Canal Outre-Mer 1ère is a channel created by the ex-patriots and immigrants from Montelimar, who wish to portray the news and desires of the French speaking people who have arrived in Monterrey. The channel will address news and opinion that comes from Monterrey and in support of the Republic and its institutions. It serves to give a voice to the Francophones of Monterrey, who now arrive in the greatest numbers since the loss of Montelimar independence.

Gangs attack West March
The gangs of Monterrey have often been at arms with the government as of recently, with Frescanian government recently capturing the famed Juan Salvador to theoretically end his gang. Unfortunately it would seem that the gang may be at work again. Their leadership is unknown and now it would seem they've expanded their arsenal.

The gangs have been known to operate around the French quarters of several small towns in Embarcadero and in the various Monterrey towns that have become French established in central Monterrey. It's even rumored that some have joined some gangs. It wouldn't be a surprise if the actions taken were the result of a French expat gang as much of the expat youth holds a grudge against Anglo-monarchy in Monterrey.

Monterrey has indicated that it plans to look into the expat gang links in hopes of defusing any possible further international incidents. The Frescanian Government has yet to comment on the situation.

OOC: I'm writing short easy articles to try to stay as active as possible while away. I also decided to take a different twist on how to do it.

Commonwealth Act reforms impact Monterrey
Negotiations between Monterrey and Frescanian amounted to the reformation of the Commonwealth Act, the document that binds together the two nations. The Frescanian National Assembly, approved Monterrey's inclusion in diplomatic meetings as part of Frescanian delegations. A point that Prime Minister Santos was keen to argue for and obtain.

Additionally, Monterrey must now patrol her own territorial waters. Parliament has begun debate on the formal establishment of a coast guard. It is expected that it will be finished and officially deployed on the 1st of September with small patrol motor boats with mounted machine guns. Parliament will inquire on the purchase of larger vessels before the 1st of October.

Engellexic Embassy to be Closed
In what was greeted with profound cheers from the French speaking community of Monterrey, Estrella Inés Ramos announced that she was closing the Dulwich office after a series of failed attempts to better work with the Anglo-monarchy. She expressed her displeasure with the Empire of Crowns and their enslavement of the Montelimar people.

Some have suggested that the Foreign Minister's daughter may be trying to work her way into politics with her statement. She has also stated that a replacement office would be made in the coming weeks. Rumors have suggested that it might be in Wasatch or West March, especially with the recent gang troubles and a possible loss opinion in those nations.

THE Covenant has elected to continue the tradition of relaying our views and wishes through the Republic of Frescania, a true and trusted friend of these friendly confines. Until such a time where the Commonwealth of Monterrey can conduct itself in an amiable manner, we will not finance a brick and mortar office to represent interests independent of our Frescanian friends.

We frankly do not know what to make of the recent news hailing out of Monterrey, and we fully intend to consult our level-headed allies in Frescania proper on this issue of colonial instability.

Gangs worries spread across Santander
With the recent attack on the border of West March and the recent move to grant Monterrey the ability to patrol its own waters, Monterrey has become a focal point of a great deal of talk in the West. Parliament convened to discuss the gang operations in Monterrey and the threat they posed internationally.

Monterrey gangs have typically only engaged in small scale operations. The tequila trade and so-called, "train" being the largest they've operated in; however, they are not the only groups which operate in the trade. Private citizens, millionaire playboys and even a few bribed officials have likely engaged in the tequila train. Gangs posing as the largest or only threat there has been largely press made, especially from Cantigian, Frescanian and even Monterrey's own publications.

Gangs are highly visible, and thus the easiest to target.

Typically, Monterrey gangs have worked in efforts to rob banks, farmers, ranchers, and or engage in extortion or blackmail. Prime Minister Santos declared that he didn't believe the work of gangs to be involved in the border exchange near West March, as they have historically looked to remain low key enough to avoid massive government action.

Parliamentary debate thus began to focus on a possible exterior motive raised in West March and the Empires of the Crown of Engellex.

Foreign Minister Ramos stressed afterwards that Parliament ought not to build up hostilities with Engellex, despite the consistent blame and attacks that, that crown country had thrown at the Lion of the West.

Montelimar expats have complained and grown stressed that the Anglos were systematically hunting them down. Punishing Francophone success with bloodshed and tyranny. Many Francophones are beginning to believe the gang showdown with West March to be a haux, a fraud. An attempt by the Anglo-crown to hunt down the Francophones who fled from the Empire of the Crowns. Many who have ended up in Monterrey.

Santos has dismissed these claims but as the immigrants continue to arrive from Montelimar, the rumors are spreading throughout French Quarters and creating new Francophone gangs who go out to the Indian Territory. This aspect is worrying Parliament.

Santos has suggested that Parliament commission the creation of a bureau to work within the Indian Territories. Native representatives are furious with the idea to invade their agreed upon lands. Parliament will meet again later in the week to discuss the idea with Native leaders.

Santos worried about developments in Wasatch
The recent problems in Wasatch are beginning to alarm politicians in Monterrey as the disarray took a turn for the worst as protests turned violent and innocents were killed. Contrary to the developments in Belmont not too long ago ewhen Frescania too the charge in advocating democracy, Fortaleza Real has been silent.

Santos now worries that if the disorder in Wasatch grows worse, Frescania may not be prepared. As a result, Santos has condemned the Wasatcher National Senate, and urged them to adhere to the wishes of the people.

Parliament authorized the Commonwealth Rangers (Special Police) to act and pursue any possible disruptions over the Wasatch-Monterrey border.

TO THE PRIME MINISTER, MINISTERS AND COMMONERS OF THE STATE OF MONTERREY​
I am instructed to EXPRESS on behalf of the Lords of Aldwych d'Evercy House;


It is with the greatest regret and the greatest jubilation that we greet the news of the closure of cultural-exchange offices of the State of Monterrey in Dulwich.

Of course, one must express the sincerest sadness at the reluctance of the colonial administration of Monterrey to seriously consider the responsibilities to be assumed at a European level when one aspires for independence of Fortaleza Real.

With the closure of the premises, the colonial administration of Monterrey can be expecting to be in receipt of a compulsory purchase order from the Lord Mayor of Dulwich, the premises was not of a diplomatic mission of any degree, but rather for the appreciation and encouragement of our mutual culture. It is understood, by Aldwych d’Evercy House, that the City of Dulwich Council is desirous of including the former building as part of a regeneration development following a civil misfortune recently.

No doubt exciting futures remain for the premises.

"Our government has not ever aspired for independence from Frescania. I was born a subject of Frescania, and have never wavered in my support of the Republic. Cross cultural offices have never been tied to an independence prospect, but rather towards their initial goal, the expansion of cultural and economic ties. The Engellex government has proven itself unwilling to cooperate with our government in many aspects and has been ungrateful to our cultural overtures, including complementary tequila and spirits. The establishment held no benefit to our Republic with Engellexic fashions and feelings in opposition to our Republic. Cutting costs by removing an ineffective establishment is the best course of action for our government. So in no way is this tied to the projects of some members of our Parliament, nor any desire towards independence from my government. Monterrey is uninterested in independence. If anything this is a damning prospect for cross-cultural interaction between the Engellexic and non-Anglo cultures, including Francophone, Hispanosphere, Orientales and Himyarites."
