Pedro Herrera: We are running at risk of a return of organised criminality. Time to curb it

Presidential candidate from the MNR (Nationalist Revolutionary Movement), Pedro Herrera has acknowledged that there is a rising tide of criminality that can be observed on the streets of Corrientes, and calls it a continent-wide plight, not just one limited to the borders of the United States. This comes after leading intellectuals, headed by Maximiliano Rubio, rector of the Free University of Callao, together with a series of NGOs have issued an open letter, titled Os avisamos... (We warn you), which called out the policy of the past two governments, in ignoring the organised crime groups and the fight against corruption, which the group has seen as a cause for the recent failed coup d'etat.

The open letter calls out both MNR and UCR governments, condemning the past Herrera administration in 2014-2018 and 2018-2020, but also the UCR administrations of 2010-2014 and 2020-2023. While Correntine geographic positioning doesn't make it the best nation to produce drugs in Occidentia, with only one state, Curuzú, being tropical enough to have coca trees, that doesn't change the fact that in its history, many cartels have risen, using Correntine capital to construct the organisation and then use the likes of Monterrey, San Jose or Gran Occidentia as places of production and further, of trafficking towards Gallo-Germania or Westernesse. This is a very touchy subject as it is tied to the military dictatorships between 1972 and 1985, especially as the 1984 coup is known as the Narco Coupt thanks to the fact that it was organised and sponsored by cartels so that the new government can protect them.

With the nation entering its new age of democracy and stability, a lot has been done in the 90s and the 00s against cartels, many moving to Monterrey to escape the law, and nowadays more running from Monterrey, as President Pablo Prats has adopted a zero tolerance policy on them. In this environment, the growing numbers of arrests for drug trafficking, but at the same time, more and more news of traffickers aquited by the tribunals, which cited either a lack of evidence or the prescription of the deed has been seen as a slow creep towards the 70s and 80s, with new organised groups appearing as the state institutions seem more and more lacking and weaker by the day.

The coup from two months ago seems to have been funded by drug money, with soldiers being bought to set up a government. This was followed by the assassination in Palmira of goalkeeper Fabio Gomez, after the team was eliminated from the World Cup, after it lost in the 1st match, receiving a decisive goal in the 93rd minute, and then it had a draw against the Josefinos in the 2nd leg match. The assassination seems to be clear by now, that it was organised by sicarios at the order of leaders of crime groups, which have gambled extensive sums of money on the matches, but lost it all when the Torrientes were eliminated.

At the debate yesterday, the subject of the open letter has been put up and both candidates have responded in support for it, calling for a stronger arm against corruption, criminal groups and for empowering the state against such chaotic political actors.

"It is important to clean up the state and restory faith in the institutions for the people. It must be understood that Corrientes must not return to the state it was 40-50 years ago. Hence why, should the MNR be given another chance to govern and administer the United States, our goal will be to cooperate with the Regiomontañeros, to ensure that any groups that are trying to escape from there won't come here, which will be then followed by a strengthening of the security institutions, especially the Armed Police Corps, which which hunt down organised crime," stated Pedro Herrera.

Police actions in Estado de la Selva in cooperation with Regiomontañero authorities

The Governor of the Selva State, Jairo Venegas, has announced that police actions encompassing not only the Statal Police, but also with the federal Civil Guard will begin this week against what he deemed as "Anti-Social Criminal Groups", in an effort to end the endemic and chronic social crisis of Corrientes' least developed, most isolated and inland state.

Historically, the region was known for its banditism, as the jungles of the Savana and the islolation brought by the Las Nevadas del Norte mountains has been a safe heaven for pretty much everyone wanting to escape the law. In recent decades, this banditism exploded in the 1980s, when the state became a hub for cocaine producing cartels, but which, past the Constitutional Revolution of 1985, ending Corrientes' last military dictatorship, have died down. In the three decades from the late 1980s to the late 2010s, quality of life, security, life expectancy have all improved in the state, but the recent crises in Gran Occidentia, which has brought an end to the integralist People's State and the end of the Mandate status of Monterrey bringing a war between the pro-Graño Tapenaga faction and the nationalist Los Altos faction, have all spilled over in the Estado de la Selva too, with the waves of refugees, the region returning to its status of a safe haven for all sorts of criminals.

