As pertains to the situation presently unfolding in the Eastern Cape, the Crown government and sovereign of the Etnaean Kingdom now resolve in unison, with the spirit of sincerest synergism and in utmost concord, to express the following statements and sentiments to the Imperial government of Valkany.
Congratulations are to be extended to the Imperial government for their ability to recognize their own failings, and in accepting the convention put forward by our friends in Red Carentania regarding the unfortunate issue of genocide. This represents an admirable understanding and willingness to compromise, negotiate, and achieve what will hopefully be a peaceful and universally satisfactory solution to this conflict. It is hoped that the Imperial government understands the genuine weight of the convention, and will indeed undertake to bearing, recognizing, and adhering to it in full. Though the events which have transpired thus far are unfortunate, undesirable, and even grotesque in the context of this modern era, it is nevertheless the case that neither Valkany nor the Eastern Cape need to be defined in perpetuity or unfairly colored by them. In coming to terms with the particular failings that lead to this conflict—both as regards to its most basic form in addition to it as an international issue—will absolution arise, but only insofar as the spirit of the convention is shown to be truthfully and sincerely adhered to.
It is thus that the Crown government and sovereign of the Etnaean Kingdom petition the Imperial government of Valkany for the following concessions. These are meant neither to erode the sovereignty of the Imperial government, nor necessarily its authority in the Eastern Cape. The stated goal, by which all ought operate, would be to provide a moderating influence for the purposes of preventing further violence, ensuring a state of general stability, and paving the way to a peaceful resolution to what is undoubtedly a difficult issue.
First, that the Imperial government of Valkany will allow, as is deemed necessary by international agreement under the provisions of the
Second, that the Imperial government of Valkany will acknowledge that the conflict broadly and the issue of possible genocide in particular have become undeniably international issues. The Imperial government will thus consent to the formation of an international tribunal, consisting of representatives from signatory states, which will preside over the prosecution of those found in breach of the resolution's articles. It is not the purpose of this tribunal to determine whether any given belligerent party is right or wrong, but merely to determine their criminality and judgment as pertains to the resolution.
Thirdly, that the Imperial government of Valkany will consent to the presence of the following foreign agents and entities to operate, largely within the context of Valkanian civil law, entirely unobstructed within the Eastern Cape: humanitarian workers or organizations (including but not limited to missionary groups, the Red Cross, etc.), international peacekeepers drawn from signatory states, and investigators drawn from the respective justice departments, ministries, or agencies of signatory states for the purpose of assisting with the proceedings of the aforementioned international tribunal.
It must be noted that this is not an effort by the Etnaean Kingdom, nor her allies, nor her international partners, nor the signatory states of the resolution, to directly damage, infringe, or otherwise besmirch the reputation, prestige, or image of either Valkany or its government. It is hoped that the Imperial government will agree to the following points because it indeed does believe in the spirit of the resolution to which it is now party, and will consent on this basis that it understands that impartial moderation is required with regards to such a divisive topic. The interest of the international community is primarily humanitarian, and it operates in concord on this matter from an interest in seeing justice—as we understand it under accepted norms in the system of modern ethics—carried out.
