The Chamber of Commerce
City of Harton
Capital of the Lower Natal Republic

Organised first in 1850, when the Republics of Lower Natal and Upper Natal and the Langfield Free State were brought together into the Union of Central Himyar, the Chamber of Commerce had the role of aiding trade between Natalian companies and foreign economical actors.

The Chamber of Commerce of Harton has thus evolved to become the main place through which business and trade is conducted between the Natalian companies and foreign businesses and investors. While many still organise directly, the Chamber of Commerce has the role of bringing together and aiding the said businesses in building bridges to foreign companies and to foster foreign trade.

TransNet Infrastructure
Line 500 Project
After completing the feasibility studies for the project and receiving green light in funding from the Federal Investment Corporation, TransNet Infrastructure wishes to invite local and international bidders for an infrastructure project called Line 500, developing a high speed rail line connecting Mzuzu to Blackmere.
[div] style="border: 1px dotted green;; width: 400px; padding: 5px; float:right" |
You must be registered for see images

Purple - Old Line, to be refurbished; Red - New line to be constructed; Dark Blue - Old Line;
[/div]

The old line linking Blackmere to Mzuzu, known as the Northern Mainline is the only railway route connecting the heart of the Rozvi Kingdom with the Upper Natal Republic and through it to the hubs of Blackmere, Harton and Camp Hill. With a total of 880 km, the line leaves Blackmere Central and straddles along the Eastern Coast of the Northcott Channel, reaching the town of Westcott (km 220). It leaves Westcott and continues to Northcott (km 370). Before reaching Blue Bay, the entry port into the Wadjet Sea (570km from Blackmere), it crosses a bridge over Breedie River and then continues to Nelson Bay (770 km from Blackmere), before crossing the Great Gold River and going around its Estuary towards Mzuzu (110 km from Nelson Bay; 880 km from Blackmere);

Last Wet Season, the line has been severely damaged by the tidal waves created by storms in the Wadjet Sea and the landslides caused by the severe rainfall.

The new project entails the reduction of the length of the railroad by 170 km and a maximum speed of 200 km/h compared to the current 60km/h.

Phases of the Project:

  1. Refurbishing the Blackmere-Westcott Sector:
    1. Working on one line at a time so as to not fully disrupt railroad circulation, in sectors of 30km at a time;
    2. Electrifying the Blackmere-Westcott sector;
    3. Refurbishing the Blackmere Central and Westcott North Railroad stations;
    4. Refurbishing the industrial lines linking the Westcott North Shunting Yard with the Port;
    5. Refurbishing the industrial lines linking the Blackmere Central Shunting Yard with the "Cement" Industrial Platform and the port.
    6. Refurbishing the coastal dams and embankment along the railroad;
    7. Planting the "Green Wall" along the railroad to ensure proper soil stabilisation;
  2. Building from Scratch the Westcott - Peddie Sector (150 km)
    1. Building the double electrified track;
    2. Building the Peddie Railroad Station;
    3. Building a 5 km industrial line linking the Peddie shunting yard with the Still Lake Fisheries and Port.
  3. Building from scratch the Peddie - Naledi Sector (130 km)
    1. Building the double electrified track;
    2. Building the Naledi Railroad Station;
    3. Building a 45km industrial line from Naledi to link the town with the mining towns of the Breedie River Valey in the Rukwa Mountains, towards Alice;
    4. Building a 700m long Cable Stayed Bridge over the Breedie River, 7 km South of Naledi;
  4. Building from scratch the Naledi - Nelson Bay Sector (200 km)
    1. Building the double electrified track;
    2. Refurbishing the Nelson Bay Central station;
    3. Digging 2 tunnels, Rukwa Arm 1 (1,100 m long) 10 km from Naledi and Ruwka Arm 2 (800 m long) 70 km from Naledi;
    4. Building 2 bridges over the Great Gold River, both Cable Stayed, one 700 m long, 60 km from Naledi and another 900 m long, 140 km from Naledi;
  5. Refurbishing the Nelson Bay - Mzuzu Sector
    1. Working on one line at a time so as to not fully disrupt railroad circulation, in sectors of 30km at a time;
    2. Electrifying the Nelson Bay - Mzuzu sector;
    3. Refurbishing the Great Gold River Bridge, 3 km from Nelson Bay;
    4. Refurbishing the embankment along the coast of the Estuary;
    5. Planting the "Green Wall" along the Railroad to ensure proper soil stability;
    6. Refurbishing the Mzuzu Central Railway Station;
    7. Refurbishing the Mzuzu Ferry Port Railway Station;
    8. Refurbishing the lines linking the Mzuzu Central Shunting Yard to the Mzuzu Ferry Port and the Mzuzu Freight Port;
    9. Building 10km of industrial lines to link the Mzuzu Central Shunting Yard with the United Wadjet Sea Fisheries;
  6. General Maintenance;
TransNet Infrastructure and the Federal Investment Corporation are inviting foreign bidders for each of those phases.