This has been touched upon in federal politics too, with President Maria Luisa "Marissa" de Herrera, criticising and condemning the return of organised crime, and promising funds for the fight against reemerging cartels and other types of criminal gangs. To aid refugees arriving in the nation, in the aftermath of the military coup led by left-wing officers in Gran Occidentia, Corrientes organised the football world cup, managing to gain, thanks to the extreme popularity of the sport and a great number of generous donations, about 400 million EM, which have been used to aid Graño refugees in Corrientes, Monterrey and Implaria, and even if it has been deemed a success, and the military regime has cemented itself in power in Gran Occidentia, there are still many issues especially in what is seen as a porous border, deep in the selva, between Corrientes and Gran Occidentia.

The police action will bring over 3,000 Civil Guards from allover the country and mobilise other 2,000 local policemen, to ensure an end to illegal immigration from Gran Occidentia and to ensure that the arivees are processed, and either sent together with the other refugees, if they are fighting to escape the military regime, or deported or detained if they are organising criminal groups in cooperation with the locals.

"There is a trend of an increase of consuption of drugs, especially in Gall0-Germany, with the background of great tension and potential war, and we feel that it is not only us, who need to fiight this by ending the nearly lawless status of the rural Selva State, but rather ensure that the people of Radilo, from the i Tropici and i Caribi are not in cahoots with those cartels by transporting the drugs, or even worse, the military-communist regime in Gran Occidentia, which I will not shy by saying that it is my firm belief that they are cooperating with such cartels to gain their necessary monetary reserves, considering how isolated the regime is. Under my governorship, we will ensure that this state, finally becomes the upright region it always was meant to be," stated Governor Jairo Venegas.

OTHER NEWS
MONTERREY. A SUCCESS STORY:
Months have passed since the Paz del Oeste Treaty was signed, and Tapenagá has been formally disbanded, with the majority of Integralists choosing to leave for Gran Occidentia, rather than staying in a Los Altos dominated Monterrey. With the subsidies given by Corrientes, an open access to the world markets and the rebuilding of Embarcadero continuing, Monterrey has been, under the presidency of Pablo Prats a success story. As criminality is reaching such low levels that haven't ever been seen in the country since the EF was keep track of it during the Mandate, economic growth is set to reach a historical 15% for this current term, and the people, once very attached to their Altaño or Tapenagan factionality, have all but put down their political flags and are happily flowing the blue-white-blue flag with the 5 stars.

"The great economic growth is observable because it is fuelled mostly by the construction sector, which has been infused with more than 2 billion Quris by Correntine support funds, and is working tirelessly to rebuild the eastern districts of Embarcadero, destroyed by the Tapenagan air force in strategic bombings, last summer. What is also observable is that the opening towards the world markets has made business explode in the country. The National Bank is still keeping alive the project of recreating a national currency, but it is expected for the Correntine Quri to be used at the moment. For the criminality, I'd say this comes from the very stern way it is governed. Let us not fool ourselves. In the end, Monterrey is a paternal autocratic one party state, and Pablo Prats is very much a generalisimo, and ex-warlord of the nationalist militias, but his way of governing is unique because he seems to have taken enlightened despotism as his model. He is there and is tough on crime, but at the same time, ensures that the welfare of the people is protected. At the moment, he is loved, and I believe that the success of the Los Mangos, as a united team on the field, together with his position of welcoming the Tapenagans, not punishing them, has a great effect in healing the nation and reviving the Regiomontanero identity," stated Juan Pablo Garrido, political analyst.

Hurricane Aníbal hits i Caraibi, Estado de las Baltras and Rio Verde

Local authorities from the Estado Litoral del Sur have been taken by surprise by the sudden increase in intensity of tropical storm Aníbal, which has formed in the Thaumantic Ocean, and has hit the Ultramarino islands of the i Caranibi, making landfall in La Pace and causing strong storms in San Pietro and La Baia del Granchi, before making landfall again in the Green Free State, hitting Llyn Bochlwyd. Initially thought that it might dissipate, the storm met a humid cold front that was coming from the south, in the Clarence Sea, increassing extremely fast in intensity.

