Major,

The recent events in Callao has turned many sour over the events in Monterrey. Your previous reports that El Jaguarcito was supposedly happy it happened but had the indigenists didn't "kill that mutherfucker and took the embassy hostage" have been disheartening. You know that we hoped, quite naively, unfortunately, that only the declaration of the liberation war and the existence of a government in exile would be enough to push the Regiomontano people into a frenzy to push away the Occidentians, but it seems it didn't happen, our reports in regards to the world outlook of many locals being too positive at best or outright false at worst.

El Presidente Herrera has been adamant that he wants the war in Monterrey to end as quickly as possible with any form of victory, even symbolic, as the appearance of a new rebel group, much more unscrupulous than the one we financed and supported is problematic, as they seem ready to spill over the war unto the whole continent, which also attracts the attention of the northerners. At the same time, it seems that the refugee crisis created a situation in the Estado Selva in Corrientes, with local smuggling cartels transforming the humanitarian efforts of ours into a lucrative business, charging the locals as much as EM15,000 for save passage to Naccos, over the border. We expect that with the refugees, they also smuggle cocaine from the cartels operating in Monterrey, especially from the Los Silvanos, something again that the government of the Estados Unidos has tittle to no tolerance of.

Currently, we have started negotiations with the Gran Occidentians in regards to the future of Monterrey, and we know that Jaguarcito would not cooperate, as his hate of the Gran Occidentians is too great to compromise, and now we also believe that he would become much more aggressive, not wanting to be eclipsed by the MRSI terrorists in what they call their fight to liberation.

We thus want you to provide us with an analysis of the Subcomandantes of the National Revolutionary Army and any of their significant associates and recommend us the ones with whom we might cooperate with us for a compromised peace in Monterrey.

Your excellency,

I must state again first and foremost that the previous reports still stand true, as in the fact that the current situation in Monterrey is pretty much blocked in a stalemate. El Jaguarcito tries to force around his subcomandantes to attack all along the frontlines, but Pablo, in the north lacks the necessary material, Laura is not really the most competent one, while Alejandro isn't the most loyal one, leaving only Fernando to be the only decent one, but he already exhausted his troops through the march over the Eastern Nevadas, as he finally reached Puerto Florida.

The other elements in the nationalist camp, namely the planter oligarchs use their militias not so much as to truly complement the National Revolutionary Army, as we have hoped, but rather only to provide security for their haciendas. So currently, the nationalist camp is divided into Jaguarcito's troops which seem to concentrate exclusively on the offensive (and sadly do not shine in it), while the planter militias are just local men and women armed, the are just patrolling along the coffee fields of the haciendas. It is chaotic, and from the looks of it, it seems we aren't the only ones with such issues, as the Tapenagans suffer from the same issues: lack of morale, lack of cohesion, lack of weapons, lack of training and the greatest ill that of which ourselves suffer too, lack of competent command. Miracles are not made if Jaguarcito just orders an attack to take place.


The massacre that took place in Embarcadero has been very weird on the morale of the groups. We believed that it will enhance it and it would lead to a recruitment drive in the National Revolutionary Army, but while it did, and it managed to actually replenish the Embarcadero Self-Defence Groups, which are now stationed in Puerto Florida, it also woke many people up to the reality that this war wasn't that glorious march into Corrientes where Jaguarcito would be welcomed with rose petals and seen as a great liberator. Regiomontano society is truly divided and it seems that the Valle de Acahay represents the border. Nationalist elements on the western shores have been quickly extinguished by the integralists, and vice versa on the eastern shores of the Acahay River, meaning pretty much that once you cross in an offensive the river, you will meet with a fierce defence. From the way this war goes, both camps seem to be decent at defending their ground, but extremely weak at attacking the enemy, which will mean that there is no chance of breaking the stalemate with the resources currently inside Monterrey.

As for the situation within the National Revolutionary Army, there are already to backside grumbling against Jaguarcito as the men start to wake up to the prospect of prolonged war, as the commander doesn't seem open to compromises, while the quick victory he promised seems to have vanished away.

