On behalf of this Office for the Administration of Government, the Confederated Republic and the Cussian people, it is my duty and great pleasure to transmit this formal, if necessarily discreet, communique. It would be the height of foolishness to pretend that the Confederated Republic and Union have shared anything but a complex history of philosophical disagreements and pronounced idiosyncrasies in outlook and general policy. Despite this, the recent steps taken on behalf of our two great nations in pursuit of economic cooperation within Kadikistan ought be taken as proof that we are capable of better and more - together. It is in the spirit of this latter aspect of our peoples' relationship that I present the following proposal.
As you are no doubt aware, Dr. Josef Koscialkovski - former Secretary of Department of Progress and both the State Foreign and State Domestic Services - has been conducted a diplomatic tour of the Long Sea Periphery and the Borderlands between Germania and Scytho-Slavia. It has been the intention of the Confederated Republic to pursue a policy of civil engagement and personal dialogue with potential new partners, outside the at times static bounds of our traditional relations.
It is my belief that our two nations, and the current geopolitical situation in Western Burgundy, would receive extraordinary benefit from such a personal dialogue between Secretary Dr. Koscialkovski and yourself, should the opportunity arise in the next several days - before his scheduled visit to the Grand Duchy of Lars, concluding his foreign tour.
History has conspired to see to it that our interests very rarely align, and that our paths only very rarely cross. It has for some days now been evident, for the entire world, that despite history's best efforts - the paths of our two nations have been, are and likely will continue to cross for some while. It is, therefore, the belief of This Office for the Administration of Government that some understanding and means of swift, "back channel" communication between our two nations should be immediately forged, to avoid the worst of any potential miscommunication or misunderstandings arising from the ongoing Burgundian Collapse.
Our civilizations, what our peoples have accomplished, and what we might yet achieve are worth far more to the human story than the shedding of our very last drops of blood over a territory that has slipped as deeply into decline and irrelevance as has the former Burgundy. These events, taken as a whole, are but a single move in a game of chess that we have already been playing for decades - and should hope to draw out for an even longer span.
Lastly, and on a personal note, I must admit to a certain greater than usual enjoyment from being called upon to execute my duties and obligations to This Office in this regard, despite present circumstances. It is not every day, nor just anyone that is entrusted with the honor of conducting business with the Union of Kadikistan, and for this opportunity, I thank you.
