With the current stock of third generation fighters rapidly aging and with replacements and surplus parts in short supply, it has been authorised for the Bergenheim National Air Force to purchase between 20 and 30 3.5 or 4th generation multi-role fighters, depending on price, for a maximum budgetary consideration of $2 billion. These fighters must be capable of meeting a strict set of criteria set out by the BNAF below, with a final review of candidates being subject to a vote by the House of Burghers in Spring 2018.

In order to determine this new generation of Bergener Aircraft, we invite all nations and private military aircraft contractors, regardless of politics or factional affiliation, to bring an example of their best available jet fighter, to a private demonstration and a series of multi-functional trials to be conducted in Bergenheim from BNAF Airbase Midweis.

Even if you are not willing to offer your best or second-best jet fighter for sale, we welcome their attendance for demonstration and comparison purposes. We recognise that modern aerial warfare is a very competitive and very challenging field, and we would like to gather as much data as possible before we make our decision.

Demonstration or Consideration: Demonstration and Consideration, meaning that we are offering both planes for sale, but also that we are willing to demonstate the planes in order to ease your decision making.

We have two planes for you to consider. Both planes are still in use with the Air Forces of Eiffelland, Nichtstein and Pelasgia. Furthermore, the Wassergeist 2, which is the Navy version of the Luftgeist 2, is in use by the Navies of Eiffelland and Pelasgia.

The details of the Wirbelsturm are the following:
1. Top Speed: Mach 2.2 / 1295 knots / 2400 km/h / 1490 mph)
2. Climb Rate: 76.7 m/s (15,100 ft/min)
3. Max Ceiling: 15,240 m (50,000 ft)
4. Ease of Maintenance/Repair/Longevity: Various upgrades have been conducted on existing planes, showing that both maintenance and upgrading are easy to conduct.
5. Firepower: 1 x 27mm (1.06 inch) revolver cannon; a total of 11 hardpoints that can carry a mixture of air-to-air missiles, air-to-surface missiles, bombs and reconnaissance equipment.
6. Electronics Suite: Aerial reconnaissance pod, electronic countermeasure pod, and a third pod which can be a targeting pod or a laser designator pod.
7. Multi-role Functionality: Designed as multirole fighter-bomber, but we also deliver an interceptor variant and an electronic combat and reconnaissance variant. The fighter-bomber plane excels at low-altitude missions, but can also be used in air superiority roles; this is really the multirole variant. The plane has to be flown by a crew of two people: One pilot and one navigator/weapons officer.
8. Take-Off Speed (How quickly can it get airborne): 4 minutes from start to maximum ceiling. The plane has variable-sweep wings, which are completely swept out during take-off and landing to make those procedures easier and faster, and are completely swept back to increase speed and manoeuvrability when airborne.
9. Price: 25 million Eiffelland Mark per plane (OOC: 1 RL US$ is 1.06 Eiffelland Mark).
10. Detectability/Evasive Profile: Detectable on radar; however, the plane can be equipped to fight enemy radar installations.

The details of the Luftgeist 2 are the following:
1. Top Speed: Mach 1.8 / 1034 knots / 1915 km/h / 1190 mph)
2. Climb Rate: 250 m/s (50,000 ft/min)
3. Max Ceiling: 15,240 m (50,000 ft)
4. Ease of Maintenance/Repair/Longevity: This plane is easy to maintain and has a long life-span.
5. Firepower: 1 x 27mm (1.06 inch) revolver cannon; a total of 9 hardpoints that can carry a mixture of air-to-air missiles, air-to-surface missiles, bombs and reconnaissance equipment.
6. Electronics Suite: radar pod, remotely operated video enhanced receiver antenna.
7. Multi-role Functionality: Designed as multirole fighter. This is a one-person plane, i.e. the pilot conducts all tasks needed.
8. Take-Off Speed (How quickly can it get airborne): 1.5 minutes from start to maximum ceiling. Because this plane is also available in a variant for use on aircraft carriers (called the Wassergeist 2), it was designed for use on short take-off and landing strips.
9. Price: 29 million Eiffelland Mark per plane (OOC: 1 RL US$ is 1.06 Eiffelland Mark).
10. Detectability/Evasive Profile: Detectable on radar.

