To whom it may concern, We here at the western end of the Thaumantic may be far removed from the plights and travails of the Old World, but are by no means ignorant of them. The situation in the former Danish Imperium has been carefully monitored by the intelligence and diplomatic services of the Union State since the beginning of these crises, and both the people and government of the Union State maintain a continuous interest in any and all news which continues to reach our ears here in the Far Occident. It is thus that we must first commend the de facto government of the former realm of Danmark, now calling itself Wendziema, for restoring order and some semblance of security to its territories after what we are very much aware was a harrowing, brutal conflict. The initiatives by this new regime to extend franchise to all segments of the population of its realms is noble, and one which the Union State will fully endorse; the elevation of the Wendish folk to equality from their former mean station being recognized as a truly heroic undertaking and accomplishment in our eyes. Even so, despite victory, there doubtless remains much to do.
We were very much disappointed to learn of the stance of the Wendzieman government regarding the Danish sovereign debt. The reaction of Brazul to the Wendzieman rejection of responsibility for the sovereign debt is totally in line with established Brazulan policy, and represents what we in the Union State feel to be only the first in what will doubtless be a chain in similar reactions in the coming future. We understand that all nations pursue the same objectives: to achieve order, peace, security, and prosperity. It is the considered view of the Union State that attracting international ire and condemnation will make it impossible for the Wendzieman government and people to achieve anything but the first of those listed aims, as the rejection of the sovereign debt obligation will invariably result in.
It is thus that the Grand Presidium of the Union has authorized me to make the following offer:
1. That the Seneca Union State will agree to purchase half of the Danish sovereign debt, doing so under the below conditions.
a. that this purchase is contingent on the Wendzieman government's acknowledgement and acceptance of remaining debt obligation
b. that the Wendzieman government acknowledge that it, as an institution, serves as a legal successor to the former Danish imperial government for purposes of international law, relations, and dealings

2. That the Seneca Union State will agree to thus recognize the Wendzieman government, to uphold it as legitimate internationally, and establish permanent diplomatic relations and ties, to be done assuming the acceptance of point 1 and adherence to all its conditions.
This offer is made in the hope of extending the hand of brotherhood and partnership, in helping the ravaged lands and hurt peoples of Wendziema in achieving prosperity and effecting reconstruction with a minimum of delays and difficulties. The reintegration of the territories and peoples of the Wendzieman nation back into the international concert is of paramount importance, and will, in the view of the Union State, serve the nascent Wendzieman state better than isolation would. There are plethora threats to the international order already, and neither the Far nor Near Occident wishes for another so-called "Anti-State" to arise within the beating heart and core of the free Old World.