Namely, we are interested in determining whether the said institutions are willing to hold 12 million euromark worth of gold bullion (approximately amounting to 325 kilograms) and 3 million euromark worth of platinum (approximately amounting to 115 kilograms).

Furthermore, His Grace would like to open the following bank accounts:
1. Huseyn al-Beysur --- Lord in Waiting to the Kaipakam/son --- 6 million euromarks
2. Yasmin al-Beysur --- Wife --- 10 million euromarks
3. Al-Beysur Foundation --- 45 million euromarks
4. Zahrah al-Beysur --- Daughter --- 3 million euromarks
6. Sarah al-Beysur --- Daughter --- 3 million euromarks

It is hoped all the above may be arranged in the most complete form of secrecy. We understand the aggregate value of the funds is around eighty million euromarks. Would such a transfer cause any problems on the regulatory side from the Federation authorities?

We inform you that the Imperial Household has approved the transfer of the monies and assets by way of Firman No. 348-1-2019, copy of which is enclosed with this letter.

Yours sincerely,
Sheikh al-Heisani
Private Secretary to the Kaipakam of Beysur

HYDENSTANE INDUSTRIES

May 27, 2019
Board of Directors
TransNet Infrastructure
Camp Hill, Natal

Dear Sirs,

This correspondence is to inform you that Hydenstane Industries has received and reviewed TransNet Infrastructure’s “Line 500 Project.” Our company has completed a thorough analysis of the project, evaluating all facets of it to determine the best use of Hydenstane Industries’ skills. With that process complete, I am delighted to inform you that our company is extremely confident in its capability to construct the entirety of the Line 500 Project.

Undoubtedly, the dominant force in Clarenthian transportation is Hydenstane Industries. Our company connected the communities of the Stem, where more than 55% of the Clarenthian population lives - but only covers 20% of the country's landmass. Our company was the one to look west and forge new railways to connect the vast expanse and bring west to east. Since the 1880s, the TransContinental Hydenstane Railway has utterly transformed the way that transportation and business is done in the Treaty Lands. Our lines have been constructed under the most extreme of circumstances, offering our engineers the experience needed to tackle any challenge. Hydenstane’s wealth of experience and talent should prove more than sufficient to meet the needs of this project.

Our engineers have identified Phase 4 and 5 has the most demanding of the project. The stations in Mzuzu will require the most significant upgrades of any other part of the project and Hydenstane, if approved, would like to work on those refurbishments concurrently with the actual construction of the new rail lines in the prior phases. While costlier, this is an important time saving effort that will ensure the project’s early completion and that Mzuzu’s infrastructure is prepared to handle the new traffic.

Hydenstane Industries would also recommend that another contractor be brought in for the actual construction of the tunnels in the Rukwa Arm and the two bridges over the Great Gold River. This will allow our engineers to concentrate more effort on the completion of the actual rail lines.

While Hydenstane will be bringing in a select group of talented individuals for the project, we remain committed to ensuring that the vast majority of hires are from the Natal in order to provide the most gracious economic benefit to the people of your country. Our company remains open to a discussion on realistic time tables for the project, but our current estimates place the cost at 30 Billion euromarks and a temporary creation of more than 20,000 construction jobs as well as 5,000 permanent jobs.

Hydenstane is the premier rail construction company in Clarenthia. It is our hope that our talents and expertise can be used in the Natal. We are eager for an agreeable reply in order to begin construction promptly.

All the best,
Harrison Victor Hydenstane
President & CEO

We must first thank the TransNet Board of Directors and the Federal Investment Commission for the opportunity to engage in this process, that promises to reshape the way commerce and transportation are conducted in a large portion of Natal. The Line 500 Project is of a piece with the demeanor of ambition and drive to build a better world that is characteristic of wider Thaumantic Civilization, and shall enjoy the approval, custom and necessary support of the SFMT as far as is practicable, regardless of who shall see it accomplished.

It is the assessment of the Governing Board and Shareholders of WesTrak Continental Transport that our most noble enterprise is indeed equal to the task of executing a number of the proposals outlined in the Line 500 Project Overview, particularly in relation to Phases 1-3.

Phase 1, as we are sure you are aware, bears no mere passing resemblance to the "Revitalization Efforts" our organization was contracted to undertake for the Intercoastal Freight Line of the Mid-Thaumantic Coastal Region, bringing the infrastructure of the Whitemere-Sheltered Sea Line to fully modernized standards, effectively doubling transportation volumes and increasing profit margins by significant (double digit) margins.

We feel it would be very appropriate to apply the model pioneered in service to the City of Whitemere to its most honored and sibling city, Blackmere, as well as further demonstrating the indelible fraternal affection and regard these two quintessentially Engellexian municipalities have and shall forever enjoy.

Furthermore, it is our understanding the the Clarenthian firm, Hydenstane Industries is already or plans to put forward a submission of their own regarding the Line 500 Project, specifically regarding Phases 4 and 5. WesTrak is both familiar with, and imminently comfortable working with our Southwestern colleagues and counterparts in pursuit of this great achievement in Natalian Civil Engineering. We feel that some degree of formal partnership between our Far Western interests and the legendrily robust labor provided by Natalian professional and working class contractors can most effectively meet the needs of TransNet and the Natalian FIC.

