To the attention of the Honourable Minister of Foreign Affairs of the Kingdom of Borovanger.

Honourable Sir,

I have been instructed by His Imperial Majesty's Government to notify you of the Empire's willingness and eagerness to support your Kingdom in its commendable efforts to liberate your homeland from Communist oppression. Thus, the Empire is prepared to offer materiel, military advisors, aid, and, possibly, further support for your cause, if your government would be so inclined as to accept out aid. As a sign of good will, and as an apology for our unfortunately late entry into this conflict, we will ship a gift of five thousand (5.000,00) Hēmiautomato Typhekio Typou 49/56 (HĒTT 49/56) semi-automatic service rifles, along with appropriate ammunition and equipment to equip half a division of Loyalist troops, which, if our aid is accepted, will have the chance to be trained by Pelasgian officers. The rifles, like all equipment, are Imperial surplus, being phased out in favour of newer models, but still being very much top of the line, by foreign standards, and in great condition. To avoid causing international trouble to your Kingdom, we have taken the liberty to erase their serial numbers.

These items will be lent as part of a lend-lease programme between our two nations. They will remain the property of the Pelasgian Empire and any damage and/or destruction of these items will have to be paid for entirely by the Kingdom of Borovanger. As always, we would appreciate official secrecy in this affair, even if unofficial secrecy might be rendered difficult if not impossible by the reality of the war, to allow the Imperial Government to maintain deniability.
