    Following the meeting held at the headquarters on 12 April, the Director has approved the following order, which shall be communicated to Agent 776-A-3B (Codename: Velociraptor) to be carried out without any delay.

    The Director has stated that the liquidation must be carried out against the named individual for comments made against the glory of the Sérazinist revolution and victory over Occitania and the Trier Concord.

    The method of liquidation must be precise and Agent V has been instructed to conduct a clean operation. It is hoped that the matter will be dealt with without any unnecessary attention. However, the operation must be decisive.

    The Directorate has prepared a dossier containing inflammatory information implicating a student of the K.A.U.K, in order to deflect attention of the authorities to the said individual. The information shall be provided to the Kuressaare Police using contacts.

    INTELLIGENCE STRATEGY AND COUNTER-ESPIONAGE

    Background
    1. The Kingdom of Eiffelland-Retalia remains a fundamental enemy of the Republique Seraziniste. The unfortunate result of the hasty enforcement of the Treaty of Camp Hill was the uncertainty of the Retalian Sea to continue unabated as the Eiffello-Retalian menace was not significantly pushed back in the manner suitable to the interests of Serenierre.

    2. Following the unnecessary expansion of Eiffelland via its hegemonic annexation of the Retalian mainland and islands, the threat posed to the Peninsular provinces of Serenierre has only been augmented by the recent conversion of the Grand Duchy of Lars to a suspicious degree of anti-Serenien sentiment in official government policy. To that effect, we believe Lars to be a nation of great importance, as well, for the purposes of our surveillance actions.

    3. The Kingdom of Occitania is, additionally, a problematic source of concern for Serenierre as it continues to host 150,000 Eiffellander/Retalian personnel, some insignificant numbers of Larsian personnel, and now according to reliable sources seeks to be considering the hosting of a Pohjaaman military presence of some unknown nature. This policy being pursued by the Occitanian Kingdom, particularly the latter, is the most likely to cause tensions to flare up and the possibility of a conflict is high — should it come to pass.

    Intelligence operations conducted by D77
    4. Operation Athena
    4.1 Our operations in Target Athena, remain focused on their post-war reconsolidation of their position. Since the conclusion of the war, our Grade IV operatives in the country have been maintaining a watch on communications activity and satellite imagery, whereby we have noted extensive installations being hastily established across a chain of regions. Our colleagues in Military Intelligence have deemed the installations to be examples of coastal defense batteries and radar installations.

    4.2 Our Grade II officers have been engaged with establishing connections with individuals in Target Athena, so as to present themselves as double agents. Office 67 within the Directorate shall be feeding these officers key (falsified) information to waste the efforts of the opposite intelligence agency. The efforts of Office 67 are designed to appear entirely plausible and cause considerable alarm to the opposite intelligence agency. The goal is to alarm them and to distract them from our primary goals with respect to Operation Athena.

    4.3 Grade I and III officers shall be engaged in the analysis and establishment of a system to fully investigate the efforts being undertaken by the State Athena to consolidate its military and national defense strategy in the wake of its defeat. We must use any and all means at our disposal to determine what exactly is being done in that country.

    4.4 Under Protocol 3, none of our agents are to cause any harm or to cause any attention to fall on themselves. The key is silent observation and full deception.

    5. Operation Artemis
    5.1 Operations in Target Artemis are designed to monitor the political inclinations of the country. We shall be mounting a full character profile study on key politicians and personalities in the target state to reveal any compromising information that may be used to better suit our efforts to have said individuals cooperate with us. Yet, here, as well, we shall be following Protocol 3.

    5.2 We must also monitor the defensive stance of the target state, to be sure of their capabilities and threat to Serenierre.

    6. Operation Aphrodite
    6.1 The operations must follow Protocol 1. We must do our best to destroy social infrastructure and harm morale. The political instability in the country must be amplified and the presence of foreign troops in the country should be made to inflame nationalist and anti-modernist sentiments must be fanned. Our efforts are to be as aggressive as reasonably possible.

    6.2 In an effort to further enhance our success, we shall patronise our connections with the Long Sea criminal syndicates to help us in our efforts. We reckon, we may have to turn a blind eye to some of the Long Sea crimes, such as human trafficking or piracy for some time. This will be a difficult aspect of our operation, as we do not believe the Politburo would approve of it. However, the Director has stated that he will take personal responsibility for it and has authorised our agents and officers to forge ahead. These connections with the criminal syndicates will be used to spread narcotics and dangerously addictive substances amongst the society. Obviously, given the backwardness and religiosity of the society, the state will respond with draconian measures, which will only further heighten the discord and chaos in that society.

    6.3 In addition to the above, our assets on the ground, for which we must have a decentralised approach, shall be monitoring all effective infrastructure points and systems in the country and passing all information to Military Intelligence. Furthermore, should the need arise, we will use our agents on the ground to sabotage such facilities that are deemed to significantly set back the presence of foreign military personnel in Target Aphrodite.


    Counter-espionage operations

    7 It must be official state policy to fully counter any and all espionage efforts by any of the target states to harm or prejudice this country. We are aware that these countries shall be mounting a espionage effort against the Serenien state or companies or individuals. We must ensure that at no point in time we allow anything to slip through. Across the Directorate we must adopt a no failure policy with respect to counter-espionage.

    8. This effort must be designed to viciously tackle espionage operations in Serenierre by unravelling the thread. We must unmask key intelligence personnel for the target countries operating against Serenien interests.

    9. An equally important area of focus for us remains our cyber division which must further enhance the level of cyber security for this Directorate and for the State and country as a whole. We must view our cyber-espionage capabilities as a platform of paramount importance in unmasking the enemy.

    Finances
    10. The Commissariat of People's Deputies Sub-committee for Finance in an in-camera session has approved the secret provisioning of significant funds for this venture, in addition to the usual funds obtained by the Directorate through its other financial means and by official allocation by the Politburo.

    FINANCIAL DISBURSEMENT ORDER
    The Directorate hereby authorizes the disbursement of certain financial sums via our covert means and local connections to facilitate the furtherance of our strategic interests. The Directorate has identified two key areas of investment at present:

    1. The Ministry of Health, Federation of the Natal, so that Eiffelloretalian pharmaceutical products are wholly negated and rejected for their unwieldy costs and minimal benefits. Furthermore, senior doctors in the Natal will be contacted by our contacts in local pharmaceutical companies to endorse the Serenien brands of medicine.

    2. The Representative of the Kingdom of Virumaa at the Council of the North must be contacted and softened by way of liquidity, as opposed to liquidation, as such the Directorate has authorised the payments shall be made in an innocuous manner, which shall specifically raise no alarm or detection.

    The Directorate has been tasked with securing a confidential channel of communication with the Government of the People's Republic of Burgundy so as to communicate the decision of the Politburo that Serenierre is looking to transfer a war time lend lease arrangement and a monetary assistance program amounting to several billion livres.

    Comrade Premier has authorised the Directorate 77 to fully engage in the Burgundian matter and to disburse the sums and equipment using clandestine channels.
