It is the firm view of the President, the Chancellor, State Council and National Security Council that both our nations should be begin preparations for both:

1) Some form of hostile action by the current Crotobaltislavonian regime led by 'Big Brother' Raoul Farrago that extends beyond border closures and media provocations

-AND-
2) The possible collapse of said current regime, the ensuing instability following from such an event and the likelihood of a new government that could be far more volatile in its approach to regional diplomacy

In response to the border closure, the Free State has deployed additional military units and assets near its frontier with Crotobaltislavonia, which will remain in the region until we are fully confident our sovereignty will be not be threatened or violated.

The Free State is willing to host a strategy session in Amstov, with to conducting joint military exercises considering a number of scenarios. We are also open to friendly nearby states participating in such ventures.

Attached is the latest analysis from the Free State Intelligence Bureau's External Division (FSIB-ED) on Crotobaltislavonia's estimated military capabilities, as well as profiles of leading figures within the current Crotobaltislavonian administration.

Also attached is a recent communique shared with us and the Kingdom of Elben discussing the demilitarisation of the 'Innensee', which was proposed by General Alexander Radek, the Crotobaltislavonian Minister of Defence. General Radek stressed the confidential nature of the proposal, and we suspect he may acting without the authority of 'Big Brother'.

The FSIB-ED has identified General Radek as a potential successor to Raoul Farrago, and someone who might pursue a more rational foreign policy. Therefore, we think his request for confidentiality should be treated with the utmost respect, and we urge his communique not to be shared widely.

The recent tensions between Crotobaltislavonia and Trivodnia are cause for concern. To lessen these tensions, I propose our countries, and Elben as an interested third party, enter into confidence building measures. Specifically, I propose our three countries, who encompass the Innensee, forge a pact to banish our military forces from that body of water, only allowing our law enforcement and humanitarian forces to operate. To this end, I propose a conference to be held in Trivodnia at a place close to the Innensee at the soonest possible time to come to mutual agreement on such pact.

My attaches, both men who are completely loyal and completely reliable, will return tomorrow. If you agree to my proposal, please pass whatever reply you wish to make to these men who will deliver your messages directly into my hands as soon as possible.

I cannot emphasize enough the confidential nature of this matter. Please share this correspondence only with your principals and do not respond through normal diplomatic channels. And I beg, no leaks to the press.

This drama between Crotobaltislavonia and Trivodnia is needless. Let this be a first step towards trust, peace, and prosperity in the Mid-West of Europe.

The Grand Duchy expresses our deepest concerns. We reiterate that an attack on your country would result in a speedy and vicious response from the Grand Duchy. Simply put, we do not think military exercises will help calm the situation and it they are not feasible at this moment for the Grand Duchy politically. However, we will immediately dispatch senior military staff to discuss potential strategies should Trivodnia come under attack.

The Grand Duchy will diplomatically approach all nations involved in order to make it clear that Trivodnian sovereignty cannot be compromised. We urge our friends in Trivodnia to remain calm and continue seeking diplomatic ties. Bourgogne will do its best to stand beside Trivodnia .

In light of the rapidly evolving situation in Crotobaltislavonia and the revelation the regime of Raoul Farrago has agreed a mutual defence pact of Kadikistan, we think it is
wise and prudent to rethink the scope and scale of our strategising.

Attached are the latest intelligence briefings in Crotobaltislavonia. If our intial assessments prove correct, and it is indeed factions sympathetic or directly aligned with General Radek (also attached is an edited transcript of our conversations with him), we must warn you the Free State will be taking unilateral action to guarantee the security of our western border.

Free State Intelligence Bureau External Division operatives and Free State Self-Defence Forces Special Warfare units will work covertly with the putschists alongside a trusted Bergenheimer mercenary corps to ensure the coup succeeds. Said company has been used before on black ops and is a trusted partner.

The FSIB-ED and FSSDF-SW units will pose as Bergenheimer mercenaries to give a degree of plausible deniability, although we expect any operation executed to be successful and Trivodnian involvement never discovered.


While we respect Bourgogne has other strategic priorities as well, we trust Chagny shares our view that Crotobaltislavonia should not be allowed to become a forward base for Kadikistan under any circumstances.

I write personally to update you on the situation both domestically and Crotobaltislavonia, with the letter being far more serious than anticipated.

First let me make clear that in declaring a state of emergency, imposing martial law and postponing the election results until after this regional crisis has passed, I am not intending to make myself some petty autocrat like the ones that have ruled Banja Luka for far too long. I have acted fully within the bounds of the Constitution, and look forward to the return of normal democratic governance when the circumstances permit.

Second let me apologise for sending you what appears to have been misleading intelligence. Rather than the coup attempt in Crotobaltislavonia being led by forces sympathetic to General Radek, it is becoming increasingly clear this was in fact a false flag operation designed to shore up the authority and legitimacy of the regime of Raoul Farrago and also justify the presence of Kadikistani forces in the country. If certain media reports are to be believed, it would appear Xinhai, a fellow Rurikgrad Pact state, is also active in Crotobaltislavonia.

Third let me also apologise for turning to Bourgogne once more in our hour of need. I hope you understand for various reasons - from history and geography to raw military might - we cannot take on Crotobaltislavonia and Kadikistan alone.

