DDI Members,

In accordance with ARTICLE 9 of the Treaty of Charleroi, the expansion of the DDI and thus the Protocol to accede to the Treaty of Charleroi requires unanimous approval of all members. As is convention and common practice in the case of the Protocol the Treaty of Charleroi on the Accession of Aresura, any member may reject the extension of the Treaty of Charleroi to a new Party. A rejection or veto to accession by convention should stipulate the criteria required to change your Party’s vote to an affirmative. This helps the new Party in question to be able to make the necessary recommended changes to be able to fit the criteria and thus submit their formal instrument of accession to the Treaty of Charleroi.

The DDI Council Question #1001 will consider an instrument of accession to the Commonwealth of Nedernesië. It is humbly requested that any domestic parliamentary, congressional, or other legislative or executive requirements for member states be considered and resolved by the Parties.

Voting sessions could end quickly or go on for a few days depending on the issues it was at this point that the terrorists attacks had put the membership of Nedernesia in another light. Kelly Farragut, the representative to the DDI council with slight embarrassment issued a statement. "Unfortunately fellow colleagues the Continental Republic was quick in its issuance of a YAY vote on accession of the Commonwealth of Nedernesia to the alliance. In light of the heinous terror attacks in the Dune Sea the Continental Republic rescinds its vote on accession. We believe that should the Commonwealth wish to join, further deliberation must be taken on possible conditions to accession. I shall confer with leadership in Sylvania as to what concessions if any the Continental Republic would demand. We do not, however, believe that the invitation should be rescinded at this time, noting that invitation does not necessarily mean automatic membership. Thank you."

“The Commonwealth of Pohjanmaa has been a resounding supporter of the accession of Nedernesië to the Democratic Defense Initiative. There are issues of inconvenience on this matter however. The first issue regarding the terrorist attacks are important to consider. As many might know, the Commonwealth of Pohjanmaa has a de jure claim to the Dune Sea Colony Region. The referendum in which Nedernesian control of the Dune Sea is established has not been recognized by this government. Naturally, Pohjanmaa and the Lepomäki Administration understand that de facto operations and administrative control in the Dune Sea are conducted by the Commonwealth of Nedernesië. The terrorist incident creates a certain difficulty in which legality and atrocity mixes to create a difficult situation for both Pohjanmaa, Nedernesië, and the Parties to the DDI. Our belief is that this impasse must be solved before we can fully understand rights and responsibilities to this accession. As such we ask our colleagues here at the DDI for their opinions before we issue any further or final statement.”

"The current Dune Sea situation creates a complicated matter that must be resolved prior to any Sylvanian agreement to Nedernesia's joining. Pohjanmaa's de jure claim over the Dune Sea is another matter that we ask that Pohjanmaa make further comment upon. What is the Lepomäki Administration's plans for the claim of the Dune Sea beyond non-recognition? What is the Lepomäki administration's opinion of de facto Nedernesian rule? Beyond that, it is the opinion of my government that the Dune Sea be left out of any agreement that brings in Nedernesia. It is my personal opinion that this would convince Nedernesia to reject DDI membership as their work in the Dune Sea is quite important to their government."

“The Commonwealth of Pohjanmaa has been at odds with the future for this region. It is our growing belief that the future of Himyar ought to be in the hands of the Himyari. This does not include former imperial power, including those that might be based in northern Himyar. Decolonization of Himyar as a possible DDI policy measure might be a good measure in order to advance the calls for freedom around the world. Such an idea might put our policy in union on the issue of Nedernesia. However, such a policy would require a united DDI front on the issue, something that would require everyone’s thoughts on the idea of making Decolonization a central policy theme of the DDI.”

"The Continental Republic has, from the birth of our nation, believed in the self-determination of the people, economically, socially and culturally. Decolonization is a policy that Sylvania would support and we believe that the DDI should support. The freedom of peoples should be a top concern of the DDI. On the issue of Nedernesia, a policy of decolonization would in the end put us at odds with the Commonwealth.
