In relation to information recently publicized in the Teloran media about Teloran interest in the Council of Nations, the Commonwealth Cabinet wishes to relay to the Teloran government that it is in full support of extended involvement by the Federal Republic in the organization.

In view of the current foreign policy to which the Commonwealth has subscribed to, the Council of Nations possesses high potential for development as a vehicle of international law and problem-solving. Unfortunately, alliance dynamics and a general spirit of apathy among the European community for political and diplomatic multilateralism continue to hamper its development.

Therefore, it is with even greater reason that we implore Teloran involvement within the Council of Nations, and owing to the shared set of values our two nations are endowed with cooperation upon Teloran involvement in the CoN seems to be an advisable position. As such, we suggest further liaisons between our governments to such an effect.

The Federal Republic is receptive to collaboration with the Commonwealth on matters pertaining to the Council of Nations, and indeed other matters. The State Department will be holding a conference with international legal scholars tomorrow, and will work from their proposals on our main focus - to create an institution to help refine the status of international law in Europe. We will gladly share with the Commonwealth our initial drafts, and seek your input onto the development of this idea prior to our submitting it to the CoN.

We are committed to reinforcing the various structures within Europe that mitigate the sharp edge of international politics, including international law, and co-operation in this area is therefore clearly desirable. Thus, we extend to the Commonwealth the invitation for a series of initial meetings between lower-ranked officials on this matter, as a precursor to possible higher-level contacts designed to develop trust and co-operation. We are required to delay any such meetings, however, until after the Christmas break, owing to staff timing commitments and the need to first develop a text to work from.

We will keep you informed of developments.

Commonwealth welcomes the reception the Teloran government has given to our proposal and we wish to request that the aforementioned legal conference in Telora would allow observation from Mr. John Rackham, the judicial attaché of the Cornavian embassy in your country. In addition, the Commonwealth Cabinet is receptive to the proposal of further discourse in the form of a meeting, and I wish to extend upon you the courtesy of proposing that my Ministry would act as host to the initial discussion.

The State Department and academics have acceded to the Commonwealth's request that the judicial attaché of the Cornovian embassy sit in on the conference as an observer on the proceedings. The Administration graciously accepts the offer by the Cabinet to host the initial meetings in Cornovia, and offers to host the second round in the Federal Republic. We will be in touch with your embassy in Telor City to discuss travel arrangements in due course.
