Opgedragen zich te uiten, zoals toegestaan door de autoriteit van de Kroon;
Instructed to express as permitted by the authority of the Crown;

The Government of the State of Carentania.

Since the date of 30 Jan. 1954, the Crowned Government of Lisse has availed itself of every opportunity of recommending to the Valkanese Government to abstain from all retaliation and escalation of crises in the Himyari territory of the Eastern Cape.

Without adverting to those principles which the Crowned Government must always consider the rule of their conduct, in relation to the internal affairs of other countries, it was considered that to whatever degree either the origin of the Himyari rebellion in the Eastern Cape, the colonial administration established there, or the conduct of the Valkanese Government in retaliatory reaction to said rebellion might be disapproved of, any amelioration which might be desired in the Valkanese Establishment, for the sake of Valkany or her territories, ought to be sought for in measures to be adopted in the Valkanese democratic systems, rather than abroad through European agendas; and particularly in the confidence which the people should be taught to feel in the character and measures of the Valkanese Emperor.

The Crowned Government has considered that an interference, with a view to assist the enlightened opposition, to overturn that which had been adopted by the Valkanese Government, would, only place the Valkanese Government in a false position, and prevent it from looking to the internal means of amelioration which might be within their reach.

Such an interference always appeared to the Crowned Government an unnecessary and dangerous assumption of responsibility; which, considering all the circumstances, must expose the political fragility in Valkany to danger, and the immediate region of the nation-state in Scania, to obloquy, certain risks, and possible disasters; to enormous expenses, and final disappointment in producing any result.

Upon these principles the Crowned Government has advised the Valkanese Government, and has acted itself, from the 30. Jan. 1954, to the present day.

The protocols and other acts of the Congress at Leidschendam, which established the existence of the present day Kingdom of Lisse, require the most unlimited confidence and communication on the part of the Crowned Government and the States-General; and accordingly, the Minister-President has never failed to communicate to the States-General, every instruction, invitation and circumstance which has been presented to myself, the Royal Secretary of Foreign Affairs.

It is impossible to look at the existing relations between the Valkanese Kingdom and the Kingdom of Lisse, adverting to what has passed from the declarations of the Valkanese Government in January, to the present moment, without being sensible of the unfortunately false position in which the Kingdom of Valkany is placed; and that the spirit of glory in that country, having aggravated the national antipathy which antecedent circumstances had occasioned, is in a great measure the cause of the unfortunate irritation in Europe against Valkany. The great object of the Crowned Government’s foreign policy is, to preserve peace among nations; the Crowned Government feels the most anxious interest for the prosperity of Europe, and the honour and stability of the Valkanese Government; and it would be our sincere desire to allay that irritation that exists.

But the Crowned Government cannot but feel, that to make any declaration on any of the treaty articles referred to by his Excellency of Carentania, without an existing mandate from the States-General, would be not only be premature and unjust, but would probably be unavailing; and would, in fact, deprive the Crowned Government of the ability of further participation and discussing and deciding upon the measures of the Crowned Government in this affair hereafter. The Crowned Government must either place itself in this difficult position, or it must do, what would be equally difficult to the Crowned Government, require from the friend and ally of the Kingdom of Lisse – the Valkanese Empire, that it should submit the conduct of the Valkanese Government to the advice and control of the Government of his Majesty of Ivernia.

Ministry of External Affairs

The People's Republic of Vangala welcomes the International Resolutions against Genocide as an important development in international affairs, and only wishes such a charter had been adopted earlier by the international community, which may have prevented countless massacres across the globe.