Here are the Subcomandantes and their situations:
  • Subcomandante Pablo: A decent military commander, but compared to all the others, he has a developed political conscience, and many believe that Jaguarcito kept him in the north, close to Campo Hortensia to advise him in political matters. Compared to the other Subcomandantes, it seems that Pablo even rejected some orders from Jaguarcito to attack Gran Occidentian convoys coming into the the nation from Cienga de Flores. As I am based in Campo Hortensia, I spoke the most with him and I got to know him the best. I even tangentially touched the subject of a compromised end to the war and he subtly made it clear to me that he knows that this will be the situation. He seemed bitter that so many people supported the integralists and the Gran Occidentian annexation.
  • Subcomandante Laura: A weird one. She is loyal, that's true, and interestingly, to the Junta, not Jaguarcito, as many called her out, but she's not competent as a military. Not at all. Many people stated that she was a lover of Jaguarcito and that would be why she became a Subcomandante, but it is just slander against her and her failures as a military strategist. It seems that many of her troops lost respect for her after the ambush in the early days, when she lost 20 people, one of them being lieutenant Roberto Ortega, who was extremely respected within the Army. Even so, she was ordered by Jaguarcito to remain in the mountains, keep the pressure on the Valle de Acahay, and even if she moaned a bit against the orders, she is still following them.
  • Subcomandante Alejandro: An untested commander, and not one very close to the leadership of the Junta and the Army. He was made Subcomandante because of his connections in the mountains, as Jaguarcito hoped he could drive the recruitment of mountain men within the Army. Instead, we discovered that his connections were mostly with the indigenists and the Los Silvanos, and I fear, that instead of trying to bring them out of the cartel and the socialist group, Alejandro uses the National Revolutionary Army to prop up both the indigenist communists and the Los Silvanos. Jaguarcito is extremely angry at him for remaining in the mountains instead of crossing them as he was ordered, and thinks of replacing him.
  • Subcomandante Fernando: I would say he is the only competent strategist in the Army. His cross of the Nevadas and the rescue of the Haciendas Cafetera and Rio Negro has gained him much respect from his column and within the whole eastern Monterrey. Even so, he is not really political, but will follow orders, like Laura, the difference being that he will bring them to accomplishment by also making sure that he doesn't sacrifice the morale of the men or the soldiers themselves, for that matter.
My recommendation would be to have Pablo replace Jaguarcito, and have him lead the Junta, while Fernando would be to become the leader of the National Revolutionary Army. Laura would accept the change, but Alejandro will have to be terminated as from the looks of it, he is closer to the Los Silvanos at least, if not the MRSI too, instead of us.

Subject: Operation Extinct Ocelot

Major,

The Ministry of External Affairs announced that they have managed to obtain from Puerto Angeles a decent deal for Monterrey, which would bring upon the creation of two new polities and bring relative peace to the continent. For it to go forward, we need the National Liberation Junta and the National Revolutionary Army to declare the independence, out of Monterrey, of the old Republic of Los Altos, a repeat of the 1820s revolutionary wave.

For that, we need the termination of non-cooperative leaders of the Junta and the Army, starting with Jaguarcito. We expect that should he be sacked, Subcomandante Pablo will take the reins militarily and politically and then delegate the formed to Fernando. You are to terminate el Jaguarcito, as per briefed in Operation Extinct Ocelot.

Subject: Altaño National Army arming

Your excellency,

After an analysis of the realities on the ground in Los Altos, a series of improvements need to be made to the National Liberation Army to ensure that the future of the territory is safeguarded and any threats, coming either from Gran Occidentia, Integralist rebels, indigenist or marxist terrorists or even drug cartels can be dealt with, especially in the context of a future reunification and a return to the legitimate territory of Monterrey.

To this, the Supreme Council of National Defence would like to request a program of arming the NLA or Los Altos to ensure that they transform from its current state of a militia to that of a true national army, especially capable of defending itself from Integralist aggression and other internal problems that violate the national sovereignty.

We thus ask for the transfer of the following equipment from the National Armed Forces of Corrientes to the National Liberation Army of Los Altos:
  • 75 main battle tanks ( );
  • 250 armoured vehicles;
  • 50 self propelled artilery pieces;
  • 25 SAM systems;
  • 300 support vehicles;
  • 25 combat aircraft ( );
The total value of the transfer would be estimated at around 5 billion Quris, which should be taken from the 25 billion aid and development fund destined for the government of Los Altos. The defence policy should be treated with utmost importance and should it prove successful, we could expect a united Monterrey in the future.