Reaching hurricane level, it made landfall in Estado Litoral del Sur, hitting hard the Archipelago of El Triunfo and then reaching Rio Verde, which at 21 million people, is Corrientes' largest city. As the storm continued during the day, the clouds hit the Ritacuba Mountains, just north of the country, causing extreme rain and at El Alto, where the temperatures were low because of the mountains, even sleet was reported. Rains and high winds were reported for the rest of the day.

About 80% of the districts of Rio Verde have reported floodings, with the city's sewage system being overwhelmed by the quantity of rain. The good news that the authorities had for the people was that the dykes and levees along the eponymous river after which the city was named have resisted and the flow has been rerouted across the Llanura del Sur so as to ensure that the city will not be overwhelmed. Even so, great landslides have affected many towns and rural communities on the slopes, with initial reports stating that about 300,000 people suffer as many of the unofficial buildings in which they lived in the Barrios in the suburbs of the city, on the foothills of the Ritacubas having been destroyed by the winds, rains and land slides.

"Plan red has been activated across the whole EE.UU., with the goal of mobilising resources to respond to what is probably one of the strongest storms that have hit Corrientes in the past decades. The issues stem from the fact that the storm was expected by many to not make landfall in the country, but rather more to the south, but with its increased intensity and new direction, it fell exactly on top of the nation's largest metropolis. At the moment, we will ensure that there will be a bed, warm food and healthcare for everyone affected by the storm. After it passes, we will see what the damage is and plan on rebuilding," stated Presidenta Marissa de Herrera.

The hurricane is expected to continue as a storm across the Llanura Costera, and then become a depression as it goes inland, past the Ritacuba Mountains. It is expected that homes for as many as 5 million people have been affected by the storm, and as of the moment, more than 30 million are isolated with no electricity. The authorities have not issued a death count, but there are casualties expected, especially from the landslides.

This is very shocking news. Our hearts and our prayers are with the people of Corrientes. The Rheinian Red Cross has started a charity action to collect money for the people who were hit by Aníbal. The Rheinian Government has to decided to double the money collected by the Rheinian Red Cross. If anything else is needed, please let us know.

To: Governments of @Rheinbund and @Ostmark
SUBJECT: Hurricane Anibal Aftermath

Esteemed sirs,

The United States of Corrientes wishes to thank the Republic of Ostmark for all its aid, especially in these trying times, as Gallo-Germania is marching slowly, but surely into total war. The Ostmarkian help has aided us greatly in saving many lives and with the whole nation mobilised, we have managed to link Ciudad de Rio Verde back to the national infrastructure and now are working to save the people which have been affected by the landslides from the heavy rains in the foothills of the Ritacuba Mountains and the upper valley of Rio Verde.

We also wish to thank the Rheinbund for their friendship and support and must recognise that with the help of the Rheinbunder Red Cross, we have managed to build shelters for the families affected by the hurricane, and its aftermath.

Signed and sealed,
Mateo Restrepo
Minister of Foreign Affairs

Continuous high oil prices push Correntine economy forward

The high tensions and conflicts of Gallo-Germania have been a blessing in disguise for the western hemisphere countries. With oil extraction in Al-Magrab and Hajr still not at the same levels before the dissolution of the Mandates, and the risk of war expanding to Himyar too, trust in full extraction and export productivity is extremely low. At the same time, the Tarusan and Gothic Sea oil industries have been all but blocked, as the Gothic Sea War has disrupted Hanseatic oil production and the Tarusan civil war has all but stopped Tarusan oil exports. In this environment, the functional oil producing areas of the world are The Federation, Propontis, Touzen and Corrientes, and as much as the countries are increasing their production to the upper limits, prices are still extremely high worldwide.

A year ago, when the Gutnish dominated Scanlaw has worked closely with Tarusa to takeover the Himyari areas of Hajr and Al-Magrab, the two nations also cooperated in creating an oil cartel which artificially raised prices in the aftermath of the Himyari war. This has been partially responded to by the Radilan and Touzeni promise to increase oil production, the latter doing it only after the barrel would go over 120EM and also by Correntine investments in its production. Even so, since the Himyari war, the price of oil has gone from 80 to 120EM and has stayed there, while the current war and the total end of Tarusan and Gothic Sea oil extraction and export, have increased the barrel to 150EM and they are projected to go between 140 and 130EM until the Gothic Sea is open up for business again.

