Pelasgian Delegation to the CSC
We agree with the proposal of our partners from Eiffelland. If all other Members, and the Tribunal itself, would be in agreement, we find that such a listing would be more appropriate.

Foreign Ministry of the Pelasgian Empire

Propontis, 30 May 2020
Unclassified - Public - Normal

To the attention of the Secretariat of the Claret Sea Council.
CC:
CSC Delegations of Montedoro (@West Occitania) and @Serenierre

To whom it may concern,

The Pelasgian Empire, subject to the joint agreement of our partners from the Confederation of Montedoro, hereby applies to submit its dispute with the said party regarding Pelasgia's claimed Exclusive Economic Zone in the Claret Sea to the Dispute Resolution Tribunal of the Claret Sea Council, as per Article IV(c) of the CSC Charter.

Pelasgia invites all CSC members to submit briefs to the case as amici curiae or intervenors, subject to the Rules of the Tribunal. Furthermore, Pelasgia accepts the Tribunal's jurisdiction and agrees to submit all necessary documents and proof to the Tribunal for the resolution of Pelasgia's dispute with Montedoro. Provided Montedoro is in agreement, Pelasgia asks that the case be registered under the docket of the Dispute Resolution Tribunal as follows:

If Montedoro is in agreement, Pelasgia further asks that a submission deadline for briefs be set as soon as possible, alongside a date for a preliminary hearing to discuss matters of procedure and preliminary motions.

Signed and sealed,

Nikolaos Chrysopoulos
8th Count Chrysopoulos
HIM Foreign Minister

CONFEDERATION OF MONTEDORO

Delegation of Montedoro

The Confederation of Montedoro does not take kindly to the unilateral decision to force the issue of the maritime disputes to the Dispute Resolution Tribunal without prior discussion between the Confederal Government and the Government of Pelasgia. Furthermore, the Confederal Government is unwilling to allow its legitimate claims to be tested as a guinea pig before a tribunal which has yet to prove its mettle in terms of impartiality. Moreover, the absence of procedural rules for the Dispute Resolution Tribunal are also a serious concern.
As such, we are unwilling at this time to submit the matter to the Dispute Resolution Tribunal, especially as the Government of Pelasgia has failed to undertake any political discussions to resolve the matter.

Delegation of Eiffelland-Retalia to the Claret Sea Council

Is it possible to change the case numbering conventions? If yes, I would like to propose that we change it into yyyy/nnn, where yyyy represents the year in four digits and nnn represents a sequence number in three digits, with leading zeroes for case numbers below 100. This will make the sorting more logical.
Following this convention, the case number would become:

Apart from that, I am willing to take part in this procedure. However, before giving my brief to the case, I would like to hear the arguments from both the Pelasgian Empire and Montedoro on this matter.

CONFEDERATION OF MONTEDORO
Delegation of Montedoro

The Confederation of Montedoro is against the proposal to alter the case numbering convention and seeks to have its opinion be noted as such. Moreover, appointing political agents as arbiters in the Dispute Resolution Tribunal will serve to only destroy the institution's credibility, which as it stands, remains to be tested and proved.

We note Montedoro's opposition to the submission of our common dispute to the Tribunal. We wish to inquire as to what forum the Confederation believes is most appropriate to resolve this dispute. If the Confederation so wishes, the matter could first be discussed as part of the CSC Standing Committee.

CONFEDERATION OF MONTEDORO
Delegation of Montedoro to the Claret Sea Council

It is our official position that the Claret Sea Council has not yet been fully constituted. We are not aware of any elections having been held for the positions of the CSC Standing Committee and we believe that the CSC requires further development before it can stand as a sufficiently capable arbiter in any such dispute. It remains the position of the Confederal Government that the matter has not been discussed effectively at a political, governmental level to an adequate degree, failing which it will be impossible for the Confederal Government to accede to any notion of multi-lateral engagement.

Pelasgian Delegation to the CSC
The Pelasgian Empire wishes to notify all CSC Members and Observers that elements of the Pelasgian Third Fleet will be transiting through the Claret Sea on their way to the Pelasgian Far Southern Territories, as part of the Pelasgian Empire's anti-terrorism campaign in southern Himyar. The Third Fleet will not be deploying in the Claret Sea and is exercising innocent passage.
