The Central European Treaty Organization (CETO) is an international organization for collective defense in Europe created by the first Forum on Security and Democracy, or Tokjin Pact. The formal institution of CETO was established one weak afther the sign, when all the members have ratified the agreement. The organization's headquarters are in [N/A]. There are five founding members of the organization; Republic of Tianlong, Most Serene Republic of Radila, Rheinbund, San José and Gran Occidentia.

The CETO is regulated by the Tokjin charter and by the assembly which operates in compliance with and within the limits established by the Tokjin charter itself.
The States which join this Treaty declare themselves determined to safeguard the freedom of their peoples, their common heritage and their civilization, based on the principles of democracy, individual freedoms and the rule of law. They are determined to join their efforts in collective defense and for the safeguarding of peace and security. Therefore, they adhere to the present Central European Treaty Organization, known as CETO.

Article 1

The parties undertake, as discussed in the Forum on Security and Democracy, to mediate by peaceful means any international dispute in which they may be involved, so that international peace and security and justice are not endangered, and to resort to use of force only when all other diplomatic means have become impracticable or the existence and independence of the member countries themselves is threatened.

Article 2

The parties undertake to promote and develop peaceful and friendly relations, strengthening their free institutions, fostering a better understanding of the democratic principles on which these institutions are founded, and promoting conditions of stability and well-being within the CETO organization.

Article 3

In order to achieve the objectives of this Treaty more effectively, the parties, acting individually and jointly, will maintain and increase their individual and collective capacity to resist an armed attack, periodically agreeing with a 3/4 majority on defense policies.

Article 4

The parties will consult whenever, in the opinion of either part, the territorial integrity, political independence or security of one of the parties is threatened.

Article 5

The parties agree that an armed attack against one or more of them will be considered as a direct attack against all the parties, and consequently agree that if such an attack occurs, each of them, in the exercise of the right of self-defense, individual or collectively, it will assist the party or parties thus attacked by immediately taking, individually and in concert with the other parties, the action it deems necessary, including the use of armed force.

Article 6

For the purposes of art. 5, an armed attack against one or more of the parties means an armed attack:

  • against the territory of one of them;
  • against the forces, ships or aircraft of one of the parties, which are on these territories or in any other region they are on mission at the request of the host country.
Article 7

Each party declares that it has no active disputes or territorial disputes active and pending at the time of accession and signature of the treaty.

Article 8

Each party declares that none of the international commitments currently in force between it and another party or a third state is in contradiction with the provisions of this Treaty and undertakes not to enter into any international commitments contrary to this Treaty.

Article 9

By this provision the parties establish an assembly, in which each of them will be represented to examine questions relating to the application of this Treaty, in particular the measures to be taken for the application of Articles 3 and 5.

Article 10

The parties may, by 3/4 agreement, invite any other State capable of favoring the development of the principles of this Treaty and contributing to the security of free nations to accede to this Treaty. Any State thus invited can become a party to the Treaty by depositing its instrument of accession at the CETO Assembly.

Article 11

Treaty , written in all languages used by its members, with a unanimous vote, may be subject to revision, taking into consideration the factors that may at that moment affect the peace and security of the CETO.

" Friends and colleagues, it is with a heavy heart that I come forward to you on this day to declare that the Government of National Salvation and Liberation feels that given the delicate nature of the People's of Gran-Occidentia's national stability and the increasingly aggressively statements of certain member nations that it would be in the best interests for the people of Gran-Occidentia to leave the Central European Treaty Organization effective immediately. It is the belief of my government that a policy of neutrality and non-alignment would better serve the interests of Gran-Occidentia while we are currently in the process of restructuring our state and undertaking the lengthy process of de-Integralization.

My government also wished for me to add that as of this speech no member state of CETO has issued a declaration of support or recognition for the Government of National Salvation and Liberation. Hardly the behaviour of a fraternity of like minded nations, instead we have been met with silence. So it is belief the the People's State that if the members of CETO engage in bullish diplomatic statements and show little respect for fellow member states then the People's State wants no part in it. Farewell my government and the people of Gran-Occidentia wish all the people's of the nations of CETO a bright and prosperous future

The Republic of Tianlong is embittered by learning of the Gran-Occidentia willingness to leave the Central European Treaty Organization. Nevertheless, it is in the full right of your country to choose the future you most desire. With immediate effect, the Republic of Tianlong suspends all existing cooperation according to the CETO charter in active with Gran-Occidentia. -Tao Hu

The Republic of Tianlong ask that the first Secretary General of the Central European Treaty Organization be elected there for a term of 4 years. The powers of this office will be the responsibility of coordinating the functioning of the alliance, guiding the international staff of the CETO, chairing the Council meetings and acting as a CETO spokesperson.

As first secretary, we propose the colleague Emanuel Holmes-Cornaro, who, if elected, will be replaced for a period of 4 years by another representative of his country.

The Republic of Tianlong supports this resolution n° 0001/2022.

The Republic of Tianlong, in compliance with the charter of the Central European Treaty Organization, recognized the importance of an open dialogue with its allies in order to promote a policy of transparency and internal strengthening,

invites the parties to express their views on the current political situation in the Scanlaw.

We believe that the recognition of one of the two leaders, the more favorable towards CETO, could weaken the strength of the grip applied by the Tarusan Empire in this geographic area. We do not believe that the recognition will change the Scanlaw's policy in Himyar, but at least end the hostilities by bringing Sofie Thott towards us.

I totally agree with your notion that supporting the leader who is more favourable towards CETO should be supported by us. There is only one question. My government considers it difficult to determine who of the two would be more favourable to us. Could you please indicate why you think that Mrs. Thott would be the more favourable candidate? Did we miss information that you did not miss?

"La República Popular Archipelágica de San José is of the opinion there is no benefit to supporting a candidate and further inflaming internal tensions within the Scanlaw. We do not know for certain that our opinion would be received positively within the Scanlaw to the point that our chosen candidate would be victorious, and would instead ensure that we are shackled with the charge of meddling in internal affairs. Rather, we instead advise a wait-and-see approach, and see how this current political crisis develops. It's unlikely it will be resolved anytime soon, and if anything potentially paralyzes further international activity from the Scanians. Their inactivity is more beneficial to our cause."
