Esteemed Colleague,

This Government must confess to being extremely disheartened by the decision of the Continental Republic of Sylvania to bestow formal recognition on the so-called 'Democratic Republic of Augustaborg'.

We must also express surprise at the rapid recognition of the self-proclaimed 'Democratic Republic of Augustaborg' considering it was only recently Sylvanian law-makers declared the affairs of Himyar to be beyond their interest, having rejected participation in the International Commission on Decolonisation despite professing sympathy and admiration for the Commission's objectives.

It is the firm opinion of the Republic of Cathiopia that the armed faction in control of Augustaborg represents little more than dissatisfied tribal interests - and not the suitable basis for a separate nation-state.

Speaking candidly, it was our hope to include Asylan in reconstruction efforts in the Eastern Cape, recognising the ideological imbalance in the International Commission on Decolonisation, and the proximity of Asylanian military assets to the Cape. Asylan's pre-emptive support for the rebel militia in Augustaborg has undermined such plans.

It was the stated intention of your office to pursue stronger relations with our country using the foundations of shared Republican forms of governance, and belief in God and his son Jesus Christ Our Saviour. Sylvania demonstrating diplomatic initiative and helping to secure a peaceful resolution to the unfolding crisis in Augustaborg would provide an excellent starting point to our partnership.

We are bound to support our fellow nations within the Tripartite Agreement and we truly believe that the government of Asylan is acting in the best interest of the people of Augustaborg. The Eastern Cape is a failure that will only continue to exist due to the help of its foreign supporters and we have the utmost confidence that Asylan, with the political support of the Tripartite Agreement Nations, will create a nation that will one day be able to prop itself up. What you see as the interest of dissatisfied tribes we see as a people crying to be free from a failed colony that will soon fall under the control of the Red Menace, even now there are reports that the Reds are moving to stop the creation of a new Democratic Republic in Augustaborg. Cathiopia has willingly allowed the communists to infiltrate the ICD, a main reason as to why the Continental Congress wanted nothing do with it. As to a peaceful resolution to this so called "crisis" Sylvania is committed to a peaceful resolution, a resolution that includes supporting the Democratic Republic of Augustaborg. Any hostilities that have shown up are a result of the communist rejection of the creation of a truly democratic nation, one that they cannot control.

Esteemed Colleague,

This Government feels Sylvania has perhaps been premature in dismissing the Republic of the Eastern Cape as an non-viable political entity. The International Commission on Decolonisation has only begun preparatory work in the former colony, but is currently in the process of building new representative institutions to replace the old colonial administration.

The Republic of Cathiopia cannot help but see a contradiction in Sylvanian policy toward the Eastern Cape. On the one hand, Sylvania has dismissed the Republic of the Eastern Cape for its reliance on the aid of the International Commission on Decolonisation. Yet on the other, Sylvania has been accepting of the illegitimate 'Democratic Republic of Augustaborg', which hitherto had solely been supported by Asylan.

We also question assertion that the formation of the 'Democratic Republic of Augustaborg' was democratic. The city was seized by a rebel militia exploiting the general lawlessness caused by the sudden implosion of Danish colonial rule. From reading intelligence reports, it appears the militia was drawn exclusively from the Samhara ethnicity - we now have genuine fears for the safety and well-being of the non-Samhara population.

However, the Republic of Cathiopia is not opposed to the right of self-determination. If the Samhara people have legitimate grievances they feel cannot be adequately addressed whilst still citizens of the Eastern Cape, then the possibility of separation must of course be examined. But this can only take place after a new government has been elected for the Eastern Cape, and a new constitution decided.

We hope the government of Sylvania does not negatively interpret our communications. It is just the desire of the Republic of Cathiopia to see the Eastern Cape have a stable and prosperous future after years of misrule.

Take note that our involvement within the entire crisis is nothing more than supporting the actions of our allies despite international interpretation of them. The Continental Republic does not see this affair as damaging to the creation of better ties between our two nations, but rather a different approach that we must take due to our own current commitments. Unfortunately it is our opinion that any ICD backed attempt to create an independent Eastern Cape is impossible with the Carentanians being involved; there can be no truly independent Eastern Cape as long as the tentacles of the RDTO are still wrapped around it.