Retalia has already made clear its defence of Trivodnian sovereignty, and we have no doubt Eiffelland will do soon. Your own announcements to that effect have also been warmly received, and serve as yet another reminder of the reliability of the Burgundian people as a friend to Trivodnia.

But we must realise the strategic realities of the situation. Kadikistan is looking to deploy significant military assets to Crotobaltislavonia. While Ivar claims these deployments are a temporary measure designed to protect the administration of Raoul Farrago, we believe it will give the Rurukgrad Pact a forward base to which it can strike Bourgogne, Trivodnia, Retalia or even Eiffelland.

With Sereineirre also seeking rapprochement with the Rurikgrad Pact, the balance of power in Gallo-Germania could become tilted in favour of the Communists.

Yet we have a small window of opportunity to act and prevent such a calamitous outcome. Right now rebel forces are gathering under the banner of General Radek to seize Banja Luka, depose Farrago and eject whatever Rurikgrad Pact forces are there. But we need to act swiftly and decisively, but also to a degree discreetly, if General Radek is to succeed.

He is an imperfect solution for sure, but this is a far from ideal situation.

I have right well comprehended the meaning of your prior message. We are watching with both horror and resolve. We have publicly stated as well as privately, that any violation of your nation's sovereignty is an attack on Bourgogne. Additionally, any attack on Trivodnia will be considered an attack on our nation. Simply put, we will not allow Trivodnia to become yet another puppet in the imperialist games of the communists.

Strategically, I must say that we are in a tough place. Without question, we face strategic challenges. Yet, I truly believe that our communist friends also fail to see their challenges quite as clearly. If your nation is invaded, a world war will erupt. Bourgogne remains committed to seeing it through should it come to that. We know that our communist friends are ready to deploy chemical and biological weapons in their red imperialist dreams. We know our red friends will slaughter civilians and any opponent in their path if they are able. Rest assured, that any price we pay, they will pay back 10-fold. Yet, I must stand firm that until Trivodnia is attacked, nothing can be done by Bourgogne other than to search for peace. This will surely be a disappointing response. I cannot fathom or contemplate your position. But be comforted, at least in some degree, that Trivodnia does not stand alone.

It is exactly because I am aware of the horrors the Communist forces are capable of I am writing to you, and if I may be candid, am slightly surprised as to what many in Amstov consider complacency on your part.

I do not write these words lightly or with any intent of disrespect. But surely a permanent Kadikistani military presence in Crotobaltislavonia presents an unacceptable strategic threat to your national security?

We in Trivodnia more than appreciate the words of solidarity and strength from Burgundy, Eiffelland and Retalia, and we are confident your public reassurances of the inviolability of the Free State's sovereignty will deter any incursion onto Trivodnian territory.

But Trivodnia's territorial integrity is not what is at stake here. What is at stake is the geopolitical balance of power on Gallo-Germania, which will be upset by a Kadikistani forward base in Crotobaltislavonia.

I am not pleading for Burgundian men to die for Trivodnia's national defence. I am urging you to make clear to Kadikistan any presence beyond Polesian Sea is unacceptable. I do not believe Ivar will risk genuine war if a compromise can be guaranteed.

The day we feared has come: the Rurikgrad Pact has attacked Trivodnia in an unprovoked act of aggrression, using weak excuses, outright lies and conflated half-truths as thinly-veiled excuses for naked imperialism. Clearly the threat of world war does not deter the Communists who would rather watch the world burn then peacefully create a new one.

The Grand Duchy had repeatedly claimed an attack on Trivodnia would be treated as one on Bourgogne. I can only hope those words hold true today.

Thank you once more for your public intervention regarding this sad and unnecessary conflict. Hopefully the Rurikgrad Pact will see sense and avoid further bloodshed by taking up your generous offer of peace.

However I must confess I remain sceptical the Communists will do so. Kadikistan in particular has proven duplicitous in its approach to international affairs and diplomacy, using promises of dialogue to disguise its plans for invasion. Clearly the current leadership in Ivar share the same imperial ambitions as the Tsars who preceded them.

As you will have seen, the brave men and women of the Free State Self Defence Forces - trained by your own excellent military advisors - have repelled the attempted invasion by Crotobaltislavonia. As our efforts are now focused on limiting Kadikistani and Xinhaiese advances, may I suggest initial Burgundian operations - should war prove to be the only option - neutralise remaining military assets in Crotobaltislavonia, allowing for a secure air bridge to be established between us. I also suggest the creation of a joint command centre in either Chagny or Amstov.

Lastly, I appreciate the assault by Serenierre on Occitania will be another major, perhaps more pressing concern, given the proximity of that conflict. Yet I feel I do not need to remind you how great a strategic threat a permament Communist presence on the Polesian Sea and Lake Elbe will be.

With the Rurikgrad Pact demanding our complete and utter surrender in return for peace, it is clear they will not meet your terms and will not stop until they have all of Trivodnia under their control.

We urgently need aerial assistance to prevent total Kadikistani domination of the skies. Additional ground forces to help blunt their land assaults will also be crucial. Time on both fronts is of the essence.

With Crotobaltislavonia quickly collapsing into disarray, we no longer view it as an active combatant in this war. On that note, we believe establishing a friendly government should be a secondary, not primary, objective right now. However Kadikistani forces within the country still pose a threat worth neutralising.