In regards to an initial, exploratory bid - WesTrak is willing to negotiate an equitable and realistic sum, as necessary, and in conjunction with our colleagues from Hydenstane to ensure the best possible outcome for all.

Cordially,

Ecbert J. Foote III,
Senior Executive Officer,
WesTrak Continental Transportation

  1. The Cussian company WesTrak Continental Transportation will be given the contract for Phases 1 to 3, with the exception of phase 3.3.
  2. The aforementioned company will start a joint project, together with the Clarenthian company Hydenstane for phases 4 and 5, with the exceptions of phase 5.9.
  3. The contract for phases 3.3 and 5.9 will be awarded to the Natalian company "Strayne and Sons Construction".
  4. The contract for phase 6 will be awarded to Transnet Infrastructure.
  5. Funding has been received for a total of 60 Natalian Pounds, 40 which will be paid at the beginning of the work and the rest at the completion.
  6. The construction must take place for a duration of maximum 3 years and 6 months, with an additional year of acceptable delay.
  7. The foreign companies must bring the equipment and the knowhow, but at least 85% of the workforce must be local from the Rozvi Kingdom or the Republic of Upper Natal.

Ministry of Economy and Trade
Federal Investment Corporation

Southern Sun Tower, Wakerley Road 3550, HA3-8TQ
From: Robert Msutu, Director of the Federal Investment Corporation
To: Robert S Riverdale, Minister of Overseas Affairs of the Commonwealth of Nedernesia

Your excellency,

The Federation of Natal is delighted to do business with the Commonwealth of Nedernesia and the sun scorched lands of Central Himyar do provide for some of the most fertile soil, perfect for food products of upmost quality.

While the Natalian laws regarding property are designated to protect the native owner and the local producer, it would be thoroughly impossible to simply have the state sell you land for Nedernesian companies so they themselves can directly own the land, but there are all kinds of ways for business to be done even without that.

The land of the Federation is usually divided in three ways: directly owned (either by the huge cattle stations or small, subsistence farming), leased to different companies (the best known examples being the mining concessions fin the Gran and Rukwa mountains), owned by a cooperative (which are the homesteads in the Rozvi Kingdom or the Co-ops in the Coastal Republics).

Through the Federal Investment Corporation, Nedernesian investors can be connected to Natalian cattle stations, plantations, homesteads or cooperatives in such a way to sign import-export trade deals (the ones that go through the FIC usually enjoy smaller
tariffs in certain goods) or, jointly owned companies can be set up with half of the capital coming from your investors and half from the FIC, but they are still obliged to use all local workforce.

While now the Federation is in mourning for the loss of State President Adrianne Stone, the FIC and the Ministry of Economy and Trade will be more than glad to receive a delegation from the Commonwealth and to present the potential companies which would be suitable for such a large scale contract with you very own country, after the end of the mourning period.

Signed and Sealed
on behalf of the Folk
Robert Msutu,
Director of the FIC

TO: Robert Msutu, Director of the FIC

Dear Director Msutu,

Many thanks for your positive response and helpful information. Please accept our sincerest condolences for the loss of State President Stone. Naturally we will wait to begin this informational trip once the mourning period has passed. Our High Commission in Camp Hill sent the High Commissioner to the services and was touched by the mass outpouring of grief, love and praise.

Jointly owned corporations would be our preferred method of entering these business deals. While representatives of the Ministry of Overseas Affairs will take part in the trip, it will mostly be made up of executives and members of the Nedernesian Chamber of Commerce. The trade delegation is looking forward to learning about opportunities and experiencing everything the Federation of Natal has to offer.

The Commonwealth of Nedernesia does not impose import or export tariffs of any sort on any good, which should be welcome news to your farmers. Naturally we have no problem with using local labour, although a Nedernesian citizen or permanent resident would need to be one of the directors of the joint corporation.

We look forward to a prosperous future together.

Always at your service,
Robert S. Riverdale, Minister of Overseas Affairs

OOC: not sure if you want/this needs a separate thread at some point for RP or we could simply draft a MoU and push it thorugh news posts.

Ministry of Defence
To the attention of Atlas SA and the Natalian Government

Furlanìe is interested in buying a total of 50 Atlas Cheetahs to upgrade the Friulian Air defence to face more modern threats.
The Purchase would be staggered between the month of May and June in order to spread the costs and leave us time to find additional funding.
We also propose to the Natalian Government to pay a team of instructors from the Natalian Airforce to teach our pilots how to better govern the plane.

ATLAS SA

The Atlas Corporation is elated at the news that we have been selected to be the provider of equipment of the Friulian Armed Forces in a period as sensitive as such a big process of modernisation. We work together with the NAAF, the Natalian Air Forces and their growing experience and are in a continuous process of modernising our designs with their recommendations so we will be able to reach a final deal which could include a discount for the trainer teams flying to Furlanie. We will be able to customise the aircraft as per the requests and needs of the Furlan Air Defence.