This has been a weighty burden on nations dependent on oil, which has only been eased slightly by the fact that some of the oil producing nations are in common markets and thus tariffs are non-existent. Touzen oil has been feeding the rest of the Anti-State, while the Propontine oil has been feeding the Meridian Union. Even so, the world is set to face shortages as Radilo, Touzen, the Federation and Corrientes cannot offer the whole world the same oil quantities as before, when Himyar was fully producting and when Tarusa and the Gothic Sea were functional. There is also a generalised distrust in Tarusa too, as should the war end, the way the Tsardom smothered the oil markets with all sorts of "maintenance" works has kept oil prices high artificially.

This period, as much as it is hard on oil importing nations, is a huge boon for the others which are exporting it, and Corrientes fully seems to enjoy its production and export capabilities, all while remaining neutral in the issues at hand. About 35% of Correntine oil exports go towards the ever needy Tianese industrial markets, followed by Gran Occidentia and Cantignia as its other main partners. Federation oil seems to be mostly flowing towards Thaumantica and Gallo-Germanian nations, Propontine oil is mostly devoured by the Meridian market, while Touzeni oil is mostly exported towards the rest of the Anti-State and Tianlong. No nation is fully dependent on one singly oil producing nation, a consequence of the economic tensions that existed in the previous year and also of the aftermath of the Polar Divorce, but it the flow of the goods can be observed on the world markets and main import-export partners can be easily spotted.

Finding itself on top of a treasure that literally brought historically record breaking budget surplus, the Colorado government led by Marissa de Herrera has begun a series of projects meant to increase the standard of living in country. In the aftermath of the land reform which took place last year, the Ministry of Agriculture has increased the funds of development projects and aid programs, to subsidise farmers in buying agricultural equipment and to aid them in exporting their goods. The Ministry of Public Works has begun a project of expanding the railways, to build a line that connects Potobamba to the national railway infrastructure and another, to expand the Selva Railway from Ciudad de Sipe Sipe to Naccos and then further into Monterrey to Acahay and Embarcadero. Those two projects will unite the isolated Tunari Railway, linking Potobamba to Villa Tunari to the rest of the country, while the expansion of the Selva Railway will create a 2nd border crossing into Gran Occidentia and the first one with Monterrey. A 2nd stage of expansion of the Selva Railway is in project, linking Sipe Sipe to Amatenango de la Frontera, which would create the 3rd border crossing with Gran Occidentia.

The government also promised to work in solving the housing crisis, with the rural exodus that started in the late 1980s, which calmed after the land reform of 2021, putting severe pressure on the infrastructure of Callao, Rio Verde, San Sebastian and Cumana. President Marissa de Herrera has announced that the Ministry of Public Works will have a Sub-Secretariat of Housing, whill will plan and build one of the world's most ambitious projects, the systematisation of many of the nation's biggest barrios, from slums and shantytowns to clean and decent neighbourhoods. At the end of what is named Plan Buena Vivienda, more than 9 million housing units are to be built. The government wishes to transform the slums and shantytowns into medium to high density barrios, with good connections to the city and with the necessary infrastructure for a decent quality of life. It is expected that should the plan be green lit, it will send the construction industry into a frenzy. Current statistics show that about 6% of the Correntine population lives in such slums, a number that the government aspires to greatly reduce.

OTHER NEWS
Spike in road fatalities linked to lack of police supervision:
The number of road fatalities have increased by 10% over the summer compared to the same period last year. The increase is correlated to an increase of the DUIs that have been observed, with an increasing trend of drivers being caught behind the wheel while under the influence of alcohol, and more recently, a spike in driving under the influence of drugs. Much of the increase is observed in the Estado de Selva, but also in Estado de Rio Verde, where more and more citizens are reporting a generalised lack of police supervision in traffic. What used to be the state institution with the biggest approval, the police is now one of the lowest, with only the Congress having a worse score.
