Celerity borne not from its engine, body, or tires permitted a dark blue sedan to drift beyond the limits of dull automotive competency. Sporting an expensive Serbovian body, superior engine work from Wiese, and winter-weather tires crafted in Životinje - the glories of an alpine wonderland in Sangemuntenia could be viewed from a cheetah like pace while traversing each small road leading in to Wiese.

At the wheel of this death trap was Bojnik Konavle, the Union 'Herald of 2009' equivalent to a Minister of Foreign Affairs or Secretary of State in most nations. Slipping in between his own security detail like a criminal on the run, Konavle was taking full advantage of non-existent speed limits in the remote hills and mountains of Sangemuntenia.

Not more then a mile or less from the border, Konavle's security convoy organizer was berating the Herald with phone calls - until the speed junkie finally clicked in his hands-free ear piece - "Yes?.." mighty gusts of wind interrupted what would have been a crystal clear communications system.

"Sir Herald, we're about to hit the border. May we suggest that we apply a retardant to our pace?" the Security Expert queried, with the tone of a sheltered man without any true life other then this one, babysitting politicians.

"Retard our pace, huh? Yes, yes I suppose we cannot just blast across the border like a Serbovian immigrant, can we?" Konavle stated, following with a laugh barely heard over the wind. At this reduced speed, only a few hours passed before he and his detail arrived at their intended location. Most of this time was spent verifying identification and special permissions granted by their due west geographic neighbors, who valued their national security as high as any other respectable country.

Dressed in a Zaktrupa Officers Uniform, Bojnik wished to showcase both Union discipline in basic morals, and blatant disregard for respect on the principles of genetics. As previously harped by previous Heralds, respect unto Wiese was not built on the foundations of assumed power; rather its history of consistent neutrality, and fairness towards the Union in all eras of its existence.

Konavle removed his black rimmed cap, while entering a warm looking lobby, relieved physically to finally dock himself indoors after a lengthy drive from Plavi-Divovia where the Herald was delivering speeches at Private Education Institutions on a tour entitled: "Blue, a Universal Color?". Before long, Bojnik sighted his hosts, approaching them eagerly with an outstretched hand.

Count von und zu Babelfisch, Imperial Minister for Foreign Affairs, had only just arrived when the Zivotinje delegation arrived too. His source, closely monitoring the border passages that were expected to be used, had let him calculate just about the time the diplomats would take to arrive here, so he had some extra time off in order to enjoy some quality wine and classical music at his room at the Thuringian Duke's palace.

"Your Excellence, welcome to Erfurt!" Babelfisch exclaimed, shaking Konavle's hand firmly. "I am Count von und zu Babelfisch, His Imperial Majesty's Minister for Foreign Affairs. I bring His Imperial Majesty's greetings" he said, without bowing at all. The handshake was quick and firm, but Babelfisch attempted to get his hand on top of Konavle's.

"Please, come in. I trust that you had a long journey, so I had the staff prepare dinner and a room for you" the Count smiled, and led the way in the designated building that would host the talks: a majestic, if small, urban palace provided generously by Thuringia's Duke, Joseph II Ferdinand von Hersbach.

"This is one of the palaces of the House of Hersbach" the Minister commented. The building wasn't too majestic or too plain; nothing too over the top. "The Duke was kind enough to provide it for our talks, as well as your stay should you desire." He led the Herald to the cosy lounge prepared for the talks.

The maids and butlers welcomed the two diplomats and ministers, each going to his business as they quickly finished last-moment preparations, like serving a couple of menus with a broad array of teas and drinks for offer, before most of them vanished. Just one butler, selected for his loyalty and silence, stayed inside lest the two men and their escorts wanted something, though he would too leave if they so desired.

"Welcome your Excellencies" spoke the man in black. "Tea and drinks are ready to be served before you begin your talks."

Babelfisch nodded and looked at Konavle, allowing him to respond first. They were both guests here, but one was more home than the other.

Baring the smile of a conservative sober man (a devilish ruse), Konavle approached the man wearing black, quietly whispering "Keep this hush-hush. . .But could you splash something a little stronger then creamer in my Coffee, if you know what I mean." Bojnik pulled away quickly, trying to shield his hosts from processing what they might have heard or not. The diplomat released a short an sweet burst of laughter, following by stating - "A little Caffeine at night ever hurt a man who wants to focus his work.", nor a little alcohol he told himself silently.

"My gratitude to the Duke, Wieser hospitality is sought after to such a degree; Council of Nations chose it for an HQ. Perhaps if my race, the Živ, could be taught such manners: the Headquarters would have been in Životinje." he said truthfully, Union sentiment was rather bitter over not being picked to host the CoN after the Great War. At the time, their disappointment over the Augsburg selection drove Životinje to all but abandon the Council, not sending a representative again until 2001 in a wholly ignored protest.

Herald of the Union, Bojnik Konavle, motioned towards the first unoccupied table he laid his eyes on. Konavle moved with tact across the room before his hosts could, where he promptly pushed each chair closer to the table; moving furniture about, Bojnik prayed this would not get him in too much trouble with the good Minister. Content with this distance and placement of furniture, Konavle withdrew a Great War era map that he was toting in his briefcase, protected and laminated for preservation.

"Cultures evolved, cities renamed, but the territories our fathers or uncles fought for or against in the Great War are virtually the same. Europe, Count von und zu Babelfisch, has been frozen in time. Is this a Global State of paralysis, sir Count, or are we as a species this close to universal peace?" Konavle hoped to delve straight in to this discussion, planning only to waste time to get a sip out of his Coffee when arrived. "Irregardless of whether we can call this a Cold War, or just an era of relative peace, the fact of the matter is - Genocide is a ritual of the past, and modern culture frowns on the horrors of our collective past harshly."

Sternly glaring at this classical map, "Neutral unaligned powers like ours are the cornerstones in the European infrastructure of peace, let us join together; sovereignty and independence in mind, to maintain this peace for as long as possible." he finished, completing his first round of statements.