The prices mentioned are the prices for new variants of these planes. However, there may be an alternative approach. The Eiffellandian armed forces will start replacing Wirbelsturm and Luftgeist 2 planes with the new Fallwind (OOC: ) planes from the beginning of next year onwards. We cannot deliver the Fallwind to you yet, but we may get approval from the Eiffellandian Government to deliver you the Fallwind from 2025 onwards and deliver you second-hand Wirbelsturm or Luftgeist 2 planes now in order to overcome your acute need for 4th generation planes. We can assure you that the Eiffellandian armed forces maintain their equipment extremely well, so you don't need to worry about getting worn-out planes. For the Fallwind, we have to inform you that those planes cost 68 million Eiffelland Mark per plane compared with 25 to 29 million Eiffelland Mark for a new Wirbelsturm or Luftgeist 2, but the Fallwind is a present-day design, while the Wirbelsturm and Luftgeist 2 are designs from 30 years ago.

The Morrigan light fighter aircraft was commissioned by the Commonwealth from Brancova Design Bureau of Eluetios with a focus on affordability for more frequent flight time, agility and multi-role versatility to compliment the heavier Banshee. The design of the Morrigan is a single-engine lightweight platform customizable depending on variant to multiple roles in an airframe that is both affordable and easy-to-maintain. Largely considered a jack-of-all-trades master-of-none, the affordability of the fighter allows for a much larger fleet of capable 4th generation fighters though each individual fighter has a smaller payload than a comparable twin-engine 4th-generation equivalent. Whereas the Banshee is a heavy fighter and intended to be produced in Gallega, the Morrigan is readily available to be licensed for domestic production by interested nations, with support and advisory roles from Republic Aviation Corporation. Modern variants of the IAR-95 are available with conformal fuel tanks and updated avionics suites although the Morrigan is highly-convertible with any weapons and avionics systems of choice if licensed for own production.

6. Electronics Suite: radar system, electronic warfare system, and infrared search and track system.
7. Multi-role Functionality: This plane was designed to perform all possible tasks that can be asked from a fighter. Actually, it is an omnirole plane.
8. Take-Off Speed (How quickly can it get airborne): 1.5 minute from start to maximum ceiling.
9. Price: 68 million Eiffelland Mark per plane (OOC: 1 RL US$ is 1.06 Eiffelland Mark).
10. Detectability/Evasive Profile: Reduced radar cross-section and infrared signature, a.o. because 70% of the plane consists of composite materials.

Although the skies continue to be cloudy and often way below zero over wintry Bergenheim, the added enviromental factors will be adjudged seperately for each jet. Essentially, if it can't perform due to the conditions, then it will be scored an automatic 0 and be out of consideration.

The first set of trials- the Flight and Handling Trials- are about to begin. Every Jet is rated 1 for all categories, with a plus or minus to this rating depending on comparitive advantage. 5 roles will be made for each jet using a random rolld20 dice generator, with the highest score coming out as the winner. The First Trials, for the first 3 categories, will be completed this weekend.

FIRST ROUND OF TRIALS: Flight and Handling
The skies were a cloudy grey when the first round of flight trials were scheduled to begin at AFB Midweis. Despite the name, the Air Force base was several kilometres away from both the capital and the main airport for the country, and the sprawling air-base was surrounded by flat, rolling farmlands, fallow and brown with splashes of melting white, a hard blanket beneath the grey sky.

Queuing up on the runway, in order of submission, were the provided demonstration jets and their national crews. While air-crew supported was provided by the National Air Force of Bergenheim, along with air traffic control, the pilots of each jet were from their home nations, and permitted to run their own flight-checks and prepare as best as they felt was necessary.

In order to eliminate the possibility of miscommunication, ATC was on three feeds, with communication occurring in Xinhaiese, Germanic and Engellish, ensuring all participating pilots could communicate with the ground, though perhaps not as well with each other.

Co-operation would be unnecessary at this stage, anyway. The first round of flights were simply to demonstrate and determine basic functionality, to provide a baseline of comparison and capability in close-to-ideal flying conditions.

Failure at this stage would demonstrate the craft was incapable of basic operations. Thankfully, that didn't seem likely to happen here.

As the clear signal was given, the first jet, the Griffen, began to taxi down the runway, its engines building up a powerful roar as it prepared for takeoff. Soon to follow would be the L-73, the Wirbelsturm, the Luftgeist 2, the Aetos, the Morrigan, and, finally, the much anticipated Fallwind.

Even some international observers, both press and millitary, had shown up to witness the flight of the Fallwind. Eiffeland's most modern combat jet, any opportunity to see its capabilities outside of Eiffeland was one to be taken note of. It was more than likely that, despite close vetting, a few spies from Kadikistan or Chernovy had made their way into the civillian audience, carefully corralled and kept seperate from the main venue...

Ok this proved far too much work to do, and then I was AFK for several months. If Bergenheim is still a thing, I'd say we probably went with the Wirbelsturm but haven't taken delivery or negotiated the full license/arrangement for them yet, so consider them "pending". Eiffeland is probabl too busy to deliver any jets right now anyway.
