Cabinet Secretary: Sébastien La Roche, Minister of Foreign Affairs and International Trade | The Department's Mission The Department of Foreign Affairs and International Trade is a cabinet-level office of the the Government of the Ottawas. Headed by the Minister of Foreign Affairs, the Department is generally divided into three branches: (i) foreign affairs; (ii) international trade; and (iii) international development. The Department is responsible for the Ottawas' international representation, for the maintenance of relations with and the protection of Ottawan nationals abroad, and for the advancement and safeguarding of the interests of the Dominion of the Ottawas. To carry out these tasks, the Department maintains the Ottawas' expansive diplomatic network of embassies and consulates throughout Europe. The Minister The incumbent Minister of Foreign Affairs and International Trade is the Hon. Sébastien La Roche. Born on January 3, 1973 in Lauchelle-la-Neuve, Mr. La Roche studied law and international relations at the University of Hull, before moving to Beauport to practice law. In 2000, he obtained a masters degree in international law from the University of James College, in Beauport. He joined the Department of Foreign Affairs and International Trade as a legal adviser the year after, and was made the senior legal advisor to the Ottawan Delegation to the European Forum in 2009. In 2017, he was made Head of that Delegation. In 2019, he resigned his position at the foreign ministry and participated in parliamentary elections. Mr. La Roche was elected a Member of the Legislative Assembly for his native Hull, and he received his current position in the cabinet of Prime Minister Jean-Guy Laval shortly thereafter. Legal Framework and History The Department of Foreign Affairs and International Trade traces its roots to the Secretariat of State for External Affairs, which was one of the first government departments created by the Dominion of the Ottawas following the enactment of its Constitution in 1863. The Department received its current name in 1931, following the recognition of the Ottawas' full independence via the Statute of Dulwich. The operations of the Department are regulated by the Act respecting the Department of Foreign Affairs and International Trade
